Travellers flying to Hurghada, Sharm El Sheikh, Marsa Alam and Taba <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e743d597-fb34-46a0-ba6b-763bb650940f\">will be able to get a PCR test on arrival<\/a> for USD 30. Passengers arriving at other airports will need to take the test in their home countries no earlier than 72 hours prior to arrival. Children under the age of six are exempt.<\/p><p><strong>PCR tests on arrival could mitigate the risk of holiday cancellations<\/strong>. Tourists from Ukraine and Belarus have already shelved their travel plans due to the high costs of PCR tests in their home countries, where tests can cost as much as USD 150-200, said Mohamed Farouq, head of the e-tourism committee at the Egyptian Travel Agents Association, <a href=\"https:\/\/www.arabnews.com\/node\/1727606\/middle-east\">Arab News<\/a> reports.<\/p><p><strong>Luxor and Aswan will reopen today for tour groups <\/strong>as temples, archaeological sites, attractions and museums open their doors countrywide following a five-month closure. Polish and Belgian charters are scheduled to land as early as later today, with tourists from Japan, South Korea, and France expected throughout September, Mohamed Osman, the head of an Upper Egypt-based body that promotes cultural tourism said, according to <a href=\"https:\/\/bit.ly\/34Mq2jp\">Al Shorouk<\/a>. The <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5d2765f5-252e-4315-9c7d-9712d50c8581\">expectation<\/a> is that Upper Egypt travel will pick up in December for the winter season after Nile Cruises resume in October.<\/p><p><strong>Speaking of back to school: Last Saturday\u2019s SAT in Egypt was cancelled<\/strong> after the College Board learned that there had been a \u201ctest security matter\u201d related to the exam scheduled for 29 August, a College Board spokesperson said in an emailed statement to <a href=\"https:\/\/www.insidehighered.com\/quicktakes\/2020\/08\/31\/no-august-sat-egypt\">InsideHigherEd<\/a>. This wasn\u2019t the first time this has happened, as the March 2019 SATs were canceled in Egypt, Morocco, and Saudi Arabia, with <a href=\"https:\/\/www.insidehighered.com\/admissions\/article\/2019\/03\/11\/three-private-colleges-have-admissions-files-hacked\">reports indicating<\/a> that an early copy of the exam were leaked and were being offered for sale. The Scholastic Aptitude Test (SAT) are required examinations for students applying for undergraduate university admission and scholarships, particularly those bound for the United States.<\/p><p><strong>This comes after Cambridge Assessment International Education (CAIE) cancelled its <\/strong><strong>exams earlier this year<\/strong> due to covid-19 related concerns. The IGCSE adopted a new algorithm for determining predicted grades that significantly disadvantaged many students and had parents up in arms. Egypt has now disclosed a total of 98,939 confirmed cases of covid-19. The ministry also reported 22 new deaths, bringing the country\u2019s total death toll to 5,421. We now have a total of 72,929 confirmed cases who have fully recovered.<\/p><p><strong>EgyptAir is losing EGP 600-700 mn every month, <\/strong>chairman of EgyptAir Holding Company Roshdy Zakaria said in an interview with MBC Masr 2 on Monday (<a href=\"https:\/\/www.youtube.com\/watch?v=ADKUiYvDWSo&amp;list=PLhuEAGdNp6nx7INQnrHpTPEZk_ibbDpGo&amp;index=4\">watch, runtime 4:02<\/a>), noting that the national flag carrier was profitable before the pandemic. The company lost some EGP 3 bn during 2Q2020 when flights were grounded due the pandemic, he said. This helped the greenback to lows not seen since May 2018 after recording its worst August in five years.<\/p><p><strong>Good news for the global economy? Not so much: <\/strong>The USD index has lost over 9% since a pandemic-induced peak in March. But the weakening isn\u2019t as likely to boost global trade and correct imbalances as it was accustomed to doing, suggests <a href=\"https:\/\/www.ft.com\/content\/83c16626-f617-4bb3-872e-fd6723a36c11\">the Financial Times<\/a> (paywall). <strong>Why? <\/strong>The basket of currencies included in the index is dominated by developed countries, meaning many emerging market currencies didn\u2019t experience a devaluation. Other reasons include what analysts are saying is a loss of appeal in the USD as a safe haven asset due to a lower interest rate environment in the US and also the spread of covid-19 making economies less agile and less able to adjust to currency movements.