And in the news well this morning, we have coverage of the FRA\u2019s drive to push non-bank financial services players to put all things green at the center of their business models.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-01\"><\/a> <strong>THE BIG STORY INTERNATIONALLY:<\/strong> The list of countries pausing the rollout of AstraZeneca\u2019s vaccine grows bigger: <a href=\"https:\/\/www.ansm.sante.fr\/S-informer\/Points-d-information-Points-d-information\/Point-de-situation-sur-le-lot-ABV5300-du-vaccin-AstraZeneca-contre-la-COVID-19\">France<\/a>, <a href=\"https:\/\/www.aifa.gov.it\/en\/web\/guest\/-\/aifa-sospensione-precauzionale-del-vaccino-astrazeneca\">Italy<\/a>, <a href=\"http:\/\/bit.ly\/3tmS3qD\">Spain<\/a> and <a href=\"https:\/\/www.pei.de\/DE\/newsroom\/hp-meldungen\/2021\/210315-voruebergehende-aussetzung-impfung-covid-19-impfstoff-astra-zeneca.html;jsessionid=B1AF60236E0A15E7D21CDF3415BB819B.intranet231\">Germany<\/a> are temporarily suspending the use of the vaccine, pending further investigation after a handful of cases in which people reported developing blood clots after taking the jab. Austria, Norway, Ireland, the Netherlands and Denmark have <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5b61a68f-0c3a-4551-9600-189a03070e9b\">also<\/a> pressed pause in recent days.<\/p>\n<p><strong>But the WHO insists there is \u201cno evidence\u201d of a direct link between the jab and<\/strong><strong> blood clotting incidents<\/strong>, saying in a statement picked up by <a href=\"https:\/\/www.euronews.com\/2021\/03\/15\/world-health-organization-reaffirms-safety-of-oxford-astrazeneca-covid-19-vaccine\">Euronews<\/a> yesterday it is reviewing the reports and adverse effects. The organization urged governments to press ahead with vaccine rollouts to \u201csave lives and stem severe disease from the virus.\u201d<\/p>\n<p><strong>Uh, can we talk statistics for a moment? <\/strong>The European Medicines Agency is a voice of reason here, with the <a href=\"https:\/\/www.nytimes.com\/2021\/03\/15\/world\/europe\/astra-zeneca-vaccine-europe.html\">New York Times<\/a> quoting it as saying, \u201cthe numbers of such problems reported in vaccinated people did not seem higher than those usually seen in the general population.\u201d As one top British regulator put it: \u201cWe are closely reviewing reports but the evidence available does not suggest the vaccine is the cause.\u201d<\/p>\n<p><strong>So would we take AstraZeneca this morning, if offered the chance? <\/strong>Yep. 100%.<\/p>\n<p><strong>The AstraZeneca vaccine \u2014 one of Egypt\u2019s jabs of choice \u2014 is still being administered in<\/strong> <strong>Canada, Belgium, Poland, the Czech Republic, and Ukraine.<\/strong> Thailand is also set to begin rolling out the jab today, after safety concerns led to a \u201cbrief delay,\u201d <a href=\"https:\/\/www.bbc.com\/news\/world-europe-56404542\">BBC<\/a> notes.<\/p>\n<p><strong>Egypt is set to receive some 40 mn doses of the vaccine this year<\/strong>, with the first batch of 6 mn doses set to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5b61a68f-0c3a-4551-9600-189a03070e9b\">arrive by the end of the month<\/a> as part of an 8.6 mn dose order placed through the Gavi \/ Covax program.<\/p>\n<p><a class=\"content-anchor\" id=\"tldr-story-06\"><\/a> <strong>*** CATCH UP QUICK<\/strong> from Monday's edition of EnterprisePM:<\/p>\n<ul>\n<li><strong>Egytrans has <\/strong><strong>conditionally <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87cd18b5-f1ca-4e94-9556-be003f2311c5\">approved Hassan Allam Utilities' purchase offer<\/a><\/strong> to take over a controlling stake in the company via a reverse merger.<\/li>\n<li><strong>GSK Egypt has<\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87cd18b5-f1ca-4e94-9556-be003f2311c5\">turned down Acdima\u2019s request<\/a><\/strong> to start due diligence, closing sale talks.<\/li>\n<li><strong>Taaleem Management Services has valued its initial public offering<\/strong> on the Egyptian bourse at <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b0779d2d-50f1-4135-92fe-1ad2021a29b1\">EGP 5.48-6.02 per share<\/a>. This is all being spurred by investor appetite for Egyptian debt, green bonds, and ESG investment, sources tell Enterprise.<\/p>\n<hr class=\"grey-line\">\n<p><strong>WHAT\u2019S HAPPENING TODAY-<\/strong><\/p>\n<p><strong>The Federal Reserve begins its two-day meeting to decide interest rates today. <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2207bb35-863b-42d7-9f96-f2be406dcec4\">The<\/a><\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2207bb35-863b-42d7-9f96-f2be406dcec4\">consensus:<\/a><\/strong> No rate hikes until 2023 and the USD 120 bn-a-month bond buying program will be left untouched. But the recent rise in US treasury yields means markets are pricing for an earlier than originally expected rate hike, writes DoubleLine Capital portfolio manager Gregory Whiteley for the <a href=\"https:\/\/www.ft.com\/content\/a6567455-66d2-46c8-b2c6-fdd54b6a1ce8\">Financial Times<\/a>, and the Fed may have to scale up its asset purchase program to increase its support if it wants to achieve its target of full employment before enacting an increase.