The Education Ministry, meanwhile, won\u2019t rule out shutting down physical classrooms if things get bad, but emphasized that it\u2019s ready to support full online learning. We have more in Last Night\u2019s Talk Shows, below.<\/p><p><strong>The Central Bank of Egypt\u2019s Monetary Policy Committee will meet tomorrow to review<\/strong><strong> interest rates.<\/strong> The consensus among analysts <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/70edd6ec-97e3-4897-a1a8-7d1a447555b3\">we polled earlier this week<\/a> is that rates will remain unchanged with an eye on the second wave of covid-19 infections and an uncertain global political climate. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-10\/education-costs-drive-egypt-inflation-to-highest-since-june?sref=mmeFTDW1\">Bloomberg<\/a> reports that with October inflation numbers coming in yesterday as expected, \u201creal-interest rates and covid-19\u201d could be the \u201ckey factors\u201d when the MPC meets tomorrow.<\/p><p><strong>We\u2019d be surprised if there was a rate cut. <\/strong>After all, corporations tend not to take on significant long-term debt at the end of fiscal years, and demand for corporate credit is already depressed thanks to corona. We suspect MPC will wait for the year-end meeting to pull the trigger, preferring instead to remain really, really attractive as a carry trade play in the meantime.<\/p><p><strong>A World Bank delegation is in town for 10 days<\/strong> for talks with the Madbouly government, the International Cooperation Ministry said in <a href=\"https:\/\/bit.ly\/3eMJXld\">a statement<\/a>. The delegation kicked off its visit yesterday with the launch of a detailed report on the Egyptian economy, which we dissect in full in this morning\u2019s Speed Round, below.<\/p><p><strong>President Abdel Fattah El Sisi is in Athens <\/strong>to discuss energy and investment ties with Greek Prime Minister Kiriyakos Mitsutakis and the country\u2019s energy minister, an <a href=\"https:\/\/bit.ly\/32wjxiM\">Ittihadiya<\/a> statement said.<\/p><p><strong>Renaissance Capital\u2019s v<\/strong><strong>irtual conference on the 2021 outlook for emerging and frontier <\/strong><strong>markets continues today<\/strong> and wraps on Friday. The conference includes macro updates on key countries and regions, as well as panel discussions on sectors in specific countries. Look for a panel discussion on Egypt\u2019s fintech space with Fawry CEO Ashraf Sabry, Ebtikar CEO Ayman El Dessouky, Actis Partner Hossam Abou Moussa, and e-Finance subsidiary Khales CEO Moataz El Sayed. <a href=\"https:\/\/events.rencap.com\/25conference\/#11-Nov-2020\">Tap \/ click<\/a> here to stream the public sessions.<\/p><p><strong>Are emerging markets looking at currency and FDI comebacks thanks to the end of the Trump<\/strong><strong> era?<\/strong> A change in administration in the US is expected to be a boon for emerging markets, particularly with the anticipated reversal of Donald Trump\u2019s aggressive trade policies, which hit EMs and saw foreign direct investment (FDI) flowing into the US and strengthening the USD, Renaissance Capital Chief Economist Charles Robertson said at the conference yesterday. A split Senate would also be particularly good news for EMs \u201cas it implies more emphasis on monetary stimulus\u201d and a weak USD would drive investors on a yield hunt that will take them to EMs, Robertson said. A weaker USD also \u201csuggests investors may move up the risk curve, <strong>rotating out of Asia towards cheaper currencies in Latin America and EMEA<\/strong>.\u201d<\/p><hr class=\"grey-line\"><p><strong>The Health Ministry <\/strong><strong><a href=\"https:\/\/bit.ly\/32uy9ze\">reported<\/a><\/strong><strong> 232 new covid-19 infections yesterday<\/strong>, up from 221 the day before. Egypt has now disclosed a total of 109,654 confirmed cases of covid-19. The ministry also reported 14 new deaths, bringing the country\u2019s total death toll to 6,394. We now have a total of 100,540 confirmed cases that have fully recovered.<\/p><p><strong>There is no shortage of meds used to treat the disease caused by covid-19<\/strong>, Cabinet said in a <a href=\"https:\/\/bit.ly\/32s843C\">statement<\/a> yesterday in response to rumors online claiming the recent uptick in cases is depleting supplies. The government\u2019s strategic reserves of the meds is \u201csafe and sound\u201d and are made available wherever necessary, the statement said.