economy <\/strong><strong>as well as our export ambitions. <\/strong><\/p><p><strong>To quote John \u201cHannibal\u201d Smith: <\/strong><strong><a href=\"https:\/\/www.youtube.com\/watch?v=NsUFBm1uENs\">\u201cI love it when a plan comes together.\u201d<\/a><\/strong> For years now, top Egyptian players including Hassan Allam, Infinity and OCI (among others) have been laying the groundwork for a green energy economy \u2014 building up technical expertise and partnering with international players (particularly in the GCC). Bankers, regulators, and policymakers have for decades been adept at dealing with megaprojects (think: Globelec, Egyptian Refining Company, the Siemens power plants). And all of them built up expertise in renewables through projects including the 1.8 GW Benban solar park.<\/p><p><strong>It all came together yesterday <\/strong>when Hassan Allam Utilities, Infinity Power and the UAE\u2019s Masdar pulled the trigger on a world-scale 10 GW wind farm. Throw an announcement by Norway\u2019s Scatec that they want to add 5 GW to their generation capacity here and <strong>it\u2019s official: We are now the premier energy hub in the eastern Med. <\/strong><\/p><p><strong>What are we doing to do with all of that green power? Sell it <\/strong>to Europe, Africa and the GCC <strong>and make stuff with it <\/strong>for sale to \u2026 Europe, Africa and the GCC.<\/p><p><strong>Case in point #1:<\/strong> Renewable energy powers <strong>our first green hydrogen plant<\/strong>, a 100 MW venture between Fertiglobe, Scatec and the Sovereign Fund of Egypt. The plant, built with local and global expertise by Orascom Construction, <strong>entered the commissioning phase yesterday<\/strong> with a high-profile ceremony.<\/p><p><strong>Case in point #2: We\u2019re going to be exporting GW and GW of power to Greece<\/strong> through a series of links that Greek PM Kyriakos Mitsotakis was talking up yesterday at COP27, as <a href=\"https:\/\/enterprise.news\/climate\/en\/news\/story\/952ee209-52e7-435e-860b-caf16ba6251b\">Enterprise Climate<\/a> notes this morning.<\/p><p>^^ We have the rundown on all of this and more in this morning\u2019s news well, below.<\/p><p><strong>MEANWHILE- Oil isn\u2019t going anywhere just yet \u2014 and we could face a<\/strong><strong> return to <\/strong><strong>three-digit prices. <\/strong>Oil is on the cusp of surpassing USD 100 per barrel for the first time since August thanks to the decision by OPEC+ last month to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8b8f784b-747a-4491-afeb-16b56b3aedbe\">cut supply<\/a>, suggesting that the group of oil producers is over-tightening the market, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-08\/opec-cuts-that-steadied-oil-market-now-bring-risk-of-100-crude?sref=mmeFTDW1\">Bloomberg<\/a> writes.<\/p><p><strong>HAPPENING TODAY-<\/strong><\/p><p><a class=\"content-anchor\" id=\"tldr-story-04\"><\/a> <strong>IT\u2019S A HUGE DAY FOR our friends in banking and finance as <\/strong><strong>the <\/strong><strong>Finance Ministry hosts \u201c<\/strong><strong><a href=\"https:\/\/cop27.eg\/#\/presidency\/eventsThematicDetails\/finance-day\">Finance Day<\/a><\/strong><strong>\u201d<\/strong> in Sharm.<\/p><p><strong>What\u2019s the big deal?<\/strong> Finance ministers, bankers, investors, multilaterals, development finance institutions, and anybody else with an interest in how governments and businesses alike access finance for climate will in meetings and rountables \u2014 or chatting on the sidelines. In addition to pushing lenders and investors to step up to the plate, state officials are looking at a series of facilitated and sustainable climate finance agreements for developing and African countries.<\/p><p><strong>Prime Minister Moustafa Madbouly will kick off the day\u2019s proceedings<\/strong>, setting the stage on main challenges and avenues for climate finance. Sessions throughout the day will discuss the role of policy in climate investment, reducing the cost of green borrowing, financing a just transition in Africa, the role of MDBs in unlocking climate finance, and financing loss and damage.