We wish you all a wonderful start to the new year.<\/p><p><strong>PSA #1- Banks will be off on Sunday, 1 January to mark the end of their fiscal year<\/strong>, and will be returning to work on Monday, 2 January, the Central Bank of Egypt said yesterday. The EGX has also followed suit and declared Sunday a holiday in light of banks\u2019 closure, in a statement seen by Enterprise.<\/p><p><strong>PSA #2- Amendments to the expat car-for-FX scheme are now live:<\/strong> It is now easier for Egyptian expats to import cars tax-free after the Finance Ministry yesterday <a href=\"https:\/\/bit.ly\/3jvaTfF\">am<\/a><a href=\"https:\/\/bit.ly\/3jvaTfF\">en<\/a><a href=\"https:\/\/bit.ly\/3jvaTfF\">ded<\/a> the rules of its cars-for-FX scheme in a bid to increase demand.<\/p><p><strong>Rewind:<\/strong> Egyptians abroad are <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/82bee1e7-27a9-4e86-bf75-057a2812bbdb\">able to import cars tax- and customs-free<\/a> provided they pay the dues up front in foreign currency by 28 February. The scheme was introduced by the government to help address the FX shortage.<\/p><p><strong>The scheme is yet to take off:<\/strong> Since its launch six weeks ago, the response among expats has been lukewarm at best. The government was hoping to bring in USD 2.5 bn in FX from the 15-week scheme but a third of the way through only <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4150d160-a6be-453d-a856-51b1e98762b1\">4k people<\/a> had submitted requests, which will likely net just USD 62 mn.<\/p><p><strong>The FinMin has made a number of changes to save the program:<\/strong><\/p><ul>\n<li>Rules that required expats to pay the fees at least three months prior to importing a car have been scrapped, as <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b7089f22-eb65-4418-81c1-c5fb17e42672\">agreed by the cabinet<\/a> a few weeks ago. Instead, they will be able to submit six months\u2019 worth of bank statements to prove their ability to pay.<\/li>\n<li>Customs clearance fees for cars imported through the program will also be capped at EGP 3k.<\/li>\n<li>Expats can also purchase cars from dealerships in Egypt\u2019s freetrade zones through a separate app, with the process following the same rules as the rest of the program.<\/li>\n<\/ul><p><strong>THIS WEEK-<\/strong><\/p><p><strong>Companies have three days to register with the Egyptian Tax Authority\u2019s <\/strong><strong>e-invoicing system <\/strong>after the Finance Ministry <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/268e9e38-7c3a-443c-939d-f83f9142ce5f\">earlier this month<\/a> gave companies an additional two weeks. Only 150k companies had signed up to the new system <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2b338d2e-7242-4675-8656-d831457321b3\">as of the end of November<\/a>, well below a sought goal of 1 mn companies to register under the system.<\/p><p><strong>REMEMBER- This deadline no longer applies to the self-employed: <\/strong>The Finance Ministry <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2bf798f1-37dd-4862-b1eb-536f8c97a47f\">pushed the deadline<\/a> for self-employed professionals \u2014 including doctors, pharmacists and lawyers \u2014 to 30 April 2023 after <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f4811d17-4f27-4d5b-afef-3cbec01f797b\">widespread opposition<\/a> to the system.<\/p><div WATCH-<\/strong><\/p><p><strong>The FinMin won\u2019t be drawn on when it might return to the international capital markets: <\/strong>Tapping global markets, be it through sukuk or bond issuances, is going to be contingent on market conditions, Finance Minister Mohamed Maait said when we asked this week. \u201cWe are currently following global markets \u2026 which will help us determine the right planned for 1Q 2023 and a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/542c8eda-1f5c-4f9e-8074-2d283d28118d\">USD 1.5-2.5 bn sale of shariah-compliant securities<\/a> before the end of In <a href=\"https:\/\/bit.ly\/3i057SL\">a statement<\/a> yesterday, the regulator said that it had raised the income \/ installment ratio to 50% from 35-40% previously, allowing borrowers to take on a greater amount of debt as a proportion of their income.<\/p>\n<ul>\n<li>Homebuyers are now eligible for mortgages that will see them pay <strong>up to 50%<\/strong> of their monthly income in installments<\/li>\n<li>The rules previously capped the monthly installments at <strong>35% for low-income individuals<\/strong> and <strong>40% for middle-income borrowers<\/strong>.<\/li>\n<\/ul>\n<p><strong>Why the change?<\/strong> The FRA said that the decision was taken in response to \u201cvarious economic variables,\u201d especially the soaring rate of inflation. The depreciation of the EGP against the greenback this year has sent urban inflation to five-year highs, which has also caused house prices to rise.