A top UK health official called the start of the vaccination drive today a \u201c<a href=\"https:\/\/www.bbc.com\/news\/uk-55223541\">decisive turning point<\/a> in the battle against coronavirus.\u201d Front-line healthcare staff and folks over the age of 80 are the first in line.<\/p><p><strong>The UK\u2019s supply of vaccines is limited right now <\/strong>after AstraZeneca joined Pfizer \/ BioNTech in saying it was <a href=\"https:\/\/www.ft.com\/content\/651be7e7-2a4e-410f-8089-b4b7e887f6e8\">experiencing manufacturing delays<\/a>. Vaccines won\u2019t be rolling out in Canada or Europe in significant quantities until January, the way things stand now.<\/p><p><strong>So, when will a vaccine be available in Egypt? <\/strong>We\u2019ll likely get our first doses some time in the first three months of 2021 and we know for certain we\u2019ll have enough on hand to cover 10% of the population in May. That\u2019s when Health Ministry officials expect to receive orders placed through the WHO\u2019s Covax program <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/15b7e2ba-1a99-424f-b573-749236a39c4c\">for enough to cover 10 mn people<\/a>. We\u2019ve also lined up enough <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/929937e3-48cf-4b35-a353-bfdacfd80b6a\">Sputnik V<\/a> from Russia to inoculate a further 12.5 mn and are believed to have placed an order for jabs from Pfizer and AstraZeneca.<\/p><p><strong>Expect more clarity in the coming days: <\/strong>President Abdel Fattah El Sisi said in late November that talks to secure stocks of vaccines <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1c53ecf2-df2e-4e9c-a021-4a33f539d850\">could drag on for a few months yet<\/a>. Ittihadiya spokesman Bassem Rady subseuqently told Kelma Akhira\u2019s Lamees El Hadidi on 24 November that the Health Ministry\u2019s covid-19 committee would wrap up a study of available vaccines in about 10 days\u2019 time.<\/p><p><strong>The big question: Can we get the rights to manufacture <\/strong>an effective vaccine at Vacsera, one of Africa\u2019s top vaccine makers.<\/p><p><strong>WHAT\u2019S HAPPENING TODAY-<\/strong><\/p><p><strong>President Abdel Fattah El Sisi wraps up a two-day visit to France <\/strong>after meeting with President Emmanuel Macron yesterday. <strong>Some <\/strong><strong>11k<\/strong><strong> of Egypt\u2019s largest<\/strong><strong> taxpayers w<\/strong><strong>ill begin filing taxes through the <\/strong><strong>government\u2019s new unified tax platform from 1 January<\/strong> as the Tax Authority begins to overhaul the way it collects and monitors taxes, Mohsen El Gayar, director of taxpayer services at the authority, tells Enterprise. Tax centers that handle procedures for large and medium-sized companies and high-income self-employed taxpayers will begin using the system on a trial basis at the start of the year, integrating some 64 previously-separated tax services into a single \u201ccore taxation system,\u201d Tax Authority head Reda Abdel Kader <a href=\"https:\/\/www.incometax.gov.eg\/news-d.php?id=157\">said<\/a> this week.<\/p>\n<p><strong>What is happening? <\/strong>During the pilot phase, the platform will allow users to file returns and pay taxes, register as taxpayers, enquire about electronic payments, and settle unpaid taxes. The authority will also be able to issue fines for late payment and monitor taxpayer accounts, Abdel Kader said.<\/p>\n<p><strong>If you\u2019re a <\/strong><strong>large<\/strong><strong> taxpayer, you\u2019ll know more soon: <\/strong>The authority is currently working on promoting the system to the 11k companies and individuals and will launch an awareness campaign throughout the second half of December, says El Gayar. This will include guidelines on how to sign up to the platform and how to use and access the system through different devices.<\/p>\n<p><strong>The beta rollout begins in January <\/strong>and will continue over four phases during which smaller companies and freelancers will gradually be onboarded, Abdel Kader said. All phases should be complete within the next two years.