details.<\/p><p>Speaking of COP, before we get underway with the rest of the news:<\/p><p><strong>The Unsung Hero of COP27 Award goes to Amb. Mohamed Nasr<\/strong>, our lead climate negotiator, whose smart, persistent work paid off as he and his team delivered a loss and damage fund for vulnerable emerging markets even after rich nations publicly declared there was no way it was going to happen.<\/p><p><strong>The Overlooked News of COP Award goes to the Global Renewable Hydrogen Forum<\/strong>, which President Abdel Fattah El Sisi and Belgian PM Alexander De Croo <a href=\"https:\/\/www.sis.gov.eg\/Story\/172639\/Sisi%2C-Belgian-PM-launch-Global-Renewable-Hydrogen-Forum?lang=en-us\">launched<\/a> early in the summit. The body aims to become the hydrogen industry\u2019s equivalent of the East Mediterranean Gas Forum. The forum could ultimately serve as a venue for Egypt and other emerging players to argue for wealthy countries to provide subsidies for our green hydrogen industries. That would go a long way toward evening-out the distorting effects of the subsidies now promised to US producers under the Biden administration\u2019s Inflation Reduction Act.<\/p><p><strong>From the Dept. of We Can\u2019t Get a Break: <\/strong>We\u2019ve spoken with just over a dozen senior Egyptian execs about the organization at COP27 and \u2026 it seems it was not even a quarter of the [redacted] show portrayed on social media and in some Western media outlets. Broken sewage pipe? Fixed on day one. The facilities combined would need as much as <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0f2251cd-82db-4ba9-9ef9-b1287b0bef1f\">USD 83 bn in investment<\/a>.<\/p><p><strong>Expect most of these to be delivered:<\/strong> The minister said she expects most of the companies to end up signing final contracts. Final agreements would be signed after companies complete feasibility studies and reach a final investment decision.<\/p><p><strong>And another framework agreement is in the works:<\/strong> El Said revealed that a framework agreement with a consortium comprising two international firms would be signed in the upcoming period.<\/p><p><strong>SFE to offer desalination projects to investors:<\/strong> The Sovereign Fund of Egypt (SFE) will present investment opportunities in water desalination projects to investors in the upcoming period, El Said told the newspaper.<\/p><p class=\"web-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2022\/11\/Sisi-Erdogan-1600.jpg?ssl=1\" alt=\"enterprise\"><\/p><p><a id=\"tldr-story-04\" class=\"content-anchor\"><\/a> <strong>Football diplomacy: <\/strong>President Abdel Fattah El Sisi shook hands with Turkish counterpart Recep Tayyip Erdogan for the first time in nine years (maybe ever?) yesterday during the opening ceremony of the World Cup in Qatar, according to <a href=\"https:\/\/twitter.com\/anadoluagency\/status\/1594349996002148352\">pictures provided<\/a> by Turkey\u2019s state-run Anadolu Agency. The meeting got all of Egypt\u2019s talking heads talking last night, which we recap in Last Night\u2019s Talk Shows, below.<\/p><p><strong>Could the handshake signal a thaw in ties between the two countries<\/strong> after nearly a decade of hostility? Officials from both countries began consultations <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/059e3fcb-aca2-41ec-acfd-a075dba93963\">last year<\/a> to restore diplomatic ties, which have been severed since the Ikhwan was removed from office in 2013. There were no reports of casualties or major damage due to the quake in Egypt, the authority said.<\/p><p><strong>HAPPENING THIS WEEK<\/strong>- The Local Development Ministry will sign two agreements to build new recycling plants and landfill sites tomorrow, <a href=\"https:\/\/www.alborsaanews.com\/2022\/11\/20\/1599700\">Al Borsa<\/a> reported yesterday. The contracts, worth a combined EGP 4.2 bn, will see the construction of 13 facilities to recycle and process municipal waste and nine new landfill sites. Tightening financial conditions have pushed the USD to its highest level in 20 years, piling pressure on a global economy already under threat from high inflation and a wave of debt crises. But the rally has lost steam this month on signs that US inflation could be easing, putting the currency on course to suffer its biggest monthly drop since September 2020.<\/p><p><strong>Is the greenback peaking? <\/strong>Some analysts feel confident enough to call the peak. \u201cWe expect the USD\u2019s powerful climb over the past year to reverse in 2023 as the Fed\u2019s hiking cycle comes to an end \u2026 It has peaked,\u201d HSBC foreign exchange strategists wrote in a note.<\/p><p><strong>That could be good news for the EGP<\/strong>, which has continued to slide steadily against the greenback. It\u2019s down 1.2% this month against the USD and has thus fallen 24.1% against the USD since the central bank floated the currency at the end of October. The agreement came after a long stretch of tense negotiations that saw rifts between developed countries including the EU and the US, and other negotiators over issues like emissions reduction, the continued burning of fossil fuels, and the tar 1.5C target.