issue this morning after what had been, until yesterday, one of the quietest news days of any given year.<\/p><p class=\"web-image\"><a href=\"https:\/\/www.ft.com\/content\/3ff23926-0754-11e9-9fe8-acdb36967cfc\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2018\/12\/684.jpeg?ssl=1\"><\/a><\/p><p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <b>The question of the day: How much worse can it get on Wall Street<\/b>, where <a href=\"https:\/\/www.ft.com\/content\/3ff23926-0754-11e9-9fe8-acdb36967cfc\">shares tanked on Christmas Eve<\/a> \u201cas investors reacted negatively to US Treasury secretary Steven Mnuchin\u2019s highly unusual effort to reassure investors about Wall Street banks\u2019 liquidity\u201d and as US President Donald Trump <a href=\"https:\/\/www.wsj.com\/articles\/as-market-rout-continues-trump-stands-firm-on-fed-and-shutdown-11545765737?mod=hp_lead_pos1\">held firm<\/a> on his attacks on the US Federal Reserve and an ongoing shutdown of US government \u201cagainst the backdrop of a global economic slowdown and an extended world-wide stock plunge.\u201d<\/p><p><b>How bad a stock plunge? <\/b>The S&amp;P500 is now in bear territory after its <a href=\"https:\/\/www.businessinsider.com\/stocks-look-set-to-rally-market-baffled-by-mnuchin-call-2018-12\">worst-ever Christmas Eve sell-off<\/a>. Asian shares followed US equities lower in Christmas trading yesterday (the Topix in Tokyo was down 4.9%), as did indexes in Egypt, Saudi and Kuwait.<\/p><p>(For those of you keeping score: The EGX30 is down 15.6% for the year ahead of the opening bell this morning.)<\/p><p><b>MUST-READ of the morning: The risk today isn\u2019t that America is wishing itself into recession, it\u2019s that it is mismanaging itself there. <\/b>\u201cSometime in the last couple of months, predictions of a major economic downturn or recession in 2019 went from being a crank view to the conventional wisdom,\u201d writes the <a href=\"https:\/\/www.nytimes.com\/2018\/12\/24\/upshot\/the-economy-is-still-strong-the-risk-for-2019-is-that-leadership-turns-a-mild-shock-into-a-crisis.html\">New York Times<\/a>, arguing that the \u201cgloom and pessimism has gotten ahead of the facts on the ground. \u2026 The real risk is not that insurmountable challenges knock the economy off course. It is that poor leadership converts moderate economic shocks into a crisis.\u201d<\/p><p><b>Case in point: <\/b><a href=\"https:\/\/www.nytimes.com\/2018\/12\/24\/us\/politics\/trump-renews-attack-on-fed-as-mnuchin-tries-to-calm-markets.html\">Trump renews attack on Fed as Mnuchin tries to calm markets.<\/a><\/p><p class=\"web-image\"><a href=\"https:\/\/www.nytimes.com\/2018\/12\/24\/upshot\/the-economy-is-still-strong-the-risk-for-2019-is-that-leadership-turns-a-mild-shock-into-a-crisis.html\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2018\/12\/3337.jpeg?ssl=1\"><\/a><\/p><p><b>Does it get any crazier than this?<\/b> \u201cThe only problem our economy has is the Fed. They don\u2019t have a feel for the Market, they don\u2019t understand necessary Trade Wars or Strong [USD] or even Democrat Shutdowns over Borders. The Fed is like a powerful golfer who can\u2019t score because he has no touch \u2014 he can\u2019t putt!\u201d <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1077231267559755776?s=20\">\u2014The Donald, on Twitter, on Christmas Eve<\/a>.<\/p><p><b>Which markets are open today? <\/b>It\u2019s business as usual in Egypt, while US markets reopen after yesterday\u2019s holiday. The London Stock Exchange is closed today for Boxing Day. (Which, incidentally, is <b>one of only two globally popular shopping-centric holidays that has yet to be adopted by Egyptian retailers<\/b>, the other being China\u2019s Singles Day. And one of us argues having seen signs of interest in Singles Day this year\u2026)<\/p><hr class=\"grey-line\"><p><b>Is The Donald really the biggest risk to global markets in 2019? <\/b>We\u2019ve written a couple of times this fall and winter about the risks of an algorithmic sell-off of assets. JPMorgan estimates that as much as USD 7.4 tn in assets \u201ccould be <a href=\"https:\/\/www.zerohedge.com\/news\/2018-10-24\/jpmorgan-warns\">subject to forced selling by passive funds<\/a> during the next downturn.