Nearly one third of folks here at Enterprise have been or are down this week with symptoms including aches, pains, chest infections, fever and (for some) vomiting \u2014 sending the rest of us into a work from home footing through week\u2019s end. <\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The culprit: <\/strong>There\u2019s everything from the common cold to <a target=\"_blank\" href=\"https:\/\/www.yalemedicine.org\/news\/jn1-coronavirus-variant-covid\" style=\"\" rel=\"noopener\">the latest strain of covid<\/a> and respiratory syncytial virus making the rounds. The good people at <a target=\"_blank\" href=\"https:\/\/www.elwatannews.com\/news\/details\/7141645\" style=\"\" rel=\"noopener\">the Health Ministry have the rundown<\/a>.<\/p><p class=\"tag-border-left\">WATCH THIS SPACE-<\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#1- <\/strong><strong>GCC bond issuances incoming? Don\u2019t hold your breath.<\/strong>Emirati news agency <a target=\"_blank\" href=\"https:\/\/wam.ae\/en\/article\/b1lzyue-egypt-keen-develop-economic-investment-cooperation\" style=\"\" rel=\"noopener\">WAM<\/a> reports that Finance Minister Mohamed Maait told it his ministry is mulling a possible bond sale in the GCC as part of the Finance Ministry's eternal drive to diversify the country\u2019s sources of financing. Maait made the remarks on the sidelines of the Annual Arab Fiscal Forum in Dubai.<\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>IN CONTEXT- Investors will want to see clarity on economic policy from officials here<\/strong> \u2014 and an IMF agreement in place \u2014 before there\u2019s significant appetite for a fresh Egyptian paper. Egypt has in recent months sold Panda and Samurai bonds, but has given eurobond markets a wide berth. Maait is regularly asked about a possible GCC issuance \u2014 and his stock answer is \u201cwe\u2019re considering it.\u201d Borrowing in the GCC would be as expensive as a eurobond and will take plenty of time to put together. <\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The story comes as appetite for riskier (and less-explored corners of) EM debt is picking <\/strong><strong>up:<\/strong> Ivory Coast, Kenya, and even tiny Benin have all taken eurobonds to market in recent weeks. <\/p><ul>\n<li><strong>Benin<\/strong> last week sold bonds worth <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-02-06\/benin-s-debut-dollar-bonds-oversubscribed-by-more-than-six-times?sref=mmeFTDW1\" style=\"\" rel=\"noopener\">USD 750 mn<\/a> \u2014 and the offering was nearly 7x oversubscribed. <\/li>\n<li>Investors reportedly put in orders for almost 2x more than the <a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/eec75ff1-2a7f-41ac-82e3-bfa2b63bc735\" style=\"\" rel=\"noopener\">USD 2 bn<\/a> <strong>Kenya<\/strong> was looking to raise<\/li>\n<li><strong>Ivory Coast<\/strong>\u2019s <a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-01-24\/ivory-coast-gets-8-billion-in-demand-for-eurobond-sale?sref=mmeFTDW1\" style=\"\" rel=\"noopener\">USD 2.6 bn<\/a> issuance attracted demand of some USD 8 bn. <\/li>\n<\/ul><hr style=\"height:2px;border-width:0;color:gray;background-color:gray\"><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"> <strong>#2- Some banks are scrutinizing their loan books:<\/strong> Several local lenders have reportedly become more wary handing out loans to seven sectors identified as the most vulnerable to defaults amid the FX shortage and soaring inflation, writes <a target=\"_blank\" href=\"http:\/\/tinyurl.com\/mry46cuu\" style=\"\" rel=\"noopener\">Asharq Business<\/a>, citing six banking sources. The news outlet isn\u2019t unpacking what it means, but we suspect banks have become more watchful for NPLs and have less appetite for new loans to risky sectors. It names real estate, tourism, fertilizers, animal feed, rebar steel, cement, and ceramics sectors with the highest default risk.<\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Take its ranking of \u201cdefault risk\u201d with a grain of salt: Reduced appetite for real estate and tourism would be surprising to us. <\/strong>Anecdotally, there\u2019s been flight of capital to real estate as folks have sought to hedge against devaluation by sinking cash into traditional stores of wealth \u2014 gold and hard currency, sure, but also property and cars. Developers with reputations in the market for delivery and fiscal prudence have had great pricing power of late, as have car dealers. <\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Banks backing away from tourism would be even more shocking:<\/strong> The industry has been booming. We\u2019ve had great tourism numbers in the past 12 months thanks to smart promotion and strong appetite from global travelers for the \u201cEgypt product.\u201d There\u2019s ample evidence that we\u2019re replacing demand initially lost to the outbreak of war in Gaza. <\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>What\u2019s more: The tourism industry books hard-currency receipts<\/strong> \u2014 what bank doesn\u2019t want those? \u2014 and benefits from smart incentives including an EGP 50 bn or more program minister Ahmed Issa unveiled in December that will see hotels upgrade properties and add room keys.<\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>It\u2019s natural for bankers to go over loan portfolios for signs of stress<\/strong> in a climate like this. Just don\u2019t take it as a sign that the world is ending\u2026<\/p><hr style=\"height:2px;border-width:0;color:gray;background-color:gray\"><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><a id=\"wwtt5\"><\/a> <strong>#3- Egyptians can\u2019t be forced to pay tuition fees in USD<\/strong><strong>:<\/strong>The Education Ministry issued a circular on Monday prohibiting private and international K-12 schools from collecting tuition fees in foreign currency from Egyptian students, <a target=\"_blank\" href=\"http:\/\/tinyurl.com\/24d9pjrk\" style=\"\" rel=\"noopener\">Youm7<\/a> notes. <\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Sound smart:<\/strong> The central bank has effectively made it illegal for one party in Egypt to demand FCY-denominated payment for any other party in the vast majority of cases.