The irony of hundreds of pollutocrats flying private aviation to discuss ways to mitigate environmental destruction wasn\u2019t lost on the forum this year: For the first time it will be providing <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-01-20\/davos-pushes-greener-fuel-for-private-jets-heading-to-forum?sref=mmeFTDW1\">special \u201cgreen\u201d jet fuel<\/a> to participants, enabling them to reduce their Davos emission bill by 18%. Hey, it\u2019s better than nothing.<\/p><p><strong>Among those representing Egypt at this year\u2019s summit:<\/strong> International Cooperation Minister Rania Al Mashat <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1463641\">is attending<\/a> as a co-chair of the WEF\u2019s MENA arm and will participate in sessions on economic development, gender equality and technology. Oil Minister Tarek El Molla is also attending, <a href=\"https:\/\/bit.ly\/2TLV5Go\">announcing yesterday<\/a> that the government had lowered its arrears bill to international oil companies to USD 200 mn.<\/p><p><strong>Yesterday\u2019s media coverage of Davos was dominated by what the press was building up to be a Trump vs <\/strong><strong>Thunberg smackdown:<\/strong> President Trump <a href=\"https:\/\/www.bbc.co.uk\/news\/world-europe-51189430\">denounced \u201cprophets of doom\u201d<\/a> for their \u201cpredictions of apocalypse\u201d in his summit address yesterday, a thinly-veiled attack on the 17 year-old Swedish climate activist who was sat in the audience. Thunberg then <a href=\"https:\/\/www.nytimes.com\/2020\/01\/21\/climate\/greta-thunberg-davos.html?smtyp=cur&amp;smid=tw-nytclimate\">told the forum<\/a> that its attendees had done \u201cbasically nothing\u201d to limit carbon emissions, and that \u201cour house is still on fire.\u201d<\/p><p>There have been a deluge of climate-related reports released to coincide with the forum:<\/p><ul>\n<li><strong>Thirty-three major banks have poured a total of USD 1.9 tn into the fossil fuel industry<\/strong> since the Paris Accords in 2015, 24 of which are represented at Davos currently, a <a href=\"https:\/\/storage.googleapis.com\/planet4-international-stateless\/2020\/01\/13e3c75b-greenpeace_report_wef_2020_its-the-finance_sector_stupid.pdf\">Greenpeace report (pdf)<\/a> points out.<\/li>\n<li><strong>Investment into climate finance stands at a comparatively-paltry USD 600 bn<\/strong> \u2014 less than a fifth of what is needed to decarbonize the world\u2019s energy supply, according to a UBS report released on Monday, cited by the <a style=\"font-size: 1.6rem;\" href=\"https:\/\/www.ft.com\/content\/6c7ed138-3b7a-11ea-b232-000f4477fbca\">Financial Times<\/a><span style=\"font-size: 1.6rem;\">. The investment bank says that <\/span><strong style=\"font-size: 1.6rem;\"><a href=\"https:\/\/www.investopedia.com\/terms\/q\/quantfund.asp\">quant funds<\/a><\/strong><strong style=\"font-size: 1.6rem;\"> will be among the casualties of climate change<\/strong><span style=\"font-size: 1.6rem;\"> due to the inability of analysts to accurately predict climate smart investments.<\/span><\/li>\n<li><strong>The next financial crisis could be triggered by climate-related risks,<\/strong> according to <a href=\"https:\/\/www.bis.org\/publ\/othp31.htm?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axiosmarkets&amp;stream=business\">Bank of International Settlements research<\/a>, which warns that so-called \u201cgreen swan\u201d event could cause the global economy to face-plant.