Among the noteworthy results from an audience poll at the one-day gathering:<\/p><ul>\n<li>A \u201cclear, transparent and fair regulatory structure\u201d <a href=\"https:\/\/twitter.com\/EuromoneyConf\/status\/1171056779180032000\">was cited as the most important thing<\/a> for the government to provide to encourage digitization in Egypt.<\/li>\n<li><a href=\"https:\/\/alborsaanews.com\/2019\/09\/09\/1242834\">Two-thirds of attendees<\/a> think the US-China trade war and overall global economic slowdown will only have a limited impact on the Egyptian economy.<\/li>\n<\/ul><p><b>External trade environment is \u201cterribly bad\u201d for Egypt -Citi Bank MD:<\/b> Citi Bank Managing Director and head of Emerging Markets Economics David Lubin seemed to side with the 33% of audience members who see global conditions not boding well for Egypt, <a href=\"https:\/\/twitter.com\/EuromoneyConf\/status\/1170992171379544064\">saying at the conference<\/a> that the country is facing a \u201cterribly bad\u201d trade and external demand environment. Lubin <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/346432\/Business\/Economy\/Egypt%E2%80%99s-increased-dependence-on-imports-will-raise.aspx\">also predicted<\/a> that Egypt\u2019s budget deficit will widen if we continue our reliance on cheap imports and fail to balance real liberalization and financial liberalization.<\/p><p><b>Egypt\u2019s new sovereign wealth fund is expected to be operational in October<\/b>, Finance Minister Mohamed Maait <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/346405\/Business\/Economy\/Egypt%E2%80%99s-sovereign-wealth-fund-to-start-operation-i.aspx\">told Ahram Online<\/a> at the conference yesterday. The Finance Ministry will transfer EGP 1 bn in capital to the fund in the coming days, 70% of which is due to be invested in governmental projects, Maait said. We have all the other highlights from the conference in this morning\u2019s Speed Round, below.<\/p><hr class=\"grey-line\"><p><b>The second day of <\/b><a href=\"https:\/\/9londonconference.efghermes.com\/pages\/home.aspx\"><b>EFG Hermes\u2019 annual investor conference<\/b><\/a><b> in London gets underway today<\/b> at the Arsenal Emirates Stadium. The event provides a forum for investors, company executives, and fund managers from Egypt and other frontier and emerging markets to network and discuss investment options with London-based investors.<\/p><p><a href=\"https:\/\/www.saharaexpo.com\/en\/home.html\"><b>The Sahara agricultural expo<\/b><\/a> is also on its second day today at the Egypt International Exhibition Center. The expo wraps on Thursday, 12 September.<\/p><p><b>Oil Minister Tarek El Molla is in the UAE for the <\/b><a href=\"https:\/\/www.wec24.org\/\"><b>World Energy Congress<\/b><\/a> at the Abu Dhabi National Exhibition Center. The WEC is held every three years and brings together global energy sector leaders from governments, the private sector, academia, and media.<\/p><p><b>CBE Governor Tarek Amer is in the Rwandan capital Kigali today<\/b> ahead of the start of the 2019 <a href=\"https:\/\/www.afi-global.org\/\">Alliance for Financial Inclusion Global Policy Forum<\/a>, where he will <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/09\/cbe-boss-tarek-amer-to-become-chairman-of-alliance-for-financial-inclusion\/\">assume the chairmanship<\/a> of the AFI\u2019s board of directors.<\/p><hr class=\"grey-line\"><p><a id=\"tldr-story-07\" class=\"content-anchor\"><\/a> <b>Egypt, Nigeria, and South Africa are the \u201cthree big economic engines of Africa,\u201d<\/b> Citigroup Managing Director Miguel Azevedo <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-09\/citigroup-credit-suisse-await-africa-deals-on-state-asset-sales\">tells Bloomberg<\/a>, in a piece that highlights rising enthusiasm about the future of Africa\u2019s economy. Credit Suisse\u2019s Vikas Seth believes Africa is where Asia was 20 years ago with a promising consumer market, a thirst for infrastructure investment, and a wealth of natural resources.<\/p><p><b>Is private equity worth the high costs? <\/b>The net asset value of private equity funds has grown more than sevenfold since 2002 \u2014 roughly twice as fast as global public equities \u2014 according to data from McKinsey. Of the USD 40 tn in FDI moving around the world, some USD 15 tn passes through \u201cempty corporate shells\u201d \u2014 known as \u201cspecial purpose entities.\u201d These allow companies to use FDI to finance subsidiaries, carry out holding activities and manage intangible assets, instead of investing in real business functions that create jobs, boost growth, and increase productivity. And despite international efforts to clamp down on firms shifting profits for tax purposes, phantom capital is growing as a share of overall FDI, having increased from 31% in 2010 to 38% in 2017.<\/p>\n<p><b>Investment is clustered in a few tax havens:<\/b> The vast majority of the world\u2019s phantom FDI is in a handful of countries, with Luxembourg and the Netherlands hosting nearly 50%. Collectively, these economies and another eight \u2014 Hong Kong, the British Virgin Islands, Bermuda, Singapore, the Cayman Islands, Switzerland, Ireland, and Mauritius \u2014 hold over 85% of all phantom investments.<\/p>\n<p><b>Beneficial to some, harmful to many: <\/b>The accumulation of so much FDI in so few countries is partly the result of policies designed to attract FDI, the study says. In Ireland, for instance, the corporate tax rate has been cut from 50% in the 1980s to about 12.5% today, growing the country\u2019s tax base, and increasing tax revenues as a share of GDP. In the Caribbean, financial contributions to the local economies by the \u201ccorporate shells\u201d count for a significant share of GDP. For other countries, this only results in deprivation of investment and tax revenue. <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/25\/mauritius-leaks-shows-africas-loss-of-revenue-to-wealthy-offshore-tax-haven\/\">In July, we picked up<\/a> an investigation by the International Consortium of Journalists that found that many multinationals are using the low tax rates and tax treaties in Mauritius to ship untaxed income out of Africa. Egypt is one of the countries missing out on tax revenue, with officials describing our treaty with Mauritius as having a crippling effect.<\/p>\n\n\t<\/div><!-- .entry-content
