Western churches including the Roman Catholic Church mark Easter today, while the nation\u2019s Coptic Christians will celebrate on Sunday, 2 May.<\/p><p><strong>Egypt is getting tons of global press this morning <\/strong>thanks to the relocation of royal mummies to in a parade last night to the Museum of Egyptian Civilizations in Fustat from their home at Tahrir Square\u2019s Egyptian Museum.<\/p><p><strong>*** CATCH UP QUICK <\/strong>with the top stories from Thursday\u2019s edition of EnterprisePM:<\/p><ul>\n<li>The EGX listing committee <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e7b185ef-8845-4573-9b36-31998bb84ee7\">signed off<\/a> on <strong>Macro Group<\/strong> <strong>listing 577 mn shares tomorrow<\/strong> ahead of the start of trading on 19 April.<\/li>\n<li><strong>Women <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a5e62b30-72ca-43e4-9c5a-5374052353c8\">held<\/a><\/strong><strong> only 13% of board seats<\/strong> in Egypt\u2019s companies in 2020.<\/li>\n<li><strong>Global IPO activity<\/strong> had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/22f45c98-93ec-4ac4-bc9f-2ca35bebf81a\">its best first quarter in history<\/a>.<\/li>\n<\/ul><p><strong>THE BIG STORY INTERNATIONALLY- Something (almost) went down in Amman:<\/strong> Several senior officials \u2014 including several members of the royal family \u2014 were arrested by the Jordanian government yesterday, which said it was acting to protect the \u201csecurity and stability\u201d of the country. The country\u2019s former crown prince and half brother of King Abdullah, Hamza bin Hussein, <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-56626370\">has been placed under house arrest<\/a>, while Sharif Hassan bin Zaid, another member of the royal family, and former finance minister Bassem Awadallah <a href=\"https:\/\/www.nytimes.com\/2021\/04\/03\/world\/middleeast\/jordan-security-arrests.html\">have both been arrested<\/a>. The<a href=\"https:\/\/www.washingtonpost.com\/national-security\/jordan-coup-abdullah-plot\/2021\/04\/03\/2a517ed2-9498-11eb-a74e-1f4cf89fd948_story.html\">Washington Post<\/a> reported that as many as 20 people have been detained.<\/p><p><strong>Egypt <\/strong><strong><a href=\"https:\/\/www.facebook.com\/Egy.Pres.Spokesman\/posts\/1124808954705150\">expressed<\/a><\/strong><strong> its \u201cfull solidarity and support\u201d for the king <\/strong>against attempts to destabilize the country.<\/p><p><strong>WHAT\u2019S HAPPENING TODAY- <\/strong><\/p><p><strong>Unesco director-general Audrey Azoulay is in town for her <\/strong><strong><a href=\"https:\/\/en.unesco.org\/news\/unesco-director-general-visit-egypt-celebrate-countrys-millennial-heritage-and-support-its\">first official visit to Egypt<\/a><\/strong>, which she kicked off by attending yesterday\u2019s parade marking the relocation of 22 royal mummies to the Museum of Egyptian Civilizations in Fustat (more on that below). Azoulay will visit a number of sites in Cairo and Aswan and will wrap up her visit tomorrow.<\/p><p><strong>A fresh round of GERD talks are underway in the DRC:<\/strong> Foreign and irrigation ministers from Egypt, Ethiopia and Sudan are in Kinshasa for three days of talks that are aiming to get the negotiating process back on track, according to <a href=\"https:\/\/apnews.com\/article\/kinshasa-sudan-egypt-cairo-africa-e0a5aaf63a946d5529849ad8a4f2c473\">the Associated Press<\/a>. The Democratic Republic of the Congo \u2014 the current chair of the African Union, which is mediating the negotiations \u2014 called for the talks, according to Egypt\u2019s Foreign Ministry, which <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/posts\/5395489250522977\">said<\/a> ahead of the meeting that it is looking for a legally binding agreement for filling and operating the dam. The talks began yesterday and wrap up tomorrow.<\/p><p><strong>Keep your expectations low:<\/strong> The three countries have been unable to agree on how to move forward with the talks. In recent weeks, Sudan has proposed bringing in the US, EU and UN to mediate alongside the AU, an idea that was quickly dismissed by Ethiopia, which prefers to continue with the AU-led process. President Abdel Fattah El Sisi last week <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3a2840fd-8b01-420e-8826-6cc918bb0062\">delivered one of his starkest messages<\/a> yet to Ethiopia, warning that it will not be permitted to take \u201ca single drop\u201d of Egypt\u2019s water as it prepares to go ahead with the second filling of the dam\u2019s reservoir in a few months\u2019 time.<\/p><p><strong>HAPPENING THIS WEEK-<\/strong><\/p><p><strong>Egyptian Iron and Steel\u2019s mining spinoff should be going live on the EGX<\/strong> <strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/fc3c77c7-72c3-423f-9a89-d2c12b17880b\">sometime this week<\/a><\/strong> as the parent company prepares to go into liquidation. Sources told <a href=\"https:\/\/alborsaanews.com\/2021\/04\/01\/1431697\">the local press<\/a> last week that a liquidator will also be appointed this week to kick off the process which is expected to take <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9bad9da9-4715-4ca2-af68-dc753167b285\">up to two years<\/a>.