It is also \u2014 blessedly \u2014 the second-last business week of 2020.<\/p><p><strong>Look for the central bank to leave rates on hold when it meets this Thursday<\/strong>, according to our poll of analysts and economists. We have the full rundown below.<\/p><p><strong>Because it\u2019s Christmas week:<\/strong> It\u2019s Deck The Halls \u2014 but also, War Pigs (<a href=\"https:\/\/www.youtube.com\/watch?v=fK5OFwaOetQ&amp;feature=youtu.be\">watch, runtime: 0:53<\/a>).<\/p><p><strong>Not in the resident 13-year-old\u2019s stocking: <\/strong>Cyberpunk 2077, the most hotly anticipated video game in years \u2014 <a href=\"https:\/\/www.nytimes.com\/2020\/12\/19\/style\/cyberpunk-2077-video-game-disaster.html?referringSource=articleShare\">whose hype machine fell apart last week<\/a>.<\/p><p><strong>Holiday tip: <\/strong><strong><a href=\"https:\/\/theonlinephotographer.typepad.com\/the_online_photographer\/2013\/08\/lest-we-forget.html\">Take photos.<\/a><\/strong><strong> Lots of photos. <\/strong>And print them. They\u2019re normal<\/a><\/strong><strong>. <\/strong>And they\u2019re really, really, really unlikely to do you any lasting harm at all.<\/p><p><strong>But first: You ain\u2019t gonna party like it\u2019s 1999. <\/strong>The Tourism Ministry issued this weekend a ban on hotels, restaurants, and other establishments from holding large events around the end of the year in a bid to curb the spread of covid-19. We have the full story in this morning\u2019s Covid Watch, below.<\/p><hr class=\"grey-line\"><p><strong>We\u2019ve added to our roster of lobbyists in DC<\/strong>, recruiting former Senator Mark Begich (a Democrat) to a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0be42537-26dc-45d9-ae92-b20703428358\">bipartisan team of lobbyists<\/a> from <a href=\"https:\/\/www.bhfs.com\/\">Brownstein Hyatt Farber Schreck<\/a>, according to <a href=\"https:\/\/www.politico.com\/newsletters\/politico-influence\/2020\/12\/18\/egypt-continues-to-add-lobbyists-792413\">Politico<\/a>, as the Sisi administration prepares to navigate the transition from the Trump administration to a White House led by Joe Biden.<\/p><p><strong>Egypt has been given the green light by the IMF to draw the <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/21258759-15a5-4f32-bd15-b6710a8f13f6\">second, USD 1.67 bn tranch<\/a><\/strong> <strong>of its USD 5.2 bn standby loan <\/strong>after the international lender\u2019s executive board completed its first review of the country\u2019s reform program, the IMF said in a <a href=\"https:\/\/www.imf.org\/en\/News\/Articles\/2020\/12\/18\/pr20382-egypt-imf-executive-board-completes-first-review-under-the-stand-by-arrangement\">statement<\/a> on Friday. This brings the total disbursement under the 12-month agreement to USD 3.6 bn.<\/p><p><strong>The Fund lauded Egypt\u2019s handling of the economic disruption caused by the <\/strong><strong>pandemic<\/strong>, but warned that the government will face challenges implementing the reform program due to global uncertainty. It called for transparent policymaking to maintain public support for the reform program, which aims to strengthen market competition, improve transparency, and reduce public debt.<\/p><p><strong>The funds should be safely tucked away in our treasury within a week<\/strong>, Finance Minister Mohamed Maait told Kelma Akhira\u2019s Lamees El Hadidi. A third and final review is scheduled for June 2021, Maait said (<a href=\"https:\/\/www.youtube.com\/watch?v=ClseD6GCxTk\">watch, runtime: 1:26<\/a>).<\/p><hr class=\"grey-line\"><p><strong>AUC\u2019s Women on Boards Observatory has launched its Board Ready Women<\/strong> <strong>database<\/strong> <strong>to help companies find qualified women board members<\/strong>, according to a <a href=\"https:\/\/ent.news\/2020\/12\/Women-on-Boards-Observatory-en.pdf\">press release (pdf)<\/a>. All 10 economists and analysts we surveyed expect the central bank to hold off on further easing, citing rising inflation, the ongoing pandemic, and implications for the carry trade.<\/p>\n<p><strong>Where rates stand currently:<\/strong> The CBE\u2019s overnight deposit rate is now at 8.25% and the lending rate is 9.25%. The main operation and discount rates are now at 8.75%. The central bank has so far cut rates by 400 bps this year, including a record 300 bps cut in March and 50 bps cuts at each of the last two meetings.