At the same time, intelligence chief Abbas Kamel will be in Tel Aviv and Ramallah to meet with Israeli PM Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas, before heading to Gaza on Monday for talks with Hamas leaders, Israeli journalist Barak Ravid <a href=\"https:\/\/twitter.com\/BarakRavid\/status\/1398593413289807877?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\">reported<\/a> yesterday. Egyptian officials are angling for an agreement that includes the reconstruction of Gaza, a resumption of talks between Israel and Palestine, and a prisoner swap, he said, citing Israeli officials.<\/p><p><strong>Egypt played a leading role in forging a ceasefire between Hamas and Israel earlier this <\/strong><strong>month<\/strong>, which <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f8a32c2f-201f-44ba-a719-8ee9b42efd75\">ended 11 days<\/a> of deadly violence in Gaza. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c8da42f7-6ea4-480c-8574-06daf1f4271d\">Reports in Israeli media last week<\/a> claimed that Egypt could soon host a summit between the Palestinian Authority, Hamas and Israel to restart the peace process.<\/p><p><strong>The Suez Canal Authority (SCA) will hold a presser today to answer questions about <\/strong><strong>the Ever Given debacle<\/strong>, <a href=\"https:\/\/bit.ly\/3fSXtoq\">Youm7<\/a> reports, citing a statement by the authority. This comes a day after the Ismailia Economic Court delayed a hearing in the compensation case filed by the SCA against the owners of the vessel to allow settlement talks to continue. The Fund\u2019s executive board is expected to make a final decision on the USD 1.6 bn payment during the first half of the month, paving the way for disbursement before July, he said. The IMF <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5c5ce656-b259-47f0-be59-5599d49b1d56\">reached a staff-level agreement<\/a> last week following two weeks of consultations with Egyptian authorities. The one-year USD 5.2 bn financing package was agreed last June to support the Egyptian economy and shore up public finances during the covid-19 pandemic.<\/p><p><a class=\"content-anchor\" id=\"tldr-story-07\"><\/a> <strong>Shipping containers arriving at Egyptian seaports that are not registered on the<\/strong> <strong>new National Single Window for Foreign Trade Facilitation (<\/strong><strong><a href=\"https:\/\/www.nafeza.gov.eg\/en\/site\/aci-details\">Nafeza<\/a><\/strong><strong>) will banned from entry as of 1 July<\/strong>, Finance Minister Mohamed Maait <a href=\"https:\/\/bit.ly\/3uxClcs\">said<\/a> yesterday, urging importers and customs officers to sign up to the new cargo information system through <a href=\"https:\/\/help.cargox.digital\/en\/user-manual\/registration\/new-company-registration\/\">this website<\/a>. The new system \u2014 called <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8aaca27b-9f4c-4e94-854c-ae4f1cf209c4\">Advance Cargo Information<\/a> (ACI), and introduced under <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ff816b7c-7eaf-4b1f-ac4c-be6ec4df8325\">the recently-passed Customs Act<\/a> \u2014 requires that cargo data and documents are submitted electronically at least 48 hours before shipment. As many as 400 importers have so far registered since its pilot launch on 1 April, Maait said.<\/p><p><strong>Egypt will receive the first of 30 more Rafale fighter jets from France this summer, <\/strong>French Defense Ministry Spokesman Herve Grandjean said in an interview with Extra News (<a href=\"https:\/\/www.youtube.com\/watch?v=-s0eBlvLAXE\">watch, runtime 2:42<\/a>), under the terms of an <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/849526ab-920b-43f2-ae71-959b9cc408d8\">agreement<\/a>with France earlier this month. Alexandria fared comparatively well, seeing a decline of only 1% on the back of the city\u2019s growing popularity as a leisure destination, and buoyed by the North Coast resort market, Colliers said. Hotel occupancy nationwide <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ebd2e351-53ca-4fe0-81c0-e6cf75d31a99\">averaged 40-45%<\/a> during the first quarter of 2021, a Tourism Ministry official said last month.<\/p>\n<p><strong>But keep that in context: <\/strong>The comparable period \u2014 1Q2020 \u2014 included more than two months of relatively normal tourism activity in January, February before the pandemic hit, forcing airspace to close and wiping out most of the month of March.<\/p>\n<p><strong>Revenues are also taking a hit:<\/strong> Average daily rates (ADRs) for hotels \u2014 a reflection of revenue calculated by splitting average revenue across the number of occupied rooms \u2014 also dropped 76% in Sharm El Sheikh during the quarter, with Cairo also recording a decline of 68%, while Hurghada saw losses of 59%, the report found. Revenues during the quarter were down almost 60% y-o-y compared to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/18fd2904-574f-44f6-8a05-4fecfdae7531\">2019\u2019s record highs of USD 13 bn<\/a>, with Egypt losing out on some USD 600 mn in revenues per month during the quarter, Tourism Minister Khaled El Enany said <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/21c72a06-0a86-4493-a54d-4a630faf8acd\">earlier this month<\/a>.