of the property price to the buyers in EGP over an 8-year period, Misr Italia\u2019s Chairman Hany El Assal told Enterprise. This is less than the 100%-over-10-years initially proposed by industry players last month.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>How it will work: <\/strong>The proposed initiative will see the Finance Ministry obtain 100% of the property price in foreign currency from the buyer before making a 50% downpayment to the developer on units slated for immediate delivery or to be delivered in three to six months, El Assal said. The ministry will pay the remainder in EGP installments over one to two years. Properties that take longer to deliver will have different installment plans.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Who will take care of the logistics of it all?<\/strong> A new company \u2014 dubbed Osool \u2014 will be in charge of managing the sales.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Other incentives:<\/strong> Under the initiative, buyers would have their units registered immediately after making the purchase, giving them full control over the property without having to wait until the developer is paid in full, El Assal told us. On top of this, the interrelationship relationship between water, food, and energy means that water scarcity issues can have serious knock-on effects on the country\u2019s food security, public health, and renewable energy ambitions, says an Egypt-focussed <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/1\/2212.pdf\" style=\"\" rel=\"noopener\">report (pdf)<\/a> by the British government\u2019s development finance institution British International Investment (BII). <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Water scarcity?<\/strong> The terms refers to \u201cthe amount of water that can be physically accessed, as supply and demand changes. Water scarcity intensifies as demand increases or as water supply is affected by decreasing quantity or quality,\u201d explains <a target=\"_blank\" href=\"https:\/\/www.unwater.org\/water-facts\/water-scarcity\" style=\"\" rel=\"noopener\">UN Water<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The Nile is shrinking: <\/strong>By 2030, Egypt is expected to import more freshwater \u2014 through virtual water trade \u2014 than the volume of locally supplied water from the Nile, said a Carnegie Endowment for International Peace <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/1\/2304.pdf\" style=\"\" rel=\"noopener\">report (pdf)<\/a>. Sea level rises and seawater intrusion into the Nile have already begun to deplete the river\u2019s freshwater supply and cause the river to shrink 3-5 mm per year.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>SOUND SMART-<\/strong> Virtual water imports are when any commodity \u2014 not just food \u2014 that consumes water in its production is imported. When a country imports water-intensive crops like rice or sugarcane, or from notoriously water-intensive industries like textiles, it means that the country doesn\u2019t have to use up its water resources on these goods.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Climate change is damaging our agricultural sector: <\/strong>Egypt\u2019s food production could decline by 5.7% by 2050, a higher share than the 4.4% decline projected for the rest of the world, says the World Bank\u2019s 2022 Egypt Country Climate and Development <a target=\"_blank\" href=\"https:\/\/ent.news\/2024\/1\/2311.pdf\" style=\"\" rel=\"noopener\">report (pdf)<\/a>. Increasingly frequent droughts are projected to reduce irrigated land in Egypt by 22%, productivity per irrigated hectare by 11%, and agricultural employment by 9%, the report adds.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Demographic factors compound the issue: <\/strong>Egypt\u2019s current population growth projections \u2014 which stood at 1.6% per year in 2022 \u2014 and water resource trends indicate that by 2033 Egypt will reach the absolute water scarcity threshold \u2014 which the UN <a target=\"_blank\" href=\"https:\/\/archive.unescwa.org\/absolute-water-scarcity\" style=\"\" rel=\"noopener\">defines<\/a> as 500 m\u00b3 per person per year \u2014 the World Bank said. Water share has fallen 60% since the 1980s in Egypt to 663 m\u00b3, according to data from the <a target=\"_blank\" href=\"https:\/\/www.daad.eg\/en\/about-us\/cosimena\/clusters\/water-cluster\/industrial-wastewater-management-in-egypt\/\" style=\"\" rel=\"noopener\">German Academic Exchange Service<\/a>. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\">\n<p class=\"tag-border-left\">SO, WHERE DOES EGYPT STAND ON COMBATING WATER SCARCITY?<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The way forward: <\/strong>Egypt needs to identify the risks to water scarcity and input \u201csystem-wide\u201d solutions that increase private sector financing within the water sector in order to build climate adapted and resilient water systems, writes BII.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Collaboration is the name of the game: <\/strong>Increasing private sector involvement in Egypt\u2019s water sector via public-private sector partnerships (PPPs) will mobilize multiple financing streams for climate-resilient infrastructure as well as standalone interventions and the introduction of new technologies, writes BII, pointing to costly, large-scale projects such as network digitalization, lining water canals, integrating solar energy into irrigation, establishing wastewater reuse to electricity infrastructure, improving water and wastewater plant efficiency, and increasing the uptake of digital <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b5851d07-1cb1-4415-8eb7-79014259bb27\" style=\"\" rel=\"noopener\">precision agriculture<\/a>.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Consider every drop: <\/strong>Venture capital firms and local commercial banks are better placed to make decentralized investments in demand-side management interventions such as implementing efficient irrigation systems in farms, sensor activated water taps in hotels and restaurants, and digital residential water meters in homes, says BII. The most climate-resilient strategy will include a diverse set of approaches alongside national projects such as renewable energy-powered desalination and water and wastewater treatment plants, agrees the World Bank. <\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Re<\/strong><strong>gulations will <\/strong><strong>calm nervous private sector investors:<\/strong> \u201cPolicy and regulatory frameworks can help attract private investment,\u201d argues the BII. The UK-government backed impact investor added that these frameworks should be designed around the entire water value-chain to enable standalone projects to \u201crespond to climate risks\u201d and \u201ccontribute to system-wide resilience.\u201d<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>The good news? DFIs have already committed a lot of funding for our water-focused<\/strong><strong> projects: <\/strong>The International Cooperation Ministry has secured funding of <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/383f2205-4f5e-4210-98fa-2eff57cc9464\" style=\"\" rel=\"noopener\">USD 2.3 bn<\/a> through its Nexus for Water, Food and Energy (NWFE) program, which will go towards supporting its USD 1.4 bn water resource development strategy.<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Remember: <\/strong>Egypt\u2019s NWFE program aims to integrate climate-related issues within the water, food, and energy sectors and mobilize financing for projects that cross the three pillars. The program wants to reduce Egypt\u2019s emissions levels, improve air quality, and ensure access to reliable and clean energy sources, all in line with the country\u2019s <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8e159042-29f4-48a3-8499-809e5f8c53a8\" style=\"\" rel=\"noopener\">nationally determined contributions<\/a> (NDCs).<\/p>\n<p style=\"padding:0;margin:0;line-height:1.15;orphans:2;widows:2;text-align:left\"><strong>Newer power plants are already using more water-efficient options:<\/strong> Egypt\u2019s three Siemens-built power plants have all introduced measures to reduce the use of fresh water for cooling, writes the International Energy Agency (IEA) in its 2023 <a target=\"_blank\" href=\"https:\/\/www.iea.org\/reports\/climate-resilience-for-energy-transition-in-egypt\" style=\"\" rel=\"noopener\">Climate Resilience for Energy Transition in Egypt<\/a> report. The 4.8-GW Beni Suef power plant \u2014 which is <a target=\"_blank\" href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/99547fd0-f6f6-4c75-adb8-13465d399413\" style=\"\" rel=\"noopener\">up for a sale<\/a> under the government\u2019s privatization program \u2014 has a closed-loop cooling tower system that reuses cooling water. Similarly, the New Administrative Capital Power Plant adopted an air-cooling system with 12 giant fans, the first of its kind in the country.
