Al Mashat also separately discussed the preparation of videos and photos for the ministry\u2019s tourism promotion campaign with well-known social media influencer and founder of <a href=\"https:\/\/www.beautifuldestinations.com\/\">Beautiful Destinations<\/a>, Jeremy Johnson, <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/337947\/Egypt\/Politics-\/Egypts-tourism-minister-meets-Beautiful-Destinatio.aspx\">reports Ahram Online<\/a>. The ministry signed a protocol with Johnson\u2019s company <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/10\/egypts-al-mashat-meets-tourism-ministers-travel-agencies-at-itb-berlin\/\">last March<\/a> on the sidelines of the ITB Berlin tourism expo.<\/p><p><b>Will the Export Subsidy Fund decide on the new export subsidies framework this week?<\/b> The board of the Export Subsidy Fund will meet today to discuss the new framework through which it will disburse some EGP 6 bn annually in export subsidies, <a href=\"https:\/\/www.youm7.com\/story\/2019\/7\/14\/%D8%BA%D8%AF%D8%A7-%D8%B5%D9%86%D8%AF%D9%88%D9%82-%D8%AF%D8%B9%D9%85-%D8%A7%D9%84%D8%B5%D8%A7%D8%AF%D8%B1%D8%A7%D8%AA-%D9%8A%D8%A8%D8%AD%D8%AB-%D8%A7%D9%84%D8%A8%D8%B1%D9%86%D8%A7%D9%85%D8%AC-%D8%A7%D9%84%D8%AC%D8%AF%D9%8A%D8%AF-%D9%84%D8%B1%D8%AF-%D8%A7%D9%84%D8%A3%D8%B9%D8%A8%D8%A7%D8%A1\/4331780\">Youm7 reports<\/a>. The meeting comes as the government looks to transition export subsidies payments from a cash-based program to an incentive-based program. The finance and trade ministries held meetings <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/23\/egypt-to-dedicate-egp-6-bn-annually-in-the-budget-for-exports-subsidies\/\">last month<\/a> to discuss allowing exporters to net overdue subsidies off against their taxes. The move comes as part of the government\u2019s effort to make good on what is claimed to be <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/18\/whats-happening-with-the-promised-release-of-export-subsidy-funds-ask-egypts-exporters\/\">some EGP 12 bn<\/a> owed to Egyptian exporters by the Export Subsidy Fund since last year. Government sources tell the newspaper that the meeting will see a decision on the framework.<\/p><p><b>The government is planning to send <\/b><a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/government-to-send-cash-subsidies-act-to-parliament-next-week-4\/\"><b>the Social Welfare Act<\/b><\/a><b> to the House of Representatives this week<\/b> so that it can be voted on during the current parliamentary session, sources from the Social Solidarity Ministry <a href=\"https:\/\/alborsaanews.com\/2019\/07\/14\/1224393\">told the local press<\/a>.<\/p><p><b>SWF boss to be announced by September:<\/b> We could find out who will be helming our EGP 200 bn sovereign wealth fund by September, by which time the fund\u2019s board of directors will have interviewed the four candidates on the final shortlist, Planning Minister Hala El Said <a href=\"https:\/\/hapijournal.com\/2019\/07\/14\/%D8%AF-%D9%87%D8%A7%D9%84%D8%A9-%D8%A7%D9%84%D8%B3%D8%B9%D9%8A%D8%AF-%D8%AD%D8%B3%D9%85-%D9%85%D9%86%D8%B5%D8%A8-%D8%A7%D9%84%D9%85%D8%AF%D9%8A%D8%B1-%D8%A7%D9%84%D8%AA%D9%86%D9%81%D9%8A%D8%B0%D9%8A\/\">tells Hapi Journal<\/a>. Wells Fargo is predicting that the central bank will make two cuts totaling 50bps before the end of the year.<\/p><p><b>Central banks are running out of ammo:<\/b> Whether it cuts rates by 50 bps or 75 bps, the Fed along with the world\u2019s other systemic central banks are running low on policy tools with which to fight the next economic downturn, Enda Curran <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-07-14\/central-banks-launch-growth-mission-with-arsenals-questioned?srnd=premium-middle-east\">writes in Bloomberg<\/a>. Economic expansion and inflation remain muted, despite the negative rates at the Bank of Japan and the European Central Bank, and the 2.5% Fed rate, which is historically low for this stage of the economic cycle. It would also allow up to 25% of organizations\u2019 board of directors to be foreign residents, up from 10% under the old law. Foreign NGOs would still be allowed to operate in the country following approval by the relevant minister. Local organizations would also still able to open offices in other countries and receive donor money. Other new stipulations under the law include:<\/p>\n<p><b>\u064bA central authority under the relevant ministry<\/b> (which we take is the Social Solidarity Ministry) would be set up to supervise civil society groups. The authority would also be mandated with conducting studies and compiling statistics on Egyptian civil society. It would be financed through state\u2019s coffers, as well as through service fees collected from the organizations under its auspices.<\/p>\n<p><b>Civil society organizations would be able to set up companies and investment funds <\/b>to support their activities after obtaining approval from the minister. Any profits made from those ventures would have to be directed to charity or other social cause.