A positive note has to be that the committee has left it to the Secretary of State to decide whether to waive the requirement. We have more on this in the Speed Round.<\/p><p><strong>We await the central bank\u2019s announcement of August inflation figures this<\/strong><strong>week. <\/strong>Annual urban headline inflation rate increased to 33% in July, while core inflation also shot up to 35.26% on an annualized basis, on the back of subsidy cuts. Some analysts, <a href=\"https:\/\/enterprise.press\/stories\/2017\/08\/13\/inflation-rate-surges-to-33-in-july\/\">including Pharos Holding\u2019s Radwa El Sweify<\/a>, believe inflation could rise to 36% in August and September \u201cbecause it takes about three months for the full pass-through of the subsidy cuts into the economy.\u201d The figure will play heavily in the CBE decision on interest rates when its Monetary Policy Committee meets on 28 September.<\/p><p>Speaking of inflation: <strong>ADSL services cost a bit more now that the 14% value-added tax was <\/strong><strong>imposed on the sector this past Friday<\/strong>. The National Telecommunications Regulatory Authority has reportedly <strong>given IPSs the green light to pass the full increase onto their subscribers<\/strong>, which last we heard had just been an ongoing debate. TE Data\u2019s smallest package will set you back EGP 57, up from EGP 50, while their most expensive will set you back EGP 570, up from EGP 500. Al Borsa lists <a href=\"https:\/\/alborsanews.com\/2017\/09\/07\/1049564\">TE Data\u2019s new prices here<\/a>. Vodafone Egypt have reportedly notified their subscribers of the increase, <a href=\"http:\/\/almalnews.com\/Story\/345056\/11\/%D9%81%D9%88%D8%AF%D8%A7%D9%81%D9%88%D9%86-%D8%AA%D8%B7%D8%A8%D9%82-%D8%BA%D8%AF%D8%A7-%D8%B6%D8%B1%D9%8A%D8%A8%D8%A9-14-%D8%A8%D8%A7%D9%84%D9%85%D8%A6%D8%A9-%D8%B9%D9%84%D9%89-%D8%A7%D8%B4%D8%AA%D8%B1%D8%A7%D9%83-%D8%A7%D9%84%D8%A7%D9%86%D8%AA%D8%B1%D9%86%D8%AA\">according to Al Mal<\/a>, but we have not been able to confirm the fact (even though one of us here is a VFE ADSL subscriber). IPSs have been <a href=\"https:\/\/enterprise.press\/stories\/2017\/08\/07\/what-were-tracking-this-week-150\/\">petitioning the NTRA for a while<\/a> to raise their tariffs in order to factor in the VAT as well as rising expenses.<\/p><p><strong>While something tells us that Egypt-style inflation is not universally in the cards, a <\/strong><strong>20-year downward trend in inflation across EMs may be reversing<\/strong>, <a href=\"https:\/\/www.ft.com\/content\/33cb2cfe-931d-11e7-bdfa-eda243196c2c\">writes Steve Johnson for the Financial Times<\/a>. August has seen a number of EMs reporting higher inflation, including China, Mexico, and Turkey, following a record low of 2.5% in July. \u201cHeadline inflation will bottom out in emerging markets. We are looking for things to gradually lift back up but stay on the low side,\u201d said Joseph Lupton, senior global economist at JPMorgan.<\/p><p><strong>I<\/strong><strong>f you have a credit history in the US, you probably want to \u201cfreeze\u201d your credit report. <\/strong>An unspecified number of folks in Canada and the US were also affected after hackers stole personal data on some 143 mn people, including, \u201cnames, social security numbers, birth dates, home addresses and some drivers' license information\u201d <a href=\"https:\/\/www.equifaxsecurity2017.com\/potential-impact\/\">The tool that Equifax released to allow you to see if you\u2019re affected<\/a> is, apparently, basically non-functional, turning up <a href=\"https:\/\/www.cnet.com\/how-to\/psa-equifaxs-hack-checker-is-a-hot-mess\/\">positive results regardless of the information<\/a> you put in. <strong>So what to do? <\/strong>That \u201cfreeze\u201d on your credit report, which is going to cost you a few bucks, but the process is less onerous than it sounds. Try instructions from the <a href=\"https:\/\/www.nytimes.com\/2017\/09\/08\/your-money\/identity-theft\/equifaxs-instructions-are-confusing-heres-what-to-do-now.html?mcubz=3&amp;_r=0\">New York Times<\/a>, <a href=\"https:\/\/beta.theglobeandmail.com\/globe-investor\/personal-finance\/household-finances\/what-to-do-if-you-fear-your-credit-report-has-been-hacked\/article36214718\/\">Toronto Globe and Mail<\/a> or <a href=\"http:\/\/money.cnn.com\/2017\/09\/09\/pf\/what-to-do-equifax-hack\/index.html\">CNN Money<\/a>, as you prefer.