<\/p>\n<p><strong>The agreement was struck at dawn on Sunday during a plenary session<\/strong> that saw COP27 President Sameh Shoukry read through the final agenda items to no objection from negotiators, <a href=\"https:\/\/www.reuters.com\/business\/cop\/countries-agree-loss-damage-fund-final-cop27-deal-elusive-2022-11-20\/\">Reuters<\/a> reported. The summit, which officially ended on Friday, dragged on for an additional day and night as negotiators struggled to settle differences.<\/p>\n<p><strong>\u201cA delicate balance\u201d:<\/strong> \u201cI consider the text to be adopted to be a reflection of both a delicate balance that responds to the interests of all of us, represented in this conference, and also a manifestation of the highest ambition that can be reached at this point in time,\u201d Shoukry said during the closing session (<a href=\"https:\/\/www.youtube.com\/watch?v=1QENy1YYPKQ\">watch, runtime: 5:10:10<\/a>).<\/p>\n<p><strong>The historic loss and damage fund will see developed countries pledge funds<\/strong> to \u201csave lives and livelihoods from climate change related disasters\u201d in climate-affected countries, the statement said. The fund will be targeted toward countries deemed most vulnerable against climate change, delegates said. Countries will need to identify \u201cnew sources of financing\u201d for the fund, officials said, according to the <a href=\"https:\/\/www.wsj.com\/articles\/cop27-agrees-on-loss-and-damage-fund-for-vulnerable-countries-officials-say-11668866219?mod=hp_lead_pos1\">Wall Street Journal<\/a>. Developed countries want China, oil-rich Persian Gulf states and other higher-income countries in the developing world to contribute to the fund.<\/p>\n<p><strong>The caveats: Most of the details on how the fund will operate were left to be ironed out over the next year<\/strong> leading up to COP28, the WSJ quotes officials as saying. A transitional committee with representatives from 24 countries is expected to work out the details, including who should pay into it, and the role of the fund in relation to the never fulfilled and now dated pledge to provide developing countries with USD 100 bn a year for climate mitigation.<\/p>\n<p><strong>Mitigation \u2260 loss and damage: <\/strong>The USD 100 bn pledge on which developed countries failed to deliver addresses climate mitigation \u2014 or reducing emissions. Loss and damage is the climate finance offered to developing countries that have faced irreversible loss and damage on the back of climate disasters including storms and floods \u2014 an issue that must be addressed before these countries can begin to think about mitigation.<\/p>\n<p><strong>Shoukry was pleased with the outcome of the talks:<\/strong> \u201cWe leave Sharm El Sheikh with renewed hope in the future of our planet, with an even stronger collective will and more determination to achieve the temperature goal of the Paris Agreement,\u201d he said. \u201cWe\u2019ve just adopted the landmark Sharm El Sheikh Mitigation Ambition and Implementation Work Programme that will hugely contribute to keeping 1.5 within reach, and I trust that we all know what needs to be done to safeguard 1.5 and ensure that we never go beyond.\u201d<\/p>\n<p><strong>Some wanted to see more on the emissions reduction + fossil fuel phase out front: <\/strong>COP26 President Alok Sharma criticized this year\u2019s presidency for overlooking the steps taken last year and failing to \u201cboost\u201d those efforts. \u201cEmissions peaking before 2025, as the science tells us is necessary, not in this text,\u201d Sharma said. \u201cClear follow through on the phase down of coal. Not in this text. A clear commitment to phase out all fossil fuels. Not in this text. And the energy text weakened in the final minutes.\u201d EU climate policy chief Frans Timmermans shared the same reservations \u2014 as did most negotiators from the EU \u2014 over the text being \u201cnot enough of a step forward for people and planet.\u201d<\/p>\n<p><strong>The main criticism:<\/strong> A proposal backed by India, the EU and other countries to phase down use of \u201call fossil fuels,\u201d was absent from the final text \u2014 with the text instead carrying forward the agreement made at COP26 to take steps towards the phase-down of coal and the phase-out of fossil fuels. A reference to \u201clow-emissions energy\u201d in the text was also criticized as opening the door to the use of natural gas. European MEPs went as far as to say that this was a \u201clost climate year,\u201d according to a <a href=\"https:\/\/www.europarl.europa.eu\/news\/pt\/press-room\/20221114IPR53915\/cop27-meps-react-to-outcome-of-climate-change-talks-in-egypt\">statement<\/a>, while noting that the multilateral process was fruitful in the goal of achieving consensus on the issue of loss and damage.