<\/p>\n<p><strong>But a bounceback is in the cards: <\/strong>Hotel occupancy for the full year is<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4653fd02-fbd9-4956-8eb3-d6fdbad3dbc7\">expected to reach 45% in Cairo<\/a>, up 66% from 2020, and 37% in Sharm El Sheikh, up 58% from last year, Colliers forecast earlier this month. Occupancy is still limited by a 50% cap placed on hotels by the government to curb the spread of covid-19.<\/p>\n<p><strong>Could more UAE tourists help boost occupancy this summer?<\/strong> Emirati budget carrier Flydubai has <a href=\"https:\/\/news.flydubai.com\/flydubai-adds-sharm-el-sheikh-to-its-network\">announced<\/a> it will begin operating three weekly flights to Sharm El Sheikh as of 15 June, making the Red Sea city the airline\u2019s second destination in Egypt following Alexandria.<\/p>\n<p><strong>Egypt is targeting tourism revenues between USD 6-9 bn this year<\/strong>, El Enany <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9dfb2aca-9170-4294-8bfe-e91864b1a1f6\">said last week<\/a>. The move to postpone the hearing is primarily due to requests made by lawyers representing the SCA and the shipowner to allow for extra time for further negotiations on the compensation value. The SCA is seeking damages after the mega vessel blocked the canal for six days in March.<\/p>\n<p><strong>\u201cThere are <\/strong><strong>endeavors<\/strong><strong> to reach a settlement<\/strong>, and because they are good clients, we are asking the court to postpone to negotiate and study the offer submitted by the owners,\u201d Bloomberg reported SCA attorney Nabil Zidan as saying in court. \u201cNegotiations are on and there\u2019s flexibility from both sides,\u201d said Ahmed Abu Shanab, a lawyer for the ship\u2019s owner.<\/p>\n<p><strong>The postponement came less than a week after the SCA <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5294b4e3-f922-4ba7-b12a-5d7fc75f3bd0\">slashed its compensation demands<\/a><\/strong><strong> from the <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3eb957c5-fd2a-457b-8f63-a3f5d2e7093e\">USD 916 mn<\/a><\/strong><strong> initially claimed<\/strong> after it found it had apparently miscalculated the value of cargoes aboard of the Ever Given. The ministry is considering opening it up to new governorates as soon as they have the required infrastructure, while new companies will be allowed to join, provided that their vehicles meet the minimum local component requirement of 45%. As things stand now, vehicle owners in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">seven governorates<\/a> can sign up to the program, and companies including <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2b32a76e-edee-488e-bb81-5700f30f1229\">Toyota<\/a>, VW, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a5a39653-b75d-4060-92b1-9b5ada8757bb\">Foton and Joylong<\/a> are on board, with talks ongoing with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">Jinbei<\/a>and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1b19d7ab-45a9-4b12-89c5-aeef5c1d01c0\">Brilliance<\/a>.<\/p>\n<p><strong>The rules have already been eased once:<\/strong> <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1c343896-2acc-4d73-b996-567e5f29dd54\">In March<\/a>, the government began allowing motorists who have owned their vehicles for two years to apply to the scheme, down from three years previously. Those who have already submitted requests through the government platform to swap out their cars will also be able to amend the details of their applications and change the model, make, or color of their requested vehicle.<\/p>\n<p><strong>Some 40k people have so far met the conditions of the program<\/strong> and have been contacted by the ministry, compared to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a076d3b0-6087-4942-9c60-dca8228acccd\">30k in early April<\/a>. As of last month,<a href=\"https:\/\/www.facebook.com\/mift.media\/posts\/3995559860512785\">a total of 70k citizens<\/a> had applied for the scheme.<\/p>\n<p><strong>Background<\/strong>. Egypt plans to swap out an overall <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">1.8 mn cars<\/a> over the course of a decade \u2014 a move that is expected to cost some EGP 320 bn. The government plans to convert <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/35e33c41-388d-49c0-9bcc-5fc5772c6569\">450k cars<\/a> to run on natural gas within the upcoming three years. Over 340 dual-fuel cars were delivered during April, including a first batch of around 30 vehicles. Some<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6f10ef3d-eec0-4f11-a112-c1dee1ee9780\">EGP 2 bn in incentives<\/a> will be paid out during FY2021-2022 fiscal year to encourage car owners to take part in the state\u2019s natgas transition plan.<\/p>\n<p><strong>OTHER AUTOMOTIVE NEWS- Vehicle owners with auto loans will be able to renew their <\/strong><strong>existing car license, obtain a new one, as well as lift the sale ban on their vehicles online as of today<\/strong> under a new Central Bank of Egypt directive, <a href=\"https:\/\/bit.ly\/3c2g53X\">local press<\/a> reported. The move aims to do away with paper transactions and facilitate easier procedures for car owners, and comes as a result of the signing of an MoU between the CBE and the Egyptian Credit Bureau (I Score).
