<\/li>\n<li><strong>Private sector investment bankers and lawyers aren\u2019t being crowded out of the privatization program<\/strong>, Finance Minister Mohamed Maait assures us;<\/li>\n<li>And mining industry regulator <strong>EMRA has accepted Aton Resources\u2019 declaration of commerciality<\/strong>, potentially giving Egypt its second major gold producer after Centamin.<\/li>\n<\/ul><p><strong>Iran sanctions hitting us at home?<\/strong> The US re-imposing sanctions on Iran will negatively impact state-owned Misr Iran Development Bank\u2019s (MIDB) foreign transactions and shareholder\u2019s activities, <u><a href=\"http:\/\/www.almalnews.com\/Story\/385508\/12\/%D8%A7%D9%84%D8%B9%D9%82%D9%88%D8%A8%D8%A7%D8%AA-%D8%A7%D9%84%D8%A3%D9%85%D8%B1%D9%8A%D9%83%D9%8A%D8%A9-%D8%AA%D8%B7%D8%A7%D9%84-%D8%A8%D9%86%D9%83-%D9%85%D8%B5%D8%B1-%D8%A5%D9%8A%D8%B1%D8%A7%D9%86\">MD Amr Tantawi claims, Al Mal reports<\/a><\/u>. The US will reinstate on 5 November sanctions targeting transactions by foreign financial institutions with the Central Bank of Iran, <u><a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/statement-president-reimposition-united-states-sanctions-respect-iran\/\">according to a White House Statement<\/a><\/u>. The US re-imposed on Monday sanctions on the Iranian rial.<\/p><p><strong>The big news out of the region, though, remains the tiff between Saudi Arabia and Canada<\/strong>, where the <u><a href=\"https:\/\/www.ft.com\/content\/b33505ba-9aff-11e8-9702-5946bae86e6d\">Financial Times<\/a><\/u> broke the news yesterday that Riyadh has \u201cinstructed [its] overseas asset managers to <strong>dispose of [its] Canadian equities, bonds and cash holdings \u2018no matter the cost<\/strong>.\u2019\u201d <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-08\/saudi-arabia-investment-freeze-doesn-t-amount-to-much-in-canada\">Bloomberg<\/a><\/u> does a good job of tracking down what those holdings may be, and the <u><a href=\"https:\/\/www.wsj.com\/articles\/saudi-arabia-orders-its-fund-managers-to-dump-canadian-assets-in-diplomatic-feud-1533753039?mod=hp_lead_pos8\">Wall Street Journal<\/a><\/u> underscores how limited investment ties are between\u2026 the two erstwhile allies by saying the selloff is worth \u201chundreds of mns.\u201d Canada\u2019s <u><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canadian-businesses-largely-unfazed-by-saudi-investment-dump\/\">Globe and Mail<\/a><\/u>, though, quotes the Royal Bank of Canada as estimating Saudi\u2019s central bank holds about USD 10 bn in Canadian stocks, bonds and other instruments, or less than 1% of foreign holdings of Canadian securities.<\/p><p><strong>So as of now, KSA has:<\/strong><\/p><ul>\n<li>Recalled its envoy to Ottawa and PNG\u2019ed the Canadian ambassador to Riyadh;<\/li>\n<li>Promised to pull more than 10k scholarship students out of Canada and to recall some 800 physicians doing internships, residencies and fellowships in the Great White North; <\/li>\n<li>Frozen new trade and investment, including informing brokers it will buy no Canadian wheat or other commodities;<\/li>\n<li>Suspended flights to Canada from Saudi;<\/li>\n<li>Made clear there will be no mediation until there\u2019s an apology of some form.<\/li>\n<\/ul><p><strong>Business is taking stock: <\/strong>Some <u><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canadian-businesses-largely-unfazed-by-saudi-investment-dump\/\">big Canadian businesses say they\u2019re unfazed<\/a><\/u>, and Canada\u2019s most influential newspaper (generally a mild-mannered outlet) is running with an editorial declaring that \u201c<u><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-globe-editorial-no-justin-trudeau-shouldnt-go-grovelling-to-saudi\/\">Justin Trudeau shouldn\u2019t go grovelling to Saudi Arabia<\/a><\/u>.\u201d Omar Allam, a diplomat turned consultant to companies doing business in the GCC, makes the case for <u><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-three-suggestions-for-preventing-the-canada-saudi-dispute-from-getting\/\">why Canadian businesses should care about KSA<\/a><\/u> \u2014 and offers three ideas on how to prevent the dispute from turning into \u201ca visa standoff and full-blown trade war.