<\/p>\n<p><strong>Why is this happening? <\/strong>The authority currently performs key functions via different internal platforms, using separate systems for sales taxes, income tax and e-filing, according to El Gayar. The new platform will unify all three networks and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/65191cd1-b8ac-43aa-b405-e790f20f472e\">add real estate taxes<\/a> to the mix. It will eventually integrate e-invoicing \u2014 which is <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/99a6ca73-945a-43a8-9bb3-70e01e484a6c\">currently being trialed<\/a> by 134 companies.<\/p>\n<p><strong>SMART POLICY-<\/strong> The platform, made possible through the recently-passed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b157b40b-45d7-455d-9b8f-a52f21851d0e\">Unified Tax Act<\/a>, is a key part of a government plan to overhaul tax administration, encourage informal businesses to go legit, stimulate investment, and grant the taxman better oversight on commercial transactions and tax accounts. Its trial launch follows the rollout of the first phase of a new <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/99a6ca73-945a-43a8-9bb3-70e01e484a6c\">e-invoicing system<\/a> (which will eventually be linked to the core system) and <a href=\"http:\/\/www.mof.gov.eg\/Arabic\/MOFNews\/Press\/Pages\/news17-6-2020.aspx\">recent amendments<\/a> which <a A grace period for all loans taken out since the pandemic took hold in March now expires at the end of December 2021, after having originally been six months following the date of taking out a loan. Companies will then begin paying back the loans in January 2022. The loans also now support monthly wage payments of up to EGP 25k, up from EGP 15k previously, the CBE said.<\/p>\n<p><strong>Debt repayment holidays alongside loans to cover expenses: <\/strong>Until 31 December 2021, tourism companies or any of their employees can walk into their banks and request a repayment freeze of up to three years, the CBE said. Employees may request holidays of up to six months on personal loans, provided they have a good history of meeting repayments.<\/p>\n<p><strong>Also eligible for a payment moratorium:<\/strong> Employees who have taken out loans as part of a 2015 initiative to support tourism workers.<\/p>\n<p><strong>Background:<\/strong> The CBE in March modified its <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/16\/cbe-confirms-egp-50-bn-tourism-support-program-8498\/\">EGP 50 bn program<\/a> to support the tourism sector in response to the pandemic, providing low-interest loans to companies struggling to survive as international travel ground to a halt. Finance Minister Mohamed Maait <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b0cf47be-9482-49f9-bc1a-4e4a1019da07\">said last month<\/a> based on preliminary figures that the budget deficit had narrowed to 2.6% of GDP during the first four months of FY2020-2021, compared to 3.1% over the same period last year.<\/p>\n<p><strong>Where did we spend?<\/strong> Spending on civil servants\u2019 salaries and compensation rose 5.1% to EGP 78.7 bn, while spending on pension funds increased by EGP 22.5 bn to EGP 28.5 bn. The government had signed off on a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/93bd7150-7431-4ce9-b11c-a515f2a55702\">14% rise in pensions<\/a> as of the beginning of the current fiscal year. State spending on healthcare and medicines increased 2.3%, reaching EGP 1.2 bn, while subsidies for essential goods hit EGP 12.4 bn. Banks have surpassed the initial target and deployed 156k machines, taking the total number of terminals to 356k. The CBE will also begin this month distributing another 100k to remote areas and underserved governorates, Aboul Naga said. The bank now aims to finance the distribution of 300k machines under the ongoing initiative, which is costing the CBE some EGP 1 bn, he added. The program builds on a policy announced <a href=\"https:\/\/enterprise.press\/stories\/2018\/11\/19\/cbe-plans-to-increase-electronic-pos-around-egypt-to-1-mn-from-72-5k-by-2021\/\">back in 2018<\/a> that aimed to encourage the use of PoS machines in retail nationwide.