<\/p><hr style=\"height:2px;border-width:0;color:gray;background-color:gray\"><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>#4- And while we\u2019re here: No, EgyptAir isn\u2019t going to charge you in USD to book a flight <\/strong><strong>\u2014 so long as that flight originates in Cairo <\/strong>and is booked in Egypt.The national flag carrier carrier isn\u2019t charging in hard currency for flights booked in Egypt that originate here, it <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/EGYPTAIR\/posts\/pfbid02e9h7LZD4Nmoieme7XXxgH8FdoeD3wwNojMape8dweTiiZxRoWK6Jt22fJEe7BBfsl\" style=\"\" rel=\"noopener\">said<\/a>. But you can absolutely expect to pay in foreign currency if they\u2019re booking tickets abroad or for flights that originate in foreign cities.<\/p><p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>AND- If you\u2019re booking online from Egypt on EgyptAir\u2019s website, you can only choose an <\/strong><strong>Egyptian departure city. <\/strong>The only way we could get a quote on a New York to Cairo return flight was to fire up a VPN that put us in the United States. The currency for the sale? production facilities \u2014 including fish farms and fishing boats \u2014 have adopted a <a target=\"_blank\" href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2750955\" style=\"\" rel=\"noopener\">raft of regulations<\/a> issued by the government in late 2022 to regulate seafood exports to the European Union, Hany El Menshawy, head of the fish industry division at the Federation of Egyptian Industries and chairman of seafood production company <a target=\"_blank\" href=\"http:\/\/www.summermoonweb.com\/\" style=\"\" rel=\"noopener\">Summer Moon<\/a>, told Enterprise. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>ICYMI:<\/strong> The regulations set by the <a target=\"_blank\" href=\"https:\/\/www.nfsa.gov.eg\/\" style=\"\" rel=\"noopener\">National Food Safety Authority<\/a> (NFSA) lay the groundwork for the resumption of seafood exports to the EU, which the Customs Authority decided to <a target=\"_blank\" href=\"http:\/\/tinyurl.com\/jsjmn7bj\" style=\"\" rel=\"noopener\">preemptively suspend<\/a> temporarily in 2021 over concerns that the bloc could remove Egypt from its approved exporters \u2014 as it did <a target=\"_blank\" href=\"https:\/\/www.fao.org\/3\/Y4961E\/y4961e0b.htm\" style=\"\" rel=\"noopener\">before<\/a> \u2014 if it did not remedy concerns about safety standards and quality control. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A breakthrough may be just around the corner:<\/strong> EU committees will arrive in Egypt this month at the invitation of the NFSA to inspect a number of fishing and fish production facilities and verify compliance with EU quality standards, El Menshawy told us. El Menshawy added that he expects a number of factories to be approved soon and that the resumption of exports to Europe would be an important boost victory for the local fishing industry. EU-bound fishery products exports fell from EUR 24 mn in 2021 to virtually nil in 2022 after the export ban came into effect, EU <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/2\/1035.pdf\" style=\"\" rel=\"noopener\">data<\/a><a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/2\/1035.pdf\" style=\"\" rel=\"noopener\">(pdf)<\/a> shows.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">THE GAME PLAN-<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Operation: Restart EU fish exports: <\/strong>The rules designed to cater to EU export requirements require seafood export establishments and their suppliers to adhere to food safety standards and quality control procedures including:<\/p>\n<ul>\n<li>Fishing vessels must be designed to prevent the disposal of sewage, smoke, fuel, oil, grease, or other substances that could contaminate seafood.<\/li>\n<li>Surfaces in contact with seafood, including the equipment used to process it, must be corrosion-resistant and easy to clean.<\/li>\n<li>Seafood must be protected from any sources of pollution or heat as soon as they are fished. <\/li>\n<li>Seafood waste and products unfit for human consumption should be discarded in sealed containers made of suitable materials.<\/li>\n<li>The water source on factory ships \u2014 i.e., fish processing vessels \u2014 must be located in a place where it is not at risk of being contaminated.<\/li>\n<\/ul>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Changes on the ground: <\/strong>The sector is already shifting to the use of safe feed \u2014 fish food that is safe for the fish and humans later down the food chain \u2014 in fish farms, the NFSA\u2019s inspections revealed, according to El Menshawy. Fishing boats have also ditched diesel for low-emission fuels and are no longer disposing waste in seas or lakes.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>A good report card from the EU could also open up exports from our fish farms: <\/strong>While Egypt still technically has the thumbs up to export certain fish caught in the seas and inland bodies, the bloc is yet to give us approval to export fish produced in fish farms \u2014 known in the industry as aquaculture. Even some of the newly established invasive species appear to be overfished,\u201d Khalfallah said. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Inland fisheries are being eroded, too:<\/strong> Most of the country\u2019s lakes \u2014 including Manzala, Burullus, Port Fouad, Timsah, Edku, and Mariout \u2014 have been reduced to less than half of their original sizes as a result of degradation, drought, and land reclamation for housing, according to Mehanna\u2019s study. Some of these lakes \u201cact as the nursery and sometimes the spawning grounds of several commercially important species inhabiting the Mediterranean,\u201d Mehanna notes. On top of this, raw sewage, agricultural runoff, industrial waste, and weed control measures all contribute to water contamination in inland fisheries, reducing fish populations and how safe they are for human consumption.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>But despite all this, local fish production is on the up:<\/strong> Egypt produced some 3.5 mn tons of fish in 2023, according to El Menshawy. That\u2019s 75% more than the 2 mn tons we produced in 2021 \u2014 at a value of EGP 66.4 bn \u2014 according to Capmas\u2019 most recent statistics.
