Among the biggest announcements so far:<\/p><ul>\n<li><strong>The developing world may be getting a huge get out of jail card:<\/strong> The US and other G7 nations are considering unlocking USD 100 bn from the IMF\u2019s reserves to help low- and middle-income countries survive the pandemic. The global effort would address health needs including vaccinations as well as help enable greener, more robust economic recoveries, the White House said in <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/06\/11\/fact-sheet-president-biden-and-g7-leaders-to-announce-steps-to-forge-a-more-fair-and-inclusive-global-economy\/\">a fact sheet<\/a>. (<a href=\"https:\/\/www.reuters.com\/world\/us\/g7-eyes-allocating-100-bln-imf-funds-covid-ravaged-nations-us-2021-06-11\/\">Reuters<\/a>)<\/li>\n<li><strong>Industrial policy is no longer a dirty word in the West:<\/strong> The G7 will call today for huge infrastructure investment in green energy and infrastructure to act as a counterweight to China\u2019s tn-USD Belt and Road Initiative. Called \u201cBuild Back Better for the World\u201d and billed as a sort of \u201cgreen Marshall Plan,\u201d the initiative would see countries pour hundreds of bns of USD into low-carbon projects around the world \u2014 and contain China\u2019s growing influence in the process. (<a href=\"https:\/\/apnews.com\/article\/government-and-politics-donald-trump-joe-biden-g-7-summit-europe-dbecfbc9d28d3d3665c0f187547def1f\">AP<\/a> | <a href=\"https:\/\/www.ft.com\/content\/f33b43e6-0cea-486b-a3cf-628a31c09693\">FT<\/a>).<\/li>\n<li><strong>And neither is deficit spending:<\/strong> The Biden administration\u2019s \u201ccarry on spending\u201d plan has found support among other G7 leaders, who came together yesterday to reject austerity and called for more spending to combat inequality (<a href=\"https:\/\/www.ft.com\/content\/32b4d1e7-85f8-48ec-a1e9-28b1b8cbd635\">FT<\/a>).<\/li>\n<\/ul><p><strong>Leaders had also been expected to announce plans for a \u201ccovid passport\u201d <\/strong>to make international travel easier, but there was no word by dispatch time that the documents would be included in the final communique.<\/p><p><strong>SIGN OF THE TIMES #1- Foreign pilgrims will not be allowed to go on Hajj for a second <\/strong><strong>straight year<\/strong> as a result of the pandemic and the emergence of highly-transmissible covid-19 variants, Saudi state news agency <a href=\"https:\/\/www.spa.gov.sa\/viewfullstory.php?lang=en&amp;newsid=2239788#2239788\">SPA<\/a> reports. Authorities will allow only 60k Saudi citizens and residents aged 18-65 who have received at least one shot of a covid-19 vaccine to attend in an effort to prevent its covid epidemic from spreading. This is the second year of restrictions after the emergence of the virus last year saw the Saudi government allow <a href=\"https:\/\/apnews.com\/article\/middle-east-saudi-arabia-health-coronavirus-pandemic-5141f26a40cc3a75f5f252c24f8228e0\">only 1k people<\/a> to make the trip.<\/p><p><strong>SIGN OF THE TIMES #2- How much will it cost to go <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7c892eab-a48b-4efa-b22c-abd294c2644a\">zero-G with Jeff<\/a><\/strong><strong>?<\/strong> <strong>USD 28 mn<\/strong>, apparently. The story is everywhere this morning, from <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-06-12\/blue-origin-auctions-seat-on-bezos-rocket-for-28-million?srnd=premium&amp;sref=mmeFTDW1\">Bloomberg<\/a> and <a href=\"https:\/\/www.ft.com\/content\/956cb2cf-ab9e-45d2-bc47-1c19f5458ba8\">the FT<\/a> to <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/blue-origin-auctions-rocket-trip-space-with-bezos-2021-06-12\/\">Reuters<\/a> and <a href=\"https:\/\/www.theguardian.com\/science\/2021\/jun\/12\/jeff-bezos-space-auction-28m-spare-seat-blue-origin\">the Guardian<\/a>.<\/p><p><strong>MUST-READ FOR FINANCE NERDS- <\/strong><strong>Has private e<\/strong><strong>quity conquered the US tax system?<\/strong> <a href=\"https:\/\/www.nytimes.com\/2021\/06\/12\/business\/private-equity-taxes.html\">The New York Times<\/a> is out with a front-page takedown of the US private equity industry, which it says skirts the tax system using borderline illegal tax avoidance strategies thanks to the lack of audits. Using an army of lobbyists, a [redacted] load of \u201ccampaign contributions\u201d and \u2014 perhaps most importantly \u2014 vast networks of partnerships \u2014 industry bigwigs have convinced and confused politicians and an under-resourced IRS, preventing proper scrutiny of their financial affairs, the Times claims.<\/p><p><strong>HAPPENING THIS WEEK- <\/strong><\/p><p><strong>The first forum of the heads of African investment promotion agencies continues in <\/strong><strong>Sharm El Sheikh <\/strong><strong>today. <\/strong>Ministers, heads of investment agencies from 34 African countries and representatives of major financial institutions are in attendance, according to a <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/151259670377795\">cabinet statement<\/a>. The forum runs until tomorrow.