<\/li>\n<\/ul><p class=\"web-image stand-out-borderless\"><a href=\"http:\/\/somabay.com\/\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/1\/Kite-Web-1.jpg?ssl=1\" alt=\"enterprise\"><\/a><\/p><p><strong>All that talk of recession and inverted yield curves seems like a long time ago: Global <\/strong><strong>equities finished 2019 up 27%<\/strong>, with all major asset classes seeing gains and risk assets performing strongly, in spite of slowing global growth, geopolitical volatility and the US-China trade spat, <a href=\"https:\/\/blogs.deloitte.co.uk\/mondaybriefing\/2020\/01\/who-made-money-in-2019.html\">according to Deloitte<\/a>. Stocks were propelled by the Federal Reserve\u2019s triple rate-cut, easing by the European Central Bank and stimulus in key EM countries, as well as the US-China \u2018phase one\u2019 trade agreement reached at the end of the year.<\/p><p><strong>But irrational exuberance may be in the air:<\/strong> Ned Davis Research\u2019s metric measuring sentiment among traders shows that there is currently \u201cexcessive optimism\u201d in the equity markets, suggesting that short-term risks may be rising, <a href=\"https:\/\/www.cnbc.com\/2020\/01\/17\/as-stocks-hit-more-more-records-there-are-signs-traders-may-be-getting-way-too-euphoric.html?utm_source=newsletter&amp;utm_medium=email&amp;utm_campaign=newsletter_axiosmarkets&amp;stream=business\">CNBC reports<\/a>. The S&amp;P 500 has already gained 3% since the start of the year despite weak earnings expectations and continued uncertainty in the US-China trading relationship. This is fuelling greater euphoria among traders, setting the markets up for a nasty fall should a disruptive event occur or the fundamentals weaken.<\/p><p class=\"web-image\"><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-01-21\/lebanon-s-default-likely-after-march-bond-oxford-economics-says?sref=mmeFTDW1\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ent.news\/2020\/1\/Lebanon-eurobond-oxfordeconomics-1600px.jpg?ssl=1\" alt=\"enterprise\"><\/a><\/p><p><strong>Lebanon finally has a government:<\/strong> Caretaker prime minister Hassan Diab has nominated 20 ministers to form a new cabinet, <a href=\"https:\/\/www.nytimes.com\/2020\/01\/21\/world\/middleeast\/lebanon-names-new-cabinet.html\">the New York Times reports<\/a>. This is the first time in almost three months that Lebanon will have a functioning government after former prime minister Saad Hariri resigned in November amid large anti-government protests.<\/p><p><strong>The new cabinet has a few things it needs to sort out:<\/strong> The country is in the midst of a severe financial crisis, with a plunging currency, a teetering banking sector and a borderline insolvent state.<\/p><p><strong>On the bright side, Lebanon will probably avoid defaulting for at least two more months,<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-01-21\/lebanon-s-default-likely-after-march-bond-oxford-economics-says?sref=mmeFTDW1\">Oxford Economics said yesterday<\/a>. Lebanon is likely to restructure its debt later this year after paying its USD 1.2 bn Eurobond when it matures on 9 March, it said.<\/p><p><strong>Saudi Arabia will issue its first Eurobond of the year today:<\/strong> The USD 5 bn issuance is made up of three tranches: a 7-year tranche offering 0.85%, a 12-year yielding 1.1% and a 35-year for 3.84%. and <a href=\"https:\/\/twitter.com\/AlysonKingUK\/status\/1219493878098735105\">a spokesperson for the UK government<\/a> announced on social media yesterday. GlaxoSmithKline will also invest GBP 5 mn to develop two of its Egyptian production lines, <a href=\"https:\/\/bit.ly\/2NNeJ10\">the embassy said<\/a> without providing further information. The two agreements came during the UK-Africa Investment Summit held in London on Monday, during which British companies signed GBP 6.5 bn in trade agreements with African countries.