<\/p>\n<p><strong>Many are pointing the finger at oil producers + large emitters: <\/strong>Germany\u2019s foreign minister Annalena Baerbock said the conference had been \u201cstonewalled by a number of large emitters and oil producers,\u201d the <a href=\"https:\/\/www.ft.com\/content\/b3a6ea05-1357-4564-a448-27b16a376a4a\">Financial Times<\/a> reports. \u201cEveryone should be expected to do better, but countries were constrained by financial ability,\u201d Egypt\u2019s COP27 ambassador Wael Aboulmagd said in response to the criticism.<\/p>\n<p><strong>The debate on fossil fuels has been a long time in the making<\/strong>, with developed countries increasingly pushing for a transition away from the energy source. The company generally looks to finance some 25-40% of its projects through the sale of ownership stakes, he added, with the remainder coming from banks and long-term multilateral lenders like the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC).<\/p>\n<p><strong>More wind farms in the pipeline? <\/strong>Lekela wants to increase its Egyptian wind energy production by building more wind farms, this time on the west of the Nile, the CEO said, adding that the company is looking into land use rights. The acquisition is expected to close in January, Infinity co-founder and chairman Mohamed Ismail Mansour told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-20\/egypt-to-start-building-11-billion-wind-farm-from-2024\">Bloomberg<\/a>.<\/p>\n<p><strong>\u201cThe acquisition will increase the company\u2019s focus on the Middle East in general and Egypt in particular<\/strong>, as we look forward to enter new sectors such as green water desalination and green hydrogen production, hopefully in partnership with the Sovereign Fund of Egypt,\u201d Antonopoulos said.<\/p>\n<p><strong>We have a ton of renewables projects in the making: <\/strong>Egypt signed initial agreements for green hydrogen and wind power projects <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7267be18-acb5-4b9f-874a-e36102c2cad5\">worth up to USD 119 bn during COP27<\/a>, including a combined 29.5 GW of wind power projects and nine green hydrogen and ammonia facilities.<\/p>\n<p><strong>MEGA WIND FARM TO BREAK GROUND BY 2024-<\/strong><\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-05\"><\/a> <strong>The consortium of companies building a 10-GW onshore wind farm in Egypt will begin <\/strong><strong>construction in 2024<\/strong>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-20\/egypt-to-start-building-11-billion-wind-farm-from-2024\">Bloomberg<\/a> reported yesterday. The wind farm will be one of the largest in the world and will be fully operational by 2030, said Mohamed Ismail Mansour, chairman of Infinity Power, which is working on the project with partners Hassan Allam Utilities and Masdar.<\/p>\n<p><strong>Putting this in perspective:<\/strong> This one farm is <a href=\"https:\/\/www.meed.com\/egypt-eyes-10bn-renewables-to-replace-thermal-plants\">3x the size<\/a> of all the renewable power generation capacity Egypt presently has in place.<\/p>\n<p><strong>Finding land:<\/strong> The companies hope to acquire land for the project this year and are looking at a plot near Minya and another in Aswan, with both areas having wind speeds of 10 meters per second, Mansour said. past couple of years, the CBE has run initiatives designed to improve access to finance for key areas of the economy. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7556d5f4-f4be-40a0-b383-00d317400ee5\">Tourism companies<\/a>, industrial and\u00a0 constuction companies, low- and middle-income <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4250ebc9-8475-4870-a563-a456f694e7f6\">homebuyers<\/a>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8feda0dc-e14e-4c0a-81ab-23d679fa27ac\">farmers<\/a> wanting to invest in water-efficient irrigation systems, and people applying for the government\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2b32a76e-edee-488e-bb81-5700f30f1229\">dual-fuel vehicle swap scheme<\/a> have all been able to take out loans from commercial banks at preferential interest rates subsidized by the central bank.<\/p>\n<p><strong>Now the ministries are on the hook:<\/strong> The housing, finance and tourism ministries will now be responsible for funding the subsidized rates. The Finance Ministry has been tasked with running an audit on the initiatives and making a decision on how (or whether) to take them forward without CBE support.<\/p>\n<p><strong>Mortgage support cut back:<\/strong> The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8d024c4e-b8e6-4f20-b6df-b5117a7521c6\">EGP 50 bn program<\/a> launched in 2020 to help middle earners get mortgages has been reduced to EGP 15 bn, according to the decision.<\/p>\n<p><strong>We saw this one coming:<\/strong> In the weeks leading up to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ddd263a4-f28f-47d4-90e2-e93c3db56a26\">last month\u2019s loan agreement<\/a> with the IMF, reports in the press had suggested that ending subsidized loans was one of the conditions attached to fresh financing. The roadshow was planned for <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/97cbff39-d576-49bc-a06b-1d868a370e03\">the end of November<\/a> but was delayed due to COP27, El Said said, without providing further details.