The most significant development in the past 24 hours is a <a href=\"https:\/\/bit.ly\/34qPRCG\">proposal<\/a> by House Deputy Speaker Soliman Wahdan to resurrect the former Ministry of Information (which fellow grey hairs will recall was once the purview of Mubarak-era fixture Safwat El Sherif) as part of the shuffle. Wahdan\u2019s suggestion has the backing of MPs including <a href=\"https:\/\/bit.ly\/2KWf6oE\">Nabil El Gammal<\/a> and <a href=\"https:\/\/bit.ly\/2DlUbaa\">Ehab El Tamawy<\/a>. Bringing back the ministry (which was dissolved in 2014) is <a href=\"https:\/\/enterprise.press\/stories\/2017\/01\/24\/what-were-tracking-this-week-78\/\">consistently floated<\/a> when a cabinet shuffle is in the air, but this is the first time we remember the notion having support at this senior a level.<\/p>\n<p><strong>When can we expect the shuffle?<\/strong> El Tamawy expects the House to receive a letter from President Abdel Fattah El Sisi before it\u2019s back from recess on 8 December and for the shuffle to happen \u201cwithin days.\u201d But House approval of the change-up is <strong>unlikely to come by during an \u201cextraordinary session\u201d scheduled for Thursday<\/strong>, <a href=\"https:\/\/bit.ly\/2QRb1FQ\">he told Al Shorouk<\/a>. The only known topic the agenda tomorrow is the reappointment of CBE Governor Tarek Amer for a second term, Rep. Mohamed Abou Hamed tells the newspaper, although he conceded that its conceivable MPs would discuss a shuffle when they convene.<\/p>\n<p><strong>Meanwhile, as many as 13 provincial governors and 27 of their deputies will <\/strong><strong>reportedly be replaced or reassigned today<\/strong>, <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1446954\">Al Masry Al Youm<\/a> claims, citing sources with knowledge of the shuffle.<\/p>\n<hr class=\"grey-line\">\n<p><strong>Expect a measure of quiet in international markets \u2014 and here in the streets of <\/strong><strong>the capital city \u2014 as Thanksgiving weekend kicks off tomorrow. <\/strong>US markets are closed on Thursday and have a short trading day on Friday. Many international schools in Egypt that follow a US curriculum are off for the day, too.<\/p>\n<p><strong>And beware: Egypt (like much of the rest of the world) has wholeheartedly <\/strong><strong>embraced \u201cBlack Friday,\u201d <\/strong>which some retailers in a fit of piety insist must be called White Friday. The Chinese company had <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/egypt-in-talks-with-a-number-of-automotive-companies-for-local-assembly-4\/\">previously expressed its interest<\/a> in manufacturing electric cars in Egypt for sale to the state, for use as taxis (presumably on a state-backed financing program as with the \u201cwhite taxi\u201d initiative of about a decade ago), and for export to Europe.<\/p>\n<p>Other key dates to pencil into your agenda:<\/p>\n<ul>\n<li><strong>The purchasing managers\u2019 index for Egypt<\/strong>, the UAE, and Saudi Arabia will be released on Tuesday, 3 December at 6:15am CLT.<\/li>\n<li>The Central Bank of Egypt is expected to release <strong>net foreign reserves figures for November<\/strong> on Wednesday, 4 December.<\/li>\n<li><strong>Monthly inflation figures for November<\/strong> are due on Tuesday, 10 December.<\/li>\n<\/ul>\n<p><strong>Fiat Chrysler and Peugeot\u2019s PSA Group are set to sign a binding merger<\/strong><strong> agreement in the coming weeks<\/strong>, according to internal communications <a href=\"https:\/\/www.reuters.com\/article\/us-fiat-chrysler-m-a-psa\/fiat-chrysler-psa-tell-employees-they-will-sign-merger-agreement-in-coming-weeks-idUSKBN1Y00JA\">obtained by Reuters<\/a>. EMs have racked up significant debts since the 2008 global financial crisis, and are scheduled to repay nearly USD 800 bn-worth of debt on foreign currency bonds and loans in 2020. The \u201cwall of USD debt\u201d EM countries are expected to begin repaying will undermine the positive impact of narrowing current account deficits in many of these countries, such as Turkey and Argentina. \u201cThe result: lingering currency vulnerabilities in a number of economies and reliance on ample investor appetite for EM debt,\u201d Grady says.<\/p>\n<p><strong>This is not the first time for someone to ring the alarm on emerging markets\u2019 rising USD-denominated debt burdens:<\/strong> Fitch Solutions <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/27\/usd-debt-exposure-an-achilles-heel-for-ems-right-now-fitch-says\/\">had warned in a webinar we attended<\/a> last month that EMs\u2019 borrowing binge since the 2008 global financial crisis has created an \u201cAchilles heel\u201d in the form of USD-denominated debt exposure. The <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/28\/em-state-owned-enterprises-rising-debt-is-a-growing-concern-for-govt-finances-says-imf\/\">IMF said shortly thereafter<\/a> that EM state-owned enterprises in particular are also facing a \u201cconcerning\u201d rise in their debt burdens, which currently account for a \u201csignificant portion\u201d of all EM debt securities.<\/p>\n<p><strong>It\u2019s not all doom and gloom, though \u2014 expectations of a USD rally slipped last week to a five-month low<\/strong>, buoying investor sentiment on emerging markets, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-11-24\/falling-dollar-bets-send-signal-of-hope-to-emerging-market-bulls\">according to Bloomberg<\/a>. Bond purchases in developing countries helped keep portfolio flows positive for a sixth consecutive week last week, while the MSCI index of developing countries\u2019 currencies began picking up on hopes of a US-China trade agreement.