<\/p><p><strong>ALSO- The COP27 Presidency will launch the Sharm El-Sheikh Guidebook for Just Financing.<\/strong><\/p><p><strong>AND- Announcements. Lots of them<\/strong>, from banks, investors, DFIs and others.<\/p><p><strong>** Check out the full agenda for the day <\/strong><strong><a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Daily_Programme_Sharm-el-Sheikh2022-OD-20221109-en.pdf\">here (pdf)<\/a><\/strong><strong>.<\/strong><\/p><p><strong>SPEAKING OF CLIMATE FINANCE- <\/strong><\/p><p><strong>Developing countries will need USD 1 tn a year in <\/strong><strong>external financing <\/strong><strong>by the end <\/strong><strong>of <\/strong><strong>the decade to combat climate change<\/strong>, according to a <a href=\"https:\/\/ent.news\/2022\/11\/IHLEG-Report-Finance-for-Climate-Action.pdf\">report (pdf)<\/a> on climate finance written by a panel of high-level experts, and commissioned by the UN and the COP26 and COP27 presidencies. Emerging markets and developing countries barring China will need some USD 2.4 tn in overall annual investments by the end of the decade to boost resilience and achieve sustainable development goals, the report says, adding that USD 1 tn of that should come from investors, development finance institutions, and developed countries, while the remaining USD 1.4 tn can be secured from local private and public sources.<\/p><p><strong>NWFE gets tub tub<\/strong><strong>s: <\/strong>The report name-checks our <a href=\"https:\/\/www.sis.gov.eg\/Story\/169930\/Egypt-aspires-to-present-success-story-in-COP27?lang=en-us\">Nexus on Water, Food and Energy (NWFE)<\/a> program as a \u201cpioneering model\u201d for emerging markets that can attract investments to climate-related projects in a concrete, actionable way. <strong><a href=\"https:\/\/www.reuters.com\/business\/cop\/cop-27-developing-countries-need-1-trillion-year-climate-finance-report-2022-11-08\/\">Reuters<\/a><\/strong><strong> also picked up the report.<\/strong><\/p><p><strong>NEXT WEEK-<\/strong><\/p><p><strong>The Senate will reconvene next week on Sunday and Monday <\/strong>to discuss the FX incentive bill and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fd451da4-eb73-43f8-a337-a4afddfb5850\">another draft bill<\/a>setting up the Digital Egypt Fund. The first bill, which received <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c8212c49-f9f0-4f96-8772-35f7390675bf\">preliminary approval<\/a> by a Senate committee earlier this week, would grant income tax breaks to investors who use FX to finance at least half of the cost of their projects. It is also more than 7x greater than the country\u2019s total renewable-energy generation capacity, which was <a href=\"https:\/\/www.meed.com\/egypt-eyes-10bn-renewables-to-replace-thermal-plants\">3.4 GW<\/a> at the end of last year.<\/p>\n<p><strong>All of this is good news for export revenues + renewables targets:<\/strong> Ramping up domestic renewable energy production will us to (a) export energy to Europe, Africa and the GCC, (b) allow the government to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c2e3b3e6-9b93-4ceb-bfa3-f0b0a130153f\">increase the amount of natural gas it ships<\/a> abroad, and (c) take us a long way toward the state\u2019s target of sourcing <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/46eb0c0b-2e62-47e0-8423-05c5359f3275\">42% of our energy<\/a> from renewables by 2030.<\/p>\n<p><strong>Yesterday\u2019s big announcement: <\/strong>Our friends at <strong><a href=\"https:\/\/www.weareiph.com\/\">Infinity Power<\/a><\/strong> and <strong><a href=\"https:\/\/www.hassanallam.com\/utilities\/group-profile\">Hassan Allam Utilities<\/a><\/strong> together with long-time partner <strong><a href=\"https:\/\/masdar.ae\/\">Masdar<\/a><\/strong> will build a 10-GW onshore wind farm in Egypt, set to be one of the largest in the world, the companies said in a <a href=\"https:\/\/ent.news\/2022\/11\/10-GW-Wind-Egypt-English.pdf\">joint statement (pdf)<\/a> yesterday. The agreement was signed on the sidelines of COP27 in Sharm El Sheikh yesterday with President Abdel Fattah El Sisi and UAE President Mohamed bin Zayed on hand for the event.