<\/p>\n<p><b>Organizations that were previously placed on a terror list and\/or convicted in terrorism-related crimes would no longer be allowed to operate<\/b>, and all funds under their name would be channeled into a fund to support civil society organizations.<\/p>\n<p><b>NGOs still can\u2019t partake in politics: <\/b>The original law forbids NGOs from participating in political activities whether through funding, endorsement, or otherwise. According to the leaked draft, this stipulation remains unchanged.<\/p>\n<p><b>What\u2019s next? <\/b>The law is expected to receive a final vote at the House general assembly before being signed into law by President Abdel Fattah El Sisi, who had directed his government <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/05\/are-amendments-to-egypts-contentious-ngos-act-in-the-offing\/\">late last year<\/a> to amend the controversial law.<\/p>\n<p><b>Why was the original law contentious? <\/b>The NGO law passed in 2017 placed sharp restrictions on civil society and was roundly criticized by NGOs and the global press. The act has come under fire several times, including from <a href=\"https:\/\/enterprise.press\/stories\/2017\/06\/04\/three-us-republican-senators-condemn-new-ngo-act-calling-it-draconian-and-repressive\/\">Republican senators<\/a> and the US Congress\u2019 <a href=\"https:\/\/enterprise.press\/stories\/2017\/12\/07\/us-congress-tom-lantos-human-rights-commission-criticizes-egypts-human-rights-record-post-2011\/\">human rights commission<\/a>. Not always.<\/b> The depreciation of emerging-market currencies may actually result in falling exports, research by the <a href=\"https:\/\/www.bis.org\/publ\/arpdf\/ar2019e2.htm\">Bank of International Settlements<\/a> (BIS) and the <a href=\"https:\/\/www.ft.com\/content\/96c34288-9f14-11e9-9c06-a4640c9feebb\">FT<\/a> suggests. Conventional wisdom tells us that a weakening currency makes exporters more competitive in the international market, causing an increase in orders and boosting economic output. But as the above chart illustrates, some emerging markets saw only a meager rise in exports last year, even though local currencies depreciated against the USD in 2016. Colombia even saw exports shrink, despite the COP losing around 10% of its value. Classical economic theorists may pat themselves on the back when looking at Egypt\u2019s impressive export volumes, but only manage a shrug when it comes to explaining the fates of South Africa, Taiwan and Peru.<\/p>\n<p><b>What\u2019s going on?<\/b> The BIS pinpoints five factors that can depress export growth in EMs during currency devaluation:<\/p>\n<ul>\n<li><b>Export prices don\u2019t always change in response to the exchange rate,<\/b> especially in EMs where almost all of the trade is denominated in USD. In these cases, a weakening currency would increase the cost of imports but would do little to increase the competitiveness of exporters.<\/li>\n<li><b>The greenback often rises and falls against other currencies in unison,<\/b> leading to falling demand for USD-denominated exports in other countries.<\/li>\n<li><b>Trade finance is usually denominated in USD,<\/b> and becomes more expensive to access when the currency is weakening.<\/li>\n<li><b>Modern value chains are complex,<\/b> increasing the input costs for businesses and raising dependency on trade finance. This problem is only magnified by devaluation.<\/li>\n<li><b>Increasing capital flows into EMs<\/b> has meant that many EM businesses have become increasingly reliant on foreign currency-denominated borrowing. This results in rising debt servicing costs and tighter financial conditions when the currency weakens against the USD.<\/li>\n<\/ul>\n\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- The economic incentives that led people to settle there in the 1970s and 80s have waned, and while low-income housing development perseveres, infrastructure is poor. Meanwhile, Sheikh Zayed\u2019s 330k inhabitants are less than half the number targeted, in large part because it is outside the price bracket of all but the very wealthy: 71% live in luxury accommodation, while only 15% live in low-income housing.<\/p>\n<p><b>The question of where to go from here remains unanswered:<\/b> The investment pouring into <a href=\"https:\/\/www.theguardian.com\/cities\/2018\/may\/08\/cairo-why-egypt-build-new-capital-city-desert\">Egypt\u2019s 700 sqkm new capital<\/a>, which is intended to house as many as 6.5 mn people, shows that the building boom is far from letting up. Land prices continue to increase (NUCA is expected to <a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/03\/nuca-to-hike-land-prices-by-15-20-in-2019\/\">raise prices by 15-20%<\/a> in 2019 alone) and developers themselves are quick to point out that <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/11\/my-morning-routine-haitham-mohamed-chief-executive-officer-at-ora-developers\/\">land is a scarce resource<\/a>. NUCA has recently <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/19\/egypt-to-begin-tendering-land-under-new-mechanism\/\">issued a new regulatory framework<\/a> to handle requests for the allocation of land for mixed-use projects.
