The (not so) small matter of that election across the pond is the <\/strong><strong>only thing anybody is talking about this morning.<\/strong><\/p><p><strong>Closer to home:<\/strong> Plenty of folks will be thinking through what <strong>Joe Biden\u2019s win means for <\/strong><strong>Egypt<\/strong> and the wider region, and it\u2019s <strong>interest rate week<\/strong> here in Cairo and the Health Minister will hold a news conference today as <strong>Egypt braces for a second wave<\/strong> of covid. We have chapter and verse on all of this \u2014 and more \u2014 below.<\/p><hr class=\"grey-line\"><p><a id=\"tldr-story-01\" class=\"content-anchor\"><\/a><strong> A decent human being will again occupy the White House in January <\/strong>after Democrat and former vice president Joe Biden defeated Donald Trump to become the 46th president of the United States. The <a href=\"https:\/\/apnews.com\/article\/joe-biden-wins-white-house-ap-fd58df73aa677acb74fce2a69adb71f9\">Associated Press<\/a> and major broadcast networks \u2014 ultimately including Fox \u2014 declared Biden the winner yesterday evening after calling Pennsylvania for Biden. It took four days of vote-counting for Biden and running mate Kamala Harris to cross the 270 electoral college vote mark.<\/p><p><strong><a href=\"https:\/\/www.nytimes.com\/2020\/11\/07\/us\/election-biden-reaction.html\">A new day for America:<\/a><\/strong> \u201cWith the campaign over, it\u2019s time to put the anger and the harsh rhetoric behind us and come together as a nation. It\u2019s time for America to unite. The bottom line: <strong>Likely continuity in business ties and economic policy, but more pressure on the human rights file.<\/strong><\/p><p><strong>President Abdel Fattah El Sisi <\/strong><strong>congratulated<\/strong><strong> Biden on his victory,<\/strong> saying he looks forward to working on stronger bilateral relations between the two countries, <a href=\"https:\/\/bit.ly\/358qkAX\">Ittihadiya<\/a> said in a statement.<\/p><p><strong>Egypt\u2019s talk show hosts were all about the election last night<\/strong> \u2014 we have the rundown below.<\/p><p><strong>There\u2019s also a risk of a wider US pullback from the Middle East<\/strong>, some media outlets warn this morning. Nothing says credibility like <a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1325087011464749056\">holding a major press conference<\/a> to announce your federal lawsuit <a href=\"https:\/\/mobile.twitter.com\/_RichardHall\/status\/1325088995773132803\">outside a landscaping store next to an adult book shop<\/a>.<\/p><p><strong>Wa<\/strong><strong>nt more color? <\/strong>This is the <a href=\"https:\/\/www.nytimes.com\/2020\/11\/07\/us\/politics\/trump-white-house-biden.html\">mood inside the White House<\/a> \u2014 and here\u2019s <a href=\"https:\/\/www.politico.com\/news\/2020\/11\/07\/this-f-ing-virus-inside-donald-trumps-2020-undoing-434716\">how Politico thinks<\/a><a href=\"https:\/\/www.politico.com\/news\/2020\/11\/07\/this-f-ing-virus-inside-donald-trumps-2020-undoing-434716\">the Trump campaign imploded<\/a>.<\/p><p><strong>Control of the Senate hangs on two runoff races in Georgia in January.<\/strong> It\u2019s shaping up to be ground zero for whether Congress will be divided again next year, as two Senate seats in Georgia head to runoff elections in January, <a href=\"https:\/\/apnews.com\/article\/election-2020-joe-biden-donald-trump-virus-outbreak-senate-elections-30e139b2435439fc8497304cdca600dd\">the Associated Press<\/a> reports. The race is finely balanced with each party winning 48 seats in the upper chamber in last week\u2019s elections, leaving both parties three short of a majority. With seats in Alaska and North Carolina still too close to call, the Georgia contests will determine whether the incoming Biden administration will have a cooperative Senate or whether the country faces more years of gridlock.<\/p><hr class=\"grey-line\"><p><strong>Meanwhile, here at home: It\u2019s interest rate week<\/strong>, and the consensus among analysts in our traditional poll is that the Central Bank of Egypt will leave rates on hold. We have more in this morning\u2019s Speed Round, below.<\/p><p><strong>Inflation data<\/strong> for October will be released on Tuesday ahead of the meeting.<\/p><p><strong>With everything going on across the Atlantic, it\u2019s easy to forget that we\u2019ve got an election <\/strong><strong>of our own underway.<\/strong> Today is the final day that voters in Cairo, Dakahlia, Qalyubia, Menofia, Gharbia, Kafr El Sheikh, Sharqia, Damietta, Port Said, Ismailia, Suez, North Sinai and South Sinai can cast their ballots in the parliamentary election. Polls opened for the second stage of the contest yesterday.