<\/p>\n<p><strong>Uncertainty about state assistance for home loans:<\/strong> The move comes as the central bank stops subsidizing low-interest loans for homebuyers, and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bc99d570-aa53-468e-b000-60de8fa427ff\">passes responsibility<\/a> to the Housing Ministry as part of the recent loan agreement with the IMF. Meanwhile, the ongoing transition to greener forms of fuel exacerbated worries over a longer-term global imbalance between energy supply and demand.<\/p>\n<p><strong>Volatility in the global markets had knock-on effects here at home<\/strong>, from rising prices at the pump to pricier fuel and raw materials costs for industry. But there were also silver linings, as the shifting geopolitical landscape to our north presented a chance for Egypt to accelerate long standing ambitions to become a regional energy export hub.<\/p>\n<p><strong>The outbreak of war in Ukraine sent oil and gas markets spiraling: <\/strong>Russia had long been the dominant energy supplier to the EU, sending the bloc around a <a href=\"https:\/\/www.iea.org\/articles\/frequently-asked-questions-on-energy-security\">third of its crude oil<\/a> and 40% of its gas. That all changed with the invasion of Ukraine and subsequent breakdown of relations between Moscow and the West. By December, the EU and UK had put in place an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/677d7076-0142-4ba8-9bee-b1d82926f380\">embargo on Russian seaborne crude<\/a>, while the G7 had implemented a price cap that is expected to effectively halt the purchase of Russian crude by member states. Russia had already <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ab0c5271-87e4-4c73-827d-aeeb13c19a36\">shuttered<\/a> the Nord Stream gas pipeline to Germany in preemptive retaliation. Brent crude futures shot up to approach USD 130 a barrel at the height of the uncertainty in the spring, before falling back to around USD 85 per barrel by the end of the year as Europe succeeded in securing winter energy supplies.<\/p>\n<p><strong>As Europe scrambled to find alternatives to Russian gas, Egypt stepped up to the plate: <\/strong>As a net importer of oil but a net exporter of natural gas, Egypt looked to offset rising oil prices by capitalizing on Europe\u2019s supply crunch, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e5a67ed-560c-46b2-ba58-cdeb9da9ad9d\">ramping up shipments<\/a> of liquefied natural gas (LNG) from the Idku and Damietta liquefaction plants. Our LNG exports were expected to rise 14% y-o-y by the end of the year to 8 mn tons, 90% of which has been directed to Europe to meet growing demand as Egypt looks to replace Russian supply, Oil Minister Tarek El Molla said recently. Egypt wants to raise gas export revenues to USD 12 bn this year \u201cif [gas] prices remain elevated,\u201d up from USD 7-8 bn in 2021, he <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f194f537-905f-45ec-b12d-b636fb5c8263\">said<\/a>.<\/p>\n<p><strong>To ramp up LNG exports at short notice, the gov\u2019t looked to curb domestic electricity <\/strong><strong>demand: <\/strong>Spying the opportunity created by Russia\u2019s exit and looking to drum up much-needed FX, the Madbouly government in August moved to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/34592f12-233d-4901-ae0a-b210c9ca855e\">limit the country\u2019s use of electricity<\/a> in order to raise natural gas exports. Government buildings and sports facilities were asked to cut their consumption, including by turning the lights off outside daytime hours, a lower limit of 25\u00b0C was put in place for A\/C in malls, and retailers were asked to reduce bright lighting in storefront. The government hoped the measures, which remain in effect, would make available some 15% of the gas that is currently allocated to the nation\u2019s power stations, netting itself an extra <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/84e9a8da-4890-44f7-b670-430e119b0328\">USD 450 mn<\/a> a month in revenues. <a href=\"https:\/\/enterprise.press\/hardhats\/with-a-rising-cost-of-natural-gas-how-will-egypts-cement-and-brick-producers-react\/\">Price increases on natural gas supplied to cement producers<\/a> and brick kilns came into effect in October, in another move to dampen domestic demand and redirect more gas for export. And our <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e5077c32-5cdd-4909-b794-3dc873660365\">burning of mazut fuel oil<\/a> in power stations soared to a five-year high, as the cheaper fuel was used in place of natural gas that was redirected for export.