The surprise gain has sparked speculation market-wide; we have the rundown on just about every scenario imaginable in this morning\u2019s Speed Round, below.<\/p><p><b>Egypt and France signed 40 agreements worth a whopping EUR 1.6 bn<\/b> on French President Emmanuel Macron\u2019s second day in Egypt. His visit ends today. We have more on this, too, in this morning\u2019s Speed Round.<\/p><p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <b>The Fed starts its first meeting of 2019 today, and the expectation is that it will leave interest rates on hold: <\/b>The US Federal Reserve\u2019s Federal Open Market Committee (FOMC) is set to hold its first policy meeting of 2019 today. The two-day meeting will end tomorrow, and there\u2019s not traditionally a press conference by the Fed chairman after the January meeting. Emerging markets watchers are keeping a close on the meeting: Since the December policy meeting, the word from the Fed has suggested that it may slow the previously expected pace of rate hikes in 2019. <b>The USD slipped on Monday in anticipation of the Fed meeting<\/b> as well as approaching US-China trade talks, <a href=\"https:\/\/www.reuters.com\/article\/global-forex\/forex-dollar-dips-as-investors-prepare-for-volatile-markets-fed-meeting-idUSL5N1ZS2UC\">Reuters notes<\/a>.<\/p><p><b>It\u2019s also earnings week in the US of A:<\/b> The FOMC meeting coincides with Apple, Amazon, Microsoft Facebook, Tesla and Qualcomm all reporting earnings this week, which pundits hope will help breathe some life back into equity markets that were roiled in 4Q2018, the <a href=\"https:\/\/www.wsj.com\/articles\/overlap-of-tech-earnings-trade-talks-fed-meeting-will-test-stocks-11548594001\">Wall Street Journal<\/a> reports.<\/p><p><b>Now, speaking of those US-China trade talks:<\/b><\/p><p class=\"web-image\"><a href=\"https:\/\/www.reuters.com\/article\/us-usa-china-huawei-tech\/u-s-charges-chinas-huawei-with-bank-fraud-stealing-trade-secrets-idUSKCN1PM2BD\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/1\/506.jpg?ssl=1\"><\/a><\/p><p><b>News that the United States has hit Huawei with \u201csweeping\u201d criminal charges is the top story <\/b>in the global business press this morning. Meng Wanzhou, the company\u2019s chief financial officer (and daughter of the company\u2019s founder) also faces charges of stealing American technology and breaking US sanctions against Iran. Meng, who was arrested last month in Canada on the US charges, is due in a <a href=\"https:\/\/www.reuters.com\/article\/us-usa-china-huawei-tech-canada\/huawei-cfo-to-appear-in-canada-court-on-tuesday-idUSKCN1PM2O5?il=0\">Vancouver area court<\/a> today. The story leads this morning on the <a href=\"https:\/\/www.ft.com\/content\/ff000e70-233c-11e9-b329-c7e6ceb5ffdf\">Financial Times<\/a>, <a href=\"https:\/\/www.wsj.com\/articles\/u-s-authorities-unveil-sweeping-set-of-actions-against-chinas-huawei-11548711284?mod=hp_lead_pos1\">Wall Street Journal<\/a>, the <a href=\"https:\/\/www.nytimes.com\/2019\/01\/28\/us\/politics\/meng-wanzhou-huawei-iran.html\">New York Times<\/a>, <a href=\"https:\/\/www.cnbc.com\/2019\/01\/28\/us-seeks-extradition-of-huawei-cfo-meng-wanzhou.html\">CNBC<\/a>, <a href=\"https:\/\/www.reuters.com\/article\/us-usa-china-huawei-tech\/u-s-charges-chinas-huawei-with-bank-fraud-stealing-trade-secrets-idUSKCN1PM2BD\">Reuters<\/a> and elsewhere.<\/p><p><b>It\u2019s now anyone\u2019s guess whether the trade talks scheduled for Thursday and Friday will go ahead<\/b>.The talks were designed to try to reach an agreement that would avoid US tariffs on some USD 200 bn of Chinese goods rising to 25% from 10% in March. <a href=\"https:\/\/www.cnbc.com\/2019\/01\/29\/asia-markets-us-china-relations-currencies-in-focus.html\">Asian shares were trading lower<\/a> at dispatch time this morning in the wake of the Huawei news.<\/p><p><b>Western mobile operators are pulling back from Huawei: <\/b>Vodafone\u2019s group chief executive said last week that the network operator would <a href=\"https:\/\/www.reuters.com\/article\/us-vodafone-outlook\/vodafone-holds-off-deploying-huawei-in-core-network-due-to-security-row-idUSKCN1PJ0JG\">\u201cpause\u201d further use of Huawei<\/a> in its core networks amid the ongoing security row, and Australia\u2019s TPG has <a href=\"https:\/\/www.ft.com\/content\/c6616cee-2355-11e9-8ce6-5db4543da632\">\u201ccancelled plans to roll out the country\u2019s fourth mobile network\u201d<\/a> after the government there banned Huawei as a supplier of 5G network technology.