It\u2019s a moderately heavy newsday in which no single story is dominating the agenda here at home. Abroad, newswatchers are like hound dogs watching ping pong, their gaze languidly flipping back and forth between Joe Biden\u2019s first real test in Congress over a <a href=\"https:\/\/www.wsj.com\/articles\/republicans-propose-618-billion-covid-relief-plan-11612188851\">covid relief bill<\/a> (and the simultaneous post-Trump twitches of the GOP) and the ongoing \u201crampage of retail\u201d investors on Wall Street.<\/p><p><strong>Also: <\/strong><strong><a href=\"https:\/\/youtu.be\/GncQtURdcE4\">Happy Groundhog Day.<\/a><\/strong> That\u2019s all covid is, right? We\u2019re all actors in some real, live, global and digital recreation of the Bill Murray classic?<\/p><p><strong>Aside from a smattering of M&amp;A and investment news, the big story here at home <\/strong><strong>remains the fact that It\u2019s interest rate week.<\/strong> There are conflicting signals on what the CBE will do when it meets on Thursday, with <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/10cdf260-5685-4f60-8321-7490de035dbf\">our poll of economists<\/a> forecasting a hold, but a move by the National Investment Bank\u2019s (NIB) to slash yields on investment certificates it sells through the National Bank of Egypt (NBE) <a href=\"https:\/\/www.reuters.com\/article\/idUSKBN2A00L2\">possibly signposting a cut<\/a>, Reuters suggested earlier this week.<\/p><p><strong>Don\u2019t read too much into NIB\u2019s move:<\/strong> EFG Hermes\u2019 Mohamed Abu Basha said in a note yesterday that the rate reduction may be a byproduct of ongoing restructuring under our USD 5.2 bn standby arrangement with the IMF, which includes changes designed to confine the role of the bank. After doling out above-market rates, the state-owned bank will likely have been forced to pay a lower rate of interest after \u2014 according to <a href=\"https:\/\/bit.ly\/39ELhps\">local reports<\/a> \u2014 it sold to the National Bank of Egypt its deposit portfolio, which amounted to EGP 435 bn in December. The NIB also lost a key tax advantage last year when the government scrapped the withholding tax exemption on treasuries. This all suggests that the move is not necessarily market-driven, and is unlikely to have \u201cmuch wider market implications,\u201d Abu Basha wrote. He\u2019s sticking by his call that the central bank will leave rates unchanged on Thursday.<\/p><p><strong>Meanwhile, the National Bank of Egypt and Banque Misr have left rates unchanged<\/strong> on their three-year platinum savings certificates at 11%. Banque Misr last cut the yield on these certificates in December, Deputy Chairman Akef El Maghraby told Ala Mas\u2019ouleety\u2019s Ahmed Moussa (<a href=\"https:\/\/www.youtube.com\/watch?v=FSYx0JcfR2Y\">watch, runtime: 9:15<\/a>) last night.<\/p><p><strong>WHAT ABOUT THE RETAIL HORDE? It\u2019s still the #1 story in the global business press <\/strong><strong>this morning. <\/strong>The Reddit crowd has taken silver to an eight-year high \u2014 and prompted Chinese investors to jump into <a href=\"https:\/\/www.reuters.com\/article\/us-retail-trading-silver-china\/buying-into-poor-mans-gold-chinese-investors-jump-on-silver-idUSKBN2A122Y?il=0\">\u201cpoor man\u2019s gold,\u201d<\/a> Reuters adds. GameStop was down nearly 31% yesterday, but Redditors pushed up AMC and BlackBerry as they continue to try to squeeze short sellers. The story leads the front pages of the <a href=\"https:\/\/www.ft.com\/content\/d46e8623-09af-4a1f-b7e5-207616388b0f\">Financial Times<\/a> and the <a href=\"https:\/\/www.wsj.com\/articles\/reddit-users-fuel-rally-in-silver-11612182810\">Wall Street Journal<\/a>, and the salmon-colored paper looks at <a href=\"https:\/\/www.ft.com\/content\/9e69faf0-09c4-42ca-8c5f-78dc9568c18f\">how online broker Robinhood\u2019s bid to \u201cdemocratize finance\u201d has \u201ccollided with Wall Street reality.\u201d<\/a> Robinhood just <a href=\"https:\/\/www.ft.com\/content\/790324e0-8526-4d9e-9717-a4430e1be034\">raised USD 2.4 bn<\/a> to land its second cash infusion in just days and is now said to be looking at debt markets.<\/p><p><strong>Meanwhile, the Republican Party is (messily) sorting out its post-Trump future. <\/strong><a href=\"https:\/\/www.reuters.com\/article\/us-usa-trump-republicans-exclusive\/exclusive-dozens-of-former-bush-officials-leave-republican-party-calling-it-trump-cult-idUSKBN2A1275\">Dozens of<\/a><a href=\"https:\/\/www.reuters.com\/article\/us-usa-trump-republicans-exclusive\/exclusive-dozens-of-former-bush-officials-leave-republican-party-calling-it-trump-cult-idUSKBN2A1275\">former Bush administration officials<\/a> (you remember him \u2014 the nice man who invaded Iraq?) have quit the party in recent days, \u201cdismayed by a failure of many elected Republicans to disown Donald Trump.