<\/p><p><strong>EGP WATCH-<\/strong> The EGP has been one of the currencies to fare well against the greenback over the past few months, strengthening to EGP 15.8108 per USD yesterday, up 2.2% from a low of EGP 16.1683 in June, according to <a href=\"https:\/\/ent.news\/2020\/8\/ExchangeRatesHistorical.pdf\">central bank data (pdf)<\/a>.<\/p><p><strong>It\u2019s official: Global stocks just had their best August since 1986.<\/strong> The MSCI World index of stocks surged 6.6% in August, capping the best gains for the month in 34 years, <a href=\"https:\/\/www.ft.com\/content\/b37fc114-57e2-4f5e-b4b4-e373dbcd58cc\">the Financial Times<\/a> reports. The panic that gripped the markets earlier this year now seems a long time ago, as the weakening USD, the flood of monetary and fiscal stimulus, and hopes for a global economic recovery drive the unprecedented rally, leading some analysts to voice concerns over <strong>the widening gap between the state of the real economy and the sky-high stock valuations<\/strong>.<\/p><hr class=\"grey-line\"><p><strong>China has struck agreements with 10 low-income countries that have requested debt <\/strong><strong>restructuring to help them weather the covid-19 pandemic, <\/strong>according to its foreign ministry. Negotiating under a debt standstill scheme led by the G20 known as the debt service suspension initiative (DSSI) launched in April, Beijing is offering indebted countries relief by freezing bilateral loan repayments until the end of the year. All eyes are on Angola, Africa\u2019s largest recipient of Chinese lending over the past two decades, to see what precedent China will set and how transparent its terms will be. Funds in oil-dependent economies in particular are facing \u201cthe most severe adverse shock of their history\u201d as one of the deepest demand slumps in living memory wreaks havoc on state revenues, while at the same time a pandemic forces them to ramp up fiscal stimulus. In response, JPMorgan sees MENA SWFs offloading almost USD 225 bn of their equity assets, while the Institute of International Finance is forecasting Gulf funds to draw down around USD 80 bn.<\/p>\n<p><strong>Lots of money out: <\/strong>SWFs in <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-05-12\/world-s-biggest-wealth-fund-faces-record-37-billion-withdrawal?sref=mmeFTDW1\">Norway<\/a>, <a href=\"https:\/\/www.reuters.com\/article\/us-health-coronavirus-iran-fund\/iran-supreme-leader-approves-tapping-sovereign-wealth-fund-to-fight-coronavirus-idUSKBN21O23U\">Iran<\/a>, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-04-07\/kuwait-s-wealth-fund-on-standby-as-oil-price-virus-hit-finances?sref=mmeFTDW1\">Kuwait<\/a> and <a href=\"https:\/\/nsia.com.ng\/~nsia\/sites\/default\/files\/press-release\/Press%20Release%20-%20First%20Withdrawal%20from%20Stabilisation%20Fund%20of%20NSIA_0.pdf\">Nigeria<\/a> have seen withdrawals to fund government spending while Singapore, Malaysia and Turkey have used them for corporate bailouts. And Diego Lopez, managing director of Global SWF \u2014 a firm that follows SWFs \u2014 <a href=\"https:\/\/www.pionline.com\/sovereign-wealth-funds\/pandemic-could-hit-some-middle-east-funds-even-harder\">expects there to be several more withdrawals coming<\/a>, particularly among Gulf states.<\/p>\n<p><strong>SWFs are becoming more leveraged and less focused on profitability post-pandemic: <\/strong>Instead of investing globally, the covid-19 pandemic could create \u201cmore leveraged\u201d SWFs, and ones that turn to domestic investments, rather than looking abroad for returns, the report suggests. What this would mean is that SWFs who together have over USD 6 tn in assets stand to lose on financial returns as they \u201cfocus on [the] broader economic and social impact,\u201d the report adds, estimating \u201cpaper losses\u201d of USD 800 bn. SWFs have already been seeing a fall in direct investments, even before the covid-19 pandemic hit, <a href=\"https:\/\/www.cnbc.com\/2020\/06\/09\/sovereign-wealth-funds-investments-helped-by-coronavirus-crisis.html\">CNBC<\/a> recently reported.<\/p>\n<p><strong>Is the \u201cgolden age\u201d of SWFs actually over?<\/strong> The short answer is yes, according to the report, which says that falling oil prices, increasing protectionism and new barriers to cross-border flows have stymied SWFs over the past two decades. While some will remain powerful players in international finance, the pandemic and the economic downturn pose a \u201cquintessential challenge\u201d to the industry. \u201cThe disruptive potential of the crises is such that no country, nor SWF, will be spared.