<\/p><p><b>What does Huawei do in Egypt? <\/b>Plenty. The company sells mobile phones, computers and other consumer electronic goods and provides communications infrastructure to players ranging from telephone companies <a href=\"http:\/\/www.itwebafrica.com\/financial\/211-egypt\/244340-huawei-entrenches-competitive-advantage-in-egypt\">Telecom Egypt<\/a> and <a href=\"https:\/\/www.huawei.com\/en\/press-events\/news\/2018\/3\/Huawei-Etisalat-Misr-ET-CloudAIR\">Etisalat Misr<\/a> to real estate player <a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/13\/tmg-signs-digital-partnership-agreement-with-huawei-technologies\/\">TMG<\/a>, among others. And we\u2019re not alone: A top Huawei official said in 2016 that the company had built more than 70% of the 4G networks in Africa.<\/p><hr class=\"grey-line\"><p><b>The African Cup of Nations will start a week later<\/b> than planned, <a href=\"https:\/\/af.reuters.com\/article\/egyptNews\/idAFL5N1ZS28C\">Reuters reports<\/a>, saying the move will give players an additional rest after Ramadan. The tournament will now kick-off on June 21 and the final will be played on July 19.<\/p><p>In miscellany this morning:<\/p><ul>\n<li><b>Saudi Arabia has pledged even <\/b><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-01-28\/saudis-pledge-even-deeper-oil-cuts-in-february-under-opec-deal?srnd=premium-middle-east\"><b>deeper oil production cuts<\/b><\/a> in February and says that Russia has promised to <a href=\"https:\/\/www.cnbc.com\/2019\/01\/28\/saudi-energy-minister-russians-promised-to-speed-up-opec-cuts.html\">\u201cpick up the pace\u201d<\/a> on cuts of its own,<\/li>\n<li><b>US liberals are up in arms over former Starbucks CEO Howard Schultz<\/b>\u2019s declaration that he may seek the presidency as an independent, saying his candidacy would actually help The Donald\u2019s re-election chances. Simultaneously, yields on Egyptian three- and nine-months T-bills fell at Sunday\u2019s auction to their lowest level since May of last year to 18.114% and 18.203%, respectively, as demand surpassed expectation, <a href=\"http:\/\/www.cbe.org.eg\/en\/Auctions\/Pages\/AuctionsEGPTBills.aspx\">according to central bank data<\/a>. The story of the EGP strengthening sets the nation on fire yesterday. Here\u2019s what could be happening:<\/p>\n<p><b>Possibility #1: supply and demand: <\/b>The appreciation of the EGP reflects higher demand from both portfolio investors and local banks for T-bills, Pharos Holding Head of Research Radwa El-Swaify tells us. The impact of the demand is more pronounced now that the central bank\u2019s parallel repatriation system for foreign investors has been wound down. She sees the chattering over the appreciation as much ado about nothing, saying it is natural that the EGP will fluctuate. <b>Pharos is leaving unchanged its forecast of an average USD-EGP exchange rate of 18.50 <\/b>barring any major foreign currency inflows.<\/p>\n<p><b>Possibility #2: the CBE:<\/b> \u201cThe strengthening of the EGP is worrying and orchestrated,\u201d an unnamed <a href=\"https:\/\/af.reuters.com\/article\/egyptNews\/idAFL5N1ZS3NV\">official told Reuters<\/a>. \u201cIt has nothing to do with supply and demand.\u201d To put that in context: CBE Governor Tarek Amer <a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/23\/central-bank-of-egypt-committed-to-liberalized-fx-market-egp-will-see-volatility-natural-amer-says\/\">had said last week<\/a> that January was set to be the first month of net positive inflows for Egypt since May 2018 \u2014 and suggested that some volatility in the EGP-USD exchange rate was to be expected. <a href=\"https:\/\/ara.reuters.com\/article\/businessNews\/idARAKCN1PM0YA\">Reuters reported yesterday<\/a> that Banque Misr and the National Bank of Egypt alone have brought in USD 1.8 bn of inflows in January. And the <a href=\"https:\/\/www.reuters.com\/article\/global-forex\/forex-dollar-dips-as-investors-prepare-for-volatile-markets-fed-meeting-idUSL5N1ZS2UC\">USD slipped<\/a> yesterday ahead of US-China trade talks and this week\u2019s Fed decision, as we note in What We\u2019re Tracking Today, above.<\/p>\n<p><b>A finger on the scale to prove a point? <\/b>The domestic press has taken it as an article of faith that Amer\u2019s expectation of EGP volatility going forward was more than theoretical. Bankers and other analysts with whom we spoke yesterday are buying into the appreciation being a deliberate weighing of the scales in favor of the EGP to hit back at potential market speculators. All, however, see the EGP depreciating. Amer himself had reiterated that the CBE was out of the currency management business.<\/p>\n<p><b>Do the appreciation yesterday and Amer\u2019s remarks last week suggest we\u2019re really letting the EGP float? <\/b><a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/18\/egypt-paving-the-way-for-a-weaker-egp-with-simplified-fx-policy-capital-economics\/\">As we\u2019ve previously noted<\/a>, pundits including Capital Economics and news outlets including Reuters have all suggested that the CBE is using the banking system to indirectly intervene and keep the EGP stable.
