Though we\u2019re expecting the vacation to run through Thursday, the government, banks, and the EGX are yet to announce the official days off.<\/p><p><strong>The biggest news over the weekend came to us courtesy of Moscow<\/strong>, which finally announced that it had lifted its ban on direct flights to Egypt\u2019s Red Sea resorts after six long years (though we\u2019re still none the wiser about when airlines will have their routes up and running). This coincided with the biggest non-story of the weekend, which saw a lot of talk and equal amounts of hand-sitting at the UN Security Council\u2019s chamber in New York, leaving the way forward through the GERD crisis as uncertain as ever. All that and more in the news well, below.<\/p><p><strong>But before we get to it, we open the issue with more sombre news...<\/strong><\/p><hr class=\"grey-line\"><p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>Former Egyptian first lady Jehan El Sadat passed away at the age of 88 last Friday<\/strong>, <a href=\"https:\/\/www.facebook.com\/Egy.Pres.Spokesman\/posts\/352430726245662\">an<\/a><a href=\"https:\/\/www.facebook.com\/Egy.Pres.Spokesman\/posts\/352430726245662\">Ittihadiya statement announced<\/a> at the weekend. Her military funeral service was attended by President Abdel Fattah El-Sisi and dozens of governmental officials. The widow of late president Anwar El Sadat had <a href=\"https:\/\/www.youm7.com\/story\/2021\/6\/27\/%D8%B9%D8%A7%D8%A6%D9%84%D8%A9-%D8%A7%D9%84%D8%B3%D8%A7%D8%AF%D8%A7%D8%AA-%D8%A7%D9%84%D8%B3%D9%8A%D8%AF%D8%A9-%D8%AC%D9%8A%D9%87%D8%A7%D9%86-%D9%85%D8%A7%D8%B2%D8%A7%D9%84%D8%AA-%D8%A8%D8%BA%D8%B1%D9%81%D8%A9-%D8%A7%D9%84%D8%B9%D9%86%D8%A7%D9%8A%D8%A9-%D8%A7%D9%84%D9%85%D8%B1%D9%83%D8%B2%D8%A9-%D9%88%D8%AD%D8%A7%D9%84%D8%AA%D9%87%D8%A7-%D8%AD%D8%B1%D8%AC%D8%A9\/5369730\">reportedly<\/a> been struggling with illness for some time. The former first lady was married to late president Anwar El Sadat from 1949 until his assassination in 1981. The <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-57672706\">BBC<\/a> also took note of the former first lady\u2019s passing, as well as her contribution to advancing women\u2019s rights in Egypt where she pushed for laws granting women the right to custody of children after divorce.<\/p><p><strong>The story got a lot of digital ink in the global press over the weekend: <\/strong><a href=\"https:\/\/www.reuters.com\/world\/middle-east\/late-egyptian-leader-anwar-sadats-widow-dies-age-88-presidency-2021-07-09\/\">Reuters<\/a> | <a href=\"https:\/\/apnews.com\/article\/middle-east-africa-egypt-9d073514131de012696fbf7787920770\">Associated Press<\/a> | <a href=\"https:\/\/www.washingtonpost.com\/local\/obituaries\/jean-sadat-dead\/2021\/07\/10\/24155d4e-e192-11eb-ae31-6b7c5c34f0d6_story.html\">Washington Post<\/a> I <a href=\"https:\/\/www.nytimes.com\/2021\/07\/10\/world\/middleeast\/jehan-sadat-dead.html\">New York Times<\/a> I <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-57672706\">BBC<\/a>.<\/p><hr class=\"grey-line\"><p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>THE BIG STORY INTERNATIONALLY- Covid variants + vaccine inequality threaten global <\/strong><strong>economy -G20:<\/strong> G20 finance ministers warned yesterday that the spread of new variants of covid-19 and uneven vaccination rollouts across the developing world could jeopardize the global recovery. IMF Managing Director Kristalina Georgieva said that the rapidly spreading delta variant means that the virus remains the \u201cfundamental risk facing the world,\u201d while ministers pledged to maintain economic support to prevent recoveries from faltering.<\/p><p><strong>Ministers also signed off on the global tax pact<\/strong>: G20 finance ministers yesterday signed off on an agreement that would levy an international tax on multinational corporations, <a href=\"https:\/\/www.reuters.com\/article\/us-g20-economy\/g20-signs-off-on-tax-crackdown-warns-on-virus-variants-idUSKBN2EG089\">Reuters<\/a> reports. The plan, backed by <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6f40e85f-6132-4035-a552-9b35ce8f655e\">G7 nations<\/a> last month and agreed by some 130 countries last week, would impose a minimum global corporate tax rate of 15% on large corporations in every country they operate in.<\/p><p><strong>Holdout states are being pressed to sign up<\/strong>:The G20 is urging all countries holding out to sign up to the global corporate tax pact before the meeting of G20 leaders, according to <a href=\"https:\/\/www.ft.com\/content\/7960e852-8302-4819-ba25-f25fdd375aea\">the Financial Times<\/a>. Eight nations including Ireland, Barbados, Hungary and Estonia are refusing to sign up to the minimum tax.