The budget framework will outline the government\u2019s medium-term spending priorities and will be taken up as a new approach by the government and submitted alongside the standard detailed annual budget, the prime minister said.<\/p>\n<p><strong>What will the framework entail? <\/strong>This isn\u2019t a return to statist five-year planning cycles, but rather a look ahead to the outlines of our post-covid economic recovery plan. In FY2019-2020, we saw an increase in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cddd0d47-7d9b-48c9-ba36-054ad9bc1d5d\">spending on health<\/a>, education, wages and welfare, and included fuel and electricity <a href=\"https:\/\/enterprise.press\/stories\/2019\/06\/25\/house-approves-fy2019-2020-state-budget\/\">subsidy cuts<\/a> \u2014 a trend we can expect to continue. We would also expect the framework to include the government\u2019s plans to continue cutting back its debt bill, which has been a priority point for several years. The team told us that they will announce new investments in the coming weeks and that they are keen on healthcare, fintech, foodtech and real estate technology, but declined to give details on their plans for Egypt. The value of the transaction was not disclosed.<\/p>\n<p><strong>The transaction would give SPMD 100% ownership of Prime Speed for Medical Services, in which it currently holds a 30% stake.<\/strong> SPMD had set up Prime Speed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5228f93f-7112-4185-9373-ccce955d2ee4\">last year<\/a>, with other shareholders including Prime Egypt Group Chairman Tamer Waguih, as well as Modern Solutions Company.<\/p>\n<p><strong>SPMD has been on an acquisition spree for several months.<\/strong> It recently <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3a397d67-63bb-4188-808d-0dd8a8ef8c4a\">completed the purchase<\/a> of Misr Laboratories\u2019 Beni Suef branches and is preparing to sign the final agreements to buy 100% of Al Hayat Labs and 50% of City Lab. Strong 4Q growth \u2014 EGP 159 mn, up 46% y-o-y \u2014 put the company\u2019s finances back on track after a challenging first nine months of the year saw <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/89fdcdf9-2315-4426-9ca3-aaa0c3e54a6f\">profits fall 30%<\/a> thanks largely to the impact of covid-19. The company saw strong portfolio growth during the 12-month period, rising 17% y-o-y, and generating an operating income of EGP 942 mn, up 7% from 2019. The NBFS player\u2019s new ins. arm saw its revenues rise almost 150% to EGP 322 mn, driven by a surge in gross written premiums.<\/p>\n<p><strong>What they said:<\/strong> \u201cWe are delighted to report these great results in such a challenging year \u2026 During the year we have consolidated our financing offerings under one brand and approach, with the country\u2019s first consumer finance license, continued to build our capabilities in insurance, raised an unprecedented amount from the debt capital markets with an array of instruments, as well as fully prepared for and applied new accounting and regulatory rules,\u201d the company said.<\/p>\n<p><strong>Sarwa is no longer Sarwa:<\/strong> Shareholders approved changing the company\u2019s name from Sarwa Capital Holding to Contact Financial Holding, in what it said would \u201cbetter reflect the composition of the business.\u201d<\/p>\n<p><strong>Speed Medical\u2019s net profit more than quadrupled in 2020 to EGP 79.2 mn<\/strong>, up from EGP 17.1 mn a year ago, according to <a href=\"https:\/\/ent.news\/2021\/2\/Speed-Medical-2020-earnings.pdf\">an EGX filing (pdf)<\/a>. The strong bottom line growth was underpinned by a doubling of annual revenues, which reached EGP 174 mn during the 12-month period, and <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5228f93f-7112-4185-9373-ccce955d2ee4\">the launch<\/a> of the company\u2019s Prime Speed for Medical Services subsidiary in March last year, which provided almost half of its net income.<\/p>\n<p><strong>Kima turns to losses in 2020:<\/strong> The Egyptian Chemical Industries (Kima) reported net losses of EGP 631.2 mn for 2H2020, despite seeing impressive revenue growth during the period, according to the company\u2019s <a href=\"https:\/\/ent.news\/2021\/2\/Kima-2020earnings.pdf\">unaudited financial statements (pdf)<\/a>. What works best for Egypt\u2019s road infrastructure:<\/strong> Egypt\u2019s road and bridge infrastructure has been a key component of the Sisi administration\u2019s political agenda, with EGP bns of public investments earmarked for upgrading existing infrastructure and expansions for new roads. To be specific, the government has a 10-year plan from 2014 \u2014 when President Abdel Fattah El Sisi was first voted into office \u2014 through to 2024 to build new roads at a total cost of EGP 1.1 tn, <a href=\"https:\/\/almalnews.com\/%D9%83%D8%A7%D9%85%D9%84-%D8%A7%D9%84%D9%88%D8%B2%D9%8A%D8%B1-1-1-%D8%AA%D8%B1%D9%8A%D9%84%D9%8A%D9%88%D9%86-%D8%AC%D9%86%D9%8A%D9%87-%D8%AA%D9%83%D9%84%D9%81%D8%A9-%D9%85%D8%B4%D8%B1%D9%88%D8%B9\/\">Transport Minister Kamel El Wazir said<\/a> in August. The construction of this infrastructure has naturally required a large amount of raw materials, with the two most common materials used for road paving being asphalt or concrete.<\/p>\n<p><strong>Although Egypt typically uses asphalt for paving, we found a paper that suggests that concrete could be a better option for some types of highly-used roads.<\/strong> The <a href=\"https:\/\/www.emerald.com\/insight\/content\/doi\/10.1108\/CI-10-2019-0107\/full\/pdf\">paper<\/a> \u2014 by Mohamed Marzouk from the Department of Structural Engineering at Cairo University, and Mohamed Moustafa Ashmawy from the Department of Commercial Construction Projects at Lafarge \u2014 arrives at this conclusion based on a number of factors and variables, including the initial cost, the frequency and cost of required maintenance, and how each material lends itself to fuel efficiency for vehicles on each type of road.<\/p>\n<p><strong>So, if concrete could actually be a better option, why does Egypt use asphalt?