<\/p>\n<p><strong>We don\u2019t have names yet:<\/strong> The fund, which was announced in September to market state-owned companies to regional wealth funds, currently includes five companies, El Said said, remaining tight-lipped on the names of the companies. The minister said initially that <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/43f14454-61c9-4f0d-8232-ab185c5771c6\">by the middle of October<\/a> assets worth up to USD 3 bn would be transferred to the fund and that the government would announce the names of the companies, but one month on we remain none the wiser. Press reports have suggested that the Siemens-built combined-cycle power plant in Beni Suef <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/03d92997-1040-4166-8a3e-4393f4bcc739\">could be destined for the fund<\/a> but this has not been confirmed.<\/p>\n<p><strong>Why this is important:<\/strong> The pre-IPO fund is one of the key mechanisms by which the government says it will try to relaunch its largely stalled privatization program. The fund will offer stakes in state-owned companies to strategic investors and sovereign funds ahead of listing them on the bourse, bringing in as much as USD 6 bn. The fund plans to market several state companies \u2014 including the military-owned firms Safi and Wataniya \u2014 to strategic investors ahead of IPOing them on the EGX. USD 691.9 mn). GB Auto will sell a 7.5% stake in MNT to Chimera for USD 60 mn with an earnout component that could reach USD 71.3 mn. By our math, Chimera\u2019s offer values MNT at USD 800 mn, a 15.6% premium to the fair value study \u2014 and that\u2019s excluding the earnout.<\/p>\n<p><strong>Who else is selling?<\/strong> We\u2019re still not sure who of MNT\u2019s other investors are selling shares to Chimera. They turned up because they saw an unbeatable opportunity to meet with the partners who can turn business models of the past into the success stories of the future.<\/p>\n<p>Not a single conversation my colleagues and I had was with an executive planning to go out of business. Our meetings were all about growth, expansion and how companies can gain access to funds in the tns of USD that globally will be flowing into net zero transition for decades to come.<\/p>\n<p>That gives me great confidence in our own pledge as a bank to help the carbon-intensive industries of today invest to create the green business models of the future.<\/p>\n<p>Not that it is going to be easy.<\/p>\n<p>New technologies, new business models or new commercial structures will often fall outside traditional banking risk models.<\/p>\n<p>That\u2019s why HSBC is creating new financial partnerships to fill the gap for projects which fall outside the remit of traditional sources of finance and to focus them in markets with significant infrastructure development needs.<\/p>\n<p>Renewable energy, energy storage, water and waste treatment and sustainable transportation are of great interest, as is the circular economy.<\/p>\n<p>We\u2019ve also made transformational changes across the bank to deliver on our climate strategy and targets.<\/p>\n<p>We\u2019ve committed to aligning the financed emissions from our portfolio to net zero by 2050 or sooner \u2060\u2014 and we know this can be achieved only in partnership with our customers.<\/p>\n<p>So we\u2019ve set 2030 targets for emissions reduction in different sectors, focusing on the heaviest emitters first.<\/p>\n<p>By working with clients to develop transition plans, we will understand, sector by sector and client by client, how to reach net zero by 2050.<\/p>\n<p>And as our conversations at COP27 made crystal clear, this is an area in which our clients expect us to lead and to be there to support them on their own journeys \u2014 to COP28 and beyond.<\/p>\n<p><em>Abdulfattah Sharaf (<\/em><em><a href=\"https:\/\/www.linkedin.com\/in\/abdulfattah-sharaf-00b48669\/\">LinkedIn<\/a><\/em><em>) is the CEO of HSBC UAE and head of international markets. That means a contractor impacted by the impact of year\u2019s EGP float on its work on a state project will be able to file a compensation claim. The bill will set up a designated committee to assess claims, Parliamentary Affairs Minister Alaa El Din Fouad said. Contractors who have their complaints rejected would be able to resort to courts to ask for compensation, he said. Senators <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/827ca907-600a-408a-92cd-862ed7e58191\">approved the bill<\/a> last month.<\/p>\n<p><strong>What\u2019s next:<\/strong> House Speaker Hanafi El Gebali said the bill will be up for a final approval vote in an upcoming session. If passed, it will be signed into law by President El Sisi.<\/p>\n<p><strong>ALSO GETTING A NOD- MPs also approved in principle a <\/strong><strong><a href=\"https:\/\/bit.ly\/3Xbww3S\">law restructuring Al Azhar<\/a><\/strong><strong>.<\/strong> The three-article bill would put Al Azhar\u2019s teachers on an equal footing with their counterparts in public schools in terms of employment, promotion, salaries, bonuses and incentives.