<\/p>\n<p><strong>And prices at the pump continued to rise: <\/strong>The government\u2019s fuel pricing committee raised petrol prices in the first, second, and third quarters of 2022, extending a streak of price hikes to six consecutive quarters. Diesel prices also went up for the first time in years <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/59629508-f337-48ec-b80c-092a43eecb30\">at the start of 3Q 2022<\/a>, as the state looked to reduce its subsidy bill amid rising global energy prices. There were no price hikes in the last quarter of the year as energy markets began to cool. Prices at the pump are now up 23-28% since April 2021, depending on which grade you\u2019re putting in the tank. Public transport fares \u2014 including taxis, microbuses and buses \u2014 had increased by 5-7% across the country as of July.<\/p>\n<p><strong>These short-term measures helped us ride out volatility in 2022 \u2014 but the government <\/strong><strong>also made progress on long-term energy export ambitions. <\/strong>To sustain the growth in energy exports, a serious infrastructure push is needed. We saw signs of that push coming to fruition this year, as Egypt looked to strengthen regional partnerships in a bid to position itself as the key link between energy suppliers across the Mediterranean and European buyers. Egypt signed a landmark nine-year agreement with the EU and Israel <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/613a0e7e-2a74-4d1b-8b28-0c9660944559\">in June<\/a> to increase gas exports to Europe, which will see the three sides work together on the \u201cefficient utilization\u201d of infrastructure to increase gas shipments to the EU, as well as reduce methane emissions and explore carbon capture projects. Meanwhile, progress continued on plans to construct a pipeline connecting Cyprus\u2019 Aphrodite natural gas field to Egypt, which is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d3e83f43-ae59-490e-961f-2ffbeef74788\">expected to be up and running<\/a> by 2025.<\/p>\n<p><strong>Major multinationals are on board to help ramp up Mediterranean flows:<\/strong> Italian energy giant Eni \u2014 which holds a 50% stake in the Damietta LNG plant and produces around 60% of the country\u2019s gas \u2014 <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2feeb570-3a21-41d9-bcd5-9189eaf03144\">this year said<\/a> it wants to develop LNG projects in the region, including in Egypt, under a plan to invest around EUR 4.5 bn in upstream activities every year until 2025. Chevron is also keen to tap Med gas, and is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a92b9645-ae04-4f9e-8dea-489b8ecef1e4\">working with state-owned EGAS<\/a> to develop infrastructure to transport gas from offshore fields to Egypt and increase exports. London-headquartered Energean is also <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/34bf0ad4-c23e-4385-a143-c1bd12ea104a\">banging the drum<\/a> for more EastMed gas investment. Meanwhile, a contested merger between Capricorn Energy and Israel\u2019s NewMed could pave the way for closer energy ties between Israel and Egypt if shareholders give it the all-clear.<\/p>\n<p><strong>Oil Minister Tarek El Molla called on European development partners to match the private <\/strong><strong>sector\u2019s enthusiasm<\/strong> and help<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/144e60dc-4f26-49d0-bffe-036d93c2b319\">fund new drilling<\/a> in the Mediterranean, arguing that accelerating hydrocarbon flows could help tame Europe\u2019s energy crisis as well as accelerate the green transition.<\/p>\n<p><strong>There\u2019s no shortage of local assets to tap: <\/strong>The year closed out with news of a l<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/efbc085a-ce5a-433e-8c68-23a43a372088\">arge gas find<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/efbc085a-ce5a-433e-8c68-23a43a372088\">by Chevron<\/a> in the Eastern Mediterranean, with MEES reporting that the field could contain as much as 3.5 tn cubic feet of gas. December also brought a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/06240cec-f896-4d66-818c-fc86f58c55f4\">fresh international tender by EGAS<\/a>, which this week opened bids on 12 new oil and gas exploration blocks in the Mediterranean and Nile Delta.<\/p>\n<p><strong>Don\u2019t think the year in energy was all about oil and gas: <\/strong>The COP27 climate summit brought major developments in cleaner fuels, green hydrogen, and renewable energy \u2014 including initial agreements worth a total USD 117 bn for at least 29.5 GW of fresh local wind power developments and nine green hydrogen and green ammonia facilities. But this time around, the numbers were accompanied by news of layoffs, meltdowns and consolidation, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b6664791-095c-4692-8689-867286c63688\">as we previously wrote<\/a>.