It\u2019s the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2edcdd78-76d3-4f52-86cc-e920de18f1c2\">second time in less than two weeks<\/a> that Madbouly has issued this type of warning, having earlier said that soaring case numbers in neighboring countries are cause for significant concern.<\/p><p><strong>The PM has a point:<\/strong> It only takes a short walk through the streets of the capital to see that all of us \u2014 from every walk of life \u2014 have largely \u201ccancelled\u201d covid. Madbouly repeated yesterday his call for authorities to fine people for not wearing masks in public transportation, malls, and government buildings. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-02\/egypt-warns-of-repercussions-of-ignoring-virus-safety-measures?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a> also covered Madbouly\u2019s statements.<\/p><p><strong>Cases have been creeping up in the past few days:<\/strong> The Health Ministry <a href=\"https:\/\/bit.ly\/34S6Osd\">reported<\/a> 189 new cases yesterday, <strong>the highest daily figure since 31 August<\/strong>.<\/p><p><strong>But a full lockdown still seems unlikely<\/strong>, with even Health Minister Hala Zayed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3892d5d2-d9e2-41aa-8bd9-a4d14b543cea\">seeming to<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3892d5d2-d9e2-41aa-8bd9-a4d14b543cea\">take a second lockdown off the table<\/a> a couple of weeks back, even if we begin to see a serious spike in cases.<\/p><p><strong>Covid was topic du jour on the airwaves last night:<\/strong> Kelma Akhira\u2019s Lamees El Hadidi <a href=\"https:\/\/www.youtube.com\/watch?v=SRu8gdwXFGY\">(watch, runtime: 16:31)<\/a>, Al Hayah Al Youm\u2019s Lobna Assal <a href=\"https:\/\/www.youtube.com\/watch?v=byh7x4f4bQ0\">(watch, runtime: 9:13)<\/a>, Masaa DMC\u2019s Eman El Hosary <a href=\"https:\/\/www.youtube.com\/watch?v=WE-uBjMJI7A&amp;t=453s\">(watch, runtime: 9:40)<\/a> and Ala Mas\u2019ouleety\u2019s Ahmed Moussa <a href=\"https:\/\/www.youtube.com\/watch?v=WudXGy1llrU\">(watch, runtime: 7:29)<\/a> all featured segments on the PM\u2019s statements yesterday.<\/p><hr class=\"grey-line\"><p><a id=\"tldr-story-02\" class=\"content-anchor\"><\/a> <strong>#2- It\u2019s election day in the US \u2014 <\/strong>Anxiety, chaos and patience are the key themes running through the global press\u2019 coverage this morning as Americans head out to the polls.<\/p><p><strong>The key question as polling stations open: Whose ballot will count?<\/strong> Anything other than a landslide victory for either candidate may well end up in a bitter legal battle \u2014 at the center of which will be the validity of mail-in ballots. The Donald has already tried (and failed) to launch lawsuits against mail-in ballots in the states of Texas and Nevada, <a href=\"https:\/\/www.ft.com\/content\/fd0ed792-2945-48a1-a896-efd0ecc7586f\">the Financial Times<\/a> reports. Trump has repeatedly railed against mail-in ballots, claiming that they will be used to commit election fraud. A major point of contention for the president surrounds absentee ballots posted before election day but which do not arrive until after 3 November. Apple and Amazon held back the tech-heavy Nasdaq, which closed 0.4% in the green. Over in Europe, major indexes all gained 1-2%.<\/p><p><strong>Asian markets were all up in early trading this morning<\/strong> while markets in the US and Europe are looking like they\u2019ll see gains when they open later.<\/p><p><strong>Don\u2019t let the green fool you:<\/strong> The VIX measure of stock market volatility remained high during trading yesterday, while yields on US treasuries and German bunds both fell, indicating increased risk-off sentiment.<\/p><hr class=\"grey-line\"><p><strong>PSA for Apple nerds: There\u2019s one more thing. <\/strong>How long is it that you\u2019ve waited for someone at Apple to utter those words from the stage? They\u2019re not coming at the end of a keynote, but you\u2019ll still want to make sure your credit card is at hand next week: Apple is holding what looks set to be its final product unveiling of 2020 under the banner of \u201cOne more thing.\u201d Expectations are that the faithful will be rewarded with Macs powered by Apple silicon and perhaps those tracking tags. The minister said it was too early to say when the vaccine will arrive in Egypt.<\/p><p><strong>WHO boss in self-isolation as the world sees the deadliest week for the pandemic<\/strong><strong> since April:<\/strong> World Health Organization Director-General Tedros Adhanom Ghebreyesus <a href=\"https:\/\/twitter.com\/DrTedros\/status\/1323032927492542465\">is self-quarantinin<\/a>g after coming into contact with an individual who tested positive for the virus. <strong>This comes as global <\/strong><strong>fatalities top <\/strong><strong>1.2 mn<\/strong>, Europe goes into lockdown, and the US possibly entering a second wave more severe than the first, reports <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-01\/u-s-cases-slow-geneva-goes-to-partial-lockdown-virus-update?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a>.