Adding new predictions from leading research houses to our <u><a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/24\/enterprise-poll-cbe-could-cut-rates-by-up-to-100-bps-this-thursday\/\">poll of analysts<\/a><\/u>, we now count seven of 11 houses as calling a rate cut of up to 100 bps.<\/p><p><b>The counterpoint: <\/b><u><a href=\"https:\/\/www.reuters.com\/article\/us-egypt-cenbank-poll\/egypts-central-bank-seen-maintaining-key-rates-reuters-poll-idUSKCN1R60HC\">A Reuters poll<\/a><\/u> yesterday had eight out of 12 economists expecting the central bank to keep rates unchanged. The CBE\u2019s overnight deposit rate is 15.75%, while its overnight lending rate is 16.75%.<\/p><p><b>A random thought that should have corporate Egypt crossing its fingers ahead of Thursday\u2019s decision: <\/b>Inflation has <u><a href=\"https:\/\/www.ft.com\/content\/7eb3322c-4b34-11e9-bbc9-6917dce3dc62\">fallen to a 10-year low in emerging markets<\/a><\/u>, prompting many central banks to cut interest rates \u201cin a sharp reversal of last year\u2019s trend.\u201d In other words: If there\u2019s a cut this week, it may not be the worst thing in the world for our attractiveness to the carry trade. And this at a time in which \u201cthe yield curve between [US] two-year and five-year notes inverted further than it had been and is <u><a href=\"https:\/\/www.reuters.com\/article\/us-usa-bonds-curve-graphic\/fed-rate-cut-seen-nearer-as-yield-curves-invert-idUSKCN1R6230\">now approaching levels at which the Fed has in the past cut rates<\/a><\/u>.\u201d<\/p><p><b>Also happening this week:<\/b><\/p><ul>\n<li><b>Constitutional debate wraps on Thursday: <\/b>The House of Representatives will hold its final round of consultations on proposed constitutional amendments on Thursday. The amendments would extend presidential terms and bring back the upper house of parliament, among other things, if they pass in a referendum expected as early as mid-April.<\/li>\n<li>The expo component of <b><u><a href=\"https:\/\/www.cityscapeegypt.com\/en\/Home.html\">Cityscape Egypt<\/a><\/u><\/b> runs Wednesday-Saturday. <\/li>\n<\/ul><p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/2\/77.jpg?ssl=1\"><\/p><p><b>It was a mixed day in the markets yesterday:<\/b> European and US markets steadied yesterday following Friday\u2019s sell-off, with most key indices finishing only slightly in the red. German business confidence data exceeded expectations, easing losses on some indices and contributing to modest gains in others. This has led <u><a href=\"https:\/\/www.ft.com\/content\/fa292ba8-4eab-11e9-9c76-bf4a0ce37d49\">the FT to suggest<\/a><\/u> that investors panicked too much about the possibility of a global recession last week.<\/p><p><b>EM and Asian investors were unimpressed: <\/b>The MSCI Emerging Market Index fell 1.2% yesterday, continuing a slide that began on Friday. The EGX followed suit, down 1.2% at the closing bell yesterday. Asian markets are all over the place this morning: Markets in China and Hong Kong are off about 2%, while the Nikkei is up 1.6% at dispatch time.<\/p><hr class=\"grey-line\"><p><b>Things on our mind (or that we simply like) this morning:<\/b><\/p><p><b><u><a href=\"https:\/\/www.ft.com\/content\/9cc1cb48-4b61-11e9-bbc9-6917dce3dc62\">Oil majors want to become utilities<\/a><\/u><\/b>as \u201ctechnology and climate change force energy providers to rethink their strategies,\u201d the FT tells us. The piece was prompted by news that Royal Dutch Shell is rebranding its retail power business as Shell Energy and will <u><a href=\"http:\/\/www.climateaction.org\/news\/shell-to-power-700000-homes-with-renewable-energy\">switch 700k households to renewable power<\/a><\/u>.<\/p><p><b>Asian economies will be bigger in 2020 than the rest of the world combined<\/b>, the <u><a href=\"https:\/\/www.ft.com\/content\/520cb6f6-2958-11e9-a5ab-ff8ef2b976c7\">Financial Times<\/a><\/u> says, predicting that the \u201cAsian Century\u201d effectively begins next year.<\/p><p><b><u><a href=\"https:\/\/www.nytimes.com\/2019\/03\/24\/technology\/venture-capitalists-ipo-pinterest.html\">Hey, look at me. These entities \u2014 which the SMEs Act would define as outfits with capital of between EGP 1 and 100 mn \u2014 could be required to pay as little as half the taxes they owe from before going legit. The act would also streamline the process of acquiring licenses to encourage more businesses to join the formal economy, our source said.<\/p>\n<p><b>We obviously think this is really smart policy<\/b> and hope lawmakers agree.<\/p>\n<p><b>So how will medium-sized companies be taxed?<\/b> Companies with capital of between EGP 1 mn and EGP 20 mn will be required to pay 50% of taxes owed retroactively with a cap of EGP 200,000. The cap for companies with capital between EGP 20 mn and EGP 50 mn would be set at EGP 400,000, while the cap for those with capital between EGP 50 mn and EGP 100 mn would be set at EGP 800,000.<\/p>\n<p><b>And what about after they go legit? <\/b>Companies that are incorporated would pay the standard 22.5% tax on profits, while businesses running behind individuals would be subject to the standard progressive income tax system.<\/p>\n<p><b>Small and micro enterprises could get separate incentives<\/b>, as <u><a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/07\/committee-finishes-small-enterprises-tax-draft-law\/\">we previously noted<\/a><\/u>. These could include forgiving back taxes when going formal and only paying a flat tax and raising the minimum required revenue to register for VAT. After a slow rate of issuance in 2018, <u><a href=\"https:\/\/www.moodys.com\/research\/Moodys-Green-bond-market-poised-to-hit-200-billion-in--PBC_1159526\">Moody\u2019s predicted in January<\/a><\/u> that USD 200 bn worth of green bonds will be issued this year, citing greater involvement by US non-financials and policymakers\u2019 increasing attention towards sustainability. <u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-03-24\/what-are-green-bonds-and-how-green-is-green-quicktake\">Bloomberg<\/a><\/u> is out with an explainer giving us the lowdown on how this eco-friendly asset class functions.<\/p>\n<p><b>How do green bonds work?<\/b> Green bonds finance specific projects that are designed to have a positive environmental impact. Businesses in industries including energy, transport, construction and water can all issue green bonds. The definition of what is and isn\u2019t \u2018green\u2019 can be ambiguous due to the absence of any internationally-recognized standards.
