Similarly, the state privatization program kickoff story is <strong>** #2<\/strong>.<\/p><p><strong>Oh, and tl;dr?<\/strong> It stands for too long, didn\u2019t read.<\/p><p><strong>IMF thinks Egypt can withstand global macro stress:<\/strong> The impact of external macro forces including the Trump administration's still-brewing trade war, will not be as acute in nations with resilient economies including Egypt, said IMF Senior Resident Representative Reza Baqir on Tuesday. He implied that unlike other emerging markets, Egypt\u2019s economic growth is underpinned by the fundamentals and not an over reliance on debt, he added, <u><a href=\"http:\/\/www.almalnews.com\/Story\/388245\/15\/%D8%A7%D9%84%D9%86%D9%82%D8%AF-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D9%8A-%D8%A7%D9%84%D8%A5%D8%AC%D8%B1%D8%A7%D8%A1%D8%A7%D8%AA-%D8%A7%D9%84%D8%AD%D9%85%D8%A7%D8%A6%D9%8A%D8%A9-%D8%A7%D9%84%D8%A3%D9%85%D8%B1%D9%8A%D9%83%D9%8A%D8%A9-%D8%A3%D9%82%D9%84-%D8%AA%D8%A3%D8%AB%D9%8A%D8%B1%D9%8B%D8%A7-%D8%B9%D9%84%D9%89-%D9%85%D8%B5%D8%B1\">according to Al Mal<\/a><\/u>. Baqir statements came during the opening day of the Euromoney conference, where discussion of Egypt\u2019s public debt featured heavily. We have more on the government\u2019s statements from the conference, which wraps up today, in Speed Round, below.<\/p><p><strong>Egypt and Uzbekistan will be discussing the creation of a joint horticultural and logistics hub in the Central Asian <\/strong>during a business forum taking place in Tashkent this morning<strong>, <\/strong>the <u><a href=\"https:\/\/en.trend.az\/casia\/uzbekistan\/2947544.html\">Uzbek Foreign Trade Ministry said<\/a><\/u>. President Abdel Fattah El Sisi arrived in the former Soviet republic on Monday for a two-day visit that will include sit-downs with his Uzbek counterpart, Shavkat Mirziyoyev, as well as with a number of business leaders, <u><a href=\"https:\/\/www.facebook.com\/Egy.Pres.Spokesman\/photos\/a.155486328304089\/470448983474487\/?type=3&amp;theater\">an Ittihadiya statement said<\/a><\/u>. El Sisi is expected to ink cooperation agreements on tourism, education and pharma during the visit.<\/p><p><strong>Fear of emerging market contagion rising? <\/strong>South Africa is now officially back in recession. Indonesia\u2019s is currency heading the way of the TRY and ARS. Fitch is <u><a href=\"https:\/\/www.ft.com\/content\/569d46fc-b01f-11e8-8d14-6f049d06439c\">downgrading its growth outlook<\/a><\/u> on Turkey (warning of \u201csignificant and widespread downside risk). It\u2019s against that backdrop that both <u><a href=\"https:\/\/www.ft.com\/content\/89c6d564-b04e-11e8-99ca-68cf89602132\">the FT<\/a><\/u> and Bloomberg (<u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-09-04\/contagion-or-not-these-emerging-markets-hold-key-to-selloff?srnd=premium-middle-east\">here<\/a><\/u> and <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-09-04\/emerging-markets-maintain-losses-after-argentina-turkey-moves?srnd=premium-middle-east\">here<\/a><\/u>) are declaring that the risk of an emerging market contagion are \u201ctoo big to ignore.\u201d The latest: MSCI\u2019s index of EM currencies \u201cdropped for a fifth time in six days [to its] lowest close in more than a year,\u201d dragged down by the ARS, TRY, ZAR, MXN and IDR. South Africa\u2019s economy had been contracting at a 2.6% annual pace during the 1Q2018, with its output falling at a 0.7% annualised rate in the second quarter, all contributing to its slide back into recession for the first time since 2009, <u><a href=\"https:\/\/www.ft.com\/content\/b92f4b38-b026-11e8-8d14-6f049d06439c\">according to the FT.<\/a><\/u><\/p><p><strong>Meanwhile, the USD extended its run to a fourth day<\/strong> as US President Donald Trump threatened to step up the trade war with China with an announcement of tariffs on as much as USD 200 bn in additional Chinese products as soon as Thursday, <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-09-04\/emerging-markets-maintain-losses-after-argentina-turkey-moves?srnd=premium-middle-east\">Bloomberg reports<\/a><\/u>. \u201cThere\u2019s not much to make me think the USD should be going up, but there\u2019s plenty to make me nervous about other currencies,\u201d global strategist at Societe Generale Kit Juckes said. \u201cThe USD is very strong and lacking rate support, but other currencies are worse.