<\/p>\n<p><strong>This would give Egypt two of the world\u2019s largest wind farms: <\/strong>The news comes just a week after Saudi renewable energy developer ACWA Power signed an MoU to build a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/866d0721-9205-4641-bcd0-b61100d2abec\">10-GW wind farm<\/a> in Egypt with the country\u2019s state-owned electricity firms. The Masdar and ACWA plants would be two of the largest wind farms in the world after the Gansu project in China, which has a planned capacity of 20 GW. Currently, Egypt\u2019s largest wind farm is the <a href=\"http:\/\/www.nrea.gov.eg\/Technology\/WindStations\">545-MW facility in Zafarana<\/a>.<\/p>\n<p><strong>Just one of these plants is enough to make a huge dent in Egypt\u2019s emissions:<\/strong> The Masdar-Infinity-Hassan Allam plant will have the capacity to produce nearly 48k GWh of clean energy a year, offsetting some 23.8 mn tons of CO2 emissions. <strong>This is equivalent to around 9% of the country\u2019s total emissions<\/strong>, according to the statement. It would also help Egypt cut its spend on natural gas by USD 5 bn a year, it said.<\/p>\n<p><strong>How much is it costing?<\/strong> At least USD 10-12 bn, Hesham El Gamal, general manager at Infinity, told CNBC Arabia (<a href=\"https:\/\/twitter.com\/i\/broadcasts\/1jMJgLajQObxL\">watch, runtime: 8:41<\/a>). He set a timeline of five years including feasibility studies until the project\u2019s completion.<\/p>\n<p><strong>ALSO YESTERDAY- <\/strong><strong>Scatec wants to add 5 GW to its Egypt wind portfolio:<\/strong> Norwegian renewable energy developer Scatec will look at building new wind projects in Egypt with a combined capacity of 5 GW. The firm signed an MoU with the Egyptian Electricity Transmission Company (EETC) and the New and Renewable Energy Authority (NREA) which will see it conduct feasibility studies for the proposed project, <a href=\"https:\/\/scatec.com\/2022\/11\/08\/scatec-at-cop27-we-need-a-massive-scale-up-of-renewable-energy-solutions-across-technologies\/\">Scatec<\/a> and the <a href=\"https:\/\/bit.ly\/3FYEfMA\">cabinet<\/a> said yesterday.<\/p>\n<p><strong>OMAN EYES INVESTMENT IN 1.1 GW SUEZ WIND FARM- <\/strong><\/p>\n<p><strong>Oman could invest <\/strong><strong>up to<\/strong><strong> USD 150 mn in ACWA\u2019s Suez wind farm:<\/strong> Oman\u2019s sovereign wealth fund could acquire up to 10% of ACWA Power and Hassan Allam Holdings\u2019 USD 1.5 bn, 1.1 GW wind farm in the Gulf of Suez after signing an MoU yesterday, the Saudi developer said in <a href=\"https:\/\/www.acwapower.com\/news\/acwa-power-set-to-explore-bringing-on-oman-investment-authority-as-co-investor-for-11gw-suez-wind-energy-project\/\">a statement<\/a>. That would see the fund invest as much as USD 150 mn in the project, according to our math.<\/p>\n<p><strong>Refresher:<\/strong> ACWA and Hassan Allam <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/031ecccd-f816-4657-ae61-58d9c32a706d\">signed in June<\/a> a 25-year power purchase agreement with the Egyptian Electricity Transmission Company (EETC) to develop a 1.1 GW wind farm in the Gulf of Suez. The USD 1.5 bn project is expected to reach financial close by 4Q 2024 and begin commercial operations by the end of 2026. Hassan Allam Holdings currently owns a 25% stake in the project, while ACWA Power holds the remaining equity.<\/p>\n<p><strong>SOLAR FUNDING FROM EBRD-<\/strong><\/p>\n<p><strong>EBRD lends TAQA Arabia USD 5.5 mn for solar plant:<\/strong> The European Bank for Reconstruction and Development (EBRD) will lend USD 5.5 mn to TAQA Arabia\u2019s renewables subsidiary to build and operate a 7-MW solar plant in Minya, the bank said in <a href=\"https:\/\/www.ebrd.com\/news\/2022\/ebrd-taqa-arabia-extend-privatetoprivate-renewable-energy-cooperation-in-egypt.html\">a statement<\/a>. The plant will supply electricity to Qalaa Holdings subsidiary <a href=\"http:\/\/accm.com.eg\/\">ASCOM Carbonate and Chemicals Manufacturing<\/a> under a 25-year <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6469dcfd-dd91-4462-890d-512c7e36b1d2\">power purchase agreement (PPA)<\/a>, covering some 16% of the company\u2019s annual electricity needs. ACCM <a