The CBE\u2019s move effectively closes the financial system, but there were mixed reports yesterday evening on whether private schools and other businesses would close their doors for the day.<\/p><p><strong>The central bank also announced that its net international reserves <\/strong><a href=\"http:\/\/www.cbe.org.eg\/en\/Pages\/HighlightsPages\/Net-International-Reserves-reached-US%24-36534-6-mn-at-the-end-of-September,-2017.aspx\"><strong>increased fractionally<\/strong> to<\/a> USD 36.535 bn at the end of September, up from USD 36.143 bn <a href=\"http:\/\/af.reuters.com\/article\/africaTech\/idAFZYN4Q4J00\">a month earlier<\/a>.<\/p><p><strong>It\u2019s PMI day: <\/strong>Egypt\u2019s purchasing managers\u2019 index reading for September will be released this morning just after we dispatch today\u2019s issue. <a href=\"https:\/\/www.markiteconomics.com\/Public\/Release\/PressReleases?language=en\">You\u2019ll find it here<\/a> once it lands.<\/p><p><strong>Finance Minister Amr El Garhy will announce tax figures for FY2016-17 at a press conference today at 9:00am CLT, <\/strong><a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1199812\">according to Al Masry Al Youm<\/a>. The ministry is expected to have exceeded its targets on tax collection for the first time ever by as much as 33%, <a href=\"https:\/\/enterprise.press\/stories\/2017\/09\/07\/tax-revenues-for-fy2016-17-exceed-targets-for-the-first-time-ever-by-c-33\/\">the minister had previously said<\/a>, and is likely to surpass the EGP 473.2 bn target outlined in Egypt\u2019s USD 12 bn loan agreement with the IMF. The announcement will also include figures for the first quarter of FY2017-18.<\/p><p>On a related note, <strong>the Real Estate Tax Authority wants to collect EGP 10 bn by 2023, <\/strong>up from EGP 2 bn now, authority chief Samia Hussein said yesterday, <a href=\"http:\/\/www.almasryalyoum.com\/news\/details\/1199785\">according to AMAY<\/a>.<\/p><p>Meanwhile, <strong>we\u2019re very pleased to note this morning that our friend Hassan Abdou is back in the game<\/strong>, having accepted the post of executive chairman at Gemini Holding, the Sawiris Family office, <a href=\"https:\/\/ent.news\/2017\/10\/765.pdf\">the firm announced in a statement (pdf)<\/a>. Gemini\u2019s investments include OTMT and Beltone Financial as well as real estate, oil and gas, mining, and media in Egypt and around the world. Young for their discoveries of molecular mechanisms controlling the circadian rhythm. \u201cTheir discoveries explain how plants, animals and humans adapt their biological rhythm so that it is synchronized with the Earth's revolutions.\u201d <strong>The 2017 Nobel Prize for Physics will be announced today,<\/strong> followed by the prize for chemistry on Wednesday. Ismail had said earlier that he would present briefs for 20 proposed pieces of legislation. Among those he highlighted in his remarks to the House:<\/p>\n<ul type=\"disc\">\n<li><strong>The <\/strong><a href=\"https:\/\/enterprise.press\/stories\/2017\/03\/14\/spotlight-on-the-universal-healthcare-act\/\"><strong>Universal Healthcare Act<\/strong><\/a><strong>: <\/strong>The state\u2019s most significant piece of social legislation this year would see health coverage expand to cover breadwinners and their families with the goal of making quality public healthcare more accessible. Ismail did not touch on plans to roll out price caps for the private sector, which Health Minister Ahmed Rady has previously said is in the cards. As we noted yesterday, the Council of State has concluded its review of the bill (sans price caps).<\/li>\n<li><strong>The <\/strong><a href=\"https:\/\/enterprise.press\/stories\/2017\/07\/19\/council-of-state-begins-reviewing-social-welfare-act\/\"><strong>Social Welfare Act<\/strong><\/a><strong>:<\/strong> The bill would see the Social Solidarity Ministry establish a new pension fund and set its own investment strategy. The law will also index annual pension increases to inflation and set a minimum pension rate. The Council of State was supposed to have completed its review of the bill in August, though we have received no word that it has.<\/li>\n<li><strong>The Local Administration Act:<\/strong> This bill would set up and organize local councils and elections and is part of the government\u2019s plan to decentralize local administration. The government is hoping these elections will <a href=\"https:\/\/enterprise.press\/stories\/2017\/07\/31\/local-council-elections-will-likely-be-held-after-next-years-presidential-elections\/\">take place following the May 2018 presidential elections<\/a>. The act has been gathering dust in the House since October 2016.