That can\u2019t come too soon for the auto industry, which saw sales fall once again in October on the back of import jams. The one ray of sunshine: The economy grew 4.4% in the first quarter of the state\u2019s current fiscal year. That has prompted the Planning Ministry to revise its full-year forecast to 5.0% (down by 0.5 percentage points), but still a ray of sunshine compared to what many emerging markets are facing right now.<\/p><p><a id=\"tldr-story-07\" class=\"content-anchor\"><\/a> <strong>WATCH THIS SPACE- Turkey could appoint an ambassador to Egypt within <\/strong><strong>months<\/strong>, Turkish Foreign Minister Mevlut Cavusoglu told reporters in statements picked up by Reuters. Cavusoglu\u2019s statements came one day after Turkish President Recep Tayyip Erdogan <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8fc9b8cb-8b20-48de-9875-dc7aac78fd31\">hinted at the possibility<\/a> of meeting with President Abdel Fattah El Sisi <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f19d96c3-4e7a-429d-a48c-1fdf11b4478a\">again<\/a> as Cairo and Ankara work on restoring ties after nearly a decade of hostility. El Sisi and Erdogan\u2019s first, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8fc9b8cb-8b20-48de-9875-dc7aac78fd31\">informal meeting<\/a> on the sidelines of the World Cup in Qatar last week triggered a \u201cflurry\u201d of negotiations over the weekend between Egyptian and Turkish intelligence officials, Reuters reports, as the two countries appear to accelerate <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/059e3fcb-aca2-41ec-acfd-a075dba93963\">moves to mend<\/a> a decade-long rift.<\/p><p><strong>HAPPENING TODAY- <\/strong><\/p><p><strong>Is today the day the Senate <\/strong><strong>signs off<\/strong><strong> on the wildcat building bill?<\/strong> Senate Speaker Abdel Wahab Abdel Razek postponed for a second day the Senate\u2019s final vote on <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3045baa9-e5b2-4a13-a2f2-e1bdab5bc4c6\">legislation<\/a> aimed at making it easier for owners of illegal buildings to go legit. The bill should now pass in a special session being held today.<\/p><p><strong>The House Manpower Committee will continue hearings on the new draft Labor Act <\/strong>for a second day today, with representatives from the Federation of Egyptian Industries (FEI) and the Egyptian Trade Union Federation expected to attend. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ae083a4f-781c-443d-ad37-ab705d0103ee\">bill<\/a>, which was approved by the Senate in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ca0eee4d-fde9-42b2-b59e-d153ab58a28e\">February<\/a>, extends both maternity leave and notice periods, caps working hours, and changes minimum raise increments, among other things. We have <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ae083a4f-781c-443d-ad37-ab705d0103ee\">more on the bill\u2019s finer points here<\/a>.<\/p><p><strong>NO LONGER HAPPENING TODAY-<\/strong><\/p><p><strong>Russia has postponed weeklong nuclear talks with the US that were set to kick off <\/strong><strong>in Cairo today<\/strong>, <a href=\"https:\/\/www.reuters.com\/world\/russia-unilaterally-postpones-nuclear-arms-meeting-with-us-kommersant-2022-11-28\/\">Reuters<\/a> reports, citing a statement by the US State Department. \u201cThe Russian side informed the United States that Russia has unilaterally postponed the meeting and stated that it would propose new dates,\u201d the US said. That game was interrupted when a protester carrying a rainbow flag and wearing a shirt that read \"Respect For Iranian Women\" ran onto the pitch, <a href=\"https:\/\/www.reuters.com\/lifestyle\/sports\/protester-runs-onto-pitch-during-portugal-v-uruguay-2022-11-28\/\">Reuters<\/a> reports.<\/li>\n<\/ul><p><strong>MORNING MUST READ- <\/strong><\/p><p><strong>We\u2019re on our way to a greener aviation industry: <\/strong>Rolls Royce and easyJet successfully used green hydrogen instead of traditional jet fuel to power an aircraft engine, the carmaker said in a <a href=\"https:\/\/www.rolls-royce.com\/media\/press-releases\/2022\/28-11-2022-rr-and-easyjet-set-new-aviation-world-first-with-successful-hydrogen-engine-run.aspx\">statement<\/a>. Traditional jet fuel <a href=\"https:\/\/www.eesi.org\/papers\/view\/fact-sheet-the-growth-in-greenhouse-gas-emissions-from-commercial-aviation#:~:text=Carbon%20Dioxide%20(CO2),-CO2%20is%20the&amp;text=Jet%20fuel%20consumption%20produces%20CO2,potent%20as%20a%20greenhouse%20gas.\">emits 3.16 kg of carbon<\/a> per kg of fuel consumed, but the statement does not provide figures for the emissions from using green hydrogen. The NWFE program seeks to implement some USD 15 bn worth of projects to turbocharge the country\u2019s green transition, including an energy project worth USD 10 bn and eight food security, agriculture, and irrigation and water projects.<\/p><p><strong>MARKET WATCH-<\/strong><\/p><p><strong>More on how the week ahead could mark a turning point for oil markets:<\/strong> The world is gearing up for a planned price cap on Russian crude and a defining OPEC+ meeting next Monday, but the jury\u2019s out on how these fundamental shifts in the way the market operates will impact global oil prices and supply, the <a href=\"https:\/\/www.ft.com\/content\/3c15dd27-9b7a-4905-aaa6-f6009b1aec50\">Financial Times<\/a> writes in its Big Read. As uncertainty abounds on whether or not the EU will move to completely ban imports of Russian crude, analysts speculate that markets will be in for significant supply tightening come spring, once it becomes clear that Europe is serious about an embargo on Russian oil.