We have chapter and verse on both stories in the news well, below.<\/p><p><strong>Abroad, Christmas weekend has so far been fairly quiet<\/strong>, with the big news being the fact that we may finally have a <strong>UK-EU Brexit trade agreement <\/strong>as Britain looks set to avoid the prospect of a hard Brexit after reaching a trade agreement on Thursday evening with the European Union. The news ends months of drawn-out negotiations, according to statements from <a href=\"https:\/\/www.gov.uk\/government\/speeches\/prime-ministers-statement-on-eu-negotiations-24-december-2020\">London<\/a> and <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_20_2531\">Brussels<\/a>. <strong>The agreement won\u2019t introduce new tariffs or quotas on goods, <\/strong>but will impose new rules of origin requirements and health and safety specifications. It also imposes border controls and takes away the right from UK citizens to work, live, or study in the EU without a visa.<\/p><p><strong>The European Parliament will sit down tomorrow to \u201cprovisionally\u201d give the agreement a <\/strong><strong>thumbs-up. <\/strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-12-24\/in-bullet-points-the-key-terms-of-the-brexit-deal?sref=mmeFTDW1\">Bloomberg<\/a> has a rundown on the agreement\u2019s key points.<\/p><p><strong>Speaking of the EU: The Egypt-UK post-Brexit trade agreement <\/strong><strong><a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/393664\/Business\/Economy\/EgyptUK-trade-agreement-takes-effect--December-UK-.aspx\">will come to effect<\/a><\/strong><strong> on <\/strong><strong>New Year\u2019s eve. <\/strong>The agreement could prompt new UK investment in Egypt, including in the Suez Canal Economic Zone, oil and gas, manufacturing, agribusiness, healthcare and education sectors, UK Trade Envoy to Egypt Sir Jeffery Donaldson said last month.<\/p><p><strong>** This morning\u2019s edition is our final \u201cnormal\u201d issue of the year. <\/strong>We\u2019ll be back in your inboxes tomorrow with abbreviated issues that cover the top three or so stories each day \u2014 and that give you the rundown in the year that was in covid, debt capital markets, startups, macro, investment, M&amp;A and equity capital markets. We have all you need to know about <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b39d8197-c13d-420d-85a3-c257b0a35af0\">Cira\u2019s issuance here<\/a>.<\/p><p><strong>PSA #1 - We have ugly weather in store today <\/strong><strong><a href=\"http:\/\/ema.gov.eg\/wp\/images\/pdf\/4df.pdf\">to round out<\/a><\/strong><strong> an ugly year:<\/strong> Expect to see heavy fog this morning in the capital city and across the Nile Delta, North Coast, and Canal cities, while other areas are in for some rainfall, according to Egypt\u2019s Meteorological Authority.<\/p><hr><p><strong>PSA #2- You\u2019re going to be charged transaction fees on withdrawals from ATMs other <\/strong><strong>than your bank\u2019s as of Friday.<\/strong> The Central Bank of Egypt looks set to bring the fees <a href=\"https:\/\/bit.ly\/2WZSdq5\">back into force<\/a> after having <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/dfb18dec-16bd-40b5-8126-320a9b9e422d\">extended until the end of the year<\/a> a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a764f777-d28d-4b56-a96e-be8f1d69f242\">waiver<\/a> it had introduced in March to push traffic to digital channels.<\/p><p><strong>PSA #3- Are we getting Thursday off? <\/strong>Banks with Jan-Dec fiscal years are typically closed on 1 January to close their books. The event will see 32 teams travel to Egypt and will be played <a href=\"https:\/\/www.ihf.info\/media-center\/events\/2021-ihf-mens-world-championship\">in four venues<\/a> in Alexandria, Cairo, Giza and the new capital.<\/p><p><strong>The bubble system seems like it will be the norm for sporting events in the coming <\/strong><strong>period<\/strong> as <a href=\"http:\/\/bit.ly\/3pn6jhe\">The and muted economic growth in the third quarter of the year, the CBE said in <a href=\"https:\/\/ent.news\/2020\/12\/MPC-Press-Release-Dec-24-2020.pdf\">a statement (pdf)<\/a>. The decision comes amid growing global concern about a new, faster spreading covid-19 variant. This prompted the central bank to pause its easing cycle after having already enacted two consecutive rate cuts.<\/p>\n<p><strong>Where do rates stand? <\/strong>The CBE\u2019s overnight deposit rate is at 8.25% and the lending rate 9.25%. The main operation and disc. rates are 8.75%. The central bank has so far cut rates by <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5662d281-1e6f-4604-b559-ae1ac16ce3be\">400 bps this year<\/a>, including a record <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f2e78eb3-6978-4eb5-a04f-a3b7247293ed\">300 bps cut<\/a> in March and 50 bps cuts at each of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5662d281-1e6f-4604-b559-ae1ac16ce3be\">the last two meetings<\/a>.