Chauvin now faces up to 75 years in prison, with his formal sentencing due in eight weeks. Chauvin was caught on camera last May compressing Floyd's neck for around eight minutes while arresting him for allegedly using a fake USD 20 bill at a corner store. Sodic has already begun providing \u201cthe necessary data\u201d for Aldar to begin the process, Sherif said.<\/p>\n<p><strong>What\u2019s next?<\/strong> SODIC will tap an independent financial advisor to prepare the fair value assessment for the company, which will also require input from the company\u2019s board of directors. Meanwhile, Aldar has 60 working days from the time it submitted its non-binding offer to either make a mandatory tender offer, to ask for an extension subject to approval from the Financial Regulatory Authority, or to walk away from the transaction.<\/p>\n<p><strong>Background:<\/strong> Aldar <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/65445c53-bf8c-4144-8e37-6daa4e7031c0\">submitted in March a non-binding offer<\/a> to acquire at least 51% of SODIC\u2019s shares at EGP 18-19 apiece, valuing the company at EGP 6.6 bn at the mid-point of that range. Sodic\u2019s shares closed yesterday at EGP 16.02 apiece. SODIC\u2019s board said <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6b4de3c6-5d4f-4225-aee3-79e9f129e477\">last Thursday<\/a> that it would allow due diligence to go ahead and will appoint EFG Hermes to advise the company on the bid.<\/p>\n<p><strong>Advisors:<\/strong> Sodic has selected EFG Hermes as its domestic financial advisor. It will also appoint an international investment bank. Al Mal\u2019s print edition this morning suggests that Bulge Bracket stalwart Goldman Sachs will get the nod. Fiscal support and foreign assistance played a central role in the resilience of Egypt\u2019s economic activity against covid-19 headwinds, the bank said. BNP Paribas\u2019 forecast for the current fiscal year is slightly higher than <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/142978a6-9ebf-4bdc-b660-f47c678001ad\">Fitch Solutions<\/a>, whose estimates put Egypt\u2019s GDP growth at 2.9% in FY2020-2021. Fitch said Egypt is expected to be among three MENA economies to eke out pre-covid growth rates in the next fiscal year.<\/p>\n<p><strong>But the current account deficit is expected to widen to 3.9% in FY2020-2021<\/strong> as tourism revenues slump to 40% y-o-y during the fiscal year. Meanwhile, Egypt\u2019s \u201climited\u201d vaccine rollout means \u201cthe health situation remains a significant source of uncertainty that could continue to weigh on the Egyptian economy,\u201d BNP Paribas said. The bank also pointed to the continued vulnerability of external accounts as a potential drag on Egypt\u2019s medium-term economic recovery.<\/p>\n<p><strong>Despite headwinds, Egypt\u2019s GDP is forecast to grow at a 5.3% clip in <\/strong><strong>FY2021<\/strong><strong>-2022,<\/strong> supported by a rebound in consumer spending and activity in the construction sector. A draft budget to boost local demand and pay special attention to structural spending, an uptick in oil production, and a gradual recovery in tourism could also safeguard against possible downturns, the report suggests.<\/p>\n<p><strong>2020\u2019s energy balance surplus will be short-lived:<\/strong> Egypt\u2019s external balance on refined products jumped to record highs in 2020, with the country exporting 17k bbl\/d, though the overall balance of trade in oil remained significantly in the red at -101k bbl\/d. Though LNG exports picked up late last year amid increased demand from Asia, \u201cthe prospects for LNG exports remain uncertain for the short term,\u201d because of the volatility of LNG prices on the spot market, which may fall below Egypt\u2019s breakeven point, thereby limiting exports.