We expect that to change in a little over two weeks, though: Schools are expected to open their doors again on 21 September.<\/p>\n<p><b>We\u2019re also enjoying the early September sweet spot during which the news cycle is starting to pick up again<\/b> following a sleepy August, but aren\u2019t quite at the point of being bombarded with legislative news from the House of Representatives, which will reconvene by the end of the first week of October.<\/p>\n<p>Other key data points to keep your eye on in the coming days:<\/p>\n<ul>\n<li><b>Foreign reserves:<\/b> The Central Bank of Egypt is due to release Egypt\u2019s net foreign reserves figures for August this week. Reserves <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/07\/what-were-tracking-on-7-august-2019\/\">rose slightly to USD 44.91 bn<\/a> in July.<\/li>\n<li><b>Inflation:<\/b> Monthly inflation figures for August at due out next week. Inflation <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/14\/egypts-headline-inflation-falls-to-four-year-low-in-july-despite-subsidy-cuts\/\">fell unexpectedly<\/a> to a four-year low of 8.7% in July.<\/li>\n<\/ul>\n<p>Conferences and gatherings:<\/p>\n<ul>\n<li><b>The Japan Arab Economic Forum<\/b> is coming to Cairo on 9 September at the Nile Ritz Carlton.<\/li>\n<li><b>The <a href=\"https:\/\/www.euromoneyconferences.com\/event\/a011t00000FMpvZAAT\/the-euromoney-egypt-conference-2019#agenda\">Euromoney Egypt Conference<\/a><\/b> gets underway on 9 September.<\/li>\n<li><b><a href=\"https:\/\/www.saharaexpo.com\/en\/home.html\">The Sahara agricultural expo<\/a><\/b> starts on 9 September at the Egypt International Exhibition Center.<\/li>\n<li><b><a href=\"https:\/\/ecommsummit.co\/\">The E-Commerce Summit<\/a> <\/b>will take place at the Nile Ritz Carlton on 17 September.<\/li>\n<li><b>The Egyptian Private Equity Association<\/b> will hold its <a href=\"http:\/\/enterprise.press\/wp-content\/uploads\/2019\/09\/VC-Event-Agenda.pdf\"><b>venture capital event<\/b><\/a> on 18 September.<\/li>\n<\/ul>\n<hr class=\"grey-line\">\n<p><b>The PMI results are in \u2014 and we are back in contraction territory.<\/b> Non-oil business activity fell below the expansion mark in August after expanding the month prior. We have chapter and verse in this morning\u2019s Speed Round, below.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <b>Ours was not the only PMI reading to dip in August:<\/b> The US recorded the lowest PMI reading last month \u201csince the depths of the financial crisis in 2009,\u201d <a href=\"https:\/\/ihsmarkit.com\/research-analysis\/us-manufacturing-recession-extends-into-august-030919.html?utm_source=feedburner&utm_medium=feed&utm_campaign=Feed%3A+MarkitPMIsAndEconomicData+%28IHS+Markit+PMIs+and+Economic+Data%29\">according to IHS Markit<\/a>. The decline came as concerns over the US-China trade war begins to weigh on business confidence, and businesses are pointing a finger of blame at slowing global growth for below-average orders. \u201cOutput and order book indices are both among the lowest seen over the past ten years, indicating that manufacturing is likely to have again acted as a significant drag on the economy in the third quarter, dampening GDP growth.\u201d<\/p>\n<hr class=\"grey-line\">\n<p><b>Global economic uncertainty and poor equities prospects are fueling a trend for high-net worth individuals to hoard their cash<\/b>, <a href=\"https:\/\/www.ft.com\/content\/7ebfa850-bf2d-11e9-9381-78bab8a70848\">the Financial Times reports<\/a>. A UBS quarterly survey showed that a third of investors believe the US-China trade dispute could last a year or longer, with 37% believing that holding onto cash was the best way to safeguard themselves. This is prompting an increased number of frustrated wealth managers to pass on negative interest rates to clients with high cash balances, and to lament the lack of money-making prospects.