A partial eclipse began at 5:33am CLT and the total eclipse is due to start at 6:41am, reaching its maximum in Cairo at 6:51am. Look west, north west, and down toward the horizon. But Germany\u2019s Angela Merkel is going to be in town to discuss <a href=\"https:\/\/www.reuters.com\/article\/us-davos-germany-merkel\/merkel-to-attend-davos-and-discuss-europe-africa-ai-idUSKCN1PC1BK\">AI, Africa and the future of Europe<\/a>. It is today\u2019s Worth Reading, below.<\/p><hr class=\"grey-line\"><p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> As the trading week begins in the west, it\u2019s worth remembering that <b>emerging market shares have posted their longest rally in a year<\/b>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-01-18\/emerging-market-rebound-fizzles-as-growth-risks-loom-em-review\">Bloomberg<\/a> and the <a href=\"https:\/\/www.ft.com\/content\/5710fb4a-1abb-11e9-9e64-d150b3105d21\">Financial Times<\/a> tell us \u2014 surely invoking the Evil Eye. \u201cEM funds attracted USD 3.3 bn for the week ending Thursday, according to EPFR Global data, extending the run of inflows for the asset class to 14 weeks,\u201d the salmon-colored paper reports. That brings total inflows over the past three months to USD 27.5 bn.<\/p><p><b>That comes as US equities have staged a \u201cremarkable turnaround\u201d in the early days of 2019<\/b>, the <a href=\"https:\/\/www.nytimes.com\/2019\/01\/20\/business\/stock-market-recovery-federal-reserve.html?action=click&amp;module=Top%20Stories&amp;pgtype=Homepage\">New York Times<\/a> writes, erasing nearly all of last year\u2019s losses and posting their best start to a year since 1987. Still, the Gray Lady warns, anything could happen: China\u2019s economy is slowing. The US is still debating whether it\u2019s heading for recession. Washington and Beijing are still locked in a trade war. Britain is still leaving the EU. You get the picture\u2026<\/p><p><b>One of those warning signs flashed brightly this morning as China posted its lowest growth figure since 1990<\/b> just a few hours ago, <a href=\"https:\/\/www.cnbc.com\/2019\/01\/21\/china-2018-gdp-china-reports-economic-growth-for-fourth-quarter-year.html\">CNBC reports<\/a>. Beijing announced that economic growth came at 6.6% in 2018, on par with expectations in a <a href=\"https:\/\/www.reuters.com\/article\/china-economy-gdp\/rpt-china-set-to-post-slowest-growth-in-28-years-in-2018-more-stimulus-seen-idUSL3N1ZJ05J\">Reuters<\/a> poll and down 0.2 percentage points from 2017. The <a href=\"https:\/\/www.wsj.com\/articles\/china-annual-economic-growth-rate-is-slowest-since-1990-11548037761\">Wall Street Journal<\/a> also has the story, noting that the slowdown may be gathering steam as the \u201cdownturn deepened in the final months of 2017.\u201d<\/p><p><b>Is the US government shutdown helping the Fed temper its rate hikes?<\/b> President of the New York Federal Reserve Bank John Williams urged an approach of \u201cprudence, patience, and good judgment\u201d when it comes to raising interest rates, citing predictions that quarterly growth could be cut by 0.5-1 percentage point as a result of the shutdown, the <a href=\"https:\/\/www.ft.com\/content\/e07ee43a-1b26-11e9-b93e-f4351a53f1c3\">FT reports<\/a>. The Fed had guided for two quarter-point increases in short-term rates in 2019, but some pundits now think the final rate hike of the current cycle has already taken place.<\/p><p><b>In miscellany this morning:<\/b><\/p><p><b>Gulf countries may slow down bond issuances in 2019<\/b>, spooked by the prospect of higher borrowing costs if the US Fed raises interest rates and by prospect of a slowing global economy, among other factors, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-01-20\/jpmorgan-sees-gulf-bond-sales-slipping-as-rates-volatility-rise\">JPMorgan Chase suggests<\/a>.<\/p><p><b>Aoun calls for Arab bank for reconstruction: <\/b>Lebanese President Michel Aoun has called for the establishment of an Arab bank for reconstruction to spur economic development in the region, <a href=\"https:\/\/af.reuters.com\/article\/africaTech\/idAFL8N1ZK09F\">Reuters reports<\/a>. The chart uses data that puts Egypt\u2019s government debt-to-GDP ratio at 103% as of October 2018, while senior government sources told us <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/03\/egypts-debt-control-strategy-looks-to-reduce-public-debt-to-72-75-of-gdp-in-2021-22\/\">last December<\/a> that the figure is closer to 98%.<\/p>\n<p><b>Among the countries with the highest debt to GDP levels: <\/b>Japan (238%), followed by Greece (182%), Barbados (157%) and Lebanon (147%). A postponement of Brexit won\u2019t work either unless May eliminates her no-deal exit proposal \u2014 which seems unlikely. The investments will cover the renovation of two hotels, one between Cairo and Aswan and the other between Aswan and Luxor, at EGP 16 min apiece, in addition to two new boats between Abu Simbel and Sudan, which would require investments of EGP 80-100 mn.