\u201d Meanwhile, Mitch MCConnell is slurping down a big bowl of his just reward as he denounces <a href=\"https:\/\/www.nytimes.com\/2021\/02\/01\/us\/politics\/mitch-mcconnell-marjorie-taylor-greene.html?referringSource=articleShare\">\u201clooney lies and conspiracy theories\u201d<\/a> spread by QAnon nutter (and elected representative) Marjorie Taylor Greene.<\/p><p><strong>PSA #1- If you (or your offspring) are in the New York area (or pretty much anywhere in <\/strong><strong>the Northeast), it\u2019s snowmageddon once more. <\/strong>More than 15 inches (that\u2019s 38 cm) of the white stuff is already on the ground in the Big Apple as the storm swept up the seaboard into New England. Cairo and Alex are both in for cooler temperatures and some rain on Thursday and Friday, according to our favorite weather app.<\/p><p><strong>KEEP YOUR EYE ON-<\/strong><\/p><p><strong>The business community has until 10 February to give comments on the Unified <\/strong><strong>Tax Act\u2019s executive regulations<\/strong> that were finalized by the Finance Ministry last month, the cabinet said in <a href=\"http:\/\/bit.ly\/3oC0Dzg\">a statement<\/a> yesterday. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/9d64b39c-0c40-4a77-9805-e7d57c1f9f64\">The Unified Tax Act<\/a> saw the creation of Egypt\u2019s single tax platform as a way to overhaul tax administration, encourage informal businesses to go legit, and grant authorities better oversight on commercial transactions and tax accounts. healthcare giant <a href=\"https:\/\/investors.idhcorp.com\/\">Integrated Diagnostics Holding<\/a> (IDH) could pull the trigger on its dual listing of ordinary shares on the EGX before 1Q2021 is out \u2014 and possibly as early as this month \u2014 according to a report in Al Mal\u2019s print edition. The company has reportedly submitted its paperwork to the Financial Regulatory Authority, the newspaper reports, citing unnamed sources with knowledge of the matter. IDH \u2014 which owns the Al Borg and Al Mokhtabar brands in Egypt and has a strong presence in Jordan, Sudan and Nigeria \u2014 had telegraphed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/b4222023-4523-4073-9629-197b653c72de\">in December<\/a> that it was looking to push through the dual listing in 1H2021.<\/p>\n<p><strong>The timeline means IDH could be at the front of the line for new listings in Egypt<\/strong>, and the first since small-cap real estate Emerald\u2019s IPO, which was the only new listing the EGX saw in all of 2020, according to the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6e84a876-0331-4956-b7f3-badee6542278\">Enterprise IPO Tracker<\/a>. CI Capital\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cf2fc0fc-7c69-4a48-8bee-bb893803334d\">Taaleem<\/a>and non-banking financial services firm <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/28e4d461-7cb5-4955-a513-a5abf5e53215\">Ebtikar<\/a>are looking at IPOs in the first five months of this year.<\/p>\n<p><strong>What\u2019s the listing going to look like?<\/strong> It\u2019s entirely possible no new equity will be offered for sale. Shareholders signed off in December on a <a href=\"https:\/\/investors.idhcorp.com\/rns\/view\/653\">1 to 4 stock split<\/a>, but that doesn\u2019t mean a stock split is in the cards \u2014 the company and its bankers could just as easily get the job done by convincing some existing holders of LSE-listed shares to transfer their shares to the EGX.<\/p>\n<p><strong>Speculation is scant about how much of the tightly-held company could be listed<\/strong> on the EGX. Hikma would lodge a mandatory purchase offer for the remaining 8.8% stake not owned by GSK should its board approve due diligence. The consumer- and structure-finance player\u2019s sukuk issuance manager, Sarwa Sukuk Company, is currently working on an EGP 5.5 bn offering for real estate player Palm Hills Development (PHD), a EGP 3 bn sale for real estate outfit Hassan Allam Properties, and a EGP 1.1 bn offering for home- and resort-builder Amer Group, the sources say.<\/p>\n<p><strong>Record breaking?<\/strong> If the figures are accurate, the size of the PHD and Hassan Allam sales would break the record set by Sarwa last year, when it closed <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/638cf2dd-260a-4ffc-b6bd-7dced92a6222\">a EGP 2.5 bn issuance<\/a>. Sarwa was the first financial services company to <a href=\"https:\/\/enterprise.press\/stories\/2019\/07\/16\/sarwa-capital-gets-egypts-first-sukuk-issuer-license\/\">land a sukuk license<\/a> in Egypt.