<\/p>\n<p><strong>And much higher principal repayments of external debt are expected in <\/strong><strong>FY2021<\/strong><strong>-2022:<\/strong> Though IMF SDRs are likely to ensure foreign currency liquidity in the short term, inflows are likely to suffer at the hands of higher US treasury yields in the coming fiscal year. The two countries are also looking at setting up a new maritime shipping line, which Transport Minister Kamel El Wazir said will be under study.<\/p>\n<p><strong>Egypt will also reopen its embassy and consulate in Libya after Eid Al Fitr in mid-May<\/strong>, according to Al Dabaiba. As investigations into the causes of the accidents are still underway, we looked into what has been done to upgrade and modernize Egypt\u2019s railway network and what other factors \u2014 besides physical infrastructure \u2014 need to be dealt to limit future deaths and injuries.<\/p>\n<p><strong>Taking stock: <\/strong>In the past month alone, Egypt witnessed at least five train accidents. There was the train crash in Sohag, which killed 19 and <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/1891331667711856\">injured 185<\/a>. Then 11 people died in a derailment near Toukh in Qalyubiyah which also injured 100 people. Similar, but less fatal, incidents in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ab9ca9b1-c618-437a-9adc-f28c40323304\">Sharqia, Assiut and Minya Elkamh<\/a> also took place, injuring over a dozen passengers. These are just the latest in a <a href=\"https:\/\/enterprise.press\/stories\/2019\/02\/28\/train-crash-dominates-coverage-on-the-airwaves\/\">string of train accidents<\/a> in Egypt over the years.<\/p>\n<p><strong>What we\u2019ve found is that human capabilities have not been keeping up with the change in the infrastructure<\/strong>. Yes, there is significant room for improvement on the infrastructure side of things, and several insiders we\u2019ve spoken with tell us that work on those upgrades is underway. But frequent accidents attributed to \u201chuman error\u201d point to a need to upgrade training of the people who run the country\u2019s rail lines, they tell us.<\/p>\n<p><strong>Railway upgrades have been a \u201cnational priority\u201d for some time now: <\/strong>Egypt\u2019s modern railway reforms have been guided by the national modernization program. The price tag for the program \u2014 which seeks to develop the entire network \u2014 was reported early last year to be around <a href=\"https:\/\/enterprise.press\/hardhats\/breakdown-egypts-plan-overhaul-ailing-railway-system\/\">EGP 141 bn until 2022<\/a>. That number is now at EGP 220 bn, with reforms running until 2024, <a href=\"https:\/\/www.enr.gov.eg\/Ar\/NewsDetails.aspx?NewsID=1223\">according to Transport Minister Kamel El Wazir<\/a>. <a href=\"https:\/\/www.enr.gov.eg\/Ar\/DevelopingProjects.aspx\">This includes<\/a> importing new trains, coaches and locomotives, overhauling old ones, improving railway signaling systems, building new routes, revamping stations and level crossings, building new towers, and securing signal towers via camera surveillance systems. French rail manufacturer Alstom completed the installation of an <a href=\"https:\/\/ent.news\/2021\/4\/Alstom-puts-into-service-the-Samalut-Sector-of-the-Beni-Suef-Assuyt-railway-line-in-Egypt.docx.pdf\">automated signaling system (pdf)<\/a> along a part of the Beni Suef-Assiut railway tracks, covering 14 km.<\/p>\n<p>(<strong>Want a refresher on how the program is being implemented? <\/strong>Check out our deep dive <a href=\"https:\/\/enterprise.press\/hardhats\/breakdown-egypts-plan-overhaul-ailing-railway-system\/\">here<\/a>.)<\/p>\n<p><strong>And new financing is also in the bag: <\/strong>After the Sohag crash, the African Development Bank <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7548e621-ce48-4252-81e4-5ee257fe7de1\">approved a EUR 145 mn<\/a> loan to finance railway upgrades via the Egypt National Railways Modernization Project.<\/p>\n<p><strong>But physical infrastructure is not the sector\u2019s main issue: <\/strong>Insiders we\u2019ve spoken with are not worried about the railway infrastructure, given ongoing upgrade plans and the future projects in the pipeline. The stations and areas in which the recent accidents happened were recently refurbished and upgraded, former VP of the Egyptian Railway Authority Sami George tells us.