<\/p><p><strong>Amendments to the VAT act will be in the spotlight when <\/strong>Finance Minister Mohamed Maait meets this week with the House Planning and Budgeting Committee, committee head Fakhry El Fekky told <a href=\"https:\/\/bit.ly\/3rKmfL5\">Al Mal<\/a>. Retail investors placed bids for 525.6 mn shares by the close of play on Thursday, compared to the 17.9 mn on offer to them. The company, which is selling a 49% stake on the EGX at EGP 5.75 a share, has offered a 2.45% stake to retail investors with the rest being allocated to institutional players.<\/p>\n<p><strong>Appetite among institutional investors was also strong:<\/strong> The 340 mn-share private placement <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e5a1a2a-08df-4a8e-a3ce-f857a11f002a\">was 2.34x oversubscribed<\/a> when it closed last week. CI Capital Investment Bank CEO Hesham Gohar told us that the institutional tranche of the offering had \u201cgenerated very strong interest from quality investors from the GCC, Europe, South Africa and Egypt, among others.\u201d<\/p>\n<p><strong>Who\u2019s selling?<\/strong> The selling shareholder is an SPV named Sphinx Obelisk, which offered the shares in a secondary sale. The primary surplus \u2014 a measure that strips out debt service payments<strong> \u2014 <\/strong>in FY2019-2020 reduced Egypt\u2019s need for short-term borrowing, unlike economies including Morocco, Tunisia, Bahrain, and Oman, whose increased public spending on health measures left their budgets deeper in the red. The pandemic\u2019s impact on our debt levels was only partially reflected in the report however, as Egypt\u2019s fiscal year runs from July to June, it noted.<\/p>\n<p><strong>Egypt is currently running a small primary or initial budget surplus<\/strong>. The surplus <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d15c184c-b6a0-4eda-afd1-3d0695707906\">is expected<\/a> to close the ongoing fiscal year at 0.6% of GDP, but the draft budget is penciling in a rebound to 1.5% in FY2021-2022, returning to levels frequently achieved before the pandemic hit.<\/p>\n<p><strong>Egypt\u2019s real GDP growth rate of 3.6% in FY2019-2020 was the highest in the region,<\/strong> and well above the MENA average of -3.8%, according to data from the World Bank Macro and Poverty Outlooks cited in the report. Iran and Djibouti were the only two other countries to join Egypt and eke out positive growth. Looking ahead, Egypt\u2019s real output is forecast to expand by a slower 2.3% in FY2020-2021 and rebound to 4.5% in FY2021-2022.<\/p>\n<p><strong>Egypt\u2019s debt levels will continue trending down<\/strong> despite a temporary pause to the government\u2019s debt reduction strategy during the pandemic, as authorities sought to address the growing health and education spending needs, said the World Bank\u2019s practice manager for macroeconomics in MENA Kevin Carey during a virtual event to launch the report on Friday, <a href=\"https:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/408361\/Business\/Economy\/Egypt%E2%80%99s-FY-will-help-put-elevated-debt-levels-on-d.aspx\">Ahram Online<\/a> reports. Favorable forecasts for the country\u2019s primary surplus will help achieve long-term debt targets and \u201cput the country\u2019s elevated debt levels on a downturn path,\u201d Carey said. The government\u2019s debt strategy, which was outlined <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/10\/egypt-begins-implementing-debt-reduction-strategy\/\">a year before the pandemic hit<\/a>, seeks to bring down debt to 80% of GDP by 2022, primarily through moving toward longer-term borrowing. According to Finance Ministry figures, debt-to-GDP <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6b494276-a8d3-4255-84e5-16b622eb9b4e\">stood at 86.1% at the end of the FY2019-2020<\/a>, but the World Bank put the ratio a notch higher at 87.5%.<\/p>\n<p><strong>And Egypt is one of the MENA countries less vulnerable to a debt crisis. <\/strong>Many MENA countries entered the pandemic with already-high debt stocks, weak output growth, and weak governance especially when it comes to policy transparency. While some of that may apply to Egypt, the country was among only three others that grew during the peak of the pandemic\u2019s effect on the global economy. \u201cIncreasing economic output remains the most sustainable way to reduce debt,\u201d the bank says.<\/p>\n<p><strong>But public spending is largely what\u2019s keeping us afloat: <\/strong>Purchasing managers\u2019 index data for Egypt has remained <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8faed8bc-23ab-4b8c-b5c1-dcfdd52aa20b\">largely in contraction territory<\/a>, rising above the 50.0 mark that signals expansion in private sector activity only three times since it rebounded from a low in April 2020, the bank noted. The pandemic\u2019s impact on tourism and textiles exports were also cited in the report as key macroeconomic threats to Egypt and other MENA oil importers.