<\/p><p><strong>Covid-19 patients are reporting symptoms that can persist for weeks or months<\/strong><strong> after being cured<\/strong>, including severe fatigue, memory lapses, and heart problems, according to <a href=\"https:\/\/www.wsj.com\/articles\/doctors-begin-to-crack-covids-mysterious-long-term-effects-11604252961?mod=hp_lead_pos5\">the Wall Street Journal<\/a>. Many of those reporting latent long-term problems initially only experienced mild symptoms, calling into question the assumption that people with minor cases of the disease fully recover within two weeks. A <a href=\"https:\/\/www.medrxiv.org\/content\/10.1101\/2020.10.07.20208702v2\">survey<\/a> of more than 4k covid-19 patients found that about 10% of those aged 18-49 still struggled with symptoms four weeks after becoming sick while another <a href=\"https:\/\/www.medrxiv.org\/content\/10.1101\/2020.10.07.20208702v1\">preliminary survey<\/a> showed that 25% of patients had at least one symptom after 90 days.<\/p><hr class=\"grey-line\"><p><strong>US corporates are reporting better earnings than Wall Street pundits had penciled<\/strong><strong> in, <\/strong>according to <a href=\"https:\/\/www.ft.com\/content\/a25dce66-3172-4b81-8f58-8370f04c4e52\">the Financial Times<\/a>. Earnings per share reported by S&amp;P 500 companies have beaten expectations by almost 20% while corporate sales are 2.8% above forecasts. While the figures disclosed so far are still below those of the third quarter of last year, \u201ccompanies [are] broadly reporting a shallower rate of decline,\u201d says the salmon-colored paper. <strong>There\u2019s some overly optimistic thinking from Deutsche Bank<\/strong>, which has stuck its neck out and raised its EPS forecasts for the fourth quarter. We\u2019ll reserve judgement on that until the trajectory of the virus\/economy becomes clearer in the coming weeks.<\/p><p><strong>At least two people were killed and 15 more injured<\/strong> <strong>in central Vienna<\/strong> <strong>last <\/strong><strong>night <\/strong>in a series of shootings which are being described as terror attacks by the Austrian government, <a href=\"https:\/\/www.theguardian.com\/world\/2020\/nov\/02\/several-people-injured-as-shots-fired-in-centre-of-vienna\">the Guardian<\/a> reports. What this means in practice is that shops will have to close earlier in the winter months \u2014 unless they\u2019re based in a governorate dependent on tourism or provide certain services such as groceries and medicine, in which case they have more flexibility over when they close.<\/p>\n<p><strong>When will shops have to close?<\/strong> Saad wasn\u2019t very specific on this, saying that closing times in summer months will be between 11pm and 1am and 10pm and 12am in winter.<\/p>\n<p><strong>Why do we need more regulation in our lives?<\/strong> Saad said only that the move would allow people working on \u201clocal development\u201d at night to do so in peace and quiet. The apparent decision, which still requires a formal sign-off from the Madbouly Cabinet to come into effect, follows months of lobbying from businesses. Maait reportedly agreed after a recent meeting of the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2ef8386f-6e06-4264-b7fa-329d0dbf8c27\">newly-formed joint committee<\/a> the ministry set up with business groups to address investor concerns.<\/p>\n<p><strong>Background:<\/strong> Industry has been calling for real estate tax relief since the beginning of the year, when the Investors Union <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6cd58fa0-c48e-4751-b9fe-777df2347fac\">urged the government<\/a> to abolish the tax for factories. The push came on the heels of the cabinet signing off on amendments that exempt unused land from being taxed. These amendments were later <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/976f5377-99f1-497d-b840-a5c7a7400871\">signed into law<\/a> in May. Falling under the rubric of \u2018social bonds,\u2019 pandemic-linked securities have this year enabled countries and companies alike to stay afloat, channel funding into supporting healthcare services, and finance the development of vaccines.<\/p>\n<p><strong>The idea of using debt finance to provide support during pandemics isn\u2019t a 2020 innovation.<\/strong> Inspired by the 2014 Ebola outbreak in West Africa, the World Bank in 2017 <a href=\"https:\/\/www.worldbank.org\/en\/news\/press-release\/2017\/06\/28\/world-bank-launches-first-ever-pandemic-bonds-to-support-500-million-pandemic-emergency-financing-facility\">launched the first ever pandemic bond<\/a>; a fixed-income security whose proceeds would be earmarked exclusively for developing countries in the event of a pandemic. Using its new Pandemic Emergency Financing Facility (PEF), the bank pledged to channel USD 500 mn to low income countries over five years via the issuance of bonds and derivatives, with Japan and Germany on board to cover the premiums.<\/p>\n<p><strong>The PEF has been deployed in response to the covid-19 outbreak.<\/strong> By September more than <a href=\"https:\/\/www.worldbank.org\/en\/topic\/pandemics\/brief\/fact-sheet-pandemic-emergency-financing-facility\">USD 195 mn had been disbursed<\/a> to 64 low-income countries to bolster the capacity of health authorities to contain the spread of the virus.<\/p>\n<p><strong>Enter the EU.