Escalating trade tensions over the past few months between the US and China, and US Federal Reserve Chairman Jerome Powell\u2019s change of direction this year is driving people to think that the <b>Fed will likely cut rates on Wednesday, 18 September.<\/b> Markets are pricing in a near 90% probability that the Fed will cut rates by 25 bps from its current overnight lending rate of 2.25% to 2.00%, according to data from the CME Group\u2019s FedWatch tool <a href=\"https:\/\/www.reuters.com\/article\/us-usa-stocks-weekahead\/with-rate-cut-likely-market-wonders-how-low-fed-will-go-idUSKCN1VY16F\">cited by Reuters<\/a>. There is a roughly 65% probability that the Fed makes at least one more quarter-point cut by the end of the year, according to FedWatch.<\/p>\n<p><b>This bodes well for a rate cut by the CBE on 26 September:<\/b> This global monetary easing, which appears to be adopted by other countries (Turkey and possibly Japan), in addition to inflation falling to a six-year low of 7.5% in August has expectations that the CBE Monetary Policy Committee will move to cut rates when it meets on Thursday, 26 September. The arguments among analysts appear almost solely to do with the extent of the cut, with ranges between 50-150 bps. Look to our interest rate poll next week to find out what the tally is.<\/p>\n<p><b>Speaking of central banks, Prime Minister Moustafa Madbouly kicked off on Sunday a meeting of the <\/b><a href=\"http:\/\/enterprise.press\/wp-content\/uploads\/2019\/09\/AMF-PRL-AR-15-9-2019-Final.pdf\"><b>Council of Arab Central Banks and Monetary Agencies Governors<\/b><\/a>, where the more than 200 Arab bankers, central bank governors, ministers, economic experts, and officials of the Arab Monetary Fund attending plan to discuss monetary, financial, and economic developments, their repercussions on Arab countries, issues of central bank governance, and central bank cryptocurrencies. Madbouly spoke on Egypt\u2019s growth and the challenges it faces. We break down what was said in this morning\u2019s Speed Round below.<\/p>\n<p><b>Meanwhile,<\/b> <b>the Investment Ministry launched <\/b><a href=\"https:\/\/www.investmentforafrica.com\/\"><b>the official website<\/b><\/a><b>for the <\/b>\u201cInvestment for Africa\u201d 2019 conference. The championships, which will bring together 64 women competitors and 48 men, will be held under the auspices of the Youth and Sports Ministry and the Egyptian Tourism Authority.<\/p>\n<p><b>In a historical first, the championship prize money for women will be more than double that of the male competitors<\/b>, which CIB Chairman Hisham Ezz El Arab said at the presser is a testament to the bank\u2019s support of women\u2019s empowerment. You can catch Ezz El Arab\u2019s statements here (<a href=\"https:\/\/youtu.be\/yTy1aTBeFQI?t=1295\">runtime: 02:47<\/a>) and Abaza\u2019s statements here (<a href=\"https:\/\/youtu.be\/yTy1aTBeFQI?t=523\">runtime: 03:06<\/a>).<\/p>\n<hr class=\"grey-line\">\n<p><b>Get your bunkers ready, because last weekend\u2019s drone attacks on Aramco has the global press screaming energy crisis. <\/b>The attacks interrupted an estimated 5.7 mn barrels of crude oil, 50% of the company\u2019s production, and reduced the supply of ethane and natural gas liquids by some 50%, which, <a href=\"https:\/\/www.reuters.com\/article\/us-saudi-aramco-fire\/attacks-on-saudi-oil-facilities-knock-out-half-the-kingdoms-supply-idUSKCN1VZ01N?il=0\">according to Reuters<\/a>, have disrupted more than 5% of global oil supply.<\/p>\n<p><b>Egypt has strongly condemned Saturday\u2019s drone attack on Saudi Aramco's oil refineries in Abqaiq and Khurais<\/b>, expressing solidarity with Saudi Arabia in <a href=\"https:\/\/www.mfa.gov.eg\/English\/MediaCenter\/News\/Pages\/%D9%84NBHBGVFC.aspx\">a Foreign Ministry statement<\/a>.<\/p>\n<p><b>Saudi says all\u2019s good: <\/b>Officials in Saudi Arabia have <a href=\"https:\/\/www.wsj.com\/articles\/saudi-officials-say-oil-production-to-return-to-normal-levels-by-monday-11568491979\">indicated that levels of production<\/a> will return to normal by Monday, seeking to alleviate concerns as analysts anticipated that extensive damage could drive oil prices up by USD 5-10 a barrel. The kingdom\u2019s benchmark stock index tumbled by as much as 3.1% on Sunday.