The Saudi government is expected to officially announce the decision next Sunday, with subscription to the offering looking set to commence on 4 December.<\/p><p><b>A lot is riding on this IPO, not only for Saudi<\/b>, but for the rest of the region, who see it as a litmus test for investors. Egyptian officials have said that resumption of Egypt\u2019s privatization program will definitely follow the Aramco IPO. You can catch all the details below in Speed Round.<\/p><p><b>The date was announced by Al Arabiya during the opening day of the <\/b><a href=\"https:\/\/futureinvestmentinitiative.com\/en\"><b>Future Investment Initiative Conference 2019<\/b><\/a>, otherwise known as the \u201cDavos in the Desert,\u201d yesterday in Riyadh. This year\u2019s conference turned out to be a much more fashionable affair than last year\u2019s, including Indian Prime Minister Narendra Modi, White House adviser Jared Kushner, BlackRock CEO Larry Fink, and Goldman Sachs COO John Waldron. Both <b>EFG Hermes CEO Karim Awad<\/b> and<b> Qalaa Holdings Chief Ahmed Heikal<\/b> were present as guest speakers. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-10-28\/thiam-to-fink-the-who-s-who-of-finance-head-to-saudi-arabia\">Bloomberg took it upon themselves to explain the who\u2019s who of the conference<\/a>.<\/p><p><b>From the conference \u2014 Will Brexit kickstart the emergence of new global financial hubs?<\/b> Awad spoke yesterday in a panel that included the likes of JP Morgan\u2019s global head of investment and corporate banking Carlos Hernandez, the heads of both the Tadawul and the SIngapore stock exchanges, and UK Minister for Investment Graham Stuart. The panel looked at the rise of new global financial centers in the Brexit era and what that means for MENA. Awad stated that there\u2019s room for more markets to take the lead and grow as financial hubs, singling out Saudi Arabia as a rising destination. New regulations &amp; new listings will bring about massive change for Saudi, he added. \u201cOnce you start companies from Egypt, UAE or other markets listing in the Saudi Stock Exchange, this will be a very positive step for the market to become a hub,\u201d Awad said. The <a href=\"https:\/\/www.ft.com\/content\/1853dd00-f963-11e9-a354-36acbbb0d9b6\">Financial Times<\/a>\u2019s assessment of the matter is that Saudi needs this conference to work. Getting investors into Saudi is a matter of life or death with the economy close to its second recession in three years, but keeping them there is a whole other ballgame. At the time of publishing, Aramco\u2019s media office did not confirm the announcement,<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-10-29\/aramco-stock-to-trade-on-saudi-exchange-on-dec-11-arabiya-says\">telling Bloomberg<\/a> saying that it \u201cdoes not comment on rumor or speculation,\u201d and that the timing of the IPO depends on market conditions and decisions taken by the company\u2019s shareholders. The announcement, which came during the first day of the Future Investment Initiative Conference 2019 (Davos in the desert), included the timeline of the IPO:<\/p>\n<ul>\n<li><b>Sunday, 3 November:<\/b> Saudi Arabia\u2019s Capital Markets Authority is set to announce the start of the IPO process.<\/li>\n<li><b>Sunday, 17 November: <\/b>The share price on offer will be announced.<\/li>\n<li><b>Wednesday, 4 December:<\/b> Subscription to the offering will begin.<\/li>\n<li><b>Wednesday, 11 December: <\/b>First day of trading. <\/li>\n<\/ul>\n<p><b>Size of the offering:<\/b> The Saudi government is hoping to rake in USD 20 bn (it wants a company valuation of USD 2 tn) from the sale of 1% of Aramco on the Riyadh stock exchange in December. It is also has planned another 1% offering in 2020, <a href=\"https:\/\/www.reuters.com\/article\/us-aramco-ipo-banks\/saudi-aramco-gives-nine-banks-top-roles-on-worlds-biggest-ipo-sources-idUSKCN1VW1PO\">sources told Reuters last month<\/a>. The sales will be the jumping off point to a public sale of around 5% of Aramco at some later date.