<\/p>\n<p class=\"web-image\"><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-02\/haven-fever-dims-oil-pain-and-fuels-record-month-for-gulf-bonds\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/9\/3221.jpg?ssl=1\"><\/a><\/p>\n<p><b>Investors are ignoring declining oil prices and flocking to the GCC\u2019s USD bonds<\/b>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-02\/haven-fever-dims-oil-pain-and-fuels-record-month-for-gulf-bonds\">Bloomberg reported<\/a>. Bonds from all six GCC nations included in a Bloomberg Barclays index gained in August, led by notes from Saudi Arabia and Qatar. The PMI gauge fell to 49.4 in August from <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/06\/egypts-non-oil-business-activity-grows-in-july-after-two-months-of-contraction\/\">50.3 in July<\/a>, indicating a slight slowdown in the sector. This means that private sector activity has grown in just two months over the past year. A reading above 50.0 indicates that activity is expanding, while a reading below means it is contracting.<\/p>\n<p><b>Blame weaker domestic demand:<\/b> \u201cThe decline was due to a drop in sales which, whilst down for the third time in four months, was the weakest fall seen in this period,\u201d David Owen, economist at IHS Markit, said. Export orders rose for the second consecutive month in August, indicating that the slowdown in sales was caused by weaker domestic demand.<\/p>\n<p><b>Subsidy cuts cause \u201cmild\u201d rise in input costs:<\/b> Businesses experienced higher input costs last month, as the government\u2019s <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/government-raises-fuel-prices-phasing-out-remaining-fuel-subsidies\/\">latest round of fuel subsidy cuts<\/a> pushed up fuel prices by 16-30%. This caused output prices to rise at the fastest rate in a year, and prompted businesses to stockpile more inputs. Gulf states are now highly active in developing large-scale infrastructure projects across the continent, and have found new markets in which to export consumer goods. Africa\u2019s rich agricultural lands have also provided GCC states \u2014 <a href=\"https:\/\/www.economist.com\/briefing\/2019\/03\/07\/africa-is-attracting-ever-more-interest-from-powers-elsewhere\">heavily reliant on food imports<\/a> \u2014 with additional food security: Import agreements have recently been struck with Mali, Mauritania, Morocco, Mozambique, Sudan and Tanzania. And increased economic ties are also being used as a way to <a href=\"https:\/\/www.ft.com\/content\/53b8b78c-90f2-11e9-b7ea-60e35ef678d2\">consolidate regional influence<\/a> \u2014 of particular urgency given <a href=\"https:\/\/enterprise.press\/stories\/2017\/06\/06\/the-aftermath-of-cutting-ties-with-qatar\/\">the rivalry between Qatar<\/a> and the other Gulf states.<\/p>\n<p><b>Stronger ties bring a mixed response in Africa:<\/b> Many African states welcome the expertise of Gulf companies, particularly in sectors like energy and infrastructure, where it can accelerate development. Saudi Arabia\u2019s plans to invest <a href=\"https:\/\/www.reuters.com\/article\/us-safrica-energy-saudi\/saudi-arabia-plans-oil-refinery-petrochemicals-plant-in-south-africa-idUSKCN1PC0ZE\">USD 10 bn in South Africa\u2019s energy sector<\/a> and Dubai-owned DP World\u2019s <a href=\"https:\/\/gulfnews.com\/business\/dp-world-to-build-operate-logistics-hub-in-mali-1.2256722\">USD 50 mn logistics facility<\/a> in Mali are two examples of this. But the situation in the strategically significant Horn of Africa is more complicated. Even as countries benefit from increased foreign investment, some \u2014 <a href=\"https:\/\/africanbusinessmagazine.com\/region\/east-africa\/uaes-enrages-mogadishu-over-breakaway-somaliland\/\">Somalia, for instance<\/a> \u2014 express resentment at having their sovereignty