<\/p>\n<p><strong>It\u2019s also interest rate week here at home:<\/strong> The Central Bank of Egypt meets on Thursday to review interest rates. All 12 analysts we spoke with for our regular poll <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4e93cbb9-79ef-4b1d-807b-d74d1637b427\">believe the central bank<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4e93cbb9-79ef-4b1d-807b-d74d1637b427\">will leave rates on hold<\/a>. A <a href=\"https:\/\/www.nasdaq.com\/articles\/poll-egypt-central-bank-forecast-to-leave-interest-rates-unchanged-2021-03-15\">Reuters<\/a> poll published yesterday indicates the same anticipated outcome.<\/p>\n<p><strong>Local banks will be able to settle USD transactions for their retail clients within the same <\/strong><strong>working day beginning 1 April<\/strong>, and EUR transactions shortly thereafter, Central Bank of Egypt (CBE) Deputy Governor Rami Aboul Naga told <a href=\"https:\/\/bit.ly\/3qVfC8E\">Al Arabiya<\/a> yesterday. It will also provide training programs, advisory and research services to companies, support issuance of green debt financing instruments, including green bonds, and will try to ensure that companies adhere to green financing requirements, she said.<\/p>\n<p><strong>An advisory committee of up to 13 members chaired by IMF Executive Director Mahmoud Mohieldin <\/strong>will be formed to propose the center\u2019s policies, possible cooperation programs, in addition to exchanging experiences with local and global sustainable financing entities.<\/p>\n<p><strong>Among the committee\u2019s members:<\/strong> CIB Chief Sustainability Officer <strong>Dalia Abdel Kader<\/strong>, Federation of Egyptian Industries senior advisor <strong>El Sayed Torky<\/strong>, and <strong>Hussein Abaza<\/strong> (the advisor to the planning and environment ministries, not the CIB CEO of the same name). He has served as an AUC trustee since 2016 and vice chair of the board of trustees at the California Institute of Technology over the last year. class=\"entry-content\">\n\n\t\t\n\t\t<p><a class=\"content-anchor\" id=\"tldr-story-08\"><\/a> <strong>Egypt is poised to ride 2021\u2019s green bond wave: <\/strong>2020 was supposed to be the year of green bonds for Egypt. And in some ways it was. Egypt\u2019s USD 750 mn sovereign bond issuance was one of three landmark green issuances in MENA in 2020, according to <a href=\"https:\/\/www.spglobal.com\/marketintelligence\/en\/news-insights\/latest-news-headlines\/mea-banking-stories-to-watch-in-2021-green-financing-lebanon-kenya-61703583\">S&P Global<\/a>. Other planned issuances, however, had stalled thanks to the uncertain times of the pandemic.<\/p>\n<p><strong>But that\u2019s looking like it may change in 2021<\/strong> amid rising investor appetite not only for Egypt\u2019s debt, but also for green bonds and ESG investing, industry players tell Enterprise. More sovereign green bond issuances are on the cards for Egypt, although their size and timing are still under discussion. Meanwhile, CIB is aiming to close the first tranche of its USD 100 mn corporate green bond issuance \u2014 Egypt\u2019s first \u2014 by 1H2021.<\/p>\n<p><strong>The government\u2019s planning another issuance of sovereign green bonds in FY2021-22<\/strong>, head of the Finance Ministry\u2019s public debt unit Mohamed Hegazy tells us. Discussions about the timing and size of offerings \u2014 and the projects they\u2019d be directed towards \u2014 are still underway, he added.<\/p>\n<p><strong>Urgency in delivering <\/strong><strong>USD 1.9 bn<\/strong><strong> projects is driving push for more issuances: <\/strong>Ministries have a long list of projects they want included in the program, but the most pressing environmental and climate-focused projects will take priority, says Hegazy. These will likely include <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/40d18b27-5b81-4c55-a728-4768f13b5ee9\">projects like the monorail<\/a>, and others focused on clean transport, renewable energy and sanitation. Egypt\u2019s list of economically sound, climate-friendly projects can be valued at USD 1.9 bn, according to Hegazy. A Green Finance Working Group was set up <a href=\"https:\/\/enterprise.press\/hardhats\/z-green-bond-funding\/\">late last year<\/a> to evaluate and select which projects would receive green bond funding.<\/p>\n<p><strong>The program is being spurred on by investor interest<\/strong>, says Hegazy. