Add rain on the North Coast. <\/strong>Wind and light to medium rainfall is expected in several parts of the country today (though not in Cairo), according to a <a href=\"https:\/\/bit.ly\/3kXFDGL\">forecast<\/a> from the Egyptian Meteorological Authority. Rain will be heaviest in coastal areas including Alexandria.<\/p><p>It\u2019s shaping up to be a busy news day:<\/p><p><strong>HAPPENING TODAY-<\/strong><\/p><p><a class=\"content-anchor\" id=\"tldr-story-09\"><\/a> <strong>FM Shoukry is in Moscow<\/strong>: Foreign Minister Sameh Shoukry traveled to Moscow last night for meetings with officials including his Russian counterpart Sergei Lavrov, according to a <a href=\"https:\/\/ent.news\/2023\/1\/Shoukry-Moscow.pdf\">statement (pdf)<\/a>by our Foreign Ministry. The two ministers will hold a press conference following their meeting. \u201cThe visit will allow the Egyptian and Russian sides to consult and exchange views on several regional and international issues\u2026.including the Russian-Ukrainian crisis and its various ramifications,\u201d FM Spokesperson Ahmed Abu Zeid said.<\/p><p><strong>We keep a wide social circle: <\/strong>Shoukry\u2019s visit comes hot on the heels of his meeting yesterday with US Secretary of State Antony Blinken in Cairo. We have all the details on Blinken\u2019s visit to Egypt in our Diplomacy section, below.<\/p><p><strong>SAY BYE-BYE to high-interest CDs at NBE, Banque Misr, and Banque du Caire: <\/strong>Banque du Caire said it will join its state-owned peers National Bank of Egypt and Banque Misr in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/166ff670-3d1c-405e-a030-6f2af41953c4\">suspending<\/a> its one-year, 25% certificates of deposit by the end of the working day today, <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2806301\">l<\/a><a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/2806301\">ocal media<\/a> reports. The high-interest CDs were <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/925e4b4b-5b42-4247-9c68-4a8084d7f8a1\">introduced earlier this month<\/a> to combat inflation and dollarization ahead of the<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/63a7ec65-1966-4d8f-9b11-181cbd0f12b6\">recent devaluation of the EGP<\/a>. Private lenders CIB and QNB Alahli are yet to announce when they will follow suit, though we expect all the high-yield CDs to be pulled off the market in tandem.<\/p><p><strong>AND- CI Capital\u2019s annual MENA Investor Conference continues today:<\/strong> The three-day event runs through to Wednesday, 1 February. The gathering <a href=\"https:\/\/bit.ly\/3RiBrOf\">opened yesterday<\/a> with an appearance by Prime Minister Moustafa Madbouly, who gave a run-down of the government\u2019s growth forecasts and fiscal targets, its efforts to address the economic crisis, and its strategy to boost private-sector investment. A parade of senior government officials followed, including members of the cabient economic team and the heads of the EGX and FRA, among others.<\/p><p><strong>How much will Subsidized Loan Program 2.0 cost the public purse? EGP 10 bn<\/strong>, according to Finance Minister Mohamed Maait, who spoke during a panel discussion at the conference yesterday. The program is set to offer <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a1baa86d-c359-4cc5-bdd1-bee9b587290c\">EGP 150 bn worth of loans<\/a> at a subsidized 11% interest rate to industry and agriculture players. The local currency has largely stabilized against the USD in recent days, following a sharper devaluation at the start of January that helped spur the return of foreign inflows and relieve a shortage of hard currency that had stymied imports. Trading on the interbank market continues to be active.<\/p><p><strong>More predictions of an incoming rate hike: <\/strong>The CBE will likely raise interest rates by 150 bps when it meets this Thursday on the back of surging inflation, according to a <a href=\"https:\/\/www.reuters.com\/markets\/egypt-central-bank-forecast-raise-interest-rates-by-150-bps-2023-01-30\/\">Reuters<\/a> poll. A median forecast of 13 analysts surveyed by the newswire sees the central bank hiking its deposit rate to 17.75% and its lending rate to 18.75% at the Monetary Policy Committee\u2019s (MPC) first meeting of the year.<\/p><p><strong>Those we spoke to agree: <\/strong>Four of the seven analysts and economists we surveyed in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/89a865a7-f6fa-4818-8b55-f5e0fd8bb1e5\">our rate poll<\/a> see the MPC raising rates by 100-200 bps later this week.<\/p><p><strong>Fed meeting kicks off today: <\/strong>The Federal Reserve is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6cc4300f-88fa-431a-872b-476a2d9a5659\">expected to continue to slow<\/a> the pace of its interest rate hikes when it holds its two-day policy meeting today and tomorrow.<\/p><p><strong>DATA POINT- <\/strong><\/p><p><strong>The outdoor advertising industry weathered economic turbulence last year:<\/strong> Total outdoor advertising rental sales rose 6.5% y-o-y to reach EGP 3.1 bn in 2022, according to outdoor ad platform Admazad\u2019s <a href=\"https:\/\/ent.news\/2023\/1\/Admazad-2022.pdf\">annual market<\/a><a href=\"https:\/\/ent.news\/2023\/1\/Admazad-2022.pdf\">report (pdf)<\/a>. The Egyptian Foreign Ministry condemned the attack in a <a href=\"https:\/\/bit.ly\/3jjK1Q3\">statement<\/a> yesterday.<\/p><p><strong>IN THE BUSINESS PAGES- (A little) more optimism on global growth from the IMF: <\/strong>The IMF has upgraded its global growth forecast for 2023 by 0.2 percentage points to 2.9% in its updated <a href=\"https:\/\/www.imf.org\/en\/Publications\/WEO\/Issues\/2023\/01\/31\/world-economic-outlook-update-january-2023\">World Economic Outlook<\/a>. The multilateral lender was quick to point out that \u201cthe balance of risks remains tilted to the downside,\u201d noting that the expected growth is lower than the historical average of 3.8%. High interest rates, inflation, and the war in Ukraine will continue to slow economic growth this year, it said.