href=\"https:\/\/energyegypt.net\/ascom-lays-foundation-stone-of-new-solar-power-plant-in-el-minya-in-collaboration-with-taqa-arabia\/\">laid the plant\u2019s foundation stone<\/a> last month. The loan comes as part of the EBRD\u2019s lending program to green private-to-private renewable energy projects. PLANT-<\/strong><\/p>\n<p><strong>Commissioning kicks off at Ain Sokhna green <\/strong><strong>hydro<\/strong><strong>gen plant:<\/strong> Norway\u2019s Scatec, the OCI \/ Adnoc joint venture Fertiglobe, Orascom Construction, and the Sovereign Fund of Egypt (SFE) began commissioning of the first phase of their <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3b3e6cad-637c-4ca8-afe6-94472fcc12d4\">100 MW green hydrogen plant<\/a> in Ain Sokhna, they said in <a href=\"https:\/\/ent.news\/2022\/11\/Fertiglobe-Scatec-Orascom-Construction-and-The-Sovereign-Fund-of-Egypt-start-commissioning-of-Egypt-Green-Africas-first-integrated-green-hydrogen-plant-during-UN-Climate-summit-2.pdf\">a The launch came during a COP event attended by President Abdel Fattah El Sisi and Norwegian Prime Minister Jonas Gahr Store.<\/p>\n<p><strong>SOUND SMART- <\/strong>Commissioning is the term contractors use to describe the final stages of pre-launch testing \u2014 the plant is done and it\u2019s now going live.<\/p>\n<p><strong>In detail: <\/strong>The plant will be powered by 260 MW of solar and wind energy and will produce around 15k tons of green hydrogen. This will feed Fertiglobe\u2019s two existing ammonia plants in Ain Sokhna, which will produce 90k tons of green ammonia a year. The consortium first unveiled its plans to establish Africa\u2019s first integrated green hydrogen plant in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d7f65631-b26f-45aa-a4de-a2daadb77981\">October 2021<\/a>.<\/p>\n<p><strong>What they said: <\/strong>\u201cAs the first green hydrogen project on the ground, the commissioning is symbolic of how COP27 is the conference of action and implementation,\u201d <strong>Planning Minister Hala El Said told Enterprise yesterday<\/strong>. \u201cThis project represents a practical response to the need to meet rising energy demand with minimum emissions. Launched on the sidelines of the COP27 summit yesterday, the report highlights the most serious climate challenges facing the country in the coming years and proposes a number of responses policymakers can make to mitigate and adapt to the climate crisis.<\/p>\n<p><strong>Almost every single one of us is already impacted by climate change:<\/strong> Of those living in Egypt\u2019s 14 major cities, between 80% and 100% of people are vulnerable to at least one major climate risk, including flooding, heat stress, pollution, desertification and rising sea levels, the report says. On the current trajectory, this will only worsen as the volume of water in the Nile decreases, sea levels rise, and the country\u2019s population grows.<\/p>\n<p><strong>Right now, more economic growth = more emissions:<\/strong> Though Egypt only accounts for a small percentage of the world\u2019s emissions, the quantity of CO2 the country produces remains \u201ctightly linked\u201d to economic growth, with the industrial and energy sectors being responsible for more than three-quarters of emissions.<\/p>\n<p><strong>Current targets are not enough:<\/strong> With Egypt not yet committing to reach net-zero, the Bank says that the current policies will not be enough to significantly lower emissions. Though it will be able to meet its updated nationally determined contributions (NDCs) by 2030, the Bank\u2019s analysis predicts emissions will be 55% higher than current levels by the middle of the century.<\/p>\n<p><strong>The solutions:<\/strong> The Bank goes into detail about the potential policy responses that could help Egypt use its water resources more efficiently, adopt more ambitious emissions-reduction targets, and attract investment into priority areas.