<\/p>\n<p><strong>The CBE also adjusted its inflation target to a range of 7% (+\/- 2%) by 4Q2022,<\/strong> from a previous target range of 9% (+\/- 3%), it said. Inflation has been muted for the better part of 2020, exceeding the lower 6% band of the CBE\u2019s target range only once <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7d516919-c014-4ca0-80eb-af55172d83bd\">in January<\/a>. The annual headline figure, however, accelerated to 5.7% <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/790c7907-afb4-4e0c-9338-260b3db35554\">in November<\/a> from 4.6% <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7ba3c0ab-cba6-4ed1-94f1-10368c5f8e54\">in October<\/a>. Inflation could increase in 2021 due to \u201cunfavorable base effects related to the normalization of monthly inflation rates,\u201d but is unlikely to stray away from the 7% (+\/- 2%) by 4Q2022, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-12-24\/egypt-holds-interest-rates-as-new-virus-strain-prompts-caution?sref=mmeFTDW1\">Bloomberg<\/a> quoted Pharos\u2019 head of research Radwa El Swaify as saying.<\/p>\n<p><strong>In line with expectations: <\/strong>All 10 economists and analysts <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/adc7216b-dc04-42bf-bfe7-af6108c43533\">we surveyed last week<\/a> predicted the CBE would leave rates unchanged in its final meeting of the year. Most argued this would be due to rising inflation, the ongoing pandemic, and to support the all-important carry trade. Egypt\u2019s carry trade is attractive to overseas investors as, despite the recent rate cuts, the country\u2019s real interest rate is still second highest in the world, surpassed only by Malaysia, according to a list of more than 50 major economies tracked by Bloomberg.<\/p>\n<p><strong>While economic growth was slow in 3Q2020, it was better than the previous quarter: <\/strong>Real GDP growth recorded 0.7% between July and October, up from a contraction of 1.7% in the previous quarter, when lockdown measures were in full force, the CBE said. \u201cMost demand side leading indicators for October and November 2020 show continued signs of recovery after displaying weakness during [2Q2020],\u201d the CBE added. Planning and Economic Development Minister Hala El Said had announced the muted growth figure in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/25d427c0-fd9e-4e70-a4c2-e17a64361390\">last week\u2019s cabinet meeting<\/a>, citing the pandemic-induced hit to the tourism industry as the main culprit.<\/p>\n<p><strong>When can we expect the CBE to resume its easing cycle? <\/strong>There\u2019s still room for authorities to cut rates, \u201cbut the timing and magnitude of the cuts are completely reliant on volatility in global markets,\u201d El Swaify said. The first rate cut may come in early 2021, analysts we surveyed for our poll said. The bill, which would see factories pay real estate taxes equivalent to \u201cservice fees,\u201d will be on the incoming House of Representatives\u2019 agenda in its first session next year, the sources say.<\/p>\n<p><strong>Industry has been calling for real estate tax relief since the beginning of the year<\/strong> when the Investors Union <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6cd58fa0-c48e-4751-b9fe-777df2347fac\">urged the government<\/a> to abolish the tax for factories. The overall deficit fell short of <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/25\/house-approves-fy2019-2020-state-budget\/\">ministry forecasts<\/a> of 7.2% of GDP at the end of the fiscal year, but is still an improvement from the 8.2% recorded in FY2018-2019. Finance Minister Mohamed Maait <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b0cf47be-9482-49f9-bc1a-4e4a1019da07\">said last month<\/a> that Egypt is on track to continue narrowing the budget deficit in FY2020-2021, and is targeting bringing down the deficit <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c0557143-d132-4f80-a888-edd3c67085c5\">to 6.3% of GDP<\/a>.<\/p>\n<p><strong>Meanwhile, the primary surplus, which strips debt service payments, narrowed to 1.8%<\/strong> of GDP in the fiscal year, down from 2% in FY2018-2019, and slightly missing an initial target of 1.9% of GDP.