<\/p><p><strong>French foreign minister Jean-Yves Le Drian is in town today to meet with Sameh<\/strong> <strong>Shoukry<\/strong>, and the two will hold a press conference following the talks, <a href=\"https:\/\/bit.ly\/38rQErT\">Al Shorouk<\/a> reports. We\u2019re none the wiser on the specific reason for the diplomatic visit.<\/p><p><strong>Are we getting closer to having an altogether confusing system for shop and restaurant <\/strong><strong>operating hours?<\/strong> The government is putting the finishing touches on proposals to regulate the closing times for restaurants, shops, and cafes across the country, cabinet spokesperson Nader Saad told <a href=\"https:\/\/bit.ly\/38oBYtk\">Al Mal<\/a>. We\u2019re hoping the plan is a little less convoluted than <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/464b3957-61a3-4587-9f67-dc43a76fb4f4\">the outline suggested last week<\/a>, which would see businesses close at different times depending on the time of year, where in the country they\u2019re based, and what services they provide.<\/p><p><strong>PSA #1- Expect more rain in the capital this morning:<\/strong> The torrential downpours seen on the North Coast yesterday will move south early today, reaching Cairo and parts of Upper Egypt, according to the <a href=\"https:\/\/bit.ly\/3n0aNco\">Egyptian Meteorological Authority<\/a>. <a href=\"http:\/\/ema.gov.eg\/&amp;sa=D&amp;ust=1604805065029000&amp;usg=AOvVaw3FbMzDf9_40F8rQdLo3X8e\">Look for a daytime high of 24\u00b0C<\/a> today and an overnight low of 16\u00b0C.<\/p><p><strong>PSA #2- Are you a manufacturer? Egypt has now disclosed a total of 108,962 confirmed cases of covid-19. The ministry also reported 12 new deaths, bringing the country\u2019s total death toll to 6,355. We now have a total of 100,239 confirmed cases that have fully recovered.<\/p><p><strong>Health Minister Hala Zayed will hold a press conference today on the state\u2019s <\/strong><strong>efforts to combat a second wave of covid-19<\/strong>, providing updates on case numbers and outlining treatment protocols, the <a href=\"https:\/\/bit.ly\/2GEi56f\">local press<\/a> reports. The ministry on Friday <a href=\"https:\/\/bit.ly\/3551xO7\">reported<\/a> 224 fresh cases of the virus, the highest figure since 30 August.<\/p><p><strong>The US has set a new covid-19 record for the third day in a row<\/strong>, reporting 125k cases yesterday, the <a href=\"https:\/\/www.ft.com\/content\/df11a8e5-ce03-41c4-8a7e-ded89e77969d\">Financial Times<\/a> reports. Several states are reinstating stricter safety measures since a resurgence of the virus in October, and New York (which reported over 3k new cases on Friday for the first time in six months) has deployed more National Guard troops to airports ahead of the holidays.<\/p><p class=\"web-image stand-out-borderless\"><a href=\"https:\/\/somabay.com\/\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/10\/Mesca-Beach-Oct.-Approved-3.jpg?ssl=1\" alt=\"enterprise\"><\/a><\/p><p><strong>Some non-election international news <\/strong>that should be on your radar this morning:<\/p><p><strong>It\u2019s no longer illegal to own booze or shack up in the UAE<\/strong> in major legal reforms to the country\u2019s personal status law and criminal code, <a href=\"https:\/\/www.thenationalnews.com\/uae\/government\/uae-sets-out-legal-overhaul-of-personal-and-family-law-1.1107152\">the National<\/a> reports. Other changes will clamp down on \u201chonor killings\u201d and make divorce and inheritance laws more flexible.<\/p><p><strong>Ikhwan vs. El Face: <\/strong>Facebook has shut down a network of \u201cinauthentic\u201d Ikhwan-linked accounts, some of which are in Egypt, as part of its crackdown on disinformation and \u201ccoordinated inauthentic behavior,\u201d it said in a <a href=\"https:\/\/about.fb.com\/news\/2020\/11\/october-2020-cib-report\/\">report<\/a>. The platform also shut down nearly 8k pages and six other networks spanning Iran, Afghanistan, Turkey, Morocco, Georgia and Ukraine.<\/p><p><strong>Turkey has sacked the head of the country's central bank<\/strong> in response to high inflation and a plunging currency which hit a record low of 8.58 against the USD on Friday, the <a href=\"https:\/\/apnews.com\/article\/turkey-recep-tayyip-erdogan-financial-markets-inflation-economy-d0846aeb591735b7d496a67ea23d8b3d\">Associated Press<\/a> reports. The currency has lost almost a third of its value this year, and annual inflation is now at 11.89%.<\/p><p><strong>Short-dated bonds from Egypt and Brazil were among last week\u2019s best performing<\/strong><strong> thanks to their minimal connection to the volatility of the elections.