<\/p>\n<p><b>US points finger of blame at Iran; Tehran denies accusations: <\/b>Tehran denied yesterday accusations by US Secretary of State Mike Pompeo that Iran instigated the attack, <a href=\"https:\/\/www.nytimes.com\/2019\/09\/15\/world\/middleeast\/iran-us-saudi-arabia-attack.html\">reports the New York Times<\/a>. Iran, Saudi\u2019s regional rival, is known to support the Yemeni Houthis, who claimed responsibility for the attack.<\/p>\n<p><b>Thankfully, we are hedging our bets:<\/b> Since the 2018 production cuts, Egypt has learned its lesson and is adopting a policy of fuel hedging contracts in anticipation of future shockwaves. The government has already signed contracts with international banks, <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/17\/egypt-eyes-setting-crude-price-in-hedging-contract-at-usd-64-68\/\">with reports indicating<\/a> that crude oil prices will be set at USD 64-68 per bbl. Government officials <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/06\/government-seeking-to-increase-oil-hedging-contracts-this-fiscal-year\/\">told us last month<\/a> that the government is mulling signing more fuel hedging contracts. <a href=\"https:\/\/enterprise.press\/stories\/2018\/10\/03\/global-oil-rally-threatens-to-derail-budget-deficit-change-inflation-outlook\/\">A Bloomberg analysis last year<\/a> showed that every USD 1 increase above a benchmark price used by the state in annual budgeting added EGP 4 bn (USD 222 mn) to annual spending. This year\u2019s budget uses a benchmark price of USD 68\/bbl.<\/p>\n<p><b>There has been speculation that the US and Europe could release emergency stockpiles to ensure market supply<\/b>, while Saudi Arabia itself should be able to keep customers supplied for several weeks. Mns of reserve barrels <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-15\/saudis-race-to-restore-oil-output-after-crippling-aramco-attack?srnd=premium-middle-east\">are held in the kingdom itself<\/a>, and in three strategic locations, one of which is Egypt\u2019s Sidi Kerir. The attack, widely seen as the biggest on Saudi Arabia\u2019s oil infrastructure, is also casting a shadow over Aramco\u2019s planned IPO.<\/p>\n<p><b>Elections in Tunisia and Israel are also receiving widespread coverage by Middle East watchers. <\/b>24 presidential candidates are running in Tunisia, and four are seen as the favorites: Prime Minister Youssef Chahed, TV mogul Nabil Karoui, lawyer Abdelfattah Mourou, and Defense Minister Abdelkarim Zbidim, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-15\/jailed-tycoon-beethoven-fan-vie-to-lead-lone-arab-democracy?srnd=premium-middle-east\">Bloomberg writes<\/a>. Results are due on 17 September, and a second round will be held in November if no candidate gets more than 50% of the ballots. Meanwhile, to the east, Israeli Prime Minister Benjamin Netanyahu is \u201cvisibly frantic\u201d as he is about to head to national elections tomorrow, <a href=\"https:\/\/apnews.com\/406222b9f6f5440f85b9cac2a2294a25\">says the Associated Press<\/a>.<\/p>\n<hr class=\"grey-line\">\n<p><b>As Arab central bankers discuss crypto, 26 other central banks are looking to quiz representatives of Facebook\u2019s <\/b><a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/19\/what-were-tracking-on-19-june-2019\/\"><b>planned Libra cryptocurrency project<\/b><\/a><b> today<\/b>, the <a href=\"https:\/\/www.ft.com\/content\/11bfda8c-d6fb-11e9-8f9b-77216ebe1f17\">Financial Times reports<\/a>. The government is targeting GDP growth of 6% in <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/25\/house-approves-fy2019-2020-state-budget\/\">FY2019-2020<\/a>, which began in July, up from 5.6% in the <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/el-sisi-madbouly-maait-recap-egypts-economic-performance-in-fy2018-2019-2\/\">previous fiscal year<\/a>. Reuters also <a href=\"https:\/\/af.reuters.com\/article\/investingNews\/idAFKBN1W00BS-OZABS\">had the story<\/a>.