Although some of us were entertaining the idea of a CBE curveball, the decision was made with an eye on how the fuel subsidy cuts will impact next month\u2019s inflation reading. We have chapter and verse in this morning\u2019s Speed Round, below.<\/p>\n<p><b>Sahel will have to wait another week for our elected representatives:<\/b> The end of the legislative cycle and the start of the summer recess has been pushed back another week for reps to vote on several outstanding pieces of legislation, according to <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/1\/64\/337826\/Egypt\/Politics-\/Egypt-parliament-postpones-summer-recess-to-next-w.aspx\">Ahram Online<\/a>. <b>At the top of the agenda:<\/b> The NGOs law, a draft law on the Senate, and legislation regulating rents of non-residential buildings. We have a rundown of the latest goings-on at the House in this morning\u2019s Speed Round, below.<\/p>\n<hr class=\"grey-line\">\n<p><b>Tarek El Kady, founder and chairman of the Mediterranean Business Angel Networks, has been chosen to represent Egypt at the <\/b><a href=\"http:\/\/www.wbaforum.org\/\"><b>World Business Angels Investment Forum<\/b><\/a>, according to <a href=\"https:\/\/ent.news\/2019\/7\/484.pdf\">a statement (pdf)<\/a>. The WBAF is a G20 Global Partnerships for Financial Inclusion (GPFI) affiliate and aims to make accessing finance easier for businesses.<\/p>\n<p><b>The African Cup of Nations <\/b><a href=\"https:\/\/www.cafonline.com\/total-africa-cup-of-nations\/matches\/\"><b>semi-final round is today<\/b><\/a>, with Tunisia facing Senegal at 6 pm CLT at 30 June Stadium and Algeria facing Nigeria at 9 pm CLT at Cairo International Stadium. The winners from each match will meet for the final battle on Friday.<\/p>\n<p><b>In other sporting news, Serena Williams lost the Wimbledon women\u2019s final match yesterday<\/b> (and her chance to earn a record 24 Grand Slam titles) to 27-year-old Romanian Simona Halep as she seems to have \u201cconfronted age and injury,\u201d <a href=\"https:\/\/www.nytimes.com\/2019\/07\/13\/sports\/tennis\/serena-williams-comeback-halep.html?action=click&module=Top%20Stories&pgtype=Homepage\">says the New York Times<\/a>. <b>Novak Djokovic and Roger Federer <\/b><a href=\"https:\/\/www.bbc.com\/sport\/tennis\/48976092\"><b>are playing<\/b><\/a><b> for the men\u2019s title at 3 pm CLT today.<\/b><\/p>\n<hr class=\"grey-line\">\n<p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <b>Egypt and Cyprus\u2019 gas infrastructure has \u201csignificant potential\u201d to draw in capital<\/b> as part of a drive from Cyprus-based investment firm Cynergy Group to raise a total of USD 10 bn to \u201cconsolidate Eastern Mediterranean gas assets,\u201d Cynergy co-founder Mike Germanos <a href=\"https:\/\/www.thenational.ae\/business\/energy\/cypriot-energy-player-looks-to-draw-gulf-capital-into-the-east-med-1.885263\">tells the National<\/a>. Cynergy is \u201csetting its sights on Gulf sovereign wealth funds to revitalise the Eastern Mediterranean energy value chain,\u201d and Egypt\u2019s LNG terminals are part of that chain, particularly as Germanos sees the region\u2019s infrastructure as ill-equipped to \u201cfully leverage its discoveries \u2026 and realise its ambition to become a regional hub\u201d for natural gas.<\/p>\n<p><b>Ghosts of privacy blunders past catch up to Facebook with USD 5 bn fine:<\/b> The US\u2019 Federal Trade Commission has voted in favor of slapping a USD 5 bn fine on El Face as part of a settlement for the social media company\u2019s privacy violations, people familiar with the matter tell <a href=\"https:\/\/www.wsj.com\/articles\/ftc-approves-roughly-5-billion-facebook-settlement-11562960538\">the Wall Street Journal<\/a>. It remains unclear thus far what else the settlement \u2014 which still requires sign-off from the Justice Department \u2014 entails, including \u201cwhether the FTC will force Facebook to make any meaningful changes to how it handles user data,\u201d <a href=\"https:\/\/apnews.com\/87def64d3c5441d187d6ef91839d3796\">the Associated Press notes<\/a>.<\/p>\n<p><b>The FTC vote comes as execs from Amazon, Google and Facebook are due to testify at a hearing looking at whether to curtail Big Tech\u2019s reach on Tuesday<\/b>, <a href=\"https:\/\/www.wsj.com\/articles\/big-tech-summoned-to-washington-for-antitrust-hearing-11562699445\">WSJ reported<\/a>. The MPC left the overnight deposit and lending rates at 15.75% and 16.75%, respectively, and kept the main operation and discount rates at 16.25%. <a href=\"https:\/\/af.reuters.com\/article\/egyptNews\/idAFL8N24C5FZ\">Reuters<\/a> and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-07-11\/clock-ticks-for-egypt-rates-after-price-drop-decision-day-guide\">Bloomberg<\/a> also picked up the story.<\/p>\n<p><b>This is what (almost) everyone expected:<\/b> Nine out of 10 economists <a href=\"https:\/\/enterprise.press\/issues\/2019\/07\/07\/goodbye-african-cup\/\">we polled<\/a> at the start of last week predicted that the central bank would keep rates unchanged, citing the short-term inflationary effects of the removal of <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/government-raises-fuel-prices-phasing-out-remaining-fuel-subsidies\/\">fuel<\/a> and <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/what-were-tracking-on-3-july-2019-2\/\">electricity subsidies<\/a>. <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/11\/egypts-inflation-rate-in-single-digits-for-first-time-since-march-2016-cbe-still-expected-to-hold-rates\/\">Expectations shifted<\/a> a little towards the end of the week, after fresh data showed that annual inflation fell by a stunning 5% in June to hit a three-year low of 9.4%. Pharos joined Naeem Holdings in predicting a 100bps rate cut, while four others thought that the inflation reading had increased the chances that the CBE would act sooner than expected.<\/p>\n<p><b>Surprise, surprise: It was all about the subsidies.<\/b> The CBE cited the recent subsidy cuts as being the key consideration in its decision. The government raised fuel prices by between 16% and 30% and electricity prices <a href=\"https:\/\/enterprise.press\/2019\/05\/22\/electricity-prices-rise-15-average-fy2019-2020\/\">by an average 15%<\/a> when it removed subsidies earlier this month. \u201cSince these measures were anticipated, the MPC decided that keeping key policy rates unchanged at this juncture remains consistent with achieving the inflation target of 9% (+\/- 3% in 4Q2020,\u201d the statement reads.<\/p>\n<p><b>The global backdrop also played its part:<\/b> \u201cThe expansion of economic activity weakened \u2026 International oil prices remain subject to volatility due to geopolitical risks and potential supply-side factors,\u201d the CBE stated.<\/p>\n<p><b>What about those inflation figures?<\/b> The central bank said that the drop was \u201cstrongly supported by favorable base effects\u201d caused by the fuel price rises in June 2018, as well as a decline in food price volatility.<\/p>\n<p><b>When will the CBE act?<\/b> That all depends on how the subsidy cuts impact prices this month. Shuaa Securities\u2019 Esraa Ahmed told us last week that the CBE could make a cut as soon as next month \u2014 instead of November as previously forecast \u2014 should inflation only rise slightly in July.
