Or is it just that journalists were preoccupied with conferences in Aswan (Thursday) and Sharm (this weekend through Tuesday)?<\/p>\n<p><strong>The third edition of the <\/strong><strong><a href=\"https:\/\/wyfegypt.com\/\">World Youth Forum<\/a><\/strong><strong> kicked off in Sharm El Sheikh <\/strong><strong>yesterday<\/strong>, and will likely dominate today\u2019s news cycle here at home. The three-day event will feature discussions on a range of topics including Mediterranean security and development, food security in Africa, and climate change.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-02\"><\/a> <strong>One thing from the forum certain to get plenty of attention: The CBE is launching a new <\/strong><strong>(EGP 50 bn?) tourism support initiative.<\/strong> We should expect to see details on what sources describe as Egypt\u2019s largest initiative to support the tourism sector, which was agreed upon at the WYF, <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=14122019&id=c3443091-1b26-4154-9f2d-fb9f5b34e581\">according to Al Shorouk<\/a>. The initiative will reportedly allocate EGP 50 bn in soft loans to finance the renovation and development of hotels and tourism facilities, sources tell the newspaper. The sources also said to expect the announcement of an important decision on arrears and debt, without giving further details.<\/p>\n<p><strong>El Sisi pledges not to sign Personal Status Act unless it is fair to Egyptian women: <\/strong>President Abdel Fattah El Sisi said during the Aswan Forum for Peace last week that he would reject the Personal Status Act currently being debated in the House of Representatives if it does not treat women fairly, <a href=\"https:\/\/bit.ly\/2swm8d9\">according to Al Mal<\/a>.<\/p>\n<p><strong>ADDH delegation in town this week for talks on USD 20 bn investment platform <\/strong><strong>with Egypt\u2019s sovereign wealth fund:<\/strong> A delegation from the Abu Dhabi Development Holding Company (ADDH) will be in Cairo sometime this week for meetings on potential investments for its USD 20 bn investment platform with the Sovereign Fund of Egypt, an unnamed <a href=\"https:\/\/www.masrawy.com\/news\/news_economy\/details\/2019\/12\/14\/1688305\/%D9%85%D8%B5%D8%AF%D8%B1-%D9%88%D9%81%D8%AF-%D9%85%D9%86-%D8%A7%D9%84%D8%A5%D9%85%D8%A7%D8%B1%D8%A7%D8%AA-%D9%8A%D8%A8%D8%AD%D8%AB-%D9%85%D8%B9-%D8%B5%D9%86%D8%AF%D9%88%D9%82-%D9%85%D8%B5%D8%B1-%D8%A7%D9%84%D8%B3%D9%8A%D8%A7%D8%AF%D9%8A-%D9%85%D8%AC%D8%A7%D9%84%D8%A7%D8%AA-%D8%A7%D9%84%D8%A7%D8%B3%D8%AA%D8%AB%D9%85%D8%A7%D8%B1-%D8%A7%D9%84%D9%85%D8%B4%D8%AA%D8%B1%D9%83#HPeconomy-sub\">source from the fund tells Masrawy<\/a>. Figures like Christine Lagarde and Mark Carney can perhaps generate momentum within certain circles, but <strong>it\u2019s not immediately clear how the central bankers\u2019 toolkit can actually be put in service of meeting climate targets<\/strong>. Purchasing green bonds is an option, but doing this would result in resource allocation, threatening central bank independence. In the end, monetary policymakers may have to accept their role as firefighters and not fireproofers: \u201cPerhaps [banks] can find ways to finance the fight. But they have no real policy role. The new draft proposes the following brackets:<\/p>\n<ul>\n<li>The income tax exemption threshold would rise to <strong>EGP 14k per year<\/strong> (up from EGP 8k);<\/li>\n<li>Those earning between <strong>EGP 14-30k<\/strong> would be taxed 10%;<\/li>\n<li>Those earning between <strong>EGP 30-45k<\/strong> would be taxed 15%;<\/li>\n<li>Those earning between <strong>EGP 45-200k<\/strong> would be taxed 20% ;<\/li>\n<li>Those earning <strong>more than EGP 200k<\/strong> would be taxed at <strong>22.5%<\/strong>.<\/li>\n<\/ul>\n<p><strong>New tax-evasion clauses: <\/strong>The committee is also discussing new articles that would require self-employed professionals including physicians and lawyers to file a financial disclosure six months after they begin practicing, according to another draft <a href=\"https:\/\/bit.ly\/35xuQXa\">leaked by the newspaper<\/a>. The disclosures would include the incomes, assets and other financial information of both the professional and of their families, the leaked draft suggests. They would also be required to provide updates every five years, in the event of closing their business, or before emigrating from Egypt. The changes, also tabled by Alexan, would subject those who fail to submit wealth declaration forms or provide inaccurate information to prison terms or fines of between EGP 5-10k. The proposed law is designed to account for a large number of undocumented transactions conducted by the self-employed, <a href=\"https:\/\/bit.ly\/2rz8Xbz\">Alexan said<\/a>.<\/p>\n<p><strong>Background: <\/strong>The Finance Ministry is currently engaged in a comprehensive review of the 2005 Income Tax Act, which has been amended piecemeal over the years and which is now likely to be scrapped altogether in favor of new legislation, as we reported <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/09\/finmin-federation-of-egyptian-industries-committee-finalize-new-income-tax-act\/\">in October<\/a>. The new law would, among other things, make it harder for foreign companies to sidestep Egyptian taxes and introduce news rules on resolving tax disputes. Last we heard, the bill was close to being handed to cabinet for approval, but it remains unclear when it would then make it to the House for a vote.