<\/p>\n<p><strong>Wait and see:<\/strong> \"The central bank will slow down before lowering rates again to assess developments in the global economy, global monetary policy, the pandemic and financial portfolio flows, as well as the impact of the 400 bps of cuts made during 2020,\u201d says Radwa Swaify, head of research at Pharos.<\/p>\n<p><strong>Inflation on the rise:<\/strong> Most analysts cited the recent uptick in inflation in their forecasts, noting that while it remains below its 9% (+\/- 3%) target range, the central bank will likely respond to the rise by leaving rates unchanged. Ahmed Hafez, head of MENA research at Renaissance Capital, notes that rising inflation over the past two months has primarily been in seasonal goods, and sees inflation averaging at 6% through 2021. Arqaam Capital\u2019s Noaman Khalid sees inflation inching up until March and averaging at 7% in 2021, partially because of the base effect.<\/p>\n<p><strong>Do we care about Turkey\u2019s big rate move last month?<\/strong> The Turkish central bank\u2019s huge <a href=\"https:\/\/www.ft.com\/content\/9bfc8bb1-ca40-4d3a-bb8a-6bf29c8af7e3\">475-bps rate hike<\/a> last month could provide strong competition, according to Sigma Capital\u2019s Abu Bakr Imam, who says that the central bank does not want to lose precious greenbacks.<\/p>\n<p><strong>Maybe not:<\/strong> HC Securities suggests that Egypt\u2019s position as the preeminent EM darling isn\u2019t under threat from Turkey, with its real, after-tax yield of 3.03% comfortably above Turkey, which is now at -1.6%. Egypt also has a lower credit risk profile, increasing the attractiveness of Egyptian paper vis-a-vis Turkey. Still, Ankara is <a href=\"https:\/\/www.reuters.com\/article\/turkey-cenbank-int\/turkeys-central-bank-to-hike-rates-another-150-points-idUSKBN28S1DZ\">expected to raise rates by another 150 bps<\/a> when it meets on Thursday.<\/p>\n<p><strong>This is exactly where the CBE wants real rates<\/strong>, according to EFG Hermes\u2019 Mohamed Abu Basha. \u201cWith the return of inflation to normal levels and with the reduction in the previous two meetings, the level of real interest has become in the range of 3%, which is the rate I think the central bank wants to maintain,\u201d he says.<\/p>\n<p><strong>The carry trade can withstand significantly lower rates:<\/strong> The central bank could cut rates by another 250-275 bps and Egyptian bonds would still remain attractive to foreign investors, RenCap\u2019s global chief economist, Charles Robertson, wrote in a note over the weekend.<\/p>\n<p><strong>\u2018Tis the season:<\/strong> The central bank may also want to hold off on making an adjustment at this time of year given the potential for a muted response during the holiday season, HC Securities says.<\/p>\n<p><strong>Another cut would soften the currency:<\/strong> Further rate cuts would push the EGP down to 16.50-17.00- to the greenback by the end of 2021, making the currency more competitive and avoiding large moves in the medium term, Robertson wrote.<\/p>\n<p><strong>Easing to resume early in 2021:<\/strong> The central bank is likely to resume its easing cycle early in 2021, according to several analysts. Improving market conditions and increased foreign appetite for Egyptian equities has prompted the government to revisit its plans to sell stakes in state-owned companies on the EGX, Tawfik said.<\/p>\n<p><strong>Who\u2019s on offer remains a mystery <\/strong>as Tawfik declined to provide further details, saying only that he had held a ministerial committee to discuss the planned sales.<\/p>\n<p><strong>The privatization program <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/82f7037f-4711-42cd-a7d1-7f4f6ab1f06e\">has been on ice<\/a><\/strong> <strong>since the pandemic first hit global markets<\/strong> and the Egyptian economy in March. Banque du Caire and e-payments firm E-Finance were due to become the first state companies to IPO under the <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/01\/wave-two-of-egypts-state-privatization-program-kicked-to-early-2020\/\">second wave<\/a> of the program earlier this year, but were forced to abandon plans due to market volatility. BdC has shelved plans to sell 20-30% of its shares <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ecd08cf1-104d-4060-82d5-98474da9b41c\">indefinitely<\/a> while E-Finance has <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e5fe0d80-d23b-4f30-b0cc-8aa46f60fff9\">penciled in 1Q2021<\/a> to debut on the exchange.