<\/p><p><strong>But there are other hurdles<\/strong>: US lawmakers could still prevent the country from taking part in the accord, which requires Congressional approval to be finalized. A Treasury official told <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-07-10\/yellen-optimistic-congress-will-back-part-of-global-tax-deal?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a> that pillar 1 of the agreement, which entails a redistribution of tax rights on multinationals, won't be greenlit before next year amid congressional opposition.<\/p><p><strong>What\u2019s next?<\/strong> The pact will be discussed by the G20 leaders when they convene in Italy in October. The OECD accord is slated for implementation in 2023.<\/p><p><strong>***CATCH UP QUICK<\/strong> with the top stories from Thursday\u2019s edition of EnterprisePM:<\/p><ul>\n<li><strong>Annual urban inflation inched up at a slower than expected pace in June:<\/strong> Capmas figures showed the headline rate <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cbe1f778-c531-4f1d-869e-7bc2c2b06833\">accelerating from 4.8% in May<\/a> to 4.9% last month, well below the 5.5% predicted by some analysts thanks to a favorable base effect and a slowdown in the growth of monthly food prices. The national rate (including urban and rural areas) increased at a sharper rate to 5.7% from 4.9%.<\/li>\n<li><strong>Eni is on board with the government\u2019s clean hydrogen plans:<\/strong> Eni <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/06039efd-b70c-4377-9424-7db2c0f2cb09\">will work on feasibility studies<\/a> to produce green and blue hydrogen under an MoU signed with state-owned Egyptian Natural Gas Holding Company (EGAS).<\/li>\n<li><strong>Eight Egyptian startups raised USD 52 mn in June:<\/strong> Egyptian startups <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ec48e991-e701-4727-a50d-b257f146f31b\">were the second highest recipients<\/a> of funding in MENA in June, with the majority of that figure coming from Trella\u2019s USD 42 mn funding round co-led by Maersk Growth that was closed late last month.<\/li>\n<\/ul><p><strong>WHAT\u2019S HAPPENING TODAY- <\/strong><\/p><p><strong>The EGX will continue to test out closing auctions today<\/strong>, having closed out last week with a mock trial of the proposed system. A third mock session will be undertaken tomorrow. Last week <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/782b5bbe-a256-4830-b7dc-0e053eda6003\">we spoke to EGX boss Mohamed Farid<\/a>, who gave us the lowdown on the proposal that\u2019s currently on the table and what it could mean for the exchange.<\/p><p><strong>Parliament <\/strong><strong><a href=\"http:\/\/www.parliament.gov.eg\/SESSIONS_SHOW.aspx\">will discuss today<\/a><\/strong><strong> and tomorrow the draft bill that would toughen penalties <\/strong><strong>for [redacted] harassment.<\/strong> The draft bill, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a4ce10fd-bb8b-4880-88e1-bf5fc37c5d6c\">approved<\/a>by the House Legislative Committee in late June, would hand offenders between two and four years in prison and fines worth EGP 100k-200k. Under current legislation, the maximum penalty is a one-year jail sentence and a fine of up to EGP 10k.<\/p><p><strong>WATCH THIS TONIGHT- It\u2019s England v Italy in the Euro 2020 final,<\/strong> which <a href=\"https:\/\/www.uefa.com\/uefaeuro-2020\/news\/0259-0e8ef42865e4-5c7f552e7662-1000--euro-2020-final-when-and-where-is-it\/\">will take place<\/a> at 9pm CLT in London\u2019s Wembley Stadium, where <a href=\"https:\/\/www.theguardian.com\/football\/2021\/jun\/22\/more-than-60000-fans-to-be-allowed-at-wembley-for-euro-2020-final\">60k supporters<\/a> will be permitted to attend.<\/p><p><strong>It was the Copa America final last night:<\/strong> Argentina were crowned South American champions after edging out Brazil 1-0 to take home their first major cup in almost three decades.<\/p><p><strong>PSA<\/strong><strong>-<\/strong> <strong>Egyptians will now pay EGP 300 to issue a mandatory ins. certificate when issuing <\/strong><strong>or <\/strong><strong>renewing their passports<\/strong> under the travel ins. policy issued last month by the Financial Regulatory Authority (FRA), effective as of 3 July, according to <a href=\"https:\/\/ent.news\/2021\/7\/Official-Gazzette.pdf\">the Official Gazette (pdf)<\/a>. The new policy covers all overseas trips that do not exceed 90 consecutive days. It sets a limit of EUR 30k in ins. coverage for medical expenses and hospitalization costs, provided that the patient bears the first EUR 100 in expenses. The decision also covers the costs of transportation of the insured person to Egypt in case of illness or accident, as well as the costs of repatriating their bodies in case of death.