\u201d<\/p><p><strong>The spotlight now turns on EM central banks, who \u201chave embarked on their first \u201csustained\u201d monetary tightening cycle since 2011,\u201d<\/strong> William Jackson, senior emerging market economist at Capital Economics, <u><a href=\"https:\/\/www.ft.com\/content\/4a397cee-ac3e-11e8-94bd-cba20d67390c\">tells the FT<\/a><\/u>. Emerging markets, he added, \u201care now hitting some capacity constraints and seeing rising domestic inflation pressures. After a period of very low interest rates, central banks are responding by tightening conditions, similar to what is happening in the US and UK.\u201d <strong>The Central Bank of Egypt meets on Friday, 27 September to review interest rates. <\/strong><\/p><p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a><strong> ** #4 Food for thought #1- Welcome to Egypt\u2019s new Catch 22: <\/strong>Fund managers \u2014 carry trade types in particular \u2014 are pulling out of emerging markets, spooked by the risks about which we drone on every morning in this space. This suggests that the central bank is going to (at a minimum) leave interest rates on hold to keep hot money from fleeing Egypt \u2014 raising the cost of borrowing for the state. (And also making borrowing that much less attractive to the private sector.) Toss in the risk of a strengthening USD and depreciating local currency (as Turkey, South Africa and other major EM are seeing) and you start to get a sense of why Finance Minister Mohamed Maait is making management of the public debt his top fiscal priority, as we report in Speed Round, below.<\/p><p><strong>Food for thought #2- Is the fall IPO window narrowing? <\/strong>Emerging consensus among members of the community with whom we\u2019ve spoken in recent days is that issuers with equity offerings set to close in September and early October can probably expect to execute. But the choppiness we\u2019re seeing in emerging markets leaves the outlook cloudy for anyone looking to close an IPO or public market stake sale after Halloween. Keep this in mind as you read our coverage this morning in Speed Round, below, of which state companies are looking to top equity markets this fall and winter.<\/p><p><strong>That didn\u2019t take long:<\/strong> Amazon has caught up with Apple and became the second company to hit a market cap of USD 1 tn, <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-09-04\/amazon-joins-apple-in-climb-to-1-trillion-market-value?srnd=premium-middle-east\">according to Bloomberg<\/a><\/u>. Titled Fear, it\u2019s apparently a bombshell for The Donald, claiming that his defense secretary likened his understanding of issues to that of a fifth or sixth grader, that he\u2019s called his attorney general \u201cmentally retarded\u201d and a \u201ctraitor,\u201d and that staff have hidden papers from him to ensure he can\u2019t make rash decisions, among other anecdotes. Ahmed El Zeiny, head of the building materials division of the Federation of Egyptian Chambers of Commerce, thinks that the drop has something to do with the government crowding out the private sector in the construction industry. He tells Yahduth fi Masr that most major development projects are carried out by the state, which can source its own building materials. You want to grow, you want to finance the growth, so either you have enough funds for your growth or you\u2019re going to have to borrow. \u2026 We will send the government within weeks a plan to manage the public debt, including putting a cap on external borrowing,\u201d he said.<\/p>\n<p><strong>FinMin confirms canceled T-bill auction:<\/strong> Maait\u2019s statement comes as the ministry <u><a href=\"https:\/\/ent.news\/2018\/9\/2328.pdf\">confirmed in a statement yesterday (pdf)<\/a><\/u> that it canceled a sale of EGP 3.5 bn worth of three- and seven-year T-bills on Monday. <strong>The yields demanded at the sale were \u201cnot within the logical limits,\u201d<\/strong> the ministry said, indicating that the impact of an escalating emerging market sell-off is also a key driver for the decision.<\/p>\n<p><strong>Background:<\/strong> Maait first suggested this past weekend that he might cap new borrowing when he suggested that the government was working on a comprehensive fiscal strategy.