<\/p>\n<p><strong>We take a look at what our internal trackers tell us about those investment rounds<\/strong> in terms of size, types of investors, and sectors. What we can say up front is that fintech is hogging the top spot once again in terms of number of transactions, and that the average round size has dropped for the first time in two years.<\/p>\n<p><strong>DISCLAIMER- <\/strong>These numbers are \u2014 at best \u2014 approximations, with three startups only disclosing that they had raised a \u201csix- or seven-figure round\u201d and 22 others preferring to not name an exact amount.<\/p>\n<p><strong>Our internal trackers count <\/strong><strong>94<\/strong><strong> investments in Egyptian startups in 2022<\/strong>, a 24% increase from 76 in 2021. February, March and October were prime time for startup investments. Eighteen closed investment rounds were announced in March, there were 13 in February and 12 in October. The quietest month of the year was July with only one six-figure investment announced, followed by November with three rounds. However, there wasn\u2019t a single month all year devoid of investment announcements.<\/p>\n<p><strong>How much did Egyptian startups raise in 2022?<\/strong> Local startups raised almost USD 507 mn this year, up 36% from the USD 373 mn last year, according to our data.<\/p>\n<p><strong>But accelerators have been less active than last year.<\/strong> Besides the above-mentioned investment rounds, EFG-EV made one investment at an undisclosed amount, CEO of EFG-EV Saif El Bendary told us. In 2021, the amount stood at USD 1 mn for two transactions. Flat6Labs Egypt invested in 13 startups with a total value of EGP 33 mn (USD 1.3 mn), according to Egypt principal Mohamed El Ghannam, compared to USD 3.14 mn in 29 transactions last year.<\/p>\n<p><strong>Falak Startups topped its figures from 2021. <\/strong>Falak Startups invested just over USD 1 mn in nine new portfolio companies, while pumping follow-on investments in two existing ones worth USD 136k. Last year, it had invested over USD 416k through eight transactions.<\/p>\n<p><strong>The average transaction raised was lower this year compared to 2021.<\/strong> Of those who disclosed a precise figure, the average raised this year per transaction was USD 5.4 mn, down from USD 6.09 mn in 2021. Additionally, we did not have to set aside any megarounds out of fear of skewing the data, unlike last year.<\/p>\n<p><strong>The five largest tickets in 2022 were mainly pre-series B or series B rounds. <\/strong>The largest round this year goes to Paymob, which <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/08438889-d1a6-4753-9417-acba84ec6fa4\">raised a whopping USD 50 mn series B round<\/a>, followed by <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a8736794-1d8a-4369-b226-1f72c7a4a318\">Maxab\u2019s USD 40 mn pre-series B<\/a>. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/af5b4472-1548-496a-be16-8d6242a3c19f\">Blnk collected USD 32 mn<\/a> via a number of different investment vehicles, while <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ca76fe29-291d-414d-8005-d457e18533be\">Moneyfellows\u2019 USD 31 mn series B<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0335bc95-8209-4bf9-965d-cd1089e02b73\">ArabyAds\u2019 USD 30 mn pre-series B<\/a> rounds also made it to the top five transactions this year.<\/p>\n<p><strong>Some 68% of investments had international involvement, compared to 60% last year. <\/strong>Some 25 transactions were solely fulfilled by local investors, while 22 rounds were only raised from international investors. This leaves us with 47 transactions fulfilled by a combination of local and international investors, equivalent to 50%.<\/p>\n<p><strong>Fintech and e-commerce are almost tied again for the top sectors of 2022<\/strong>, similar to last year. But fintech was the clear favorite with 18 investments, while e-commerce saw 15 transactions.<\/p>\n<p><strong>And it seems like healthtech and edtech are definitely gaining ground: <\/strong>Healthtech had 10 investments in total, which is five more than in 2021, bringing it into third place. Edtech, which was last year\u2019s newcomer, came in fourth place with nine investments.<\/p>\n<p><strong>But investors seemed to have diversified more than last year: <\/strong>While we\u2019ve seen the usual suspects of logistics (6 investments), SaaS (6), grocery delivery (4) and proptech (3) represented, we\u2019ve also seen rounds in fashion, interior design, gaming, cloud kitchens, funeral services, and life sciences come in.<\/p>\n<p><strong>Pre-seed and seed rounds were all the rage this year \u2014 again: <\/strong>Pre-seed and seed rounds each saw 28 transactions in 2022, accounting for the bulk of this year\u2019s rounds. Eighteen companies did not specify for which rounds they were raising, five raised a pre-series A, seven announced series A rounds, and nine companies ranged between bridge rounds and other types of funding.