<\/p>\n<p><strong>The CBE will also continue to <\/strong><strong>promote QR Codes until June 2021<\/strong>, Sub-Governor Amany Shams-Eldin said. The promotion plan involves granting banks that allow clients to pay bills and transfers by scanning a QR code a 0.5% bonus on their total transactions and awarding merchants EGP 3k for every 150 new QR codes scanned. The EGP 2.5 bn sale also set a record for the largest yet in the young segment, surpassing Talaat Moustafa Group\u2019s EGP 2 bn offering <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ef7701a0-d587-43d5-83be-5cd65ef90328\">earlier this year<\/a>. Since then, the debt market has been heating up as more players look to follow Sarwa and TMG\u2019s lead, and the Financial Regulatory Authority tries to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7781d265-be69-4137-85d1-85116a1c32d3\">drum up interest<\/a> in the sharia-compliant securities.<\/p>\n<p><strong>But, uh, what\u2019s a sukuk? It\u2019s a question a child might ask, but not a childish question. <\/strong>Sukuk (which is the Arabic plural form of the word \u201csakk,\u201d or certificate) work like debt instruments, but instead of being interest-paying securities they represent co-ownership and co-investment in cash-generating assets.<\/p>\n<p><strong>Why?<\/strong> Sharia law considers charging interest a form of \u201cribba\u201d (or usury), rendering bonds an un-Islamic investment.<\/p>\n<p><strong>Still unclear how sukuk are different from bonds? <\/strong>The key differentiating factor is that sukuk are based on an underlying asset, which generates a return or \u201cincome rate\u201d for an investor, rather than a \u201ccoupon rate\u201d for a lender.<\/p>\n<p><strong>Sukuk need signoff from religious scholars<\/strong> who issue fatwas (edicts) that a certain sukuk structure is sharia-compliant. Sukuk issuers must always stay away from assets linked to businesses involving off-limits topics like tobacco, arms and alcohol.<\/p>\n<p><strong>Really, though, sukuk and bonds aren\u2019t all that different. <\/strong>Both instruments have defined terms to maturity, they both tend to receive credit ratings, and many types of sukuk are tradable.<\/p>\n<p><strong>The process: <\/strong>The issuer of sukuk \u2014 typically companies, financial institutions, or sovereign states looking to raise funds \u2014 creates a special purpose vehicle to which it transfers ownership of the assets that will be used to back the sukuk. The SPV will then typically sell to investors what are called trust certificates, which represent a share of the ownership of the assets. The investors then receive a proportion of the income generated by the assets.<\/p>\n<p><strong>Not all sukuk are created equal: <\/strong>Sukuk are differentiated by the type of asset or activity of the obligor. Common sukuk structures are \u201c<strong>ijara<\/strong>,\u201d or sale and lease-back sukuk, \u201c<strong>mudarabah<\/strong>,\u201d or project finance sukuk, \u201c<strong>murabaha<\/strong>,\u201d which work in a similar way to trade finance, and \u201c<strong>musharakah<\/strong>,\u201d or joint-venture sukuk. There are also other types of sukuk linked to certain activities such as \u201c<strong>istizraa<\/strong>\u201d to fund agricultural companies and \u201c<strong>istisnaa<\/strong>\u201d to fund manufacturers.<\/p>\n<p><strong>DID YOU KNOW? <\/strong>Sukuk are nearly as old as Islam itself. The plant will sort 10 tonnes of plastic an hour when running at full capacity, which Zaki says would be the highest rate in the world. Coca-Cola, which considers the project a part of its CSR mandate, will finance most of the project. <a href=\"https:\/\/www.bariq-eg.com\/about-us\/\">BariQ<\/a>, which is 99% owned by Raya Holding, recycles<a href=\"http:\/\/www.petresin.org\/news_introtoPET.asp\">polyethylene terephthalate<\/a>, a common polymer used for food packaging and drinks bottles.