<\/strong> The European Union has become a standard bearer of sorts for the corona bond concept. Despite long-standing opposition to joint debt issuance from the bloc\u2019s fiscally hawkish members, the EU <a href=\"https:\/\/www.wsj.com\/articles\/why-common-bonds-signal-a-new-era-for-europe-11595410330\">finally agreed to launch a EUR bn programme<\/a> in July that will channel funding to the countries hardest hit by the pandemic and accompanying economic downturn. The bloc plans to issue EUR 100 bn of the bonds under its <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/qanda_20_1809\">SURE programme<\/a>, EUR 17 bn of which were sold in an offering last month which received <a href=\"https:\/\/www.ft.com\/content\/e3553b68-22c8-487c-a7c0-7e1c6dc0ec4b\">\u201coutrageous demand\u201d<\/a> from international investors.<\/p>\n<p><strong>Things get a little more nebulous when it comes to corporate corona bonds.<\/strong> Fuelled by huge investor appetite for the securities, USD hundreds of bns of corona bonds have been issued by companies this year. This may be more fiction than fact though: <a href=\"https:\/\/www.wsj.com\/articles\/investors-channel-over-150-billion-into-coronavirus-bonds-11591178004\">the Wall Street Journal<\/a> suggests that some companies have been more interested in capitalizing on the corona bond name than actually channelling funding into work related to the pandemic. Companies such as Pfizer, Bank of America and the Bank of China have all claimed to issue covid-linked securities this year, but there is little consensus on the definition of what a corona bond actually is, and no system exists to track how the proceeds are used.<\/p>\n<p><strong>Herein lies the issue for corona bonds:<\/strong> While an international framework like the one agreed by the EU obliges sovereigns to report on how the funds are being used, <a href=\"https:\/\/insights.nordea.com\/en\/sustainability\/covid-19-bonds-investor-perspective\/\">there is no such structure governing corporate issuance<\/a>. There are no transparency regulations or reporting requirements that compel companies to fully disclose where the money is going, or even whether it\u2019s being used for sustainable or social purposes. The move would see the military attach\u00e9 gig \u201cdowngraded\u201d to the level of colonel rather than it being held by a general. Attach\u00e9s are being withdrawn entirely from some African countries. In <a href=\"https:\/\/bit.ly\/389wjar\">a separate call with Angela Merkel<\/a>, he reiterated Egypt\u2019s commitment to combating extremist ideologies and working collectively to fight hate speech.<\/p>\n<p><strong>The USD 350 mn Italian-Egyptian Debt for Development Swap program could be <\/strong><strong>extended for a fourth time<\/strong>, <a href=\"https:\/\/bit.ly\/386Nn0W\">following discussions yesterday<\/a> between International Co-operation Minister Rania Al Mashat and Italian ambassador Giampaolo Cantini. The program is currently in its third stage, worth USD 100 mn. Under the program, a portion of Egypt\u2019s debts to Italy are reallocated to developmental projects in Egypt. The program funded 88 projects in its first two stages, and is currently funding projects in food security, agriculture, civil society, the environment and heritage preservation. The program is also funding the EGP 40 mn <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fa30264e-a768-4dbf-a290-399b990ef3b8\">expansion of the applied tech schools program<\/a>, as well as an EGP 42 mn Human Resource Development program in Luxor.<\/p>\n<p><strong>Also on the diplomatic front, Iraq has ratified three MoUs it signed with Egypt last week <\/strong>during Prime Minister Moustafa Madbouly\u2019s recent visit to Baghdad, <a href=\"https:\/\/ninanews.com\/Website\/News\/Details?Key=866479\">the National Iraqi News Agency<\/a> (NINA) reported. The MoUs cover cooperation on economic development, statistical reporting, training, and governance, the news outlet said without giving details. Egypt and Iraq signed 15 different MoUs <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8bd78d32-e156-46dd-9bb4-8cc773b033a6\">during Madbouly\u2019s visit<\/a>. Both countries also agreed on a mechanism that could see Egyptian companies work on development projects in Iraq in return for importing Iraqi oil.<\/p>\n<p><strong>Turning to trade: <\/strong><strong>Several Asian countries including China, and others from the GCC, are looking to<\/strong><strong> double their imports of Egyptian oranges<\/strong>, especially the baladi variety used to make juice, <a href=\"https:\/\/bit.ly\/2TMGHwA\">Youm7<\/a> reports, quoting unnamed sources. Asia is the biggest destination for oranges shipped from Egypt, which recently became <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b648b371-6925-4c11-b30e-445578799bf0\">the largest exporter of the fruit<\/a> in terms of volume after overtaking rivals Spain and South Africa.<\/p>\n<p><strong>This comes as Japan has just <\/strong><strong>lifted a 25-year ban<\/strong><strong> on citrus imports from Egypt<\/strong> following talks between Cairo and Tokyo that came after President Abdel Fattah El Sisi\u2019s <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/01\/japan-african-union-sign-investment-declaration-at-ticad\/\">visit to Yokohama<\/a> last year, <a href=\"https:\/\/bit.ly\/3kTW2ak\">the Foreign Ministry<\/a>said.