<\/p><p><strong>How Russia will react to Western sanctions is also uncertain thus far<\/strong>, with some expecting it to stop at nothing to fight back against Western countries supporting a price cap or embargo. Nevertheless, analysts at Bernstein expect supply to fall and prices to hit USD 120 a barrel next year, even amid a recession. Oil trader Vitol sees Russian exports dropping by as much as 1 mn barrels a day. \u201cWe don\u2019t know how this market is going to function after a certain date. The adjustment will be dramatic\u2026 it\u2019s going to be confrontational and it's going to be volatile,\u201d says one oil analyst at S&amp;P Global Commodity Insights.<\/p><hr class=\"grey-line\"><p><strong>** CORRECTIONS-<\/strong> In a story last week, we concluded that the Madbouly cabinet was not rushing to restart the state privatization program. In point of fact, the statement from Cabinet Spokesperson Nader Saad at the time had said only that ministers were closely monitoring economic and market conditions globally and locally. The statement did not mention a delay in the program. The story has since been corrected on our <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/44b5170e-4c27-4073-a613-659765a80dc7\">website<\/a> and we extend our apologies to Amb. href=\"https:\/\/www.linkedin.com\/in\/ibrahim-el-missiri-9b68931\/?originalSubdomain=eg\">LinkedIn<\/a><\/strong><strong>)<\/strong><strong>, CEO of Somabay<\/strong>, the high-profile Red Sea coast destination whose hotels, short-term rentals, and homes attract visitors and investors from all over the world. Ibrahim has previously been a guest on our podcast (<a href=\"https:\/\/podcasts.apple.com\/eg\/podcast\/spotlight-how-to-make-somabay-a-first-home\/id1617987136?i=1000567064043\">The Enterprise Show<\/a>) and has appeared in our <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d8951ba1-5989-4be2-b601-733ce0c6744e\">My Morning Routine<\/a> column. Excerpts from our discussion:<\/p>\n<p><strong>ENTERPRISE- Which industry would you put on a focused short list \u2014 and why?<\/strong><\/p>\n<p><strong>IM- <\/strong>I would love for tourism and aviation to be the focus for Egypt, as it was in the past. They\u2019re the two industries that can bring foreign currency into the country tomorrow \u2014 it\u2019s like flicking a light switch. You don't need to build factories or develop farms. You\u2019ve got a significant inventory of hotel rooms that need to be filled. And the demand is there \u2014 it\u2019s just a matter of connecting the demand and the supply. We don't have feasibility study requirements, because the hotels have been built and the customers are there.<\/p>\n<p><strong>Tourism can bring in USD 30-40 bn a year \u2014 it\u2019s a quick, immediate fix.<\/strong> Look at what happened with COP27: There was appetite. Sharm had capacity. So just by increasing the number of flights, you managed to get c. 75k people to the destination. The problem is that we had to slow the pipeline to other destinations, because we just don\u2019t have enough flights.<\/p>\n<p>You can\u2019t really come to Egypt by car, train or ship \u2014 Egypt's problem is the lift. It\u2019s easier to get to the Maldives or Seychelles in the Indian Ocean than it is to come to Egypt. It's not even an infrastructure problem: The airports are there and they have the capacity. You just don't have the \u201cflying buses\u201d to carry people. <strong>Solve this problem, and Egypt will be flush with FX<\/strong>, in my view.<\/p>\n<p><strong>Now imagine if we focus on increasing the spend per guest. <\/strong>The USD you get per tourist or per landing is not low because tourists don't want to spend. They don\u2019t spend because we need to improve our offering. Our airports need improvement. Our airport shopping experience, our transport experience, all of it \u2014 it pales in comparison to Heathrow or Dubai. Anywhere else, tourists spend USD 100-200 before they even get to the hotel. Not here \u2014 even though we have the products, from traditional clothing to replica artifacts.<\/p>\n<p><strong>E: Why are exports and FDI the way forward?<\/strong><\/p>\n<p><strong>IM- <\/strong>For the past 100 years or more, we have been getting FX from the same three sources: tourism, the Suez Canal, and remittances. In other words, Egyptians living in Egypt don\u2019t really make a contribution when it comes to bringing in FX. We consume everything we produce. So we need to start producing to export. We need to empower businesses to export, and that demands legislative and regulatory stability.<\/p>\n<p>Laws change too frequently, which is a problem for investors \u2014 it makes it difficult to put a business plan together with certainty about how much it's going to cost.<\/p>\n\n\t<\/div><!-- .entry-content -->\n\n\t\n<\/article><!