<\/p>\n<p><strong>We already knew about the Amer sale: <\/strong>Sarwa Capital CFO Ayman El Sawy said last year that it would issue<a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d1fe41f9-d677-4d9e-bd7c-f996a203b63e\">EGP 2 bn of sukuk<\/a> for Amer <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/638cf2dd-260a-4ffc-b6bd-7dced92a6222\">in 1Q2021<\/a>, a figure almost double that of yesterday\u2019s report.<\/p>\n<p><strong>Egypt\u2019s sukuk market only saw the light of day in 2019 <\/strong>when the Financial Regulatory Authority (FRA) published the <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/15\/financial-regulatory-authority-issues-regulations-for-sukuks-in-egypt\/\">regulatory framework<\/a>. After EGP 5.1 bn of the sharia-compliant securities were issued last year, some expect the market to swell to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/f4d3100f-91b3-49d0-ae20-6f818c07781d\">EGP 20-25 bn this year<\/a>. So far, only three companies have issued sukuk: private education outfit Cira <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1fc06ee3-1afc-47d3-94fd-f727ba55c325\">in December<\/a>, Sarwa <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/638cf2dd-260a-4ffc-b6bd-7dced92a6222\">a month earlier<\/a>, and Talaat Moustafa Group <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ef7701a0-d587-43d5-83be-5cd65ef90328\">in April<\/a>.<\/p>\n<p><strong>IN OTHER DEBT NEWS-<\/strong><\/p>\n<p><strong>EFG Hermes Corp-Solutions is looking to securitize a part of its receivables <\/strong><strong>portfolio in the second half of 2021<\/strong>, <a href=\"https:\/\/alborsaanews.com\/2021\/02\/01\/1415613\">said Talal Elayat<\/a>, who heads up the investment bank\u2019s subsidiary. Corp-Solutions, which provides leasing and factoring services, grew 55% in 2020, Elayat said.<\/p>\n<p><strong>Egypt\u2019s secondary bond market may be getting a new lease on life<\/strong>, according to <a href=\"https:\/\/bit.ly\/3rbzcxW\">Al Mal<\/a>, which quotes sources saying that the FRA wants to use the momentum generated by the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/322b1f8e-fc8d-442f-957c-c66632dfe443\">recent<\/a><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/322b1f8e-fc8d-442f-957c-c66632dfe443\">spate of corporate issuance<\/a> to finally bring retail investors into the fold to push towards an active market. The initial state budget forecasts \u2014 which have naturally been adjusted as the fallout from the pandemic became more evident \u2014 had set a tax collection target of EGP 964.8 bn.<\/p>\n<p><strong>Maait compared the forecast for the current fiscal year to FY2014-2015 figures, when state coffers reeled in EGP <\/strong><strong>25<\/strong><strong>3 bn from tax collections.<\/strong> The rise over the past six years comes on the back of a 100% increase in customs revenues and a 250% jump in income tax revenues, Maait said. Real estate tax revenues soared 500% between FY2014-2015 and FY2018-2019, the minister said.<\/p>\n<p><strong>Public debt is expected to record 87% of GDP in FY2020-2021<\/strong>, before dipping to 84% in FY2022-2023, and 79% in FY2023-2024, the minister said.<\/p>\n<p><strong>Expectations for the current fiscal year point to a 0.6% primary surplus, and an overall deficit of<\/strong><strong> 7.8% of GDP.<\/strong> Maait had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/31d82a35-c9b5-4ce5-afa9-37d48c7bfacb\">said last month<\/a> the overall deficit is projected to come in at 7.9% of GDP, up from the 6.3% <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c0557143-d132-4f80-a888-edd3c67085c5\">originally set out in the state budget<\/a>. Egypt\u2019s budget deficit is expected to come in at 6.5% in FY2021-2022, and continue to drop to reach 5.3% and 4.6% in the following two fiscal years, Maait said, according to <a href=\"http:\/\/english.ahram.org.eg\/NewsContent\/3\/12\/400101\/Business\/Economy\/Egypts-strategy-to-reduce-public-debt-to-GDP-ratio.aspx\">Ahram Online<\/a>.<\/p>\n<p><strong>Restructuring spending priorities:<\/strong> The narrowing deficit comes after years of subsidy reforms, which helped trim the state\u2019s fuel subsidy bill and reallocate funds to social security, education and healthcare, said the minister. Pension fund allocations are expected to reach EGP 306 bn by the end of the fiscal year.