<\/p>\n<p><strong>But problems predate the pandemic:<\/strong> Since the program was announced in 2018, sales have been postponed multiple times and only a single offering has materialized: Eastern Tobacco\u2019s 4.5% secondary offering in March last year. In addition to BdC and E-Finance, Alexandria Containers, Abu Qir Fertilizers and Sidi Kerir Petrochemicals were due to sell secondary stakes to investors over the past three years, but each has been put on pause.<\/p>\n<p style='font-size: 18px;font-weight: bold' >Companies in Egypt + UAE eye military firm<\/p>\n<p><strong>Adnoc, Taqa Arabia in the running for Wataniya:<\/strong> A number of investors at home and abroad have expressed interest in acquiring a majority stake in the military-owned oil distribution company Wataniya Petroleum, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-12-17\/abu-dhabi-oil-giant-mulls-stake-in-egypt-s-first-army-firm-offer?sref=mmeFTDW1\">Bloomberg<\/a> reported on Thursday.<\/p>\n<p><strong>Buyer #1: State-owned Abu Dhabi National Oil Company (Adnoc)<\/strong>, which produces most of the UAE\u2019s oil, is interested in partnering with the Sovereign Fund of Egypt (SFE) on full ownership of Wataniya, which operates over 200 refueling stations across the country, people familiar with the talks said. Adnoc\u2019s services arm, Abu Dhabi National Oil Company for Distribution, previously said it plans to expand in Egypt. The plan would come as part of the USD 20 bn joint investment platform Adnoc set up with the SFE <a href=\"https:\/\/enterprise.press\/stories\/2019\/11\/17\/egypts-tharaa-establishes-a-usd-20-bn-investment-platform-with-abu-dhabi-holding-company-6357\/\">last year<\/a>.<\/p>\n<p><strong>Buyer #2: <\/strong><strong>Qalaa Holding\u2019s Taqa Arabia<\/strong> is eyeing a majority stake in the company with the SFE as a partner, sources said.<\/p>\n<p><strong>Background:<\/strong> Wataniya is one of two companies that <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/14b94986-d461-4f36-ab26-cf9227098f74\">have been chosen<\/a> to kickstart a privatization program of firms owned by the military\u2019s National Service Products Organization (NSPO), the other being the National Company for Producing and Bottling Water (Safi). SFE chief executive Ayman Soliman said last week that the company has already \u201cattracted [interest from] a lot of investors\u201d but declined to provide specifics. Edison received USD 203 mn as a net consideration.<\/p>\n<p><strong>What has Energean bought? <\/strong>Egyptian fields were a core part of Edison\u2019s oil and gas unit, making up 24% of its portfolio. It includes three producing concessions and six exploration blocks. The production assets included a 100% stake in Abu Qir, a 60% stake in West Wadi El Rayan and a 20% stake in Rosetta. They also covered 100% stakes in three assets under development, including the North Amriya and North Idku fields. These assets averaged a production of 48.1k barrels of oil equivalent a day in the first nine months of the year, Energean said.<\/p>\n<p style='font-size: 18px;font-weight: bold' >Nutrien exits Egypt stage left<\/p>\n<p><strong>Canadian fertilizer producer Nutrien will sell its entire 26% stake in state-owned <\/strong><strong>Misr Fertilizers Production Company<\/strong> (Mopco) in a USD 540 mn transaction, the company said in a <a href=\"https:\/\/www.nutrien.com\/investors\/news-releases\/2020-nutrien-announces-agreement-sale-equity-position-mopco-and-settlement\">statement<\/a> on Friday. Nutrien, which holds some 59.57 mn of <a href=\"https:\/\/english.mubasher.info\/markets\/EGX\/stocks\/MFPC\">Mopco\u2019s 229.12 mn shares<\/a>, said that the investment had contributed between USD 15-20 mn a year to its adjusted earnings.