Look for the central bank to resume easing in the fourth quarter.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <b>Franklin Templeton\u2019s Bassel Khatoun has nice things to say about us\u2026<\/b> \u201cWe remain positive on Egypt. The country has been reaping the benefits of having implemented a significant reform agenda and a massive currency devaluation,\u201d the fund\u2019s MD of portfolio management for frontier and MENA <a href=\"https:\/\/www.zawya.com\/mena\/en\/markets\/story\/Solid_fundamentals_and_significant_liquidity_drivers_provide_opportunities_for_MENA_investors-ZAWYA20190519113021\/\">told Zawya<\/a>. \u201cFiscal consolidation, supported by subsidy cuts and more comprehensive tax revenues, have restored confidence in its medium-term outlook,\u201d he said.<\/p>\n<p><b>\u2026but don\u2019t expect EM investors to rush in and buy the dip<\/b>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-05-19\/em-investors-too-wary-of-trade-and-local-risks-to-buy-the-dip\">Bloomberg<\/a> warns, even though the MSCI emerging markets stock index was <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-05-17\/trade-war-angst-roils-market-as-assets-extend-losses-em-review?srnd=economics-vp\">down 3.6% last week<\/a>: \u201c\u2018Some interesting opportunities are beginning to present themselves in some spots of the EM universe, but over the coming weeks it feels like caution is warranted,\u2019 said Paul Greer, a London-based money manager at Fidelity International, whose emerging-market debt fund has outperformed 98 percent of peers this year after reducing risk in recent months.\u201d<\/p>\n<p><b>Outflows of capital from emerging markets spiked last week to their highest level since <\/b><b>the EM Zombie Apocalypse <\/b>last October, the Institute of International Finance (IIF) warned in one of its <a href=\"http:\/\/enterprise.press\/wp-content\/uploads\/2019\/05\/iif_flows_alert_05152019.pdf\">occasional \u201cflows alerts\u201d (pdf)<\/a>, which drills into estimated daily capital flows. <b>EM equities were particularly hard hit<\/b>, with China (daily outflows of about USD 600 mn daily heading into 15 May) and other Asian markets taking the brunt.<\/p>\n<hr class=\"grey-line\">\n<p><b>There could be something for us in Trump\u2019s embryonic Mideast peace plan. <\/b>The US will convene an \u201ceconomic workshop\u201d in Bahrain next month \u201cto produce strategies to invest in the Palestinians and other Arabs,\u201d the <a href=\"https:\/\/www.nytimes.com\/2019\/05\/19\/us\/politics\/trump-middle-east-peace-plan.html\">New York Times<\/a> writes. The basic concept: Get Gulf, European and Asian powers to use economic incentives to \u201cinduce the Palestinians and their allies to make political concessions\u201d to secure peace between Palestine and Israel. <b>The kicker: <\/b>\u201cDiplomats and lawmakers have been told the goal is [to secure pledges of] about USD 68 bn for the Palestinians, Egypt, Jordan and Lebanon.\u201d<\/p>\n<p><b>We might be the HQ for the pan-African trade agreement:<\/b> Egypt has submitted a bid to host the executive office of the African Continental Trade Agreement, according to African Union legal adviser Nameerah Najm, <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/331865\/Egypt\/Politics-\/Egypt-bids-to-host-AfCFTAs-executive-office,-says-.aspx\">Ahram Online reports<\/a>. The <a href=\"https:\/\/www.cibeg.com\/English\/InvestorRelations\/FinancialInformation\/Earning%20Releases\/1Q19%20Press%20Release.pdf\">business community (pdf)<\/a> and <a href=\"https:\/\/enterprise.press\/stories\/2019\/05\/19\/enterprise-poll-central-bank-of-egypt-to-maintain-rates-despite-drop-in-april-inflation\/\">12 top analysts in our recent rate poll (pdf)<\/a> all see the CBE as unlikely to resume cutting before the end of the year.<\/p>\n<p><b>Still too soon to see a capex lending uptick:<\/b> \u201cIt is still too early; for business borrowing to pick up we need at least a 1% or 2% cut so we can start to see this happen,\u201dsaid Allen Sandeep, head of research at Naeem Brokerage. \u201cAnd when it happens, it will be gradual because there are other factors for businesses to consider, like the coming elevation of fuel subsidies, which will impact demand that is already slow. I expect business activity to be slow-growing until the end of 2019.\u201d<\/p>\n<p><b>It will take significant cuts to encourage a sustained capex lending cycle:<\/b> \u201cWe believe it won\u2019t be before further meaningful cuts in interest rates for lending activity to show significant growth again,\u201d said Monsef Morsy, co-head of research at CI Capital. \u201cThis would give the market an indication that we have passed the current bottleneck period and that we have a direction and continuation, and thus erase concerns over volatility,\u201d Morsy said.