We have tons of news for you after a busy holiday weekend, so let\u2019s jump right in:<\/p>\n<p><a id=\"tldr-story-03\" class=\"content-anchor\"><\/a> <strong>Have we passed the second wave?<\/strong> That seems to be what the government\u2019s data is telling us, as official figures continued to show a fall in new daily infections over Christmas weekend. The ministry <a href=\"https:\/\/bit.ly\/2MPp92B\">reported<\/a> 989 new covid-19 infections yesterday, down from 1,001 the day before and 1,219 on Thursday. Daily cases have now fallen by more than 400 since the recent peak of 1,418 at the start of the year.<\/p>\n<p><strong>The daily death toll ticked up slightly, but is well below what we were seeing at the height of the first wave <\/strong>in 2020. The ministry said yesterday that another 57 people died of covid-related complications, up from 56 on Friday and 54 on Thursday.<\/p>\n<p><strong>We\u2019re keeping an eye on the upcoming launch of the <\/strong><strong>Health Ministry<\/strong><strong>\u2019s online <\/strong><strong>platform to sign up for covid-19 vaccinations<\/strong>, which will be available at <a href=\"https:\/\/egcovac.mohp.gov.eg\/\">egcovac.mohp.gov.eg<\/a> once it goes live.<\/p>\n<p><strong>In related news: Saudi Arabia will extend its travel ban until 31 March<\/strong>, with no citizens to leave or return to the country until the ban is lifted as a covid-19 precautionary measure, reports the <a href=\"https:\/\/www.spa.gov.sa\/viewstory.php?lang=en&newsid=2177179\">Saudi News Agency<\/a>.<\/p>\n<hr class=\"grey-line\" \/>\n<p><strong>THE BIG STORY around the world this morning: Agent Orange could be impeached. <\/strong><strong>Again.<\/strong> Democrats (and a select few Republicans) are moving to impeach US President Donald Trump for an unprecedented second time after the mayhem that unfolded in Washington over the weekend. In a very postmodern, social media-gen Bastille, a mob of Trumpistas stormed Capitol Hill in a bid to stop the House from certifying Joe Biden as the next president, leading to <a href=\"https:\/\/edition.cnn.com\/2021\/01\/07\/us\/capitol-mob-deaths\/index.html\">the death<\/a> of one police officer and four other people. Perpetrated by selfie-takers, viking cosplayers, and punch-drunk <a href=\"https:\/\/www.bbc.com\/news\/53498434\">QAnoners<\/a>, it\u2019s difficult to know whether this was a genuine attempt at a coup or simply a rampage of the clueless.<\/p>\n<p><strong>Trump loses Pence + his Twitter feed: <\/strong>Vice President Mike Pence broke with Trump by confirming the election results and the secretaries of transportation and education both resigned in the wake of the violence. Perhaps the greater loss came when <a href=\"https:\/\/bit.ly\/2Xt6Ge6\">Facebook<\/a> and <a href=\"https:\/\/blog.twitter.com\/en_us\/topics\/company\/2020\/suspension.html\">Twitter<\/a> finally bowed to pressure and kicked the president off of their platforms for his incitement of violence.<\/p>\n<p><strong>Can Trump be impeached within the few days he has left in office?<\/strong> Theoretically yes, and while <a href=\"https:\/\/www.nytimes.com\/2021\/01\/08\/us\/politics\/impeachment-president-trump-capitol.html?action=click&module=Spotlight&pgtype=Homepage\">it\u2019s not going to be easy<\/a>, there is many a lawmaker on Capitol Hill eager to ensure that King Cheeto will never again stain the walls of the Oval Office<\/p>\n<p><strong>The story is front-page news pretty much everywhere<\/strong>, from the <a href=\"https:\/\/www.wsj.com\/articles\/democrats-intensify-calls-to-remove-trump-after-capitol-riot-11610117456\">Wall Street Journal<\/a> to the <a href=\"https:\/\/www.ft.com\/content\/df2c858d-8ce2-421b-a29d-e6e9c8fb53ae\">Financial Times<\/a> to the <a href=\"https:\/\/www.nytimes.com\/2021\/01\/09\/us\/politics\/trump-impeachment-possible.html\">New York Times<\/a>.