Far from a joyous event, the narrative in the press is one of \u2018mission failed\u2019 as the Taliban look set to fill the void left by allied troops. Everyone from the <a href=\"https:\/\/apnews.com\/article\/taliban-afghanistan-f6da97f3bde5b50b6d029185c9eb385d\">Associated Press<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/us-vacates-main-airbase-afghanistan-officials-2021-07-02\/\">Reuters<\/a> to <a href=\"https:\/\/www.ft.com\/content\/e08308b5-2770-40b6-9f28-665aa60c6721\">the Financial Times<\/a> had the story on Friday.<\/p><p><strong>He\u2019s looking for WMDs in heaven now: <\/strong>One of the architects of that war and the war in Iraq, former Secretary of Defense Donald Rumsfeld passed away last Tuesday. His legacy and responsibility for the deaths of hundreds of thousands of people in Afghanistan and Iraq, his endorsement and legal justifications for torture, as well as his reign as among the most powerful secretaries of defense is leading coverage in the <a href=\"https:\/\/www.thedailybeast.com\/donald-rumsfeld-killer-of-400000-people-dies-peacefully\">global press<\/a>. And of course, he was the man that gave us this gem of a line when called out on Iraq not having WMDs: \u201cthe absence of evidence, is not evidence of absence.\u201d<\/p><hr class=\"grey-line\"><p><strong>THE BIG STORY OF THE DAY- CIB kicked off Egypt\u2019s first corporate green bond issuance<\/strong>, which we\u2019ve been waiting for since 3Q2020. The issuance, which saw the IFC invest USD 100 mn, was larger than the initially announced USD 65 mn.<\/p><p><strong>Egypt also signed up to join the world\u2019 first global corporate tax framework<\/strong>, which was developed by the OECD. The agreement could see us get additional tax revenues from tech companies for income generated here in Egypt.<\/p><p><strong>Expect GERD to dominate the conversation all week long: <\/strong>The UN Security Council is expected to meet sometime this week to discuss the deadlock between Egypt, Ethiopia and Sudan. An exact date has yet to be set, but Sudanese sources report that it will take place on Thursday.<\/p><p><strong>We have more on all three stories in the news well, below.<\/strong><\/p><hr class=\"grey-line\"><p><strong>THE BIGGEST STORY ABROAD- <\/strong><strong>Large ransomware attack hits hundreds of US <\/strong><strong>companies:<\/strong> REvil, a Russia-linked ransomware cartel, has been accused of carrying out ransomware attacks on at least 20 managed-service providers, affecting more than 1k SMEs, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-07-03\/number-of-victims-continues-to-grow-in-massive-ransomware-attack?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a>. <strong>The story is getting coverage everywhere<\/strong> from the <a href=\"https:\/\/www.ft.com\/content\/a8e7c9a2-5819-424f-b087-c6f2e8f0c7a1\">Financial Times<\/a> and <a href=\"https:\/\/www.wsj.com\/articles\/ransomware-group-behind-meat-supply-attack-threatens-hundreds-of-new-targets-11625285071?mod=hp_lead_pos1\">the Wall Street Journal<\/a> to the <a href=\"https:\/\/www.bbc.com\/news\/world-us-canada-57703836\">BBC<\/a> and <a href=\"https:\/\/apnews.com\/article\/joe-biden-technology-business-software-ap-top-news-2e6d26361568b2f1232bd59e28ed61bb\">the Associated Press<\/a>.<\/p><p><strong>GREEN ECONOMY- The European Bank for Reconstruction and Development (EBRD) will <\/strong><strong>not invest in upstream oil and gas projects from the end of 2022<\/strong> as part of its drive to meet the Paris climate goals, the lender said in <a href=\"https:\/\/www.ebrd.com\/news\/2021\/ebrd-announces-full-paris-alignment-by-end2022-.html\">a statement<\/a> on Thursday.<\/p><p><strong>It\u2019s not quitting all fossil fuel projects though:<\/strong> EBRD Managing Director Harry Boyd-Carpenter told <a href=\"https:\/\/www.reuters.com\/business\/energy\/ebrd-stops-upstream-oil-gas-investments-aligns-with-paris-agreement-2021-07-01\/\">Reuters<\/a> that it will still finance midstream and downstream projects, and didn\u2019t specify whether its new policy towards upstream assets will apply to new or existing investment.<\/p><p><strong>***CATCH UP QUICK<\/strong> with the top stories from Wednesday\u2019s edition of <strong>EnterpriseAM:<\/strong><\/p><ul>\n<li><strong>Egypt received <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/533857a9-7ff6-43f3-9149-8a1380a620fe\">its third and final tranche of its USD 5.2 bn standby loan<\/a><\/strong><strong> from the IMF. <\/strong>The disbursal of the USD 1.6 bn tranche completes the 12-month program, which was signed off on last June to support our public finances and economy through the pandemic.