<\/p>\n<p><strong>The latest announcements come a day after UK-based PE outfit Actis <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/11c2d253-4e61-4f66-b7f4-5059bc06acff\">signed an agreement<\/a><\/strong><strong> with the Egyptian government<\/strong> that will see it invest alongside the Sovereign Fund of Egypt in energy and infrastructure projects. The pact could funnel some GBP 3 bn worth of investment in infrastructure, health and education over the next three years. href=\"https:\/\/enterprise.press\/stories\/2019\/04\/09\/irrigation-minister-outlines-usd-50-bn-plan-for-combating-water-scarcity-2\/\">announced a plan<\/a> last year that could see the government spend more than USD 50 bn to combat water scarcity through 2037. The plan comes at a critical time: Climate change is a growing threat to our water security just as Ethiopia is looking to fill the Grand Ethiopian Renaissance Dam. The government\u2019s program aims to overcome water scarcity by encouraging the use of modern irrigation methods and establishing desalination plants, among other things. The strategy is supported by legislative amendments to the Agriculture Act, and aims to clamp down on water-intensive crops to reduce water shortages.<\/p>\n<p><strong>Investment in water is now at least on par with transportation and energy as a top infrastructure priority for the government.<\/strong> Water is increasingly becoming a national security issue as much as it is an economic one. As it stands, the costliest water infrastructure projects being developed are desalination plants and wastewater treatment facilities. For this story, <strong>we\u2019re focusing on both desalination and treatment plants,<\/strong> while noting that there are multiple different possible water projects.<\/p>\n<p><strong>We don\u2019t discuss efficiency in this story<\/strong>, for example, starting instead with capacity. And there\u2019s clearly work to be done on efficiency: Consider, for example, that some experts believe we use nearly twice as much water per capita as some European countries at the household level \u2014 not necessarily because of the constant washing of cars or because we take particularly luxuriant showers, but in part due to inefficiencies including losses throughout the domestic water network.<\/p>\n<p><strong>How is the government planning to tackle the projects? <\/strong>Are they sufficient? Are there viable alternatives? And how will we secure funding for them?<\/p>\n<p><strong>For starters,<\/strong> <strong>70-75 bn cubic meters (cbm) per year of total usable water are needed<\/strong>, says Ahmed Fawzy Deiab, professor of water resources, water policy, watershed and hydrogeology at the Desert Research Center, and a senior international consultant. He told Hardhat the figure is based on future projections that take into account population growth.<\/p>\n<p><strong>The <\/strong><strong><a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/12\/egypt-faces-usd-230-bn-investment-gap-in-infrastructure-and-most-of-it-is-in-transportation\/\">World Bank\u2019s Egypt infrastructure report<\/a><\/strong><strong>, meanwhile, says Egypt needs to invest some USD 45 bn in water projects above current baseline projections. <\/strong>More than 75% of rural communities have no wastewater treatment facilities, and the WB says USD 14 bn will need to be invested in wastewater treatment facilities alone.<\/p>\n<p><strong>How will we address this shortage? <\/strong>The government <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/05\/govt-plans-for-new-desalination-treatment-plants-unveiled-as-part-of-water-conservation-strategy\/\">last August<\/a> outlined the details of a plan that involves setting up some 39 desalination plants with a capacity of 1.4 mn cbm \/ day and 52 wastewater treatment facilities. The plan also outline strategies for controlling water waste and using treated wastewater to grow \u201ceconomically useful\u201d plants.<\/p>\n<p><strong>Track #1: desalination.<\/strong> <strong>The 39 plants in the plan will be built at an estimated cost of EGP 29.3 bn.