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5d1b54d5-5efa-41c9-ac8b-728b105b2ef0\">Last September<\/a>, Egypt\u2019s USD 750 mn maiden sovereign green bond issuance was almost 5x oversubscribed, attracting some USD 3.8 bn in bids for the bonds. The government had been expected to sell USD 500 mn of the bonds, which it <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e508887d-5561-49ea-a75a-1afba7b99274\">subsequently listed<\/a> on the London Stock Exchange. Egypt\u2019s solid credit ratings are a pull for investors, sources add. \u201cInvestors are eager for long-term debt instruments with good credit quality and high yields, supporting Egypt\u2019s sustainable economic development,\u201d says Walid Labadi, the IFC\u2019s Egypt Country Manager. \u201cWe believe green bonds address these demands.\u201d<\/p>\n<p><strong>The global green debt market is predicted to skyrocket in 2021:<\/strong> Global green bonds, loans and sukuk will reach USD 400-450 bn, <a href=\"https:\/\/www.institutionalassetmanager.co.uk\/2021\/01\/26\/294959\/green-bond-issuance-track-almost-double-2021-market-estimates-suggest\">the Climate Bonds Initiative predicts<\/a>. This follows 2020\u2019s record green bond market growth, where issuance exceeded USD 269.5 bn, off the back of a strong rebound in 2H2020. Bloomberg expects sales to grow by a third this year, it reported last week in a live interview with asset manager <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-09-30\/price-risk-lurking-in-green-bonds-has-a-90-billion-fund-worried?sref=mmeFTDW1\">Helena Lindahl<\/a>. \u201cGlobally, we typically see green bonds attracting more investor interest than comparable plain vanilla bonds \u2014 a trend that doesn\u2019t seem to be affected by covid,\u201d says Labadi.<\/p>\n<p><strong>New sovereign issuance will pave the way for the private sector:<\/strong> Egypt\u2019s sovereign green bond issuance was an important milestone and a great example for the private sector to follow, says Labadi. He believes its success has increased overall investor interest. The IFC \u2014 which worked with Egypt\u2019s Financial Regulatory Authority to help develop guidelines for green bonds to be established as a new financial tool \u2014 is now working with CIB to enable Egypt\u2019s first corporate green bond issuance, he adds.<\/p>\n<p><strong>CIB aims to close the first tranche of its corporate green bond issuance by 1H2021<\/strong>, Heba Abdellatif, CIB\u2019s head of Financial Institutions, tells us. \u201cIt\u2019s still a USD 100 mn program and our target is to close before the end of 1H2021. Everything\u2019s moving forward, though the schedule\u2019s been slightly shifted due to the pandemic,\u201d she says. The bank was <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/00d6c9a2-72c7-4dce-8957-52ce5b25c1a0\">originally planning<\/a> an initial green bond issuance of USD 65 mn in October 2020.<\/p>\n<p><strong>Investor interest remains high, fueled by Egypt\u2019s economic resilience in the face of covid turbulence<\/strong>, says Abdellatif. \u201cInvestor appetite both for Egypt and for green finance is quite robust. You can see this when you look at the yields for the bonds being offered, which have tightened quite substantially in the past year.\u201d The IFC \u2014 expected to be the main investor in CIB\u2019s green bonds when the issuance happens \u2014 is keen for CIB to finalize the issuance process, and the bank\u2019s also been approached by many other development finance institutions wanting to come on board, she says, without disclosing names.<\/p>\n<p><strong>Financing will be directed towards greater energy efficiency, including long-term mindset shifts. <\/strong>Increasing energy efficiency in buildings will be a big part of CIB\u2019s green bond financing, says Abdellatif. \u201cIt\u2019s not like the government program, where funds are channeled into megaprojects designed to contribute to the SDGs. We look at our existing clientele and help them make CAPEX spending changes that will positively impact climate protection.\u201d<\/p>\n<p><strong>CIB is still Egypt\u2019s only confirmed corporate green bond offering:<\/strong> Unconfirmed press reports indicated that Raya\u2019s recycling unit BariQ was expected to take its green bonds to market <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/427b762b-2eb8-4652-936f-73c9f93209dc\">in early 2021<\/a>, but Enterprise\u2019s attempts to reach them for comment were unsuccessful.<\/p>\n<p><strong>But possibly not for long:<\/strong> The IFC has seen more traction from other issuers following announcements about CIB\u2019s green bonds and the successful government issuance, says Labadi. It hopes more issuances by both financial institutions and real estate sector companies are on the cards, and is committed to providing technical assistance to potential green bond issuers in these sectors, he adds. \u201cWe hope our work with CIB will help kickstart the market for more green financing in Egypt.\u201d<\/p>\n<p><strong>Your top climate stories for the