<\/li>\n<li><strong>Current account widens in 3Q:<\/strong> Our current account deficit more than doubled to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/69b5fd04-ec7b-4ebb-b3c5-8276b5ef7a5d\">USD 5.7 bn<\/a> in 3Q2020-2021, from USD 2.8 bn in the same period last year.<\/li>\n<li><strong>Foreign inflows into Egyptian treasury bills continued to gain steam last month<\/strong>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4a3825e9-4c6f-4581-afe5-cfa3ab7ba4ec\">rising to USD 22.3 bn<\/a> at the end of May from USD 20.9 bn (EGP 327 bn) in April.<\/li>\n<\/ul><hr class=\"grey-line\"><p><strong>WHAT\u2019S HAPPENING TODAY- <\/strong><\/p><p><strong>Not a moment too soon: <\/strong>Reports have emerged that the Suez Canal Authority (SCA) has inked a USD 540 mn compensation agreement with the owners of the Ever Given ship days before the <strong>Ismailia Economic Court was supposed to hold hearings on the compensation case today.<\/strong> So far, the agreement hasn\u2019t been made official, with no official statements from the owners, the ins. companies, or the SCA as of dispatch time. We dive deeper in today\u2019s Dispute Watch.<\/p><p><strong>An Egyptian business delegation is in Iraq today:<\/strong> Headed by Trade Minister Nevine Gamea, the delegation will hold talks with Iraqi business representatives in Baghdad today to discuss business ties, particularly in the commercial and agricultural sectors, the Trade Ministry said in a <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/170214228482339\">statement<\/a> yesterday. This comes less than a week after President Abdel Fattah El Sisi became <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d2416ca1-5607-4ab6-a4be-259d78d29927\">the first Egyptian head of state to visit Iraq in 30 years<\/a>, discussing (among other things) economic ties with Iraqi president Barham Salih and prime minister Mustafa Al Kadhimi.<\/p><p><strong>ON THE LEGISLATIVE FRONT- <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e74b5b9-6e89-4fcb-b133-c2c9bd9dede1\">The Unified Budget Act<\/a><\/strong><strong> seems to be back on the <\/strong><strong>agenda<\/strong> after being in legislative limbo for the better part of nine months, with <a href=\"https:\/\/bit.ly\/3dCeNNR\">Masrawy<\/a> reporting yesterday that the Senate will today discuss the bill. The new act \u2014 <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bc792702-bff3-48b7-b42f-3dcb83c07ddc\">approved by the cabinet back in October<\/a> \u2014 brings together several pieces of legislation governing the annual state budget and government accounting into a single bill. The legislation would impose new requirements for the government to ensure fiscal discipline, including spending limits for each ministry, as well as new mechanisms to monitor budgeting performance.<\/p><p><strong>In the words of the great Bone Thugs-N-Harmony: \u201cWake up, wake up. It\u2019s the first of the <\/strong><strong>month.\u201d <\/strong>Among the handful of dates you should keep your eyes on:<\/p><ul>\n<li><strong>PMI: <\/strong>June\u2019s <a href=\"https:\/\/www.markiteconomics.com\/Public\/Release\/ReleaseDates?language=en\">purchasing managers\u2019 index<\/a> for Egypt is due to be released on Tuesday, Saudi Arabia and the UAE will be out a day earlier.<\/li>\n<li><strong>Foreign reserves<\/strong> figures for June will be out early next week.<\/li>\n<li><strong>June inflation <\/strong>data will be released next week.<\/li>\n<li><strong>Interest rates: <\/strong>The Central Bank of Egypt will not meet this month to review rates. It\u2019s next meeting will take place on 5 August.<\/li>\n<\/ul><hr class=\"grey-line\"><p><strong>ATTENTION LARGE TAXPAYERS- <\/strong>The deadline for large taxpayers that have not yet signed on to the Finance Ministry\u2019s e-invoicing platform lapsed as of Thursday, 1 July. Those who haven\u2019t yet signed on can expect <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/61c78b1b-ec60-46e8-9760-c995c81f34b9\">a host of penalties<\/a>, including removal from large taxpayer classification, losing access to government services and business, and losing subsidies.<\/p><p><strong>And if you haven\u2019t filed your 1Q2021 earnings, your 15-day extension also lapsed on<\/strong> <strong>Thursday.