<\/strong> Projects are already underway in Matrouh, the Red Sea, North and South Sinai, Port Said, Dakahlia and Suez, according to a press report out <a href=\"https:\/\/www.mubasher.info\/news\/3581328\/%D9%85%D8%B5%D8%B1-%D8%AA%D9%86%D9%81-%D8%B0-20-%D9%85%D8%AD%D8%B7%D8%A9-%D8%AA%D8%AD%D9%84%D9%8A%D8%A9-%D9%85%D9%8A%D8%A7%D9%87-%D8%A8%D9%8011%D9%85%D9%84%D9%8A%D8%A7%D8%B1-%D8%AC%D9%86%D9%8A%D9%87-%D9%88%D8%AA%D8%A4%D9%83%D8%AF-%D8%B5%D9%84%D8%A7%D8%AD%D9%8A%D8%A9-%D8%A7%D9%84%D8%A5%D9%86%D8%AA%D8%A7%D8%AC\/\">this month<\/a>. The desalination plants underway could add 550k cbm\/d once they\u2019re up and running, raising Egypt\u2019s capacity to over 1 mn cbm\/d.<\/p>\n<p><strong>By the end of 2022, up to 670k cbm\/d will be added<\/strong> and \u2014 in the longer term \u2014 another 900 cbm\/d. This will bring the country's overall desalination capacity to some 2.5 mn by 2037, said Hossam Shebl, water desalination advisor at the Holding Company for Water & Wastewater.<\/p>\n<p><strong>Track #2: wastewater.<\/strong> The government <a href=\"https:\/\/enterprise.press\/stories\/2019\/08\/05\/govt-plans-for-new-desalination-treatment-plants-unveiled-as-part-of-water-conservation-strategy\/\">has completed 26<\/a> of a total of <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/66531\/52-sewage-treatment-plants-are-built-in-Upper-Egypt-Housing\">52 sewage treatment plants<\/a> being developed in Upper Egypt, and the remaining 26 are due for completion by the end of the year. Once completed, the plants will have a combined capacity of 418 mn cbm\/year and serve 8 mn people. They are estimated to cost EGP 8.1 bn, Housing Minister Assem El Gazar <a href=\"https:\/\/www.egypttoday.com\/Article\/1\/66531\/52-sewage-treatment-plants-are-built-in-Upper-Egypt-Housing\">said last March<\/a>.<\/p>\n<p><strong>Should waste water treatment be given priority over desalination?<\/strong> Water policies should be restructured to <strong>prioritize agricultural and industrial wastewater<\/strong> to maintain the resources we have as a direct need, Deiab said. The water could be used in irrigation and if properly treated can be used for drinking as well.<\/p>\n<p><strong>More costly, more energy intensive and harder to maintain water desalination plans could be more long-term solutions for the future<\/strong>. \u201cDesalination is getting cheaper by the day, much like solar energy,\u201d Schneider Electric regional president Walid Sheta told Enterprise in an exclusive interview last year, supporting Diab\u2019s view that desalination should be looked at as a long-term solution.<\/p>\n<p>The Water Holding Company\u2019s Shebl, meanwhile, says that <strong>the biggest challenge for desalination projects is that all the components are imported,<\/strong> something which his company is working to resolve by looking to local manufacturing to reduce cost.<\/p>\n<p>\u2026<strong>and should we look at alternatives?<\/strong> Deiab suggests treatment of ground water in coastal areas as a faster and cheaper alternative to desalination. He says it can help irrigate five mn feddans and at 20% of the cost of desalination plants and 30% of energy costs.<\/p>\n<p class='web-image'><img decoding=\"async\" data-recalc-dims=\"1\" src=\"https:\/\/i0.wp.com\/ent.news\/2019\/4\/wastewater.jpg?ssl=1\" alt='enterprise'><\/p>\n<p><strong>How is the country financing all of this? <\/strong>This very expensive strategy appears to hinge on a combination of private sector investment and partnerships, loans from major international lenders, support from aid and development grants.<\/p>\n<p><strong>The private-sector is leading: <\/strong>Private companies have been investing heavily in water infrastructure projects, acting primarily as engineering, procurement and construction (EPC) contractors to build and then manage the facilities under operations and maintenance (O&M) agreements. Funding for these have come through a combination of local and international bank facilities (with syndicated loans playing a big role) and partnerships, either with the government (PPP) or through joint ventures with other companies.