<\/p>\n<p><strong>The private sector \u2014 and fostering a business-friendly environment \u2014 will be key to solving these challenges:<\/strong> \u201cThe private sector can play an absolutely critical role\u201d in helping Egypt curb its vulnerability to climate change, Marina Wes, the World Bank's country director for Egypt, Yemen and Djibouti, told Enterprise. \u201cFinancing needs are very large, and a significant portion would have to come from the private sector. The rating agency maintained Egypt\u2019s B+ rating on robust economic growth and \u201cstrong international support\u201d from Gulf allies and multilateral partners but warned that it could downgrade it in the coming months if external funding strains persist or the government fails to cut the deficit and debt as a proportion of GDP.<\/p>\n<p><strong>Tl;dr:<\/strong> The move \u201creflects the deterioration in Egypt's external liquidity position and reduced prospects for bond market access, leaving the country vulnerable to adverse global conditions at a time of high current account deficits and external debt maturities,\u201d Fitch wrote.<\/p>\n<p><strong>Fitch isn\u2019t the first of the Big Three rating agencies to make this move:<\/strong> Moody\u2019s also <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e115975f-e507-4f53-a7c0-99b9d67b43e3\">cut its<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e115975f-e507-4f53-a7c0-99b9d67b43e3\">outlook to negative<\/a> in May. Meanwhile, S&P Global Ratings <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b5fe81db-11c1-4885-b6f9-f8473ba459b3\">maintained a stable outlook<\/a> in its most recent report last month due to the expected influx of IMF and GCC funding.<\/p>\n<p><strong>Portfolio outflows are the main culprit for the downgrade:<\/strong> Foreign portfolio investment in local debt fell to USD 13 bn as of September, down from more than USD 30 bn in 2021, the rating agency said. Egypt has been hard hit by portfolio outflows triggered by higher financing costs, rising inflation, and the shock caused by the war in Ukraine. This has contributed to foreign reserves falling to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/57492fc5-123c-46c8-bd4f-a0e62ddb399b\">USD 33.4 bn<\/a> by October, from <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a2e2cd42-a6e8-4fb9-9bee-f48abae3ffec\">USD 40.1 bn<\/a> in February.<\/p>\n<p><strong>Things could get better, but it will take a while: <\/strong>\u201cSome recovery [in portfolio flows] is likely on recent exchange rate devaluation, policy rate hikes, and agreement on a new 46-month <a href=\"https:\/\/enterprise.press\/afternoons\/pm-taweem-3-0-sees-egp-at-23-03-against-the-greenback\/\">USD 3 bn IMF extended fund facility<\/a>,\u201d Fitch said, while noting that foreign holdings remain a \u201csignificant vulnerability.\u201d So far, markets have <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0cc4cbda-8fa0-412b-b4a5-635dd70d252c\">shrugged off<\/a> the IMF loan and the central bank\u2019s move toward a floating exchange rate amid continued sell-offs, with analysts expecting market access to remain limited in the near term.<\/p>\n<p><strong>Also making things difficult:<\/strong><\/p>\n<ul>\n<li><strong>Egypt needs a lot of hard currency:<\/strong> On top of needing to fund its current account deficit, Fitch says the country has USD 15 bn of public external debt coming due this fiscal year and the next.<\/li>\n<li><strong>Banking liabilities make it harder for Egypt to absorb funding strains:<\/strong> The central bank\u2019s net foreign assets were almost USD 9 bn in the red at the end of 3Q 2022 while banks had USD 14 bn in net foreign liabilities.<\/li>\n<\/ul>\n<p><strong>Key forecasts:<\/strong><\/p>\n<ul>\n<li><strong>Inflation to rise + the EGP to appreciate?<\/strong> The EGP devaluation will \u201cfurther stoke inflation,\u201d likely bringing it up to an average of 17% y-o-y during the current fiscal year, and 12% in FY 2023-2024 \u2014 assuming \u201cmodest appreciation\u201d of the EGP from EGP 24 against the greenback. Fitch notes that risks are \u201cskewed to the upside\u201d and that the CBE could go for further rate hikes to tame inflation.<\/li>\n<li><strong>More growth + a narrower current account deficit:<\/strong> Fitch sees the economy growing at a 4.5% clip in FY 2022-23 and FY 2023-2024, though \u201ctighter monetary conditions and funding availability pose significant risks to