<\/strong> The Financial Regulatory Authority (FRA) had given 17 EGX-listed companies another extension to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ea07d9b0-6120-41be-9261-eecc78483f5a\">file their 1Q2021 earnings<\/a> after the two previous extensions (one in May and one in June) lapsed. Companies that haven\u2019t filed their earnings could risk inclusion in the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0f29a7a0-f052-4b20-9ffc-3dc34976f9b7\">D-List<\/a> of non-compliant companies.<\/p><p><strong>Egypt has launched an e-visa portal for inbound tourists<\/strong>, the Tourism Ministry <a href=\"https:\/\/m.facebook.com\/story.php?story_fbid=168476505313904&amp;id=100064546665021\">said<\/a> on Thursday. The portal allows travelers to apply and pay for tourist visas online, and is available to citizens from 74 countries in eight languages. Most oil producers agreed to a proposal that would add 400k barrels per day each month from the beginning of August, but the UAE has reportedly refused to sign on and is pushing for more favorable terms.<\/p><p><strong>The sticking point?<\/strong> The UAE \u2014 which <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-18\/uae-escalates-opec-dispute-as-tensions-on-output-quotas-mount?sref=mmeFTDW1\">signalled it could leave the cartel last year<\/a> due to the supply cuts put in place in response to the pandemic \u2014 appears to be the only member holding out for better terms, and is arguing that the baseline used to calculate its quota is unfair. Abu Dhabi wants to be able to significantly ramp up production and benefit from the bns of USD it has invested in increasing capacity.<\/p><p><strong>What\u2019s at stake?<\/strong> Not reaching an agreement on production quotas will likely pour more fuel on the market, which has run hot in recent weeks thanks to surging demand and tightening supply. Prices have surpassed USD 76\/bbl for the first time since October 2018, and some market analysts are forecasting USD 100 oil for the first time in seven years.<\/p><p><strong>And the worst case scenario?<\/strong> A disintegration of the loose OPEC+ alliance and potentially a repeat of last year\u2019s Russo-Saudi oil price war, Bloomberg suggests.<\/p><p><strong>It certainly won\u2019t help us get over the hurdle of inflation: <\/strong>The clash at OPEC+ comes as Dutch central bank president Klaas Knot warned that central bankers are underestimating how bad inflation can get, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-07-03\/ecb-s-knot-warns-central-bank-could-be-underestimating-inflation?srnd=premium-middle-east&amp;sref=mmeFTDW1\">Bloomberg<\/a>. While the European Central Bank does maintain that global inflation is temporary, Knot warns that this may not necessarily be the case, saying: \u201cWe should not overestimate our capacity to determine in advance what is temporary inflation and what is not...There are other scenarios conceivable than our base case of persistently low inflation. Inflation is not dead.\u201d<\/p><p><strong>CIRCLE YOUR CALENDAR-<\/strong><\/p><p><strong>The aforementioned oil price and inflation concerns will undoubtedly factor into the <\/strong><strong>government\u2019s fuel pricing committee<\/strong>, which <a href=\"https:\/\/bit.ly\/3wQkCz2\">is currently meeting to decide<\/a> on 3Q prices. Egypt\u2019s first corporate green bond issuance last Wednesday, which, as expected, is being piloted by our friends at CIB, the FRA said in <a href=\"https:\/\/bit.ly\/3hv1r7x\">a statemen<\/a><a href=\"https:\/\/bit.ly\/3hv1r7x\">t<\/a>. Subscription for the issuance opened on Wednesday, which will see the sale of USD 100 mn in noncallable, five-year, fixed-rate bonds, <a href=\"https:\/\/ir.cibeg.com\/en\/read_news\/10549\/sec\/cib_5e8a15307acba\">CIB said in a statement<\/a>.<\/p>\n<p><strong>Who\u2019s buying?<\/strong> The International Finance Corporation (IFC) will subscribe to the full issuance, CIB said.<\/p>\n<p><strong>This is a larger offering than what was previously expected: <\/strong>CIB was originally planning to take an initial <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/00d6c9a2-72c7-4dce-8957-52ce5b25c1a0\">USD 65 mn tranche to market last October<\/a>, Heba Abdellatif, head of debt capital markets at CIB, told us last year. The IFC was said to be on board to snap up the entire issuance, and raise its investment to USD 100 mn in a subsequent tranche. It now appears that the CIB has upped that initial offering to USD 100 mn.