-- #post-${ID} -->\n\n\n    <div class=\"tags-section\">\n GDP growth in the first quarter of the state\u2019s current fiscal year (which starts in July) came despite continued global headwinds thanks to the pandemic, the war in Ukraine, and climate change, Planning Minister Hala El Said <a href=\"http:\/\/bit.ly\/3VA4PjL\">said yesterday<\/a> in a meeting with Prime Minister Moustafa Madbouly.<\/p>\n<p><strong>AND- Gov\u2019t revises growth estimates for the full fiscal year: <\/strong>The Planning Ministry is now expecting our economy to grow by around 5.0% in FY 2022-2023, El Said said in a separate meeting yesterday with President Abdel Fattah El Sisi and Madbouly, according to an Ittihadiya <a href=\"http:\/\/bit.ly\/3ATWZcN\">statement<\/a>. The draft budget for this fiscal year had penciled in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/69470760-13ca-4936-83f2-59c11fea41f7\">growth of 5.5%<\/a>.<\/p>\n<p><strong>The government\u2019s 5.0% estimate<\/strong><strong> is more optimistic than forecasts from some international institutions<\/strong> because it reflects the \u201cresilience\u201d our economy has shown \u201cas a result of the growth and activity generated by public investment,\u201d El Said is quoted as saying. Last quarter\u2019s 4.4% growth is in line with the International Monetary Fund\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/46c9c082-32b8-4cee-88a1-fe137c62814f\">most recent estimate<\/a> for Egypt for the full fiscal year, while the World Bank in October predicted our economy to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7a100d25-6904-4b6e-87f7-46eb8b43da69\">grow 4.8%<\/a> in FY 2022-2023.<\/p>\n<p><strong>Balancing growth + inflation is key: <\/strong>Madbouly and El Said discussed measures meant to achieve a balance between maintaining high growth and containing inflation. They also discussed how to protect jobs and reduce the country\u2019s external debt burden. The oil and gas giant has now been awarded four blocks so far this year, along with a block extension, \u201cwhich offer the potential for gas discoveries that could be developed using existing infrastructure,\u201d said BP Regional President Karim Alaa.<\/p>\n<p><strong>The details: <\/strong>The first block is in the Northwest Abu Qir concession, where BP is the operator with an 82.75% stake in the block, while Germany\u2019s Wintershall Dea holds the remaining 17.25%. The second block is in the Bellatrix-Seti East concession, in which BP and Italian oil and gas giant Eni each hold 50%. Less than 6.1k passenger vehicles were sold last month, down 69% from the same month last year, according to figures released by the Automotive Information Council (AMIC), an industry group.<\/p>\n<p><strong>Passenger vehicle sales hit a 4.5 year low for a <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/14b3ae47-c924-4ff2-a5b9-4b0ea2d6c2db\">second consecutive month<\/a><\/strong> \u2014 excluding April 2020, when sales slumped amid the outbreak of the pandemic. We\u2019ve tracked AMIC sales data going back to the start of 2018.<\/p>\n<p><strong>Buses and trucks were no exception: <\/strong>Around 1.4k buses were sold during the month, down 43% from October last year. Truck sales were down 63% to 1.5k units. Total vehicle sales dropped 65% y-o-y to 9k in October. AMIC figures reflect data contributed by member distributors, who include most (but not all) industry participants.<\/p>\n<p><strong>It\u2019s been an annus horribilis for the auto industry \u2014 but there may be light at the end of the tunnel: <\/strong>The central bank is in the process of rolling back import restrictions it introduced in February to preserve foreign currency. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f1237459-2827-438d-96c3-8fe7a8dce26e\">new rules<\/a> made it almost impossible for distributors to bring fully built up vehicles, assembly kits, and spare parts into the country and forced a number of global car manufacturers to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3242bc1d-f416-47a6-a914-3ce472eb1c9f\">suspend sales<\/a> to Egypt. The restrictions could be fully <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ddd263a4-f28f-47d4-90e2-e93c3db56a26\">lifted by the end of the year<\/a> \u2014 but it will likely take longer to solve an FX shortage that is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f672467e-6883-4598-b682-514b16c303de\">reportedly slowing the release of goods<\/a> at ports \u2014 and to repair the severed links in our auto supply chain.<\/p>\n<p><strong>In other words: Don\u2019t expect showrooms to be significantly restocked until closer to mid-year 2023<\/strong> by the time He expects all backlogged shipments to be released from ports by the end of December, when the CBE plans to have lifted import restrictions including the requirement to issue L\/Cs, adding that prices should then \u201cbegin to stabilize.\u201d<\/p>\n<p><strong>MEANWHILE- No changes to this year\u2019s Thanaweya Amma exams:<\/strong> Changes introduced last year to move secondary school leaving exams to an \u201copen book\u201d system will stay in place this year, Education Minister Reda Hegazy said at a presser yesterday, according to a <a href=\"https:\/\/moe.gov.eg\/en\/what-s-on\/news\/examination-paper\/\">ministry statement<\/a>. Hegazy had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7149102f-bbfc-4752-b231-ac65456839b0\">previously suggested<\/a> the system \u2014 which led to lower pass rates last year \u2014 could see more reforms.