\u201d<\/p><p><strong>Don\u2019t expect it to end anytime soon: <\/strong>KSA Foreign Minister Adel Al-Jubeir has declared that there\u2019s nothing to mediate until Canada apologizes for interfering in Saudi affairs. The agreement, which will come through setting up multiple offshore companies, will kill two birds with one stone: Securing a 10-year, USD 15 bn agreement <u><a href=\"https:\/\/enterprise.press\/stories\/2018\/02\/20\/dolphinus-reportedly-signs-usd-15-bn-natural-gas-agreement-with-israel\/\">signed in February<\/a><\/u> with Alaa Arafa\u2019s Dolphinus Holding to export gas from Tamar and Leviathan to Egypt early next year \u2014 and cutting and spacing out arbitration rulings that have long held up any gas import agreement between Egypt and Israel.<\/p>\n<p><strong>The transaction \u2014 enter East Gas:<\/strong> Israel\u2019s Delek, Noble Energy (Delek\u2019s Texas-based partner on the Leviathan gas field in Israel) and Egyptian partner East Gas will acquire a 37% stake in the East Mediterranean Gas Company (EMG). EMG is held by, among others, businessmen Sam Zell and Yosef Maiman, <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-08-08\/delek-noble-and-egypt-are-said-to-put-final-touches-on-gas-deal\">people familiar with the matter tell Bloomberg<\/a><\/u>. Delek and Noble are in the process of setting up a Cyprus-based joint venture, which would then partner with a Netherlands-based company set up by East Gas. This new partnership, also based in Holland, would buy the 37% stake in EMG.<\/p>\n<p><strong>The transaction would give the partners ownership of EMG\u2019s pipeline, which links Israel to Egypt. <\/strong>Under terms of the agreement, Delek, Noble and East Gas, will finalize technical due diligence on the pipeline after the initial buyout agreement is signed. They would then transfer the money to the EMG shareholders involved, sources said, adding that the agreement would go through regardless of the condition of the pipeline. The companies are planning to start gas imports from Israel in the beginning of next year.<\/p>\n<p><strong>It is not yet clear who owns East Gas<\/strong> \u2014 <u><a href=\"http:\/\/www.eastgas.com.eg\/index.html\">their website appears to have been under construction<\/a><\/u> since 2016 \u2014 but we wouldn\u2019t be surprised to see Dolphinus in there somewhere.<\/p>\n<p><strong>Clearing arbitration cases:<\/strong> The buyout by the two companies and their Egyptian partner in effect settles three of the four arbitration cases that had blocked the gas-import agreement, sources told Bloomberg. The Egyptian government has reached an agreement to reduce the USD 1.76 bn international arbitration ruling against EGAS, EGPC and East Mediterranean Gas (EMG) for failure to supply Israel Electric Corporation (IEC) with gas in 2012.<\/p>\n<p><strong>The fine would be reduced to around USD 470 mn and would be amortized over a period of around 15 years<\/strong>, according to two of the people directly involved in the talks. Negotiations are ongoing over which which bank would issue a letter of credit, they added. IEC wants \u201ca top-tier international lender,\u201d while Egypt is pushing for the National Bank of Egypt. Either way, any resolution to the case clears the largest hurdle between a gas import agreement between Israel and Egypt. For years, the Ismail cabinet had made resolving this case a condition for the agreement.<\/p>\n<p><strong>What about the other arbitration cases?<\/strong> Maiman and other shareholders of EMG had also won USD 1.03 bn in damages from the state in a Cairo arbitration court <u><a href=\"https:\/\/enterprise.press\/stories\/2018\/02\/19\/did-an-egyptian-court-really-order-egpc-and-egas-to-pay-emg-usd-1-03-bn-in-damages\/\">back in February<\/a><\/u>.The sources did not make clear how this case fators into the agreement.