<\/p>\n<p><strong>Where\u2019s the money going?<\/strong> \u201cProceeds will be used to fund a portfolio of green loans extended by CIB to its corporate as well as medium- and small-enterprise clients in addition to funding CIB\u2019s green building capital expenditure for up to 20% of the proceeds,\u201d the bank said.<\/p>\n<p><strong>This isn\u2019t our first rodeo with green bonds:<\/strong> The Finance Ministry took the country\u2019s maiden USD 750 mn sovereign green bonds to market <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e508887d-5561-49ea-a75a-1afba7b99274\">last September<\/a>. The issuance was almost 5x oversubscribed, attracting some USD 3.7 bn worth of orders. So far, <a href=\"https:\/\/www.oecd.org\/tax\/beps\/oecd-g20-inclusive-framework-members-joining-statement-on-two-pillar-solution-to-address-tax-challenges-arising-from-digitalisation-july-2021.pdf\">130 countries (pdf)<\/a> accounting for more than 90% of global GDP have signed on to the pledge, which is hoped to curtail tax havens and crack down on tax dodging by large multinationals, <a href=\"https:\/\/www.oecd.org\/tax\/beps\/130-countries-and-jurisdictions-join-bold-new-framework-for-international-tax-reform.htm\">the OECD announced<\/a> on Thursday. This is expected to generate around USD 150 bn in additional global tax revenues each year, it said.<\/p>\n<p><strong>Who are the holdouts?<\/strong> Just nine of the 139 countries that have agreed to work with the OECD to tackle <a href=\"https:\/\/www.oecd.org\/tax\/beps\/about\/\">base erosion and profit shifting<\/a> refused to sign on to the proposal. Ireland, Estonia and Hungary \u2014 three low-tax jurisdictions in Europe \u2014 joined Kenya, Nigeria, Peru, Sri Lanka, and two Caribbean tax havens, Barbados, and Saint Vincent and the Grenadines, to oppose the measures. Ireland\u2019s finance minister <a href=\"https:\/\/www.irishtimes.com\/business\/economy\/ireland-one-of-9-countries-to-hold-out-on-signing-oecd-global-tax-deal-1.4609129\">said<\/a> that the government is \u201cabsolutely committed\u201d to changing corporate tax rules, but cannot support a 15% tax rate. Ireland\u2019s corporate tax rate is currently 12.5%.<\/p>\n<p><strong>Looks like state coffers here might get bigger: <\/strong>This is a two-pillar plan that aims to reallocate some of the tax revenues on income generated by multinationals outside their home countries to countries where they make their money \u201cregardless of whether firms have a physical presence there.\u201d \u201cTaxing rights on more than USD 100 bn of profit are expected to be reallocated to market jurisdictions each year,\u201d reads the statement.<\/p>\n<p><strong>Tech companies in the crosshairs: <\/strong>The statement overtly names \u201cdigital companies\u201d, who have been the subject of many tax inquiries in several EU and US jurisdictions, as the sector that will primarily feel the changes. \u201cThe framework updates key elements of the century-old international tax system, which is no longer fit for purpose in a globalised and digitalised 21st century economy,\u201d the statement says.<\/p>\n<p><strong>Yes, but there\u2019s always a loophole:<\/strong> The UK\u2019s financial services industry won\u2019t have to play ball after UK Chancellor Rishi Sunak convinced other OECD countries to grant the City of London an exemption from the rules, <a href=\"https:\/\/www.ft.com\/content\/f10b3e92-03e9-402b-9462-237f53b4d140\">the Financial Times<\/a> reports. It is unknown how this will affect the UK\u2019s network of tax havens,<sup><\/sup> all of which have signed on to the framework.<\/p>\n<p><strong>Timeline:<\/strong> This is a preliminary agreement, with the OECD planning to finalize the remaining elements of the framework, including the implementation plan, in October. Sources tell <a href=\"https:\/\/bit.ly\/3hfmLir\">Al Arabiya<\/a> that Shoei Kisen and the ship\u2019s ins. companies including UK P&I Club have reached a preliminary agreement with the Suez Canal Authority (SCA) to settle the dispute, which has rumbled on for three months as the two sides traded accusations over who was to blame for the incident, which blocked the vital trade artery for six days in March. We reached out to officials from the SCA for comment, but they did not respond as of dispatch time.