week on a reasonably quiet note here at home \u2014 the EGX excepted. <\/strong>The benchmark EGX30 shed nearly 2.5% yesterday on moderate turnover, bringing its year-to-date return to -11.8%. Wednesday\u2019s performance came as a global share sell-off sent the Nasdaq into correction territory (it\u2019s down 12% from its September peak) and saw both the Dow and the S&amp;P 500 <a href=\"https:\/\/www.cnbc.com\/2018\/10\/24\/dow-poised-for-triple-digit-losses-at-the-open-after-tuesdays-500-point-recovery.html\">wipe out their gains for the year<\/a>. A sell-off in tech shares led the decline, the <a href=\"https:\/\/www.ft.com\/content\/c9fc7e26-d7c3-11e8-a854-33d6f82e62f8\">Financial Times<\/a> notes.<\/p><p><strong>Asian shares are also down sharply this morning<\/strong>, with <a href=\"https:\/\/www.bloomberg.com\/markets\/stocks\/world-indexes\/asia-pacific\">major indexes<\/a> in China, Japan, South Korea and Australia slumping 2-4% at dispatch time (see <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-10-24\/stocks-rout-to-envelop-asia-as-treasuries-rally-markets-wrap?srnd=premium-middle-east\">Bloomberg<\/a> for color on Asian markets).<\/p><p><strong>What\u2019s going on? <\/strong>The nearly decade-long bull market took it on the chin yesterday as investors freaked out about everything under the sun. The <a href=\"https:\/\/www.ft.com\/content\/c5fc7f78-d701-11e8-ab8e-6be0dcf18713\">Financial Times<\/a>, the <a href=\"https:\/\/www.wsj.com\/articles\/european-stocks-rise-after-volatile-day-on-wall-street-1540367863\">Wall Street Journal<\/a>, <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2018-10-23\/stock-market-selloff-a-preview-of-what-s-to-come\">Bloomberg<\/a>, <a href=\"https:\/\/www.reuters.com\/article\/us-usa-fed-selloff-analysis\/for-fed-sell-off-could-point-to-fading-trump-stimulus-idUSKCN1MX32L\">Reuters<\/a> and the <a href=\"https:\/\/www.nytimes.com\/2018\/10\/24\/business\/stock-market-today.html\">New York Times<\/a> all cite combinations of some or all of the following:<\/p><ul>\n<li>The poor outlook on global growth outlook;<\/li>\n<li>The health of the Chinese and Italian economies;<\/li>\n<li>The prospect that earnings growth in the US has peaked;<\/li>\n<li>How trade tensions (thanks, Donald) will impact economies large and small;<\/li>\n<li>Rising interest rates in the United States;<\/li>\n<li>The political drama that is the ongoing US midterm elections;<\/li>\n<li>A faster-than-expected fading of the so-called Trump stimulus of tax cuts and government spending.<\/li>\n<\/ul><p><strong>Oh, and like a golden retriever watching a tennis match, oil fell 1% yesterday<\/strong>, with Brent crude closing the day at USD 75.42 under \u201cextreme selling pressure ... as the steep selloff across stock markets fueled fears over a possible drop in oil demand growth,\u201d <a href=\"https:\/\/www.reuters.com\/article\/us-global-oil\/oil-prices-fall-one-percent-amid-global-stock-market-slump-idUSKCN1MZ03H?il=0\">Reuters<\/a> quotes an analyst as saying.<\/p><p><a Any merger would be harmful to the competition and consumers, the watchdog said in a <a href=\"http:\/\/v\/\">statement on Wednesday (pdf)<\/a>. A separate statement emailed to reporters noted that the companies have not yet denied they were in merger talks (which isn\u2019t exactly the case, as we note below.)<\/p>\n<p><strong>The ECA\u2019s argument:<\/strong> \u201cUber and Careem are the only ride-hailing applications available in Egypt. Any anticompetitive interaction or harmonization of their business strategies including agreement to merge has the potential to cause serious and irrecoverable damage to Egyptian competition and consumers,\u201d said ECA Chairman Amir Nabil. The warning, which the ECA\u2019s board unanimously approved, apparently followed an investigation that showed that \u201criders and drivers both benefit substantially from current competition between Uber and Careem, and that these benefits will be lost if the two parties ceased to compete.\u201d<\/p>\n<p><strong>Measures to avoid a fine: <\/strong>The statement noted that to avoid a fine, the ECA would have to grant them an exemption to the Antitrust Act (or Egyptian Competition Act). The firms must notify it officially of their intentions to merger, give it 60 working days after the notification to study the impact, and not consummate a marriage without the authority\u2019s approval.<\/p>\n<p><strong>Taking the case to national television: <\/strong>Egyptian Competition Authority Chairman Amr Nabil discussed the issue at length on Masaa DMC (<a href=\"https:\/\/www.youtube.com\/watch?v=460uH0IRV8Q\">watch, runtime: 17:21<\/a>).<\/p>\n<p><strong>Background: <\/strong>This is the second time the ECA has warned the companies against merger \u2014 but the first time the watchdog has threatened them with fines. The authority had issued its <a href=\"https:\/\/enterprise.press\/wp-content\/uploads\/2018\/09\/Uber-merger-press-release-EN.pdf\">first warning last month<\/a> following a Bloomberg report in July saying that Uber was in talks to acquire its regional rival Careem. While both companies <a href=\"https:\/\/enterprise.press\/stories\/2018\/07\/05\/uber-and-careem-not-in-talks-to-merge-says-careem-spokesperson\/\">denied the initial reports<\/a>, Bloomberg revealed earlier this month that talks were ongoing and that the potential merger could be worth USD 2-2.5 bn. <a href=\"https:\/\/enterprise.press\/stories\/2018\/10\/03\/el-sisi-met-uber-ceo-khosrowshahi-as-competition-watchdogs-warning-against-potential-careem-merger-loom\/\">Uber\u2019s CEO met with President Abdel Fattah El Sisi<\/a> after the first warning. In its warning, the ECA had cited a similar case in Singapore where the US company and its Asian rival Grab were fined a combined USD 9.5 mn.<\/p>\n<p><strong>Move comes as ECA seeks M&A sign-off powers: <\/strong>The competition authority has been bidding for more than a year now for the authority to sign off on mergers or acquisitions worth more than EGP 100 mn; Similarly, digital platform <a href=\"https:\/\/agrocenta.com\/\">AgroCenta<\/a> helped Ghanaian farmers sell their crops to big corporations like Nestle and Diageo.<\/p>\n<p><strong>Obstacles: <\/strong>Low internet access andhigh illiteracy rates in rural areas have made it difficult for tech companies to penetrate the African market as fast as it would like to. On the other hand, access to technology poses concerns that small-scale farmers might turn to methods that temporarily boost yields, but harm the soil on the long-term.<\/p>\n\n\t<\/div><!--