<\/p><p>Oh, and the best part? <strong>Three senior Equifax officials \u2014 including its CFO \u2014 sold shares <\/strong><strong>worth almost USD 1.8 in the days before it came clean<\/strong> about having been hacked, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-09-07\/three-equifax-executives-sold-stock-before-revealing-cyber-hack\">Bloomberg reports<\/a>.<\/p><p><strong>Want to move abroad? She paid particular attention to the Egypt\u2019s reserves reaching a record high of USD 36.1 bn. She noted that Egypt\u2019s external debt recorded 41% of GDP by the end of March, which she said was way over the safety line. She also gave props to a marginal drop in unemployment to 11.9%, which she claims was the first decrease since 2011 <a href=\"https:\/\/www.youtube.com\/watch?v=UAaQO5EX-R8\">(watch, runtime: 29:14<\/a>).<\/p>\n<p><strong>She then spoke on Qatar, the topic de jour of her lesser half. <\/strong>Kuwaiti writer Fouad El Hashem phoned in to say that Qatar is unwilling to make compromises with the \u201cArab Quartet.\u201d When analyzing the US\u2019 role as mediator, he astutely suggests that there is a jockeying of interests on the issue in DC, centered around differences between the US Congress and the White House. The bill stipulates withholding 25% of the USD 1 bn in military assistance given to Egypt and would see the aid withheld \u201cuntil the Secretary of State certifies and reports \u2026 that [Egypt] is taking effective steps to advance democracy and human rights in Egypt \u2026 [and] implement reforms that protect freedoms of expression.\u201d<\/p>\n<p><strong>The committee spells out in quite some detail what it wants<\/strong>, including the release of political prisoners, holding security officers accountable for alleged rights violations, investigating extrajudicial killings and forced disappearances (including that of Italian PhD student Giulio Regeni), and granting US officials access to monitor where the aid is directed.<\/p>\n<p><strong>Funds for border security, counterterrorism and non-proliferation programs would not <\/strong><strong>be impacted <\/strong>by the freeze, if it were to come into effect.<\/p>\n<p><strong>The bill also requires the US Secretary of State to withhold economic aid<\/strong> \u2014 for which it appropriates USD 75 mn \u2014 <strong>until the conviction handed down by the Cairo Criminal Court in the 2012 \u201cForeign Funding Case\u201d<\/strong> for NGOs are quashed or set aside. Marin\u2019s bronze-wing sculpture, which went on display in public places all over the world <a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2017\/09\/boletin-cairo-ing.pdf\">and is now in Cairo<\/a>, plays on the idea that it does not only stand as a symbol of flight itself, but of union, strength, illumination and balance. \u201cThe allegorical flight of the human-sized bronze wings, as they roam through the world will seem as a window that opens into the binds that tie countries and people, together, reassured by the settlement of the wings on public spaces.\u201d Above is the winning picture from the competition, which, along with two runners up, will be part of an awards ceremony organized by the Embassy and the Cairo Opera House\u2019s Palace of Arts on 11 September.