<\/p><p><strong>From the conference so far:<\/strong><\/p><ul>\n<li>Egypt will soon sign <strong>a contract to build a six-km suspension bridge over Lake<\/strong><strong> Nasser to Sudan<\/strong> that will connect the two countries via rail and improve bilateral and regional trade, Transport Minister Kamel El Wazir <a href=\"https:\/\/www.facebook.com\/MinistryTransportation\/posts\/114349884195410\">said<\/a> at the conference.<\/li>\n<li><strong>The General Authority For Investment and Freezones<\/strong> <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/154233596747069\">signed<\/a><strong><a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/154233596747069\">two MoUs<\/a><\/strong> with <strong>Sudan<\/strong> and <strong>South Sudan<\/strong> to increase bilateral investment.<\/li>\n<\/ul><p><strong>The Egypt Green Economy Forum <\/strong><a href=\"https:\/\/ent.news\/2021\/5\/3rd-Forum-on-Strategies-For-Transition-To-Green-Economy-AR.pdf\">(pdf)<\/a> kicks off tomorrow.<\/p><p><strong>The Arab League will meet in Doha on Tuesday for \u201cemergency\u201d GERD talks<\/strong> at the request of Egypt and Sudan, Arab League Assistant Secretary-General Hossam Zaki told state-run news agency <a href=\"https:\/\/mena.org.eg\/ar\/news\/dbcall\/table\/webnews\/id\/9005846\">MENA<\/a> yesterday. The meeting comes after Cairo and Khartoum both called <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/31177929-41f3-4a1e-8951-6808813c798f\">last week<\/a> for the international community to push Ethiopia to restart negotiations over GERD as time runs out before Addis Ababa resumes filling the dam.<\/p><p><strong>It\u2019s probably not a coincidence that this is happening just after Washington\u2019s man in <\/strong><strong>East Africa, Jeffery Feltman,<\/strong><strong> departed the region<\/strong>, having <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2922ad7d-5222-4627-ad8f-0e3b4e37daa7\">spent a week holding talks<\/a> in Saudi Arabia, the United Arab Emirates, Qatar and Kenya about the when its Monetary Policy Committee meets on Thursday, according to an Enterprise poll. All 11 analysts and economists we surveyed expect the central bank to stick to its cautious approach and hold off on making cuts for most of 2021 amid signs that rising commodity prices abroad are beginning to translate into inflationary pressures at home.<\/p>\n<p><strong>Where rates currently stand: <\/strong>The overnight deposit rate is at 8.25% and the lending rate 9.25%, while the main operation and discount rates are at 8.75%. The central bank slashed rates by 400 bps last year, including an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f2e78eb3-6978-4eb5-a04f-a3b7247293ed\">emergency 300-bps cut in March<\/a> to protect the economy from the fallout from covid-19, as well as two 50-bps cuts in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/383b8b99-dd6d-46df-b2dd-f2c241ea039f\">September<\/a> and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5662d281-1e6f-4604-b559-ae1ac16ce3be\">November<\/a>. It has since maintained rates for four consecutive meetings including its <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6c5d1ef9-6305-4119-a57e-4a6f45c6f2d5\">most recent in April<\/a>.<\/p>\n<p><strong>Inflation set to rise: <\/strong>\u201cWe expect the CBE to maintain rates at least until October 2021 [\u2026] since inflation will start edging up gradually [\u2026] until September,\u201d Pharos Holding\u2019s Radwa El Swaify said. Higher inflation for the remainder of 2021 will be driven primarily by an unfavorable base effect, rallying global commodity and raw material prices, and a spike in the prices of fresh fruits and vegetables during the summer, she added.<\/p>\n<p><strong>Annual urban inflation accelerated <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a19da710-1330-415c-8993-290f63133dcb\">to<\/a><\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a19da710-1330-415c-8993-290f63133dcb\">4.8<\/a><\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a19da710-1330-415c-8993-290f63133dcb\">% in May<\/a><\/strong>, due to a spike in food prices and rising global commodities prices. While the figure is still short of the central bank\u2019s 7% (\u00b1 2%) target range, analysts see the upward trend continuing as we head further into the year, with EFG Hermes\u2019 Mohamed Abu Basha penciling in a headline rate of 5.5-6% come December and HC Securities\u2019 Monette Doss an average 6.8% throughout the rest of 2021.<\/p>\n<p><strong>We\u2019re not the only ones bracing for heightened inflation: <\/strong>\u201cThe agitated global inflation outlook drove some EMs to tighten their monetary policy already, and officials have signaled that more rate hikes should be expected down the road,\u201d says Prime Holding\u2019s Mona Bedeir. While inflation rates are still relatively low, fears of a global spike still persist, Abou Basha says.<\/p>\n<p><strong>Egyptian rate watchers are largely on the same page: <\/strong>\u201cGiven the rising food prices on a monthly basis after the drop over the past two months that coincides with the significant rise in international commodities prices as well as the rise in oil prices, we expect maintained interest rates in the upcoming meeting,\u201d Beltone\u2019s director of macro and strategy Alia Mamdouh said. CI Capital senior economist Sara Saada, independent analyst Hany Aboul Fotouh, Suez Canal Bank\u2019s Mohamed Abdel Aal, and Mubasher\u2019s Hesham El Shebeini were all of the same mind.