<\/p>\n<p><strong>Notable PPP projects: <\/strong>The <a href=\"https:\/\/www.ifc.org\/wps\/wcm\/connect\/news_ext_content\/ifc_external_corporate_site\/news+and+events\/news\/impact-stories\/egypt-first-ppp\">first-ever PPP<\/a> (public-private partnership) project in Egypt was actually in wastewater \u2014 the New Cairo Wastewater Treatment Plant awarded to an Orascom Construction-Aqualia joint venture. Meanwhile, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6482e9c4-6b9f-4ec4-8c5f-4479294b7f0f\">four new desalination plants<\/a> are set to be constructed in Hammam on the North Coast and along the the Red Sea coastline between Safaga and Quseir under a public-private partnership (PPP) tender planned to launch in 2Q2020. The government also signed an MoU with Switzerland\u2019s Aqua Swiss to build desalination plants across Egypt under <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/07\/aqua-swiss-to-take-part-in-desalination-projects-in-egypt\/\">a PPP framework<\/a>.<\/p>\n<p><strong>Notable JVs:<\/strong> Orascom Construction has formed a number of JVs in the wastewater sector, including a partnership with with Arab Contractors in May of last year that inked <a href=\"https:\/\/www.orascom.com\/investor-relations\/press-releases\/2019\/05\/02\/OC-joint-venture-build-large-water-plant-EG\/\">a USD 739 mn contract<\/a> to operate and maintain the largest water treatment plant in the country at a capacity of 5 mn cbm\/d. OC also has a partnership with the UAE\u2019s <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/07\/metito-to-establish-egp-1-6-bn-desalination-plant-in-el-arish\/\">Metito<\/a>, including for a EGP 1.6 bn water desalination plant under construction in Arish. The pair recently completed a EGP 2 bn desalination plant in Galala with a capacity of 150k cbm\/d, and are partners on a third plant in East Port Said. Meanwhile, Hassan Allam Holding and Abdul Latif Jameel established <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/11\/hassan-allam-abdul-latif-jameel-form-jv-for-developing-investing-in-water-projects\/\">a joint venture<\/a> last April to develop and invest in water and wastewater infrastructure projects. Hassan Allam had also formed a JV with Fluence Corporation on a <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/21\/fluence-hassan-allam-jv-awarded-egypt-water-desalination-plant-contract\/\">USD 74 mn contract<\/a> to design and build a water desalination plan in New Mansoura.<\/p>\n<p><strong>The private sector has significant appetite not just for one-off EPC revenues<\/strong>, but for recurring income from operations and maintenance contracts at utilities. OC notes in its most recent <a href=\"https:\/\/www.orascom.com\/media\/cms_page_media\/45\/Orascom%20Construction%20PLC%20Corporate%20Presentation%20-%20January%202020_vwfk2SH.pdf\">investor presentation (pdf)<\/a> that it is actively \u201cbuilding an investments and O&M portfolio\u201d to \u201ccreate both construction opportunities and recurring income and cash flow.\u201d The company has O&M agreements \u201cmost\u201d of its water projects for 1-5 year terms, it <a href=\"https:\/\/www.orascom.com\/investor-relations\/press-releases\/2019\/05\/02\/OC-joint-venture-build-large-water-plant-EG\/\">said separately<\/a>.<\/p>\n<p><strong>Where are big international loans coming from? Primarily from development finance institutions<\/strong> as the equipment and capital goods needed will have to be imported and require high levels of FX.