<\/p><p><strong>T<\/strong><strong>he Health Ministry\u2019s covid-19 testing labs are internationally certified as being up <\/strong><strong>to global standards for PCR testing<\/strong> after earning their accreditation through the Egyptian Accreditation Council (<a href=\"https:\/\/egac.gov.eg\/\">EGAC<\/a>), Health Minister Hala Zayed said, according to <a href=\"https:\/\/bit.ly\/2GLgDPl\">a statement<\/a>.<\/p><p><strong>The US authorized the emergency use of the Eli Lilly covid-19 antibody med<\/strong> for people aged 12 and above with mild or moderate symptoms, according to <a href=\"https:\/\/apnews.com\/article\/donald-trump-virus-outbreak-9022befe889c4c54a953015535ffea4c\">the Associated Press<\/a>. While the med is still being tested, experts hope it might lessen hospitalizations by helping the immune system fight the virus.<\/p><p><strong>On the heels of <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/15251d8f-7d6f-4f5a-a6ea-054938e64a34\">Pfizer\u2019s breakthrough<\/a><\/strong><strong>, Russia says it will register a third covid-19 <\/strong><strong>vaccine<\/strong>, <a href=\"https:\/\/www.cnbc.com\/2020\/11\/10\/russia-is-about-to-register-its-third-coronavirus-vaccine-putin-says.html\">CNBC<\/a>reports. Russia was the first country to register and approve a vaccine, Sputnik V, in August, before signing off on the peptide-based EpiVacCorona in October. October\u2019s inflation figure is the highest since July\u2019s 4.2%. <a href=\"https:\/\/www.reuters.com\/article\/idUSKBN27Q0WY\">Reuters<\/a> and <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-10\/education-costs-drive-egypt-inflation-to-highest-since-june?sref=mmeFTDW1\">Bloomberg<\/a> also had the story.<\/p>\n<p><strong>The delayed start to the academic year was the main driver<\/strong>, with the prices of educational services seeing a 29.7% m-o-m increase and the price of a high school education rising 55.6% m-o-m. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f3b6ca2c-4abd-438e-90bc-691dfe2bea84\">annual 1% increase seen during the back-to-school season<\/a> shifted to October this year as the pandemic forced the academic year to begin a month later. School-related supplies also drove up inflation, with books and stationery supplies increasing 4.2% on a monthly basis.<\/p>\n<p><strong>The uptick in education price increases outpaced the 0.8% y-o-y decline in food and beverage prices<\/strong>, which are typically responsible for driving the headline rate in Egypt.<\/p>\n<p><strong>Annual core inflation<\/strong> \u2014 which strips out volatile items such as food and fuel \u2014 rose to 3.9% from 3.3% in September, according to <a href=\"https:\/\/ent.news\/2020\/11\/CPI_press-release_October-2020.pdf\">central bank figures (pdf)<\/a>. On a monthly basis, the core rate increased to 1.7% from 0.1% in September<\/p>\n<p><strong>Will we close out the year with inflation within the central bank\u2019s target range?<\/strong> It\u2019s unlikely, but we\u2019ll probably get close, Pharos Holding and Beltone Financial said in research notes yesterday. \u201c<strong>We expect inflation to pick up again around 5-5.8% y-o-y during the last two months of 2020<\/strong>, despite a weak monthly growth in prices, as both these months had monthly price declines last year which created an unfavorable base effect,\u201d Pharos analyst Sandy Eskaros wrote in a note. Average inflation for the year will likely come in at 5%, which is slightly below the lower end of the Central Bank of Egypt\u2019s 6-12% target range, she said. Beltone\u2019s Alia Mamdouh also expects inflation to \u201chover closer to the lower bound\u201d of the target range by the end of the year.<\/p>\n<p><strong>Reminder:<\/strong> Under the terms of USD 5.2 bn stand-by facility agreed with the IMF, authorities<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/09265a82-4346-4d8b-9df6-ca74beaf0fec\">are expected to consult with IMF technical experts<\/a> should the inflation rate fall below 6% by the end of September, and with the executive board if it dips below 4%. If inflation does fall outside targets, the CBE is expected to take measures to support price growth and bring it within the target range.<\/p>\n<p><strong>The outlook for tomorrow\u2019s Monetary Policy Committee meeting is unchanged:<\/strong> Beltone Financial and EFG Hermes still expect a hold, while Pharos maintains its position that a small 50 bps rate cut could be in the cards. Six out of eight economists we spoke to earlier this month expect the CBE to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/70edd6ec-97e3-4897-a1a8-7d1a447555b3\">leave interest rates unchanged<\/a>.