<\/li>\n<li><strong>The <\/strong><a href=\"https:\/\/enterprise.press\/stories\/2017\/07\/03\/government-to-issue-amendments-to-laws-to-regulate-public-spending\/\"><strong>Auctions and Tenders Act<\/strong><\/a><strong>:<\/strong> Back in June, the government overhauled the bill, which would decentralize tender procedures and streamline the selection process for winning bids, will promote two-stage tenders to give the government more options when choosing contractors and suppliers, while also curbing spending by placing restrictions on the amount bodies can pay out in a tender.<\/li>\n<li><strong>The Labor Unions Act:<\/strong> This law, which regulates the activities of labor unions, may probably be among the most contentious acts this session. Labor unions had opposed the law last year, saying it was too restrictive, while members of the House Manpower Committee <a href=\"https:\/\/enterprise.press\/stories\/2017\/09\/25\/after-years-of-grandstanding-socialism-parliament-plans-to-strike-at-labor-union-freedoms\/\">had stated that they would oppose the bill<\/a> for allowing unions too much power.<\/li>\n<\/ul>\n<p><strong>Not highlighted by the PM: A number of bills that are important to business<\/strong>, including the proposed bankruptcy act and amendments acts on the central bank and banking industry, companies, and capital markets, among others. Don\u2019t take it to heart, though: The PM\u2019s speech was one part political theater for MPs, one part message to the \u201caverage Egyptian\u201d on the street.<\/p>\n<p><strong>There are no plans for a cabinet reshuffle anytime soon<\/strong>, Prime Minister Sherif Ismail said, <a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=02102017&id=f613364f-44b8-492c-820d-9fc809ba4b44\">according to Al Shorouk<\/a>. Ismail says he will use the results of the census as the starting point for his annual report to parliament. While, TransTeleCom has not confirmed the story, either way, we\u2019d like to urge it to take heed of Naguib Sawiris\u2019 involvement with Koryolink.)<\/p>\n<p>Coming in at a close second for Egypt is the <strong>continued fallout from the Mashrou\u2019 Leila concert,<\/strong> after the State Security Prosecutor (which typically handles issues of national security) ordered the detention of two young activists for 15 days pending an investigation into claims they belong to an illegal group and received foreign funding in exchange for promoting debauchery and [redacted] deviancy, <a href=\"http:\/\/www.shorouknews.com\/news\/view.aspx?cdate=02102017&id=c21ecc5f-7a66-4a15-9fb1-2892d74fa387\">Al Shorouk reports<\/a>.<\/p>\n<p><strong>The <\/strong><a href=\"http:\/\/af.reuters.com\/article\/africaTech\/idAFL8N1MD5RX\"><strong>international press<\/strong><\/a><strong> is noting reports on the arrest of some 22 people over the past three days over the raising of rainbow flags<\/strong> in support of LQBTQ rights at the concert. \u201cThe arrests bring the total number of people who have been detained based on their perceived [redacted] orientation to 33 \u2014 32 men and one woman,\u201d <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2017\/10\/egypt-escalates-lgbti-crackdown-with-fresh-wave-of-arrests-and-anal-examinations\/\">Amnesty International said<\/a> in a statement on Monday. The statement notes alleged cases of [invasive forensic exams] conducted against five people under arrest, which it says is tantamount to torture. Publications, including <a href=\"http:\/\/www.dw.com\/en\/egypt-puts-17-allegedly-gay-men-on-trial-for-debauchery\/a-40771918\">Deutsche Welle<\/a>, are noting that the state is putting 17 men on trial on \u201cdebauchery\u201d charges as \u201cpart of a wider crackdown\u201d on the LGBTQ community.<\/p>\n<p><strong>Egypt fears a potential threat to the Nile from the Grand Ethiopian Renaissance Dam<\/strong>, <a href=\"https:\/\/apnews.com\/f2c30802d80247efa6872d5852882057\/Dam-upstream-leaves-Egypt-fearing-for-its-lifeline,-the-Nile\">Maggie Michael writes for the Associated Press<\/a>. Egypt fears the dam \u201cwill cut into its water supply, destroying parts of its precious farmland and squeezing its population of 93 mn people, who already face water shortages.\u201d Michael notes that Egypt\u2019s relationship with the Nile is \u201cdifferent\u201d as it provides 90% of the country\u2019s water supply. One professor estimates that Egypt stands to lose 51% of its farmland if the dam\u2019s fill is done in three years. \u201cOther experts say the impact will be far smaller, even minimal.