<\/p>\n<p><b>Egypt\u2019s biggest obstacle to growth?<\/b> <b>A challenging macro climate<\/b>, particularly as it pertains to emerging markets, Madbouly said in his opening remarks. Madbouly called out debt-ridden emerging markets as being a particular threat to investing in emerging markets as a whole. His speech places part of the blame for this macro climate on trade tensions between the US and China.<\/p>\n<p><b>How does Egypt plan to adapt to this climate? Staying the course of reform<\/b>, Madbouly said, specifying Egypt\u2019s efforts to improve the business climate through regulatory framework, and pushing government investments in a more sustainable direction through Egypt\u2019s sovereign wealth fund. He also praised the central bank\u2019s handing monetary policy as being instrumental in helping Egypt meet its growth targets.<\/p>\n<p><b>The meeting separately saw the discussion of a plan by the Arab Monetary Fund to set up a regional organization specialized in debt clearance<\/b>. Kenya\u2019s mobile <a href=\"https:\/\/www.safaricom.co.ke\/personal\/m-pesa\">money transfer service M\u2019Pesa<\/a> is a leader in the field, with <a href=\"https:\/\/www.forbes.com\/sites\/tobyshapshak\/2018\/11\/27\/how-mobile-money-continues-to-boom-in-africa\/#642edfa5205c\">close to 30 mn users<\/a> in East Africa and beyond, and has recently secured agreements with Western Union and PayPal. Zimbabwe <a href=\"https:\/\/www.theguardian.com\/world\/2018\/feb\/22\/kenya-leads-way-mobile-money-africa-shifts-towards-cash-free-living\">is another example<\/a> of a success story, having made a rapid shift towards digital transactions as a result of 2017\u2019s massive currency shortage. Electronic payments in Zimbabwe went from comprising a mere 20% of all transactions before 2017 to comprising 80% ever since \u2014 an indication of how rapidly change can take place.<\/p>\n<p><b>A concerted move towards more digital payments is needed to boost African economies,<\/b> <a href=\"https:\/\/www.iol.co.za\/business-report\/technology\/digital-payments-may-hold-the-key-to-african-economic-prosperity-32922659\">offering a score of benefits<\/a> including increased security and reduced costs, and opening the door to broader financial inclusion. A still-widespread reliance on cash means unnecessary costs are still incurred. <a href=\"https:\/\/www.cnbcafrica.com\/zdnl-mc\/2019\/05\/20\/creating-a-cashless-africa\/\">Mastercard estimates<\/a> that some 95% of retail transactions on the continent are cash-based, and that the printing, distribution and handling costs of cash place as much as a 1.5% burden on the national GDP. Meanwhile, some 57% of people in sub-Saharan Africa don\u2019t have access to formal financial tools, and currency conversion between countries <a href=\"https:\/\/www.youtube.com\/watch?v=ouhyPVsj1xY\">costs Africa an estimated USD 5 bn<\/a> a year, hampering trade prospects.<\/p>\n<p><b>Organizations are committed to investing in the digital economy: <\/b>In 2018, <a href=\"https:\/\/blogs.worldbank.org\/voices\/african-leaders-committed-to-building-digital-economy\">the World Bank launched<\/a> the Digital Economy for Africa (DE4A) initiative, seeking to drive increased access to digital financial and government services, markets, and information. In June this year, <a href=\"https:\/\/www.africanews.com\/2019\/06\/13\/afdb-launches-digital-financial-inclusion-facility\/\">the African Development Bank launched<\/a> the Africa Digital Financial Inclusion Facility (ADFI) which will use some USD 100 mn in grants and USD 300 mn in debt from the bank\u2019s ordinary capital resources to provide increased electronic financial services to 320 mn more people by 2030. Investment in African fintech firms developing tailored solutions \u2014 such as catering for slower internet speed \u2014 is also increasing.<\/p>\n<p><b>Challenges still abound:<\/b> A lack of broadband infrastructure means that only an estimated 22% of the continent has reliable access to the internet, a prerequisite for building the digital economy.
