Results from those companies that have so-far reported have been generally solid; <\/li>\n<li>The prognostication begins ahead of the central bank\u2019s <a href=\"https:\/\/www.cbe.org.eg\/en\/MonetaryPolicy\/Pages\/MPCMeetingSchedule.aspx\">meeting<\/a> on Thursday, 23 May to set interest rates;<\/li>\n<li>Will turmoil in global equity markets spill over into EM and to Egypt, where trading volumes are already thin thanks to the Ramadan slowdown?<\/li>\n<\/ul><p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/5\/84.jpg?ssl=1\"><\/p><p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <b>GLOBAL MARKETS QUOTE OF THE WEEK: <\/b>\u201cHave you ever seen the movie \u2018Airplane\u2019? It was just a bad week to stop sniffing glue.\u201d (See the punch-drunk traders story, below).<\/p><p><b>International markets are looking rather messy at the moment. <\/b>The new week begins after what can only be described as a hell of a run as Wall Street posted its <a href=\"https:\/\/www.ft.com\/content\/26cc785a-72c3-11e9-bf5c-6eeb837566c5\">worst week<\/a> so far this year.<\/p><p><b>Uber made history with its trading debut \u2014 as one of the worst-performing ever<\/b>, <a href=\"http:\/\/fortune.com\/2019\/05\/10\/uber-ipo-worst-performing-percentage\/\">Fortune reports<\/a>. The ride hailing giant\u2019s shares fell 7.6% on its first day of trading in New York, making it the ninth-worst stock market debut of all time. This makes collective losses of USD 618 mn for investors who bought the 180 mn shares at the USD 45 IPO price \u2014 the worst for a US listing since 1975 (excluding foreign listings via American Depository Receipts).<\/p><p><b>Who\u2019s to blame? Basically everyone.<\/b> Analysts tell <a href=\"https:\/\/www.ft.com\/content\/b8c353d8-736c-11e9-bf5c-6eeb837566c5\">the Financial Times<\/a> Uber\u2019s business model, the underwriters, the market and the retail investors are at fault. Reuters looks at <a href=\"https:\/\/www.reuters.com\/article\/us-uber-ipo\/uber-fizzles-in-wall-street-debut-opens-below-45-ipo-price-idUSKCN1SG12A\">what\u2019s next for other startups planning to IPO<\/a> this year, including Slack, Casper, and the owner of WeWork, while Bloomberg bluntly declares the IPO as having \u201c<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-05-11\/uber-s-hype-dissolves-and-ipo-joins-ranks-of-wall-street-flops?srnd=premium-middle-east\">joined the ranks of Wall Street\u2019s flops<\/a>.\u201d<\/p><p><b>Late to the conversation? <\/b>Go read Dan Primack\u2019s rundown for Axios of how <a href=\"https:\/\/www.axios.com\/ubers-ipo-perfect-storm-2a75a55a-adec-496b-bc23-02d99d02920f.html\">Uber got caught in the perfect storm<\/a>.<\/p><p><b>POST-UBER MUST READ if you drink VC Kool-Aid: <\/b>Was Uber\u2019s IPO the end of an era of \u201cmediocrity and small thinking\u201d in Silicon Valley? That\u2019s the contention of Matt Rosof writing for <a href=\"https:\/\/www.cnbc.com\/2019\/05\/11\/uber-ipo-example-of-silicon-valley-era-of-mediocrity.\">CNBC<\/a>.<\/p><p><b>There just might be a lesson for investment bankers in Jumia\u2019s share price collapse. <\/b>Jumia, the self-styled \u201cAfrican Amazon\u201d that <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/14\/jumia-egypt-hopes-ipo-boosts-confidence-and-business\/\">made headlines by going public on the New York Stock Exchange<\/a> in early April, saw its share price fall nearly 25% on Friday after a short-seller accused it of fraud. Citron Research claims significant discrepancies between a confidential presentation to investors in October 2018 and the company\u2019s IPO filing. Jumia, it alleges, \u201cinflated its active customer and active merchant numbers by 20-30%, and [hid the fact] that 41% of its deliveries were either returned, not delivered or canceled,\u201d the <a href=\"https:\/\/www.ft.com\/content\/e040fd42-731d-11e9-bf5c-6eeb837566c5\">Financial Times<\/a> reports.<\/p><p><b>Maybe it\u2019s time to short them all and let a higher power sort them out? <\/b>That\u2019s the basic contention of Horsman Capital\u2019s Russell Clark in <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-05-10\/a-short-seller-bets-it-all-on-a-spectacular-market-crash\">A short seller bets it all on a spectacular market crash<\/a>.<\/p><p><b>IN THE BACKGROUND of it all: Trump is still playing hardball on trade with China.<\/b> Trump has ordered the government to begin raising tariffs on the remaining USD 300 bn of Chinese imports, <a href=\"https:\/\/ustr.gov\/about-us\/policy-offices\/press-office\/press-releases\/2019\/may\/statement-us-trade-representative\">according to a statement by the Office of the US Trade Representative<\/a>. The US president last week hiked tariffs to 25% from 10% on USD 200 bn worth of Chinese imports. Gov\u2019t studying significant tweaks to income tax legislation: <\/b>The government has begun drafting changes to the Income Tax Act to bring the legislation in line with international standards, Tax Authority boss Abdel Azim Hussein tells Enterprise. <b>Don\u2019t expect higher taxes: <\/b>Hussein was careful to note that no changes are in the works to tax rates or brackets in a bid to ensure the country remains attractive to foreign direct investors. The government will consult with business and industry associations, including the Egyptian Businessmen\u2019s Association and the Federation of Egyptian Industries, as well as with major accounting firms during the drafting process, he added.