<\/p>\n<p><strong>Revenues for FY2019-20 came in lower than expected at EGP 975 bn, <\/strong>around EGP 200 bn below a forecast of EGP 1.2 tn. Finance Minister Mohamed Maait previously said that state revenues <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cb83464a-f0fb-4a40-9ec8-41af42bbf9b1\">took a hit<\/a> in the final quarter of the fiscal year. This came as the lockdown and economic disruption hit tax revenues, the suspension of flights brought the tourism sector to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/208459ce-0af4-4af3-b83f-04a417b32cb8\">a standstill<\/a>, and trade disruptions caused <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/314c8ca0-d78a-4877-aa20-00adb9b8736a\">Suez Canal revenues to dip<\/a>.<\/p>\n<p><strong>The collapse in oil prices was a plus as expenses came in at EGP 1.4 tn<\/strong>, outperforming the state\u2019s draft budget, which had forecast a figure closer to EGP 1.6 tn. Cabinet had <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/23\/egypts-cabinet-approves-establishing-new-central-clearing-company\/\">approved the establishment<\/a> of the new central clearing and depository company last year. The company will have initial capital of EGP 100 mn, 60% of which will be put up by the Central Bank of Egypt, with the Finance Ministry and Misr for Central Clearing, Depository and Registry (MCDR) each contributing 20%.<\/p>\n<p><strong>The establishment of a central securities depository is one of the conditions to clearing local debt <\/strong><strong>issuances<\/strong><strong> with Belgium-based clearing house Euroclear <\/strong>under the terms of a <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/20\/egypt-signs-agreement-with-euroclear\/\">2019 agreement<\/a>, Finance Minister Mohamed Maait had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/95e658a0-969e-43ad-84b1-5ad3188839e2\">said earlier this month<\/a>. This would give foreign investors \u2014 who can currently only access the market through a few local banks \u2014 better access to Egyptian debt.<\/p>\n<p><strong>How does it differ from MCDR?<\/strong> The new company would fulfill the roles previously shared by Misr for Central Clearing and Depository and the CBE, head of the Finance Ministry\u2019s Debt Management Unit Mohamed Hegazy told Enterprise yesterday. <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/20\/egypt-signs-agreement-with-euroclear\/\">Earlier plans<\/a> to establish the clearing mechanism in early 2020 were slowed by covid-19. The government had said it planned to set up <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/285d1865-9db6-4a4f-98e4-d2c6c43cc6fb\">50 new filling stations<\/a> in FY2020-21 as part of its plan to promote the natural gas transition plan, with an eye to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">convert 250k old cars<\/a> to run on dual-fuel vehicles by the end of 2023. The ministry has reportedly scrapped the tender it had issued last month for the electric signaling system, the newspaper reports, citing an unnamed source from France\u2019s Alstom, which had bid in the tender. Alstom had been invited to bid for the same tender in 2018 but was <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/29\/egypt-to-hold-intl-tender-to-upgrade-giza-beni-suef-railway-line-by-september\/\">rejected for being overpriced<\/a>.<\/p>\n<p><strong>ALSO ON THE RAILWAY FRONT- The high-speed electric rail connecting Ain Sokhna to Alamein is expected to cost some USD 6 bn<\/strong>, according to <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=26122020&id=25d43aa2-093e-4a5b-907a-a41bbc777411\">the newspaper<\/a>. The platform launch will be a pilot phase that includes a few private and nonprofit universities that receive a high volume of applications, an official told Enterprise.<\/p>\n<p><strong>The platform will become mandatory for all universities <\/strong>starting from the Fall semester of the 2021-22 academic year, the source added.<\/p>\n<p><strong>What is the platform exactly? <\/strong>The platform will consolidate enrollment applications to all non-state universities in one place. Private and non-profit universities will still set their own acceptance requirements, including GPA and aptitude tests, and make their own admission decisions. However, everything will be reported centrally and revised by the ministry to make sure the candidates have indeed met all the requirements.<\/p>\n<p><strong>How does the platform work? <\/strong>The source explained that the platform will be similar to the Tansik system used for admission to public universities. Graduating high school seniors will register on the online platform and fill out applications including their choices of private universities and majors. Students will ultimately learn their university acceptance through the new platform.