<\/p>\n<p><strong>The carry trade is more important than ever as global rates creep up: <\/strong>\u201cThe need to maintain the lucrative carry trade \u2026 particularly with the rise in global rates that is posing a risk to inflows into emerging markets, backs our view [that policy rates will remain unchanged,\u201d Mamdouh said. Foreign investment in EGP bonds recovered from last year\u2019s covid-induced sell-off, eclipsing their pre-covid peak in February to hit <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1a1d9e08-8976-4312-aa23-d653611f22bc\">USD 28.5 bn<\/a> in February.<\/p>\n<p><strong>This was seen earlier this year when <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9314ee9e-7332-4dda-bbe7-ee628b2ef8c1\">foreign holdings dropped off in March<\/a><\/strong>, likely due to rising US yields and monetary tightening in other emerging markets.<\/p>\n<p><strong>When can we expect a rate cut? Perhaps toward the end of the year. <\/strong>Since inflation will remain within the CBE\u2019s target range and is seen picking up to an average 6.7% in 2H2021, this should allow the central bank to keep the real policy rate positive, giving it scope for a small rate cut by the end of the year provided global conditions improve, Bedeir said. El Swaify also expects a cut to be possible only in 4Q2021. Failing to pull the trigger on their IPOs by 31 December would likely mean they would have to start the approval cycle from scratch.<\/p>\n<p><strong>Banque du Caire is the most high-profile example of a company that got the green light <\/strong><strong>to IPO<\/strong> and then shelved plans after listing its shares. In an Egyptian IPO, a company with regulatory approval to go ahead with a first-ever offering of equity is generally required to list its shares before the offering is priced and trading is allowed to begin. Weeks can pass between the time shares are listed and the start of trading, and more than one IPO has been shelved in that interval thanks to changes in market conditions.<\/p>\n<p><strong>Who\u2019s affected?<\/strong> Though the FRA statement did not name names, <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/egyptian-regulator-tells-banque-du-caire-others-ipo-this-year-2021-06-10\/\">Reuters<\/a> says sources at the EGX told it the decision covers Banque du Caire (BdC), Sky Light Touristic Development, New Castle Sports Investment and City Trade Securities and Brokerage, all of whom have yet to offer shares for sale, and all of whom have previously gotten extensions.<\/p>\n<p><strong>The new date is an extension of previous deadlines:<\/strong> The FRA had granted BdC and the three other companies a <a href=\"https:\/\/enterprise.press\/stories\/2019\/10\/01\/listed-egyptian-companies-yet-to-ipo-have-until-31-march-to-hit-the-exchange\/\">six-month grace period<\/a> ending on 31 March 2020, to complete their IPOs, before extending the deadline to <a href=\"https:\/\/bit.ly\/3cCbGVR\">December 2020<\/a> at the height of the covid market turmoil in March of last year. This was then extended for another six months until <a href=\"https:\/\/gate.ahram.org.eg\/News\/2551342.aspx\">30 June<\/a> this year.<\/p>\n<p><strong>The four companies must also submit a timeline for their planned IPOs by 30 September<\/strong>, the FRA statement said.<\/p>\n<p><strong>This is a deadline in the loosest sense of the word: <\/strong>The deadline could be extended further if the listed companies don\u2019t manage to meet the set date due to market conditions or other barriers, a source close to the matter told us.<\/p>\n<p><strong>BdC <\/strong><strong>has not yet decided on the size, time or pricing of its offering<\/strong>, the source told us, adding that these details would be decided by market conditions closer to the date.<\/p>\n<p><strong>BdC, Egypt\u2019s third largest state-owned bank, was aiming to raise some USD 500 mn through its IPO<\/strong>, which was expected to be the country\u2019s biggest sale of state assets since 2006. The bank had <a href=\"https:\/\/enterprise.press\/stories\/2017\/05\/24\/banque-du-caire-ipo-timed-for-2018\/\">planned to list on the EGX back in 2017<\/a>. In a letter handed to the council by Foreign Minister Sameh Shoukry, Egypt reiterated that Ethiopia\u2019s \u201cintransigence\u201d is preventing the countries from reaching a binding agreement and said the government \u201ctotally rejects\u201d Addis Ababa\u2019s intentions to unilaterally resume filling the dam\u2019s reservoir over the next two months.<\/p>\n<p><strong>This isn\u2019t the first time Egypt has resorted to the UN<\/strong>, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/53c90b92-ed0e-4376-bb5c-e1768a3b447d\">last year launching an unsuccessful bid<\/a> to get the council to vote on a resolution that would have put pressure on the three countries to reach an agreement.<\/p>\n<p><strong>But what can the council do?<\/strong> If the GERD issue is brought to the Security Council, the 15-member UN committee can issue a resolution that is considered binding, but is not tantamount to international law.