<\/strong> For starters, asphalt is generally easier to repair and maintain. The material creates a smooth surface and allows for overlay \u2014 which uses existing asphalt layers as the base for new paving, rather than tearing out the original layer in what would be a disruptive process. Additionally, asphalt has a high tolerance for different temperatures (hello, Egypt\u2019s scorching summer sun).<\/p>\n<p><strong>Then there\u2019s the difference in initial cost:<\/strong> In 2018, using asphalt to pave a road initially cost EGP 364 per sqm, as opposed to EGP 460 per sqm for concrete.<\/p>\n<p><strong>However, asphalt is not without its drawbacks.<\/strong> Maintenance costs are high, the material\u2019s life span is short, it requires frequent maintenance and resurfacing, and is a significant contributor to the emission of air pollutants, <a href=\"https:\/\/news.yale.edu\/2020\/09\/02\/asphalt-adds-air-pollution-especially-hot-sunny-days#:~:text=Yale%20researchers%20observed%20that%20common,typical%20temperature%20and%20solar%20conditions.\">according to Yale researchers<\/a>. Total maintenance costs for asphalt make up almost 31% of its total initial cost, which is almost 7x more than its concrete counterpart.<\/p>\n<p><strong>Concrete maintenance costs, on the other hand, make up a mere 3.7% of the total initial cost of construction. <\/strong>Moreover, it enjoys high durability, a longer life span, and can additionally withstand floods and surface water.<\/p>\n<p><strong>Other factors to consider when looking at concrete vs asphalt are embodied energy costs and fuel consumption.<\/strong> Embodied energy is the sum of all energy needed for all processes required in order to construct the highway, starting with mining the material. When looking at embodied energy, concrete consumes slightly less than asphalt, the authors say. The slight difference in energy consumption can increase in the future, through the potential use of green cement products \u2014 which cuts down on emissions during the manufacturing process to create a less environmentally damaging final product.<\/p>\n<p><strong>Now for the most exciting part: Fuel consumption and efficiency. <\/strong>A semi-truck trailer driving on an asphalt highway will consume 1 liter of fuel per 1.9 km traveled. On concrete, the same liter of fuel will let it travel 2.33 km, the paper states. <a href=\"https:\/\/www.semanticscholar.org\/paper\/Effect-of-pavement-type-on-fuel-consumption-and-in-Ardekani-Sumitsawan\/e2bfec626ae5c13f0824980af39065f3f7a66440?p2df\">An often-cited study<\/a> by the Department of Civil Engineering at the University of Texas at Arlington explains that \u201cthe rolling resistance of the pavement [is] an important contributor to the fuel consumption and the corresponding CO\u2082 production.\u201d Rolling resistance refers to the friction caused by a moving object on a surface. If the surface is rigid, less energy is consumed in deflecting it. Concrete is usually more rigid than asphalt, meaning it requires less energy (in this case fuel). \u201cIn the case of a heavily loaded truck, energy is consumed in deflecting a non-rigid pavement \u2026 This makes concrete a slightly more sustainable solution,\u201d the study adds.<\/p>\n<p><strong>Why doesn\u2019t Egypt have more concrete roads?<\/strong> Egypt got its first concrete highway back in 2016, with the Cairo-Suez Highway, according to global building material provider CEMEX, which supplied 130k cbm of concrete for the highway\u2019s construction. While this may seem like a belated introduction of a concrete highway to a country like Egypt, the answer to why we didn\u2019t have concrete highways before could lie in the up-front costs. At the beginning of the project life cycle, concrete is more capital-intensive than asphalt, and concrete requires frequent repairs of its joints.<\/p>\n<p><strong>It\u2019s also not a one-size-fits-all: <\/strong>Concrete may not be the best option for all types of roads, as demonstrated by a comprehensive framework Marzouk and Ashmawy provide in their paper to determine whether a road would be best served by using asphalt or concrete for its construction. Using the Sokhna Quarries Road as an example or base case, the model looks at cost, durability, time, safety and energy consumed by those streets and highways during and after construction.<\/p>\n<p><strong>The tool \u2014 which, in its essence, is an equation \u2014 is designed to help decision-makers assess whether asphalt or concrete best fit their priorities<\/strong>. The tool allows decision makers to input values for a specific set of criteria and assign weights to each one, according to preferences and priorities. The criteria are initial cost (in EGP), maintenance cost (in EGP), know-how and duration (days), embodied energy (megajoule) and fuel consumption (liters). According to the provided data and weights, the tool then recommends the optimal solution for the decision-maker, in terms of using asphalt or concrete for a specific road building project.<\/p>\n<p><strong>The framework helps decision-makers to look at the big picture and long-term considerations<\/strong> to weigh into their final choice. The model incorporates a life cycle cost analysis, which mainly includes the construction of a new pavement structure, regular maintenance and operations of the responsible body and the removal, re-use or disposal of materials or rehabilitation. This goes far beyond the initial tally of up-front costs.<\/p>\n<p><strong>So what\u2019s the takeaway from the framework? Each material works best for a different type of road.<\/strong> Based on Marzouk and Ashmawy\u2019s model, high-traffic highways are recommended to be built and paved with concrete, due to lifecycle costs being 17% lower as a result of fewer maintenance requirements, and a higher contribution to sustainability. For streets in areas with lower traffic, asphalt roads are recommended, as their initial cost is 23% lower and the lower usage rates would mean less frequent maintenance requirement (the latter of