<\/p>\n<p><b>Advisors: <\/b>JPMorgan Chase, Morgan Stanley, Bank of America Merrill Lynch, Goldman Sachs Group, Credit Suisse Group, Citigroup, HSBC, Saudi Arabia\u2019s National Commercial Bank, and Saudi Arabia\u2019s Samba Financial Group, were all given the mandate for the IPO.<\/p>\n<p><b>Is this the true resurrection, or just another zombie announcement: <\/b>Although Aramco was recently termed the world\u2019s most profitable business, bringing in a USD 111 bn annual net income in 2018, investors have baulked at the estimated USD 2 tn IPO valuation sought by Crown Prince Mohammed bin Salman. Bin Salman had been attempting to expedite the IPO, which had been mouldering, since the announcement of Saudi\u2019s Vision 2030 in 2015. He appointed the head of the kingdom\u2019s PIF sovereign wealth fund, Yasser Al Rumayyan, as Aramco\u2019s new chairman, replacing long-time industry vet and former energy minister Khalid Al Falih (rumor had it that the latter was not as gung-ho about the IPO).<\/p>\n<p><b>Timing may not be on Saudi\u2019s side:<\/b> Saudi Arabia\u2019s stock market took a tumble for the third consecutive day with the index losing 1.2% and extending the the country\u2019s losses for the third straight session, <a href=\"https:\/\/ara.reuters.com\/article\/businessNews\/idARAKBN1X81QN\">according to Reuters<\/a>. The banking sector provided the greatest downwards push, but financial and real estate markets are also faring badly. Concerns over the US-China trade war had not helped emerging market equities this year, and that looks set to continue. Nonetheless, earlier this year, Aramco raised USD 12 bn in its first international bond issuance, on demand of around USD 100 bn.<\/p>\n<p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/4\/Egypt-state-privatization-program-IPOs.jpg?ssl=1\"><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <b>This would suggest the resumption of Egypt's privatization program, which has been collecting dust awaiting the Aramco IPO. <\/b>Public Enterprises Minister, <a href=\"https:\/\/www.alarabiya.net\/ar\/aswaq\/financial-markets\/2019\/10\/29\/%D9%88%D8%B2%D9%8A%D8%B1-%D9%84%D9%84%D8%B9%D8%B1%D8%A8%D9%8A%D8%A9-%D9%85%D8%B5%D8%B1-%D8%AA%D8%A4%D8%AC%D9%84-%D8%B7%D8%B1%D9%88%D8%AD%D8%A7%D8%AA%D9%87%D8%A7-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D9%8A%D8%A9-%D9%84%D9%85%D8%A7-%D8%A8%D8%B9%D8%AF-%D8%A3%D8%B1%D8%A7%D9%85%D9%83%D9%88-.html\">Hisham Tawfik confirmed to Al Arabiya<\/a> previous statements by <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/21\/aramco-is-a-potential-hiccup-for-egypts-state-privatization-program-lead-advisor\/\">NI Capital CEO Mohamed Metwally<\/a> that the government is awaiting the results of the Aramco IPO before it proceeds, adding that two companies, Alexandria Container and Cargo Handling (ACCH) and Abu Qir Fertilizers, are ready to sell additional shares in the EGX. <a href=\"https:\/\/alborsaanews.com\/2019\/10\/29\/1260145\">Tawfik said<\/a> that the State Council has completed its legal review of standard contracts that will be used in the program, wrapping up all necessary procedures. The Aramco IPO, which could raise north of USD 20 bn, has been pulling liquidity from the global equity market as investors positioned themselves to move on a prospectus by November, Metwally had said.