<\/p>\n<p><strong>Egypt and other MENA countries stand to reap the long-term benefits of ramping up vaccine rollout programs: <\/strong>The cost to benefit ratio of vaccinating 20% of a country\u2019s population estimated at 78:1, the report said, citing a recent research paper pinning the cost of purchasing vaccines for developing countries against the long-term benefits. Effective vaccination campaigns would both help overcome a country\u2019s immediate health needs and pave the way for a quicker recovery, as well as \u201creinforce the foundation of public health infrastructure,\u201d the report added.<\/p>\n<p><strong>Other takeaways from the report:<\/strong><\/p>\n<ul>\n<li><strong>The regional post-pandemic rebound<\/strong> isn\u2019t likely to allow the MENA region to return to the higher levels of economic activity seen in 2019, and is considerably below the World Bank\u2019s pre-pandemic forecasts. And some <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/25c22f51-75bc-4758-9387-dc7b68f73b17\">2 mn tourists have visited the country<\/a> in the nine months since flights restarted following the initial wave of the virus.<\/p>\n<p><strong>Recovery 2022?<\/strong> Bank of America said last month it expects Egypt\u2019s tourism revenues to recover to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/44e7eec9-9292-4bf9-9d3a-557d9053d950\">USD 7 bn next year<\/a>, after <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3106a1b0-6cfc-4c04-80c9-8da5fe98049e\">plummeting by 70% in 2020<\/a>. While the numbers of tourists visiting Egypt shrank to 3.6 mn from 13 mn in 2019, El Anany recently said Egypt could see a return to pre-covid visitor numbers <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/093c4b68-9f7e-42a5-bcaa-05f89fb4b473\">as early as fall 2022<\/a>.<\/p>\n<p><strong>Local businesses are still getting a helping Representatives from a handful of brokerages and custodians called for regulators to put a maximum limit on the volume of margin trades allowed for each security as well as the market as a whole, said Islam Azzam, deputy chairman of the FRA. They also requested that main shareholders face a cap on margin trading of their companies\u2019 stocks. The volume of margin transactions on the EGX is currently around EGP 5 bn, Azzam said.<\/p>\n<p><strong>This comes a week after the FRA green-lit a <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f05c21e8-cfa0-4ffa-a016-e59cca9ba55a\">new EGP 1 bn+ fund<\/a><\/strong><strong> that will be deployed<\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/971312e1-f894-440b-abff-245b2484f2eb\">to support margin lending<\/a><\/strong> in a bid to boost trading volumes on the bourse. The central bank-administered fund will channel liquidity to brokerages by providing financing at competitive rates. The regulator also last month <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c677777d-8336-466e-a0d4-4b6343b426f7\">permitted non-bank lenders to finance margin lending<\/a>.<\/p>\n<p><strong>What\u2019s next?<\/strong> The Egyptian Exchange and Misr for Central Clearing, Depository and Registry should meet this week with the FRA's Advisory Committee to discuss the proposals, Azzam noted. The pharaohs were transported in specially-designed nitrogen-filled capsules to protect them, former antiquities minister and self-styled Indiana Jones Zahi Hawass <a href=\"https:\/\/www.reuters.com\/article\/idUSKBN2BQ04O\">said<\/a>.<\/p>\n<p><strong>Who are the mummies? <\/strong>Eighteen kings and four queens, mostly from the ancient New Kingdom which ruled Egypt between 1539 B.C. to 1075 B.C., were transported to the Civilization Museum. The ministry also reported 39 new deaths, bringing the country\u2019s total death toll to 12,123. Egypt has now disclosed a total of 204,256 confirmed cases of covid-19.<\/p>\n<p><strong>Egypt has so far received nearly 1.6 mn doses of different types of vaccines since <\/strong><strong>December,<\/strong> Prime Minister Moustafa Madbouly said on Thursday (<a href=\"https:\/\/www.youtube.com\/watch?v=2s_61Ken834&ab_channel=TeNTV\">watch, runtime: 4:12<\/a>). Egypt placed a 40 mn-shot order through Covax which it\u2019s expecting to receive throughout the year.<\/p>\n<p><strong>Even more AstraZeneca on the way: <\/strong>Egypt was among 18 African countries that have purchased the 1 mn AstraZeneca doses South Africa said it\u2019s offloading last month after a study showing the jabs offered little protection against its local covid-19 variant, <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-04-02\/s-africa-concludes-sale-of-astrazeneca-shots-to-african-union?sref=mmeFTDW1\">Bloomberg<\/a> reported, citing South African Health Minister Zweli Mkhize.