<\/p>\n<p><strong>What do startups want to do with all those USDs? <\/strong>Mainly product development. Forty-five startups want to work on their offering, while 23 are looking to increase their headcount and hire new talent. We continued to patch up our relations with Qatar after officially reinstating diplomatic ties last year, while the rapprochement with Turkey also inched closer. Meanwhile, as has been the case for the past several years, the issue of the Grand Ethiopian Renaissance Dam (GERD) remained an unresolved thorn in our side. But the big foreign policy moment for us in 2022 was hosting COP27 in November, which took months of preparations and diplomatic legwork to drive policy priorities.<\/p>\n<p><strong>First things first: In our neck of the woods, we\u2019ve been bolstering ties and further cementing our regional diplomatic importance.<\/strong> After <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/385f8cb8-4b97-4f11-b5dc-3e1263b91ad9\">ending our four-year blockade<\/a> against Qatar in 2021, we continued to cozy up with Doha throughout the year. Top Qatari officials <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/33de403e-1213-452c-bfab-92f96928d8ec\">visited Cairo<\/a> to consolidate our cooperation, but the landmark moments in our relationship were when Qatari Emir Sheikh Tamim bin Hamad Al Thani came to Egypt <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/dbfb1282-3a79-40fa-95b8-3a51ae32f668\">in June<\/a> and when President Abdel Fattah El Sisi headed to Doha <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/79ce7f1b-589c-431f-9ed7-47f9a283f787\">in September<\/a>. Besides the face time between the two leaders confirming that all is well and good between Egypt and Qatar, these visits brought with them important progress on investments and economic cooperation for the two countries. While in Doha, El Sisi lined up multiple investments from Qatar, which had already <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c734fc23-c0c0-4322-bf5d-ce3c400e707a\">pledged to invest USD 5 bn<\/a> in Egypt to help support the economy amid the fallout from the war in Ukraine.<\/p>\n<p><strong>We also got in on a regional push with other countries:<\/strong> Egypt, Israel, and the UAE bolstered their relations this year, with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/806bba95-fdb8-4263-b7f3-4d2a237f5989\">three-way meetings<\/a> between the three countries that touched on cooperation in several areas \u2014 and more or less set up a contain-Iran axis. That meeting was then followed by the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f8e2b8d2-ea9c-40ff-bf75-77e728973ef8\">Negev Summit<\/a>, during which senior officials from Egypt, Israel, the UAE, Bahrain, Morocco, and the US discussed regional issues and agreed to deepen ties in a range of areas, including clean energy, education, food and water security, and health, as well as regional security. The summit, which the Israeli government agreed to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f9c91001-c5fb-422f-9497-eab0450d510c\">make an annual event<\/a>, is largely being framed as a major geopolitical realignment in the region.<\/p>\n<p><strong>Things are looking better with Turkey, too:<\/strong> After officials from Egypt and Turkey began consultations <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/059e3fcb-aca2-41ec-acfd-a075dba93963\">last year<\/a> to restore diplomatic ties \u2014 which have been severed since 2013 \u2014 El Sisi and his Turkish counterpart Recep Tayyip Erdogan shook hands <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f19d96c3-4e7a-429d-a48c-1fdf11b4478a\">at the World Cup last month<\/a>, signaling potential for progress on mending relations. High-level talks between the two countries <a href=\"http:\/\/bit.ly\/3XvSoHJ\">were suspended<\/a> after only two rounds after the two sides failed to see eye to eye over Ankara\u2019s role in Libya.<\/p>\n<p><strong>Our ties with Washington remain \u201cmeh\u201d:<\/strong> After making headway with the Biden administration last year with our successful mediation of a ceasefire between Palestine and Israel, Egypt lost out on a portion of its annual US military aid due to its human rights record. In February, the White House <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b8ef2e3d-fb81-49ac-9f25-021f12d08769\">said it would cancel<\/a> USD 130 mn in military aid to Egypt \u2014 which had been frozen since the previous year \u2014 citing \u201cspecific human rights-related conditions.