<\/strong> Investors poured into higher-risk assets following election uncertainty that pushed the USD to its weakest in over two years, while giving a boost to emerging markets and spelling out benefits for US exporters, <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2020-11-06\/trump-s-weaker-dollar-arrives-to-buoy-biden-emerging-markets?sref=mmeFTDW1\">Bloomberg<\/a>reports.<\/p><p><strong>The US unemployment rate fell by one percentage point to 6.9% in <\/strong><strong>October as employers added 684k jobs<\/strong>, according to a <a href=\"https:\/\/www.bls.gov\/news.release\/pdf\/empsit.pdf\">US labor department report (pdf)<\/a>. Six of eight economists and analysts surveyed expect the MPC to leave rates unchanged after enacting a small but unexpected 50 bps cut at its last meeting <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/383b8b99-dd6d-46df-b2dd-f2c241ea039f\">in September<\/a>.<\/p>\n<p><strong>Where rates stand currently:<\/strong> The CBE\u2019s overnight deposit rate is now at 8.75% and the lending rate is 9.75%. The main operation and discount rates are now at 9.25%.<\/p>\n<p><strong>There\u2019s room for a cut, just not now:<\/strong> The MPC has \u201cample room\u201d to cut rates on Thursday, but likely won\u2019t pull the trigger until its final meeting this year on 24 December, says senior economist at Prime Holding Mona Bedeir.<\/p>\n<p><strong>But Pharos\u2019 Radwa El Swaify forecasts another 50 bps rate cut<\/strong>, telling Enterprise that the recent rebound in portfolio investment is supportive of a more accommodative monetary policy. Inflows to EGP-denominated bonds <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3337ffd0-2efd-4abc-bc91-2adad57554aa\">more than doubled between May and October<\/a> as foreign investors adopted risk-on positions and piled into high-yielding securities across emerging markets. Arqaam Capital\u2019s Noaman Khalid also forecasts a 50-bps cut, telling us that there is little risk of outflows from EGP securities and that the central bank will want to give the economy another shot of monetary stimulus to protect against the effects of a potential second wave.<\/p>\n<p><strong>Policymakers looking to maintain stability as a potential second wave of covid looms:<\/strong> Monetary policy decisions through the end of the year will be geared towards supporting economic growth, particularly in the industries most affected by the economic fallout from the pandemic, Suez Canal Bank board member Mohamed Abdel Aal tells us.<\/p>\n<p><strong>The US being in a transition period between administrations supports a \u201cwait and see\u201d <\/strong><strong>approach<\/strong>, Bedeir says. EFG Hermes\u2019 Mohamed Abu Basha is of the same mind, pointing to the political risk from the elections and the uncertainty of the impact of a second wave as the key factors supporting a hold.<\/p>\n<p><strong>Real interest rates are still high enough for a rate cut<\/strong> but the central bank is not going to want to give portfolio investors a reason to dump EGP assets, especially now when hot money is one of Egypt\u2019s most important sources of USD inflows, head of research at Sigma Capital Abu Bakr Imam says. The only way the central bank will cut rates is if it was pressured into it by the IMF, he says.<\/p>\n<p><strong>With inflation now below the CBE\u2019s targeted range, the next rate cut is unlikely to come <\/strong><strong>before 2021<\/strong>, says banking expert Hany Aboul Fotouh. The central bank is likely to begin gradually reducing rates from the beginning of the year starting with a 50-100 bps cut to support the economy due to fears that a second wave of the virus could extend economic uncertainty beyond 1Q2021, Aboul Fotouh says.<\/p>\n<p><strong>El Swaify thinks it could come sooner though<\/strong> should a second wave of covid-19 hit, telling Enterprise that the central bank would likely push ahead with another rate cut in December\u2019s meeting.<\/p>\n<p><strong>Reminder:<\/strong> Economists had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/09265a82-4346-4d8b-9df6-ca74beaf0fec\">suggested last month<\/a> that persistently low inflation figures could trigger consultations with the IMF this year. Under the USD 5.2 bn stand-by facility Egypt had agreed to with the fund, authorities are to consult with IMF technical experts should the rate fall below 6% by the end of September. Annual urban inflation <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f3b6ca2c-4abd-438e-90bc-691dfe2bea84\">accelerated to 3.7%<\/a> in September, while <a