<\/p>\n<p><strong>Egypt to pay out mns of USD in settlements:<\/strong> The company said that it expects to receive USD 540 mn before the end of December, which includes the value of the shares and settlements from arbitration cases filed against Mopco subsidiary the Egyptian Nitrogen Products Company (ENPC). Nutrien predecessor Agrium last year <a href=\"https:\/\/www.efghermesone.com\/News\/Index\/mopcos-999-owned-subsidiary-enpc-faces-an-arbitration-case-worth-usd140mn\">filed a case against ENPC<\/a> in the International Court of Arbitration seeking USD 140 mn in damages for what it said was ENPC\u2019s failure to stick to a marketing agreement.<\/p>\n<p><strong>OTHER M&A NEWS- Madinet Nasr for Housing and Development (MNHD) is unhappy with <\/strong><strong>an offer from Odin Investments <\/strong>to acquire its subsidiary, El Nasr Civil Works. A mandatory tender offer Odin lodged <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a87ac309-293e-4617-ba70-d9436d7ff325\">last week<\/a> for 90% of the company at EGP 11 per share is low compared to El Nasr\u2019s earnings and financial position, MNHD said in <a href=\"https:\/\/ent.news\/2020\/12\/MNHD-EGX-filing-December-2020.pdf\">a regulatory filing (pdf)<\/a> on Thursday. MNHD has asked El Nasr\u2019s board to appoint an independent financial advisor to revalue the company. The report had also suggested that the issuance would be structured in a similar way to a USD 5 bn sale <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/925263b4-1bc7-4df7-bcdc-3335f83063f0\">Egypt closed in May<\/a>, which had several tranches, one of which carried a tenor of 30 years \u2014 all of which Hegazy denied. The government has been consistently tapping the debt market over the past four fiscal years, raising upward of USD 20 bn to diversify its debt portfolio and keep building its stock of foreign reserves.<\/p>\n<p><strong>ALSO NOT IN THE CARDS RIGHT NOW: Egypt\u2019s planned sale of Samurai and<\/strong><strong> Panda bonds<\/strong>, which the government is pushing to FY2021-2022 because of complications caused by covid-19, Finance Minister Mohamed Maait tells <a href=\"https:\/\/bit.ly\/38mwXjk\">the local press<\/a>. The government has been mulling the yen- and yuan-denominated bonds since <a href=\"https:\/\/enterprise.press\/stories\/2018\/10\/10\/egypt-could-issue-up-to-usd-20-bn-in-fcy-denominated-bonds-over-the-next-four-years\/\">2018<\/a>, and <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/27\/egypt-targets-1q2020-samurai-panda-bond-issuances\/\">said last year<\/a> that it would issue the bonds in 1Q2020 but postponed the issuance. Marketing foreign bonds in Asian markets requires <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e9609fe5-7ebc-42ee-864a-41463c932a27\">more complicated clearance procedures<\/a> such as new ratings assessments by Asian ratings agencies.<\/p>\n<p><strong>The bid to <\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/10\/finance-ministry-drafts-more-realistic-comprehensive-debt-strategy-raises-egypts-public-debt-targets\/\">diversify its debt portfolio<\/a><\/strong> would also see the government sell floating-rate sovereign bonds, and take to market our sovereign sukuk issuance after a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/75e94e55-dc4e-4272-a14d-406ea57b2e2c\">draft law<\/a> gets final approval next year. Omran\u2019s statement came after a <a href=\"https:\/\/ent.news\/2020\/12\/Egypt-arbitration-center-for-NBFS.pdf\">cabinet decree (pdf)<\/a> greenlighting the new center\u2019s role and statute. The FRA-run center will specialize in handling arbitration disputes involving non-banking financial service providers, especially those arising between companies and their investors.<\/p>\n<p><strong>Background: <\/strong>The non-banking arbitration center was formed with a presidential decree <a href=\"http:\/\/www.fra.gov.eg\/content\/efsa_en\/efsa_news_en\/efsa_789_en.htm\">last year<\/a>. The center was envisioned under <a href=\"https:\/\/www.fra.gov.eg\/content\/efsa_ar\/laws_efsa\/law01.htm\">the 2009 law (pdf)<\/a> that set up the FRA, which was originally known as the Egyptian Financial Regulatory Authority. The law also established the general regulatory framework for the non-banking industry.