<\/p>\n<p><b>But is Aramco really the only factor? <\/b>Metwally had suggested that global headwinds including the US-China trade war, could lead to lower company valuations. NI Capital, which is the state-owned investment bank that serves as one of the coordinating body for a privatization program that includes minority stake sales in existing companies as well as the IPO of other assets, was hoping to see stakes offered in ACCH and Abu Qir Fertilizers <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/13\/egypts-govt-could-sell-stakes-in-abu-qir-acch-in-december-but-doubts-remain\/\">by December at the latest<\/a>. Both companies were originally slated to sell shares <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/04\/big-ipos-of-fresh-stocks-to-begin-in-september-minister-says-3\/\">before Ramadan<\/a>. So far only Eastern Tobacco sold shares as part of the program <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/03\/in-surprise-move-govt-kickstarts-ipo-program-with-a-successful-eastern-tobacco-secondary-offering\/\">earlier this year<\/a>.<\/p>\n<p><b>HHD to decide on management and share sale in January or February:<\/b> State-owned Heliopolis Housing and Development (HHD) is planning to award the management rights of the company in January or February, <a href=\"https:\/\/hapijournal.com\/2019\/10\/29\/%d9%87%d8%b4%d8%a7%d9%85-%d8%aa%d9%88%d9%81%d9%8a%d9%82-%d8%a3%d9%86%d9%87%d9%8a%d9%86%d8%a7-%d9%85%d8%b1%d8%a7%d8%ac%d8%b9%d8%a9-%d8%b9%d9%82%d8%af-%d8%a5%d8%af%d8%a7%d8%b1%d8%a9-%d9%85%d8%b5%d8%b1\/\">Tawfik told the press on Tuesday<\/a>. HHD\u2019s general assembly has yet to greenlight the draft contracts, which are ready, he noted, without disclosing the details of the contracts. Whoever wins the right to manage the company will also buy a 10% stake in the company.<\/p>\n<p><b>Bidding on HHD management rights and 10% stake sale still open:<\/b> <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/23\/hhd-is-still-accepting-bids-for-10-stake-management-tawfik\/\">HHD had not closed the window for private investors<\/a> to submit bids to acquire a 10% stake with management rights. Tawfik has said that the previously announced deadline was not set in stone, and that HHD will continue accepting bids. <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/16\/hdd-receives-three-bids-in-sale-of-10-stake-management-rights\/\">A total of three undisclosed companies<\/a>managed to meet the deadline. Eight companies were initially reported to have been interested in the company, including SODIC, EFG Hermes, BPE, Emaar Misr, and Orascom Development. India, China and Saudi Arabia, all of whom soared up the rankings in recent years, made a concerted effort to improve their regulatory climates \u2014 spurred on (at least in part) by the report.<\/p>\n<p><b>Egypt is one of 42 economies that has undertaken regulatory reform in three or more of the 10 categories<\/b>, the <a href=\"https:\/\/openknowledge.worldbank.org\/bitstream\/handle\/10986\/32436\/9781464814402.pdf\">2020 report shows (pdf)<\/a>. And having risen from <a href=\"https:\/\/enterprise.press\/stories\/2016\/10\/26\/egypt-moves-up-nine-spots-on-doing-business-2017-report\/\">#131 in 2016<\/a> to <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/27\/egypt-rises-six-spots-to-114th-in-world-banks-ease-of-doing-business-report\/\">#114 this year<\/a> the reforms are clearly having an effect.<\/p>\n<p><b>Just why does the annual report spur governments to action?<\/b> Researchers point out that the Ease of Doing Business indicators have a \u201ctremendous\u201d market share, and while this is partly due to the World Bank\u2019s reputation and status, it\u2019s also because of the way the information is put to use. The rankings allow members of the public to lobby for reform within their countries, employing comparisons with rival states to spur competition. Rankings are more accessible yardsticks than lengthy reviews, and so governments are more likely to take action to improve a particular aspect of their country\u2019s business climate in response to a ranking \u2014 especially if it compares unfavorably with that of a rival country.