<\/p>\n<p><strong>The two sides appear to have met in the middle:<\/strong> The SCA was originally looking for <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3eb957c5-fd2a-457b-8f63-a3f5d2e7093e\">a USD<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3eb957c5-fd2a-457b-8f63-a3f5d2e7093e\">916 mn payout<\/a>, a demand dismissed by UK P&I Club and the other ins. companies, who were reportedly only willing to pay out <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8e2c3b9d-0231-4f4f-9272-47163bdf4bbe\">USD 150 mn<\/a>.<\/p>\n<p><strong>Throw in a tugboat for good measure: <\/strong>The agreement reportedly provides the SCA with a new state-of-the-art tugboat. It is unclear who will provide the SCA with the tugboat, or whether this is part of the USD 540 mn compensation. The agreement also stipulates that the SCA doesn\u2019t file a complaint against Ever Given\u2019s owners Shoei Kisen in the future.<\/p>\n<p><strong>And that\u2019s the end of the matter, apparently: <\/strong>The ship \u2014 which has remained in the Bitter Lake <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8022fbeb-48b1-4d77-b7e9-ccaf73043f67\">since being seized by the SCA in April<\/a> \u2014 could now be released, with the SCA reportedly agreeing to allow the vessel to move unimpeded.<\/p>\n<p><strong>The SCA is reportedly happy with the agreement:<\/strong> The SCA\u2019s legal committee had reviewed all the terms and approved them, the sources said, adding that the cabinet had also given the green light to the agreement.<\/p>\n<p><strong>We should get some The vaccine will be mainly administered for outbound travellers, she added. There was little the Security Council could do other than bring the parties together to express their concerns and then encourage them to return to negotiations to reach a solution, he said. \"I don't think the council can do much more than that,\" he told reporters.<\/p>\n<p><strong>So when will this latest waste of time happen?<\/strong> The council meeting will take place on Thursday, 8 July, the Sudanese government said in a press statement cited by the Sudanese state news agency <a href=\"https:\/\/suna-news.net\/read?id=716611\">SUNA<\/a>.<\/p>\n<p><strong>Nothing is official yet, though:<\/strong> The scheduled meeting doesn\u2019t appear to have yet made it on the council\u2019s schedule (<a href=\"https:\/\/www.un.org\/securitycouncil\/sites\/www.un.org.securitycouncil\/files\/programme_of_work.pdf\">pdf<\/a>) for July, nor was it mentioned during <a href=\"https:\/\/www.un.org\/press\/en\/2021\/210701_SC.doc.htm\">its monthly presser<\/a> on Thursday.<\/p>\n<p><strong>Foreign Minister Sameh Shoukry sounded more optimistic on the airwaves last night<\/strong>, telling Al Kahera Wal Nas that the \u201cunprecedented\u201d Security Council meeting could force a change in the negotiations that will get all three countries back around the table (<a href=\"https:\/\/www.youtube.com\/watch?v=r9LoZ9zf0I4\">watch, runtime 16:49<\/a>). Through this, the fifteen-member council should be able to contain any possibility of conflict between the three nations, he said in a separate interview with Masaa DMC (<a href=\"https:\/\/www.youtube.com\/watch?v=FP0cc1y_p-c\">watch, runtime 10:45<\/a>).<\/p>\n<p><strong>Full-court press by Egypt and Sudan ahead of the meeting: <\/strong>The reports come as <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d2fe3d99-13aa-4e0d-942a-9b065428f511\">Egypt<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/02216f10-5239-4fd7-bd8a-da6f637ac271\">Sudan<\/a> look to wrangle support for the council to help halt plans by Ethiopia to unilaterally begin the second filling of the dam this summer. Both countries are lobbying to get a majority of nine votes for the approval of their draft resolution, Ambassador Maged Abdelfattah Abdelaziz, permanent observer for the Arab League at the UN, told Lamees El Hadidi\u2019s Kelma Akhira last night (<a href=\"https:\/\/www.facebook.com\/watch\/?v=986637968773740\">watch, runtime 19:11<\/a>). Egypt is trying to get the US, Russia, China and the A3+1 group (Kenya, Tunisia and Saint Vincent and the Grenadines) on board ahead of the meeting.<\/p>\n<p><strong>What\u2019s in the proposed resolution?<\/strong> It entails calling the three countries to resume negotiations and draft a binding agreement on filling and operating the dam within six months, Abdelaziz said in a separate phone interview with Ala Mas'ouleety's Ahmed Moussa (<a href=\"https:\/\/www.facebook.com\/AhmedMoussaEG\/videos\/151997936997899\">watch, runtime 9:13<\/a>).