<\/p><p><strong>HAPPENING THIS WEEK-<\/strong><\/p><p><strong>Are we going to get a decision on fuel prices?<\/strong> The government\u2019s fuel pricing committee <a href=\"https:\/\/bit.ly\/3wQkCz2\">has<\/a><a href=\"https:\/\/bit.ly\/3wQkCz2\">been in talks<\/a> since the beginning of the month over whether to raise, cut or leave on hold fuel prices during 3Q2021. We were expecting to hear something yesterday but a government official <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c96030e0-a4d2-4c6b-8619-8fa4ad9192da\">had suggested<\/a> that a decision could instead be made later in the month.<\/p><p><strong>The committee\u2019s decision has been made more difficult by the inability of OPEC+ to <\/strong><strong>reach a new oil supply agreement.<\/strong> The dispute between the UAE and Saudi Arabia which last week blocked a proposal to increase production has thrown the market into uncertainty. Some analysts see prices rising rapidly as the absence of new supply causes the market to tighten further. Others have warned that a dispute between two of OPEC\u2019s largest producers could pose an existential threat to the alliance, potentially resulting in a new price war and plunging prices.<\/p><p><strong>The EGX will hold its <\/strong><strong><a href=\"https:\/\/ent.news\/2021\/7\/EGX-board-elections.jpg\">board elections for the 2021-2025 term<\/a><\/strong><strong> on The situation soon became more uncertain when the governor of the Red Sea claimed flights <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c519a123-45d0-4854-bea1-74e7059dfcfd\">would return in June<\/a>, only for the Kremlin to say that the trajectory of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/eb5dcfbb-f5d3-4d09-909c-6db7ed5c5be8\">the covid-19 pandemic will determine<\/a> when Russians are allowed to return to the Red Sea.<\/p>\n<p><strong>So w<\/strong><strong>hen exactly can we expect the first tourists to land? <\/strong>That much remains unclear, with the foreign ministry statement saying that \u201cEgypt looks forward to the speedy return of Russian tourists to Egyptian resorts.\u201d<\/p>\n<p><strong>The return of direct charter flights will bring much needed FX inflows for Egypt:<\/strong> Goldman Sachs has estimated that the return of Russia-Red Sea flights could eventually be worth some <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0f1b022f-f020-40b7-a599-9a920e8b91d9\">some USD 3 bn in annual tourism revenues<\/a>. The agreements will see the US company working alongside state-owned Petrojet and Enppi on the project management, engineering design services, and construction of the facility, which the government says will be the largest of its kind in Africa.<\/p>\n<p><strong>Red Sea National Refining and Petrochemicals Company and Bechtel are expected to sign an official agreement for the project in early August<\/strong>, the statement said. Bechtel, Technip and Saipem have already assisted the Egyptian Petrochemicals Holding Company (ECHEM) in conducting preliminary studies for the project, while Bechtel is said to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/be869e27-b84e-46b9-83a1-d2e27bd01784\">also be securing funding<\/a> from unnamed international institutions for the execution of the project.<\/p>\n<p><strong>What\u2019s happening with TPC?<\/strong> We\u2019ve been told that the Red Sea-Bechtel refinery is a separate project to the USD 11 bn Tahrir Petrochemicals Complex (TPC), which is also billing itself as the biggest refinery of its kind in Africa. TPC owner Carbon Holdings was reported in April to be restructuring mns of USD in debt taken on to finance the construction of the plant. company ended Thursday without any offers to sell, <a href=\"https:\/\/bit.ly\/3hshx2N\">Hapi Journal<\/a> reports.<\/p>\n<p><strong>Higher bid not enough: <\/strong>Zeta had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1b6ab888-b4a2-461f-8f92-eb8f37540eb9\">raised its offer<\/a> to EGP 6.00 per share from EGP 5.48 following a <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c4a5e513-d04e-492f-b052-e686a8046e1d\">higher bid<\/a> by rival Compass Capital, which had offered to purchase 100% of the company for EGP 5.72 per share.