<\/p>\n<p><strong>Regional financing: <\/strong>The Kuwait Fund for Arab Economic Development (KFAED) said <a href=\"https:\/\/enterprise.press\/stories\/2019\/01\/29\/egypt-to-receive-usd-1-bn-in-loans-from-kuwait-fund\/\">last year<\/a> it will provide USD 1 bn in loans to Egyptian infrastructure projects over the next three years. KFAED has already extended <a href=\"https:\/\/enterprise.press\/stories\/2018\/10\/24\/egyptian-cabinet-signs-off-on-foreign-funding-for-sinai-infrastructure-projects\/\">a KWD 25 mn (EGP 1.3 bn) facility<\/a> in 2018 for the construction of a sewage treatment facility in Sharqia, and <a href=\"https:\/\/www.kuna.net.kw\/ArticleDetails.aspx?id=2763395&Language=en\">another KWD 15 mn (EGP 780 mn) facility<\/a> in contribution to building four desalination plants in South Sinai. Meanwhile, the African Development Bank signed off on a EUR 109 mn facility to Egypt for sewage disposal and wastewater treatment plants in rural areas in Luxor <a href=\"https:\/\/enterprise.press\/stories\/2019\/12\/19\/afdb-approves-eur-109-mn-facility-to-fund-luxor-water-treatment-projects-8775\/\">last December<\/a>. Last November, saw Hassan Allam Holding <a href=\"https:\/\/enterprise.press\/stories\/2019\/11\/17\/hassan-allam-signs-usd-20-mn-loan-with-ebrd-for-investments-in-egypts-water-wastewater-sector-6359\/\">receive a USD 20 mn loan<\/a> from the European Bank for Reconstruction and Development (EBRD) to expand its investments in the water and wastewater treatment.<\/p>\n<p><strong>International financing: <\/strong>The government signed in 2018 <a href=\"https:\/\/enterprise.press\/stories\/2018\/07\/26\/govt-inks-contracts-with-eib-for-its-eur-172-mn-contribution-to-fayoum-wastewater-project\/\">a EUR 172 mn<\/a> loan agreement with the European Investment Bank, and inked a separate agreement for a <a href=\"https:\/\/enterprise.press\/stories\/2018\/09\/23\/new-disbursals-from-international-lenders-coming\/\">USD 300 mn facility<\/a> from the World Bank in the same year. Proceeds from the latter agreements will be used for a mixture of sewage and wastewater projects.<\/p>\n<p><strong>Gov\u2019t-to-gov\u2019t aid: <\/strong>The USAID, meanwhile, pledged <a href=\"https:\/\/enterprise.press\/stories\/2018\/09\/12\/usaid-pledges-usd-65-mn-in-grants-for-infrastructure-development-water-sector-reform\/\">USD 65 mn in grants<\/a> for infrastructure and water reforms in 2018, and the Korea-Africa Economic Cooperation <a href=\"https:\/\/enterprise.press\/stories\/2018\/12\/09\/cabinet-likes-amended-customs-act-egypt-to-receive-eur-148-mn-from-ebrd\/\">another USD 600k<\/a> grant for a wastewater treatment plant in Abu Rawash in the same year. More recent examples include <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/17\/netherlands-plans-eur-120-in-grants-to-egypt\/\">EUR 120 mn<\/a> in grants from the Netherlands over the next four years, some of which will be earmarked for \u201cthe water sector.\u201d Before that, a EGP 70.5 mn <a href=\"https:\/\/enterprise.press\/stories\/2019\/09\/08\/egypt-italy-sign-egp-70-5-mn-agreement-for-minya-wastewater-project\/\">agreement with the Italian government<\/a> to finance the third phase of a wastewater project in Minya was signed.<\/p>\n<p><strong>It appears that the gov\u2019t is going with conventional wisdom in its water plan: <\/strong>From what we\u2019ve seen, the government appears to be abiding by recommendations from infrastructure experts and development agencies. Over the past decade and in the short term, Egypt had been steadily building up its wastewater capacity. And while desalination may be a turning point, these projects will likely come online in the medium to long term, which is logical considering that costs of desalination continue to remain high at the moment. We\u2019ll probably see an increased reliance moving forward as these costs continue to fall.<\/p>\n<p><strong>Conservation still needs to feature more prominently: <\/strong>But despite the heavy investment that has and will continue to be made in wastewater and desalination, many we have spoken with tell us it may not be enough if Egypt doesn\u2019t invest in conservation.