<\/p><p><strong>Driving the change to the upside: <\/strong>China\u2019s recent reopening, which the IMF says \u201chas paved the way for a faster-than-expected recovery,\u201d as well as stronger-than-expected demand in advanced economies and cooler energy prices. Qatar Investment Authority\u2019s Maha Capital has submitted an offer to take majority <\/strong><strong>stakes <\/strong>in terminal operators <a href=\"https:\/\/www.pscchc.com\/index.aspx?pg_lg=en\">Port Said Containers & Cargo Holding Company<\/a> (PSCCHC) and <a href=\"http:\/\/dchc.com.eg\/\">Damietta Container & Cargo Handling Company<\/a> (DCHC), both subsidiaries of the Holding Company for Maritime Transport. The news was first made public by <a href=\"https:\/\/bit.ly\/3WJ7asZ\">Al Mal<\/a>. Senior officials at PSCCHC and DCHC were unavailable for comment yesterday.<\/p>\n<p><strong>A team from Maha Capital talked \u201ccooperation and investment\u201d with PSCCHC last <\/strong><strong>October<\/strong>, <a href=\"https:\/\/www.pscchc.com\/newdetils.aspx?pg_lg=en&nwid=311\">according to the port operator\u2019s website<\/a>. Damietta Port issued a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bd3f1189-fe0f-4c6d-914b-7c320d65f001\">statement<\/a> about a Maha Capital visit the same day. The visits came a month after it <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a1b0de2d-c348-49f4-842b-4b5f4ff1c21c\">inked an MoU<\/a> with the Transport Ministry to invest in the nation\u2019s port infrastructure. Qatar has pledged to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c734fc23-c0c0-4322-bf5d-ce3c400e707a\">invest USD 5 bn here<\/a> to help shield us from the fallout from the war in Ukraine.<\/p>\n<p><strong>WATCH THIS SPACE- The Transport Ministry reportedly has reservations about ceding <\/strong><strong>control of the companies<\/strong>, Al Mal\u2019s sources claim. It\u2019s possible that the two sides reach an agreement that would see QIA acquire smaller stakes, leaving the government with majority ownership, according to the newspaper.<\/p>\n<p><strong>The news suggests a one-two punch: <\/strong>That the state could bring in a strategic operator to help the ports up their competitive metabolism while retaining a stake large enough to monetize at a higher valuation in a later initial public offering on the EGX. <strong>Speaking of IPOs\u2026<\/strong><\/p>\n<p><strong>INVESTMENT BANKERS WANT IN-<\/strong><\/p>\n<p><strong>EFG Hermes, CI Capital and at least one other investment bank are reportedly bidding to <\/strong><strong>work on an IPO of Port Said <\/strong><strong>Containers<\/strong>, <a href=\"https:\/\/bit.ly\/3kUEXlK\">Al Mal<\/a> reports, citing PSCCHC CEO Tarek Shaheen. A PSCCHC spokesperson was unavailable for comment yesterday; spokespersons for EFG Hermes and CI Capital declined to comment.<\/p>\n<p><strong>REFRESHER-<\/strong> PSCCHC and the DCHC <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5f2f4a60-bc6d-4394-abb7-7f10695bdeb1\">listed their shares<\/a> on the EGX in early December as a prelude to a future offering of equity. The approval gives the maritime companies six months to meet listing requirements including minimum quotas for the number of listed shares and shareholders, and to obtain regulatory approvals for an offering to the public.<\/p>\n<p><strong>What\u2019s at stake? <\/strong>Both companies plan to sell <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f071461a-67ca-4eda-97bf-6c10415a375d\">25% of their shares<\/a> on the EGX in 1Q 2023, according to the domestic press.<\/p>\n<p><strong>Question the timeline, but not the intent: <\/strong>It\u2019s the last day of January, investment bankers haven\u2019t been appointed, and Ramadan starts in March \u2014 it\u2019s too tight to go to market in March, and quite possibly too late for the May IPO window. We think it\u2019s more likely that investment bankers are looking for mandates to (a) advise the Holding Company for Maritime Transport on the strategic sales to Maha and then (b) help take the companies public a bit further down the road.<\/p>\n<p><strong>BACKGROUND- <\/strong>The EGX has momentum now: It\u2019s the best-performing market in the region (in local-currency terms) since the devaluation of the EGP, up nearly 17% since the start of the year. Saudi\u2019s Tadawul is up just over 3% and the DFM is down 1%. Volumes are healthy, if still driven largely by local institutional and individual investors \u2014 daily turnover is now routinely north of EGP 1 bn. Against that backdrop, the various arms of government are <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/80374ba2-365a-4fa5-bdc0-7b63eaaca54d\">readying companies for IPO or sale to strategic investors<\/a>. The EUR 157 mn contract includes one gift train and 20 years of maintenance and is financed by a 30-year facility at 1% interest rate with a five-year grace period, he noted. \u201cSome in the media claim that the Talgo trains cost the state budget too much money, but let me respond to this as I have nothing to fear,\u201d said El-Wazir. \u201cWe are not brokers, but officials loyal to our country.\u201d The Talgo trains will begin operating on the Upper Egypt line next week, he added.<\/p>\n<p><strong>The new <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9caeb5cc-ff7b-4dc0-a3d4-1ba35ad64fbe\">Bashteel station<\/a><\/strong><strong> in Giza will open its doors in March<\/strong>, El Wazir said. Bashteel lies between Ramses and Giza and aims to alleviate congestion at Ramses station.