<\/p>\n<p><strong>Compass Capital is still very much in the running: <\/strong>The Financial Regulatory Authority <a href=\"https:\/\/ent.news\/2021\/7\/265341_1.pdf\">approved (pdf)<\/a> Thursday Compass Capital\u2019s MTO, which is now offering to pay EGP 6.12 per share, valuing the company at EGP 32 mn. The subscription period will last 10 working days, ending on 28 July. Compass had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9df8c135-7891-457a-9189-a4571b37ed7d\">upped its bid last week<\/a> in response to Zeta raising its offer to EGP 6.00.<\/p>\n<p><strong>But Zeta isn\u2019t down and out just yet:<\/strong> Sources tell <a href=\"https:\/\/bit.ly\/3htQWCz\">Al Mal<\/a> that Zeta is planning on lodging a new bid for the company, without providing further information. Some 2 mn doses of the Pfizer \/ BioNTech mRNA vaccine will be delivered, she said, but didn\u2019t provide further information on the J&J or AstraZeneca shipments. The minister <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/95864806-207a-4049-9c71-059d979aaa19\">said last month<\/a> that Egypt would receive in July the final 1.9 mn doses of AstraZeneca allocated under the Gavi \/ Covax program.<\/p>\n<p><strong>We\u2019re not sure where the Pfizer + J&J vaccines are coming from or whether we\u2019ve paid <\/strong><strong>for them or not.<\/strong> Until now we\u2019ve had zero intel that Egypt would be getting its hands on any of the Pfizer jabs, while the last thing we heard about J&J was that we would receive the first shipment <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8980ecbc-a193-449c-a2a0-eaefe5c43983\">in the final quarter of 2021<\/a>. European countries and institutions pledged EUR 6.75 mn worth of grants for the plant construction, with the facility targeting to produce 25 mn doses by the end of next year. Official statements and reports in the global press suggest that we\u2019re in the same position as we were this time last week: Egypt and Sudan are calling on the UN to back their <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c28be1bd-111f-4e31-9b51-ba99b8e5e705\">draft resolution<\/a>, Ethiopia is protesting against it, and members of the Security Council are reiterating their support for the African Union-led negotiations.<\/p>\n<p><strong>We were warned about this:<\/strong> French UN Ambassador and council president Nicolas de Riviere <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3fdabda8-202f-4bfa-b853-14837402f631\">said days before the meeting<\/a> that the most the council will do is encourage the three countries to get back around the table and continue negotiations.<\/p>\n<p><strong>Egypt and Sudan are still pushing the Security Council to vote on the resolution tabled by Tunisia<\/strong>, which would set a new six-month deadline for the three countries to come to an agreement through a new round of talks that would bring in an additional mediator such as the UN to work alongside the AU.<\/p>\n<p><strong>Both countries\u2019 foreign ministers sounded notes of optimism in a post-meeting presser<\/strong>, according to <a href=\"https:\/\/apnews.com\/article\/middle-east-africa-business-egypt-sudan-bb3e5fb7a6f60b20c4f7ca5d8cf2eb2a\">the Associated Press<\/a>. Council members showed support for the resolution and agreed that no unilateral action should be taken, Foreign Minister Sameh Shoukry said. And Sudanese Foreign Minister Mariam Al Mahdi said that \u201cwe are very much optimistic that the Security Council will address this matter in a responsible way, and it will not just be dropped from its agenda,\u201d<\/p>\n<p><strong>But it doesn\u2019t sound like the council is in a rush to vote on the resolution: <\/strong>Shoukry told Kelma Akhira\u2019s Lamees El Hadidi last night that the draft resolution will be discussed at some point by the council but emphasized that the process is probably going to take some time (<a href=\"https:\/\/www.youtube.com\/watch?v=pxglOVtoCwE\">watch, runtime 20:28<\/a>).<\/p>\n<p><strong>Meanwhile, Ethiopia is still insisting on <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b12e2086-edf8-4231-8bae-2b48c6c37aaf\">African solutions to African problems<\/a><\/strong>: Ethiopian Irrigation Minister Seleshi Bekele <a href=\"https:\/\/www.facebook.com\/ethiopianewsagency\/posts\/2977618332480626\">said during the meeting<\/a> that the council should not get involved in Nile water issues, insisting the matter could be resolved with the mediation of the AU.