<\/p>\n<p><b>Utilization levels across the board need to rise as well:<\/b> \u201cWe don\u2019t expect capex lending to significantly rise this year, but what we would see is a pick-up in working capital lending,\u201d Morsy added. Many plants aren\u2019t at 100% utilization and won\u2019t think about expansion until they get closer, he said. \u201cHowever, we can see maintenance capex lending because a lot of companies have been underspending on capex since 2011,\u201d<\/p>\n<p><b>So is it right to leave rates on hold in anticipation of an inflationary bump? No, says <\/b><b>Sandeep.<\/b> \u201cEgypt still has a big trade deficit because imports are high and there is little import substitution. Business needs to pick up to fill in this gap, but the high interest rates and opportunity cost for foreign and local investors is still a barrier and that\u2019s why non-oil FDI is still low. <b>Cutting interest rates will encourage more investment<\/b>, which will help bridge this gap,\u201d Sandeep said. \u201cThe government\u2019s reforms have built a good base for businesses; now easing the monetary cycle is the awaited step to conclude this reform program. Earlier this year, the government set up a<a href=\"https:\/\/www.arabfinance.com\/en\/news\/details\/egypt-economy\/475533\">EGP 1 bn (USD 57 mn) fund<\/a> via the Central Bank of Egypt (CBE) and the <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/08\/ifc-launches-two-year-program-to-support-fintech-startups-in-egypt\/\">International Finance Corporation<\/a>launched a two-year <a href=\"https:\/\/www.startupbootcamp.org\/blog\/2019\/04\/worlds-largest-fintech-accelerator-now-cairo-foster-innovation-financial-inclusion-startup-ecosystem\/\">program<\/a> for fintech startups. Incubators including <a href=\"https:\/\/algebraventures.com\/\">Algebra<\/a> and <a href=\"https:\/\/www.flat6labscairo.com\/faq\/\">Flat6Labs<\/a> consciously target the fintech sector, and <a href=\"https:\/\/www.efgev.com\/company\/\">EFGEV<\/a> \u2014 a dedicated fintech investment incubator run by EFG Hermes and Egypt Ventures \u2014 plans to invest in more than 30 fintech-focused startups in the coming five years. The CBE is also reportedly working on a three-year strategy that includes connecting investors with entrepreneurs and establishing a regulatory sandbox to test the environment for regulations, in <a href=\"https:\/\/www.gfmag.com\/magazine\/february-2019\/mena-fintech-makes-its-mark\">alignment<\/a> with regional best practice.<\/p>\n<p><b>Driven by need and opportunity:<\/b> Financial inclusion <a href=\"https:\/\/www.wamda.com\/2018\/01\/egypts-fintech-startups-growing-number-value-specialization\">helps to reduce poverty<\/a> and spurs growth, but according to the <a href=\"http:\/\/pubdocs.worldbank.org\/en\/948081461702869195\/N6-ME.pdf\">World Bank Global Findex database<\/a>, only 14% of adults in the Middle East had a bank account as of 2014. The mobile penetration rate in Egypt, however, is an estimated 102% and the country has some 28 mn smartphone users, not to mention a population of 100 mn (and growing). The IMF has <a href=\"https:\/\/enterprise.press\/stories\/2019\/02\/13\/egypt-has-the-makings-of-a-booming-fintech-industry-says-imf\/\">estimated<\/a> that boosting financial inclusion could add 1% to GDP in the MENA region, with fintech offering the most significant growth avenue.<\/p>\n<p><b>But the young sector faces challenges:<\/b> Fintech Middle East has <a href=\"http:\/\/fintechnews.ae\/3535\/egypt\/fintech-startups-in-egypt\/\">identified<\/a> around 40 players working in the sector in Egypt, including 16 startups, 10 of which they regard as highly promising. But while e-payment provider Fawry has some 20 mn customers, other fintech startups continue to struggle. Challenges include the high transaction fees imposed on e-payments by banks and payment gateways, regulatory and infrastructure problems (including poor network coverage), and a lack of fintech awareness on the part of both SMEs and individuals. Some of these challenges are <a href=\"https:\/\/www.menabytes.com\/fintech-egypt-overview\/\">being addressed<\/a>: the CBE issued new regulations for cashless payments using smartphones in 2016 to enable customers to transfer money and pay bills, and in 2017 a National Payment Council was established to encourage the move to cashless payments. However, it has been <a href=\"http:\/\/www.mondaq.com\/x\/725556\/fin+tech\/Banking+Without+Banks+The+Regulation+Of+Fintechs+In+Egypt\">suggested<\/a> that a clearer and more accessible regulatory structure is needed to encourage widespread adoption.
