end of February, net foreign liabilities in the country\u2019s banking system stood at USD 21.9 bn from <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/428b4720-c846-42b6-8058-e26c9aaff040\/net-foreign-liabilities-hit-record-high-in-january-for-second-consecutive-month\" style=\"\" rel=\"noopener\">USD 29.<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/428b4720-c846-42b6-8058-e26c9aaff040\/net-foreign-liabilities-hit-record-high-in-january-for-second-consecutive-month\" style=\"\" rel=\"noopener\">0<\/a><a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/428b4720-c846-42b6-8058-e26c9aaff040\/net-foreign-liabilities-hit-record-high-in-january-for-second-consecutive-month\" style=\"\" rel=\"noopener\">bn<\/a> the previous month, marking the lowest figure recorded in 13 months according to Enterprise calculations based on <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/4\/144.jpg\" style=\"\" rel=\"noopener\">Central Bank of Egypt data<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The main drivers: <\/strong>Foreign assets in commercial banks improved by USD 3.9 bn, while foreign liabilities in the central bank eased by USD 2.6 bn during February. Although the central bank doesn\u2019t provide the reasons behind the change in balances, it is likely driven by the first tranche of USD 15 bn from the Ras El Hekma agreement that arrived in the nation\u2019s coffers <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4c56ceb8-55ac-4055-b827-61334472f26c\/el-sisi%25e2%2580%2599s-address-announcing-the-arrival-of-the-first-tranche-of-ras-el-hekma-funds-dominated-the-airwaves-last-night\" style=\"\" rel=\"noopener\">in late February<\/a> and <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/13d4aac6-3f97-4af8-a38d-2788c92c17da\/foreign-investors-are-loving-egypt-post-float\" style=\"\" rel=\"noopener\">renewed appetite<\/a> for Egyptian debt and equities following the agreement.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The caveat: <\/strong>The net foreign liabilities figure was denominated in EGP using a pre-float exchange rate of c. EGP 30.90 to the USD at the end of February. Liabilities are expected to widen again in the coming few months to reflect the 35% depreciation of the EGP over the past month as a result of <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3431a651-fc4b-47f3-ae2d-16e34ea2a91a\" style=\"\" rel=\"noopener\">the currency float on 6 March<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But it could just be a matter of time before we see a significant improvement:<\/strong> Egypt has a whole lot of funds coming in over the next few months. We\u2019re getting the first USD 820 mn tranche of the IMF USD 8 bn package this week and another USD 820 mn in June and EUR 1 bn from the EU EUR 7.4 bn package before the summer. Of the total USD 8 bn program, the Fund also approved a decision to let the state \u201cimmediately draw\u201d around USD 820 mn this week. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What about the rest of the funds? <\/strong>Reviews, each unlocking a USD 1.3 bn tranche, will take place every six months, until the program comes to an end in fall of 2026, Hollar added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>To ensure loan disbursement: <\/strong>\u201cAt each individual review, the expectation is that the conditions that we're seeing now in the market are going to continue to hold, in the sense that we do not see a return to a system of FX rationing and lack of FX availability,\u201d Hollar said.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>FDI secured, now what? <\/strong>The IMF will keep its eyes peeled as to how authorities manage recent inflows, Hollar explained, adding that policies to ensure maximum gains from these inflows will be discussed during upcoming reviews. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>More cuts to energy subsidies are needed: <\/strong>\u201cThe commitment under the program is to continue reducing [energy subsidies] using the fuel price adjustment mechanism that has been proposed by the authorities in favor of using some of those resources to better target the resources that are going to households which need additional income support,\u201d Hollar said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Egypt had originally planned to eliminate energy subsidies by the end of the fiscal year 2018-2019<\/strong>, but has been prolonging the phase-out process ever since. The government hiked electricity prices for households and businesses at the <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6468a17b-84c3-4eff-be44-5ad1a59c8a21\" style=\"\" rel=\"noopener\">start of 2024<\/a> by 16-26%.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Madbouly government raised fuel prices Production from the project is expected to kick off in 2025, after the necessary studies are completed, a government source told Enterprise.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Remember:<\/strong> Unnamed international organizations are set to prepare studies and secure financing for the project during its initial stages, Oil Minister Tarek El Molla said earlier this month. Moreover, the government will form an executive committee featuring teams from its ministries to expedite work on the project. The committee will be tasked with streamlining procedures and working closely with the aviation sector \u2014 the end consumer of the biofuel.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What is SAF?<\/strong> SAF is a biofuel used to power aircraft that is made from non-petroleum feedstock such as <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/22e81fef-6d69-4cf8-9e3e-1ab2681067ac\" style=\"\" rel=\"noopener\">waste cooking oil<\/a>, animal fat, and non-food crops. It can reduce carbon emissions by <a target=\"_blank\" href=\"https:\/\/www.iata.org\/en\/programs\/environment\/sustainable-aviation-fuels\/\" style=\"\" rel=\"noopener\">up to 80%<\/a> compared to traditional jet fuel, according to the International Air Transport Association (IATA) estimates. Aviation was responsible for 2% of energy-related carbon emissions in 2022, the International Energy Agency\u2019s <a target=\"_blank\" href=\"https:\/\/www.iea.org\/energy-system\/transport\/aviation#tracking\" style=\"\" rel=\"noopener\">most recent figures<\/a> show.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>SAF global production is moving at a fast pace:<\/strong> IATA expects SAF production to triple to just shy of <a target=\"_blank\" href=\"https:\/\/www.iata.org\/en\/pressroom\/2023-releases\/2023-12-06-02\/\" style=\"\" rel=\"noopener\">1.9 bn liters<\/a> in 2024, up from 600 mn liters produced last year, which would account for 0.53% of the aviation sector\u2019s fuel consumption. The facility is expected to produce 120k tons of fuel per year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A gov\u2019t platform to procure raw materials? <\/strong>The Environment Ministry plans to roll out a platform to facilitate the procurement of waste cooking oil needed for the production of SAF from the private sector, an official at the Waste Management Regulatory Authority (WMRA) told us.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>More efforts to formalize the sector are needed: <\/strong>The government will need to ramp up efforts to license private sector players in the informal sector, given that the collection and refining of waste cooking oil are mainly dominated by the latter, the source said.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A regulatory framework is a must:<\/strong> A regulatory framework for SAF production needs to be passed to encourage investors to participate in the sector, government sources told us. While the current environmental law covers the use of waste cooking oil, more specific regulations on SAF production would fast-track the nascent SAF industry in Egypt, the sources added.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Eyes on FDI:<\/strong> The government aims to attract FDI to the project, the sources told us.
