(Don\u2019t get complacent, though: It won\u2019t last. It never does.)<\/p><p><strong>IMF delegation\u2019s reform review continues: <\/strong>The IMF delegation in town to review progress on the Sisi administration\u2019s economic reform program met with Vice Minister of Finance Amr El Monayer yesterday, unnamed <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1211627\">senior officials tell Al Masry Al Youm<\/a>. On the agenda: tax policy reforms, which allowed the government to exceed its target revenues for the first time in FY2016-17. Talks are going well, they add, and the visit is expected to unlock another tranche of Egypt\u2019s USD 12 bn extended fund facility. Finance Minister Amr El Garhy had said that structural reforms to support manufacturing and exports are among the key topics during the delegation\u2019s visit, which he expects to wrap up around 8 or 9 November. Also on the agenda: more meetings with Finance Ministry and central bank officials and sit-downs with staff at the ministries of social solidarity and planning.<\/p><p>Random stuff from around the interwebs that\u2019s worth a read this morning if your inner geek, like ours, demands to be satiated:<\/p><p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>Exercise isn\u2019t just more powerful than most anti-depressants in treating depression, it\u2019s a <\/strong><strong>protective against cancer, too. <\/strong>In former lives, two of us were molecular biologists, so we can\u2019t help but geek out over Cell\u2019s \u201c<a href=\"http:\/\/www.cell.com\/cell-metabolism\/fulltext\/S1550-4131(17)30567-3\">Molecular Mechanisms Linking Exercise to Cancer Prevention and Treatment<\/a>,\u201d which provides an overview of the mechanisms behind how \u201cphysical exercise has been shown to reduce cancer incidence and inhibit tumor growth. \u2026 Exercise has a role in controlling cancer progression through a direct effect on tumor-intrinsic factors, interplay with whole-body exercise effects, alleviation of cancer-related adverse events, and improvement of anti-cancer treatment efficacy.\u201d It\u2019s by the same researcher who found that <a href=\"http:\/\/www.cell.com\/cell-metabolism\/fulltext\/S1550-4131(16)30003-1\">running helps your body make and redistribute more of the awesomely named NK or \u2018natural killer\u2019 cells<\/a>, thereby <strong>\u201creducing the risk of cancer and disease recurrence.\u201d<\/strong><\/p><p><strong>It\u2019s not fat, but sugar and other carbs \u2014 including \u201chealthy whole grains\u201d \u2014 that are <\/strong><strong>gonna kill you. <\/strong>So says the Economist in its <a href=\"https:\/\/www.economist.com\/news\/books-and-arts\/21602984-why-everything-you-heard-about-fat-wrong-case-eating-steak-and-cream\">favourable review<\/a> of Nina Teicholz\u2019s <a href=\"https:\/\/www.amazon.com\/Big-Fat-Surprise-Butter-Healthy-ebook\/dp\/B00A25FDUA\/ref=tmm_kin_swatch_0?_encoding=UTF8&amp;qid=&amp;sr=\">Big Fat Surprise<\/a>. The host, who had been accused by Al Azhar of attacking Islamic law, said the show has been defunct since 2015 and said a court order can\u2019t keep him from appearing on TV since it would be unconstitutional. Among the highlights include:<\/p>\n<ul type=\"disc\">\n<li>An investment must <strong>export 50% of its output<\/strong> to qualify to certain incentives; <\/li>\n<li>A company\u2019s <strong>corporate social responsibility agenda<\/strong> will be a component of whether it qualifies for incentives;<\/li>\n<li><strong>Foreign labor cannot exceed 10% of the total workforce <\/strong>unless an assessment committee deems a situation exceptional enough to require raising the cap to 20%;<\/li>\n<li>Foreign workers and investors are <strong>guaranteed the rights to repatriate profits<\/strong> and earnings; <\/li>\n<li>Special incentive areas, such as the Suez Canal Axis and Golden Triangle area, will be <strong>outlined in the government\u2019s upcoming investment map<\/strong> of 600 or so projects, which should be issued in December and updated on a regular basis.<\/li>\n<\/ul>\n<p><strong>The regs also outline the rules for the development and management of private <\/strong><strong>freezones, as well as investment and tech zones.<\/strong> Under the new regs, the General Authority for Freezones and Investment (GAFI) will form a technical committee to oversee the establishment and administration of private freezones and projects they house. The move came after Al Qaffas made unsanctioned statements on the party\u2019s behalf, <a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=29102017&id=35648356-c60f-4759-a2fd-646f71d6ad2e\">Khalil explained<\/a>. Naguib Sawiris, who founded the party, <a href=\"https:\/\/enterprise.press\/stories\/2017\/02\/23\/naguib-sawiris-dismissed-from-free-egyptians-party\/\">was also dismissed from it<\/a> earlier this year after \u201cgiving off the impression he speaks for the party,\u201d among other things.