\u201d Still, our security cooperation with the US stayed strong, with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b8ef2e3d-fb81-49ac-9f25-021f12d08769\">arms purchases<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6cbc8199-eb71-40a4-8469-d7abf2a49f59\">visits from top US military brass<\/a> going on as normal.<\/p>\n<p><strong>Meanwhile, GERD negotiations went nowhere \u2014 again:<\/strong> Negotiations between Egypt, Sudan, and Ethiopia over the Grand Ethiopian Renaissance Dam (GERD) \u2014 previously a key focal point of Egyptian foreign policy and diplomatic activity \u2014 stalled for yet another year, with no tangible progress to speak of. Talks hit a wall when Ethiopia unilaterally embarked on the second filling of the dam\u2019s reservoir and Egypt and Sudan pulled out of the Africa Union-led negotiations. Tensions then continued to heighten when Ethiopia completed its third filling of the dam in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/33aa99a8-17f3-49c1-9beb-015830bfb92e\">August<\/a>.<\/p>\n<p><strong>Officials did, however, expend a lot of effort rallying international support for our position on the dam:<\/strong> El Sisi and Foreign Minister Sameh Shoukry discussed the GERD issue with global leaders in a bid to drum up support for Egypt in the negotiations. Critically, El Sisi met with Senegalese President Macky Sall <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fe313515-c176-4035-8d97-9696fb1ce03d\">at the start of the year<\/a>, ahead of Senegal assuming the presidency of the African Union. Ethiopia had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6b3e7ed6-8881-4995-ae50-fe93f99a84ae\">previously signaled<\/a> it wanted to bring back GERD talks to the AU. Egypt also took the matter to the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d565e123-00fe-41cc-bd58-b25176acc596\">UN Security Council again<\/a>. Most recently, El Sisi appealed to the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f7aab20b-ec39-48fc-9e2b-38c99f32e3b8\">US earlier this month<\/a> during a visit to Washington, asking US Secretary of State Antony Blinken to throw its weight behind Egypt on the \u201cvital and existential\u201d matter. Blinken encouraged the three countries to continue pursuing a diplomatic resolution to the issue, but signaled the US will not be taking sides.<\/p>\n<p><strong>Now, we get to the good stuff: COP27.<\/strong> Egypt was nominated to host COP27 in November <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5bdb7de2-4df2-41ec-ac13-b0df798021dd\">last year<\/a>, after El Sisi <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/12f27b9b-0da2-4ce1-91f7-b3afcf3f1cd6\">announced Egypt\u2019s bid<\/a> to host the conference. We were officially passed the hosting baton <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a649ea7a-37be-4936-894e-150b235bf131\">in June<\/a>, but by then Egyptian officials had already embarked on a flurry of diplomatic activity to prepare for the large-scale event. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/05feeb41-e887-4d01-8f0a-89e75b0b92b5\">Shoukry<\/a>, along with International Cooperation Minister <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e84aa974-8be0-4d71-beab-9d9b4d86706d\">Rania Al Mashat<\/a> and Environment Minister <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c0f06580-7a41-446d-8388-52ac30947000\">Yasmine Fouad<\/a> began pushing a climate agenda focused on innovative climate financing, as well as <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4830c05b-7cf2-4399-9d96-0febc067bbe3\">support for emerging markets<\/a> \u2014 particularly in Africa \u2014 <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ad8cb4f9-3aa3-4a7f-88ec-2870e5c972a0\">on mitigation and adaptation<\/a>.<\/p>\n<p><strong>Want more about the outcomes of the climate shows last night for the second night running<\/strong>, this time centered around the Customs Authority\u2019s decision to crack down on violators who fail to disclose the true value of their imported goods. The authority <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/pfbid02HyAWWBmrqp3HbRRBpMYxLjsTbRWcQmAn4uXixEsdbrcgqkwSGrCHgtb7oJmixgdql\">yesterday said<\/a> that importers caught fabricating documentation and submitting invoices of less than USD 2k \u2014 which would allow for their shipments to be immediately released without the need for a Form 4 customs document \u2014will be classified as high risk importers on the ACI system, depriving them of any custom facilities. Violators could also face a 3-12 month suspension.<\/p>\n<p><strong>It\u2019s yet another way of USD abuse: <\/strong>The Form 4 document requires importers to transfer the value of their imports from abroad through Egyptian banks. Dodging this would allow importers to keep hold of their hard currency and avoid paying customs and tax.