<\/p>\n<p><b>The changes might be extensive enough to require drafting entirely new legislation<\/b>, a senior official told us, suggesting that the 2015 Income Tax Act could be scrapped or significantly overhauled. The changes under study could impact how tax appeals are handled, the ministry\u2019s internal tax committees, and procedures for filing one\u2019s tax returns. The latter would be finalized after enacting the proposed law on new <a href=\"https:\/\/enterprise.press\/stories\/2019\/02\/17\/finmin-completes-draft-law-on-egypts-new-tax-procedures-electronic-filing-system\/\">unified tax procedures<\/a>, which is expected to pave the way for an electronic tax platform. The changes aim to support the government\u2019s goal to grow tax revenues by 0.5% a year to reach the fiscal year 2019-2020 draft budget\u2019s target of a tax base equivalent to 18-20% of GDP.<\/p>\n<p><b>Other changes now on the drawing board:<\/b><\/p>\n<ul>\n<li>Another look at how <b>capital gains and shareholder dividends<\/b> are taxed, which could pave the way for the return in 2020 of the <a href=\"https:\/\/enterprise.press\/stories\/2019\/05\/09\/egypts-govt-doesnt-intend-to-reintroduce-the-capital-gains-tax\/\">capital gains tax<\/a> on stock market transactions; <\/li>\n<li>Introducing a new chapter in the tax code for the treatment of \u201c<b>internet-based markets<\/b>\u201d (i.e. the digital economy); <\/li>\n<li>New tools to help clamp down on <b>tax evasion<\/b>;<\/li>\n<li>A review of how <b>tax incentives<\/b> are structured. <\/li>\n<\/ul>\n<p><b>It\u2019s the latest in a basket of potential changes that could keep your finance department busy in the coming year. <\/b>We were told <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/03\/finmin-looks-to-tax-the-living-daylights-out-of-social-media-ads-e-commerce-players\/\">last month<\/a> that the Finance Ministry is looking to impose a mix of VAT, income, stamp, and developmental taxes on social media, e-commerce platforms and internet search ads. This move would require changes to a number of laws including the Income Tax Act. Reports also <a href=\"https:\/\/enterprise.press\/stories\/2019\/02\/12\/house-to-consider-new-salary-related-amendments-to-income-tax-act\/\">emerged in February<\/a> that the House Planning and Budget Committee was discussing tweaks to the act which could change the tax code and rates on salaries. Countries which have recently received bailouts by the big three lenders \u2014 China, Russia, Saudi Arabia and the UAE \u2014 have reduced both the risk of default and the need for the IMF to extend emergency credit, Ash writes.<\/p>\n<p><b>Egypt itself has benefited from SPL:<\/b> Between them Saudi Arabia and the UAE provided Egypt with <a href=\"https:\/\/www.reuters.com\/article\/us-egypt-protests-loan\/uae-offers-egypt-3-billion-support-saudis-5-billion-idUSBRE9680H020130709\">USD 8 bn in loans<\/a> after Morsi was removed from power in 2013. The loans signaled Egypt coming back in from the political cold of the Morsi era and were a <a href=\"https:\/\/enterprise.press\/stories\/2016\/08\/18\/allies-to-plug-our-financing-gap-international-institutions-to-pitch-in-as-well\/\">critical factor in Egypt\u2019s ability to raise the USD 12 bn extended fund facility from the IMF<\/a>. Both the UAE and Saudi have stepped up direct investment in Egypt in the time since.<\/p>\n<p><b>What does increased SPL mean for economic reform programs?<\/b> Ash says the conditions that China, Russia and the Gulf states attach to their loans differ widely. One clear concern is economic: Assistance to Bahrain from Saudi Arabia was conditioned on Manama undertaking fiscal reforms and strengthening their economy. But conditions attached to Chinese loans have neither been uniform nor consistently monitored. The risk is that this will see countries accruing unsustainable debt loads \u2014 unsustainable debt that will eventually demand the IMF step in. While the <a href=\"https:\/\/www.bankofengland.co.uk\/monetary-policy\/inflation\">2% inflation target<\/a> widely adopted by central banks worldwide has been effective in creating stability, recent <a href=\"https:\/\/blogs.worldbank.org\/developmenttalk\/global-inflation-stubbornly-low-subject-upward-pressures\">low inflation<\/a> has also been a driver of economic growth by increasing real wages and consumption, he argues. But low inflation masks another economic reality: government debt is at a high, and if a sudden increase in inflation were to occur, debt sustainability crises could follow.<\/p>\n<p><b>Is fiscal and monetary policy coordination the key to success?<\/b> Monetary policy needs therefore to be both flexible enough to combat such risks and well aligned with fiscal policy. <a href=\"https:\/\/www.suerf.org\/policynotes\/3029\/the-future-for-central-bank-balance-sheets-and-their-potential-use-as-a-macroprudential-tool\/html\">Balance sheet<\/a> interventions, including quantitative easing, credit easing, and emergency lending assistance, could be used for this purpose. They are effective tools for influencing aggregate demand, interest rates, and amounts of money and credit in order to affect overall economic performance. There is evidence that several major central banks are already employing these more flexible monetary policy tools, even though many maintain that shorter-term policy rates are preferred. The trend, however, is one to welcome.
