Chief among them: the Labor Unions Act, which has been widely criticized by independent labor unions in Egypt, the International Labor Organization (ILO) and Egyptian presidential candidate and human rights lawyer Khaled Ali. The Egyptian Federation of Independent Trade Unions <a href=\"http:\/\/www.almalnews.com\/Story\/353121\/19\/%D8%AA%D9%81%D8%A7%D8%B5%D9%8A%D9%84-%D9%84%D9%82%D8%A7%D8%A1-%D9%85%D9%85%D8%AB%D9%84%D9%8A-%D8%A7%D9%84%D9%86%D9%82%D8%A7%D8%A8%D8%A7%D8%AA-%D8%A7%D9%84%D9%85%D8%B3%D8%AA%D9%82%D9%84%D8%A9-%D9%85%D8%B9-%D9%88%D9%81%D8%AF-%D8%A7%D9%84%D8%B9%D9%85%D9%84-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D9%8A%D8%A9\">had raised similar concerns<\/a> at meetings with the UN-affiliated ILO last week, particularly noting that the legislation outlaws the establishment of independent trade unions. The organization relayed those concerns to the House Manpower Committee <a href=\"https:\/\/alborsanews.com\/2017\/11\/14\/1064970\">last week<\/a>, which claimed to have made amendments that would make the act more palatable to the ILO.<\/p><p><strong>The House is also to vote today in plenary session on the Youth Institution Act<\/strong>, which bans political activity at public youth clubs. Surprisingly, the comments led to an interesting discussion on the perils of rice cultivation.<\/p>\n<p><strong>Background<\/strong>: \u201cWater is a matter of life or death,\u201d El Sisi said, adding that \u201cno one can touch Egypt\u2019s share of water,\u201d according to <a href=\"https:\/\/www.washingtonpost.com\/world\/africa\/egypt-warns-ethiopia-nile-dam-dispute-life-or-death\/2017\/11\/18\/11c43a04-cc63-11e7-b506-8a10ed11ecf5_story.html?utm_term=.f0fe898b2c34\">the Associated Press says<\/a>. The remarks came after discussions over GERD <a href=\"https:\/\/enterprise.press\/stories\/2017\/11\/14\/egypts-water-resources-and-consumption-reign-supreme-on-the-airwaves\/\">reached a stalemate last week<\/a> when the study confirmed the dam would cut into Egypt\u2019s supply of Nile water. El Sisi is expected to meet Ethiopia\u2019s prime minister <a href=\"https:\/\/enterprise.press\/stories\/2017\/11\/16\/house-will-not-endorse-gerd-until-egypts-share-of-nile-water-is-secure\/\">in Cairo in December<\/a> to further talks on the issue. House representatives last week had also declared they would not sign off on the GERD agreement until Egypt\u2019s share of water was secure.<\/p>\n<p><strong>House rattle saber: <\/strong>The head of the African Relations Committee at the House of Representatives, El Sayed Felaifal, told Masaa DMC\u2019s Eman El Hosary that Ethiopia\u2019s actions is a deliberate provocation to Egypt (<a href=\"https:\/\/www.youtube.com\/watch?v=fTwbl6f9M4s\">watch, runtime: 6:27<\/a>).<\/p>\n<p><strong>Hona Al Asema\u2019s Lamees Al Hadidi took President El Sisi\u2019s comments as an urgent call <\/strong><strong>to action for Egyptians to cut their use of water.<\/strong> She was particularly critical of rice cultivation. \u201c82% of Egypt\u2019s share of the Nile goes towards agriculture, with rice cultivation consuming 25% of that amount,\u201d she said (<a href=\"https:\/\/www.youtube.com\/watch?v=h5FpxFieTAU\">watch, runtime: 2:26<\/a>). She delved further on the subject with Irrigation Ministry spokesperson Hussam El Emam, who said that illegal rice cultivation covers an area of 650K feddans, consuming between 2.5-3 bn cubic feet of water.