\u201d And Deutsche Bank sees <a href=\"https:\/\/markets.businessinsider.com\/news\/stocks\/stock-market-risks-2019-deutsche-bank-2018-12-1027830481\">an algo-led selloff as the biggest risk of the new year<\/a>.<\/p><p><b>The WSJ has a solid, balanced look at what the deployment of machines in the market could mean in 2019. <\/b>The kicker: \u201cBehind the broad, swift market slide of 2018 is an underlying new reality: <b>Roughly 85% of all trading is on autopilot\u2014controlled by machines<\/b>, models, or passive investing formulas, creating an unprecedented trading herd that moves in unison and is blazingly fast. The government \u201cplans to announce the pricing mechanism for 95 octane gasoline by the end of the month, with implementation expected in March, the official said. That grade of gasoline is one which is no longer subsidized. It also plans to announce the mechanism for the other grades in June, after the lifting of the subsidies, and to implement the move in September.\u201d<\/p>\n<p><b>Background:<\/b> Reports had <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/23\/is-egypt-trying-to-push-the-imfs-timeline-for-the-next-round-of-reforms\/\">emerged in the domestic press<\/a> over the weekend that the Madbouly Cabinet is in talks with the IMF to delay certain parts of its reform agenda. A senior government official later denied the reports, <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/24\/egypt-is-not-receiving-fifth-imf-tranche-this-month-but-reforms-arent-delayed\/\">telling us<\/a> that the IMF and Finance Ministry have been coordinating on the state\u2019s budget deficit projections and debt control strategy. The IMF should have all the necessary information by the end of this week, and the fifth tranche should be disbursed by mid-January, the source had told us.<\/p>\n<p><b>The delayed release has sent up the cost of insuring Egypt\u2019s bonds: <\/b>The cost of insuring government bonds via credit default swaps (CDSs) <a href=\"https:\/\/alborsaanews.com\/2018\/12\/24\/1164166\">hit 3.91% at an auction last week<\/a>, its highest level in 17 months, signaling reduced investor confidence in the Egyptian economy. \u201cThe delay of the IMF tranche disbursal might have raised concerns amongst investors as to the upcoming pace for reforms and what details are being fine-tuned with the IMF. The past few years have seen major leaps and strides both in the field of narrow AI (teaching computers to play chess, generate images, or detect cancer) and in generalized learning capabilities.<\/p>\n<p><b>This all sounds well and good \u2014 where\u2019s the downside? <\/b>Fears about AI run the gamut from making vast swathes of the workforce obsolete to destroying humanity as we know it. In one case close to our hearts, AI algorithms are <a href=\"https:\/\/www.fastcompany.com\/video\/ai-is-changing-the-news-we-consumeand-how-we-consume-it\/TVzSkvTk\">changing the way we consume news<\/a>, using micro-targeting to curate search results or keep us on a particular platform.<\/p>\n<p><b>Are the most extreme scenarios plausible? <\/b>Apparently that\u2019s down to us. AI systems \u201cpursue their goals, whether or not those goals are what we really intended \u2014 and whether or not we\u2019re in the way.\u201d In other words, we could unwittingly program AI such that it gets rid of us pesky humans, precipitating the end of humanity. We had reported <a href=\"https:\/\/enterprise.press\/stories\/2018\/10\/22\/suez-canal-authority-drops-fees-on-port-of-east-port-said-2\/\">in October<\/a> that the East Port Said decision came after an alliance of major shipping companies boycotted the port on the back of the authority\u2019s 100% hike in fees. The authority had also reportedly reduced the fees for docking and transiting through Ain Sokhna Port.