<\/p>\n<p><strong>The main problem: The unskilled staff employed running the nation\u2019s rail lines. <\/strong>Initial investigations into the Toukh train accident point to a case of \u201chuman error,\u201d House Transport Committee chairman Alaa Abed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ab9ca9b1-c618-437a-9adc-f28c40323304\">said on TV<\/a> on Monday. In the Sohag collision, gross negligence and drug use by the driver and his assistant were found to be contributing causes, the Prosecution General <a href=\"https:\/\/www.facebook.com\/watch\/?v=1588780237987093&t=11\">said about a week ago<\/a>. Despite bns of EGPs spent on upgrading the tracks and signal systems, as well as using automatic driving aids, drivers aren\u2019t trained to adapt to these systems, he adds. The human element is what causes these accidents, Abed believes.<\/p>\n<p><strong>This assessment is backed by the World Bank: <\/strong>About 1k train accidents happen annually in Egypt due to the lack of safety enforcement and human errors, the World Bank writes in its 2020 Railway Improvement and Safety for Egypt (RISE) <a href=\"https:\/\/ent.news\/2021\/4\/Concept-Project-Information-Document-PID-Railway-Improvement-and-Safety-for-Egypt-P175137.pdf\">research paper (pdf)<\/a>. While reports on fatalities and train accidents in Egypt are not conclusive, it estimates that <strong>Egypt has about five times as many serious accidents as Europe<\/strong>, seven times as the UK, and 20 times as Japan. \u201cPeople\u2019s behavior, poor supervision and safety enforcement on illegal crossings, robbery of assets, misallocation of maintenance funds, and poor training leading to human error \/ malpractice stand as the main culprits,\u201d the World Bank writes.<\/p>\n<p><strong>The shoe certainly fits:<\/strong> \u201cThere is also an inherited culture of misuse of public property such as <a href=\"https:\/\/www.theguardian.com\/world\/2014\/oct\/29\/train-egypt-desert-stolen-tracks\">stealing railway tracks<\/a>, throwing garbage on the tracks and establishing markets on level crossings, as well as trespassing on the tracks,\u201d it added.<\/p>\n<p><strong>Our railway network is passenger-heavy, making accidents fatal: <\/strong>Egypt\u2019s network is one of the highest density railways in the world, <a href=\"http:\/\/documents1.worldbank.org\/curated\/en\/482301600901136713\/pdf\/Concept-Project-Information-Document-PID-Railway-Improvement-and-Safety-for-Egypt-P175137.pdf\">according to the World Bank<\/a>. It transports 1.4 mn passengers a day via 3.5k coaches, and 6 mn tonnes of goods annually, <a href=\"https:\/\/enr.gov.eg\/ticketing\/public\/about.jsf\">the Egyptian National Railways website says<\/a>. Considered the \u201cbackbone of passenger transport,\u201d it spans across 9.5k km and boasts 705 stations across the country. 60% of the network is concentrated in the Nile Delta.<\/p>\n<p><strong>Only 1% of Egypt\u2019s cargo is moved nationwide via the tracks, which is very low<\/strong>, compared to an EU <a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php\/Freight_transport_statistics\">average of 18%<\/a> for instance. With passengers over-represented on the rails, any accident therefore stands a higher chance of humans being harmed.<\/p>\n<p><strong>One solution being proposed to the issue is a dedicated licencing and training institution<\/strong>, says George. In partnership with the Higher Education Ministry, the institution should set quality standards for driving and operating new trains and teaches new drivers how to handle the equipment, he states. This would also require a clear promotions and career paths plan, so that new graduates and calibers can easily join it.<\/p>\n<p><strong>Legislation is also needed to protect tracks and infrastructure from vandalism: <\/strong>A big part of the problem lies in the way people treat the railway network.
