\u201cel soyass\u201d? <\/strong>Street chaos is what gave rise to the dreaded informal parking attendants we fondly refer to as \u201csoyass,\u201d said sociology professor Samia Khedr in a <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/315257\/Egypt\/Politics-\/Dictators-of-the-streets-The-parking-attendants-Eg.aspx\">recent interview with Al Ahram Weekly<\/a>. Better urban planning should, therefore, lie at the heart of any attempt by the government if it wishes to ameliorate, let alone solve, the \u201csayess\u201d phenomenon.<\/p>\n<p><strong>Chaos thrives in the absence of order:<\/strong> A comprehensive solution should prevent things like unlawful claims to vacant land used by soyass as street garages and granting building licenses in residential neighborhoods for developers who fail to accommodate for parking. <strong>We should not strive to get rid of the soyass, but create an environment that eliminates the need for any,<\/strong> she added.<\/p>\n<p><strong>What is currently being done about the problem?<\/strong> The House of Representatives\u2019 Local Administration Committee <a href=\"https:\/\/enterprise.press\/stories\/2018\/04\/15\/parliament-committees-pass-upper-egypt-development-authority-legislation-cyber-crimes-act-clauses-on-user-data\/\">passed in April<\/a> a draft law to regulate the \u201csayess\u201d that would require them to obtain a license scouting as much as EGP 1,000 and would entitle them to charge customers a set, regulated parking rate per hour. He Jiankui said the goal behind the experiment, which included altering the genes of seven embryos, was to implant resistance to future HIV infection by disabling a gene called CCR5. His claim has yet to be confirmed, but in YouTube videos, Jiankui says the twin girls are healthy. \u201cI feel a strong responsibility that it\u2019s not just to make a first, but also make it an example,\u201d Jiankui told AP. \u201cSociety will decide what to do next.\u201d<\/p>\n<p><strong>Backlash: <\/strong>Since Jiankui\u2019s announcement, scientists around the world have come out to condemn his experiment. Gene editing is banned in the US, except for lab research, and dismissed as unethical in other places around the world amid fears it could be passed onto future generations or have a negative impact on other genes. It has previously been used to treat deadly diseases in adults, but had so far not been used on embryos. \u201cIf true, this experiment is monstrous,\u201d Julian Savulescu, director of the Oxford Uehiro Centre for Practical Ethics at the University of Oxford, <a href=\"https:\/\/www.reuters.com\/article\/us-health-china-babies-genes\/chinese-university-to-investigate-after-academic-claims-to-have-edited-twins-genes-idUSKCN1NV19T\">told Reuters<\/a>.<\/p>\n<p><strong>Is this all just Dr Strangelove Part 1? <\/strong>China\u2019s Southern University of Science and Technology, where Jiankui works as an associate professor, said it did not know about the experiment and that it will launch an investigation into the case.