<\/p>\n<p><strong>WHAT\u2019S HAPPENING TODAY-<\/strong><\/p>\n<p><strong>It\u2019s inflation day<\/strong>, with December figures due out from the Central Bank of Egypt and state census bureau Capmas later today. Annual urban inflation rose to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/790c7907-afb4-4e0c-9338-260b3db35554\">a five-month high of 5.7%<\/a> in November, just shy of the lower bound of the central bank\u2019s 9% (+\/- 3%) target range. legislative limbo. Here\u2019s what we\u2019re expecting for the coming session, which will run for six months.<\/p>\n<p><strong>Among their first orders of business:<\/strong> Electing a speaker of the House at two deputies plus working out elections to committee seats.MPs will swear their oaths (settling into a five-year term) and vote for speaker in a marathon session on Tuesday. Look for <strong>Ali Abdel-Aal to return as speaker <\/strong>of a House dominated by the pro-government Mostaqbal Watan<\/p>\n<p><strong>TAXATION <\/strong><\/p>\n<p><strong>VAT AMENDMENTS-<\/strong> The government plans to impose VAT on non-residential property, most commercial advertising and to hike the 5% rate on many forms of snack foods. <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/417b3333-0685-4109-9149-c11de423bd39\">Real estate developers<\/a> are understandably concerned about how VAT on commercial property may affect the market, while <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/378b133c-815c-4032-8e57-b11152982488\">food producers<\/a> have leaned on lawmakers to roll back the snack tax. Neither lobbying effort seems at the moment to have borne fruit.<\/p>\n<p><strong>Status: <\/strong>The amendments were passed to the House <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/976a0bd2-9def-4208-8eed-a9bcee2355be\">in October<\/a> and are currently with the Planning and Budgeting Committee.<\/p>\n<p><strong>REAL ESTATE TAX- <\/strong>It\u2019s still unclear how the government will switch up property taxes, but <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/921b11ae-ef47-4406-8e5f-39162c7f8e6c\">sources said late last year<\/a> that a bill should hit the House at some point this year. Last year, manufacturers <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/6cd58fa0-c48e-4751-b9fe-777df2347fac\">called on the government<\/a> to make them exempt from the tax, and while this doesn\u2019t seem to be in the cards, sources say that policymakers are planning to significantly reduce rates in forthcoming legislation.<\/p>\n<p><strong>Status:<\/strong> The finance and trade ministries have drafted a bill but this hasn\u2019t yet been put to the cabinet. A source tells us that policymakers are yet to finish <a href=\"https:\/\/enterprise.press\/stories\/2019\/03\/18\/prototype-of-digital-system-ready-to-appraise-egypts-real-estate-assets-ready\/\">the system<\/a> that will be used to assess the value of land for tax purposes.<\/p>\n<p><strong>E-COMMERCE TAX-<\/strong> A draft E-Commerce Act that would slap new taxes on global tech giants made <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e099d4c6-2940-494e-a530-13decabda418\">its way back to the cabinet<\/a>, having already once been sent to the House. A source from the House Planning and Budget Committee tells Enterprise that cabinet is waiting to ship it back to the House once it is in session. It remains unclear whether new amendments have been added to the bill, which would impose <a href=\"https:\/\/enterprise.press\/stories\/2019\/04\/03\/finmin-looks-to-tax-the-living-daylights-out-of-social-media-ads-e-commerce-players\/\">a 15-20% stamp tax<\/a> on online ads and 14% VAT on online sales.<\/p>\n<p><strong>Status:<\/strong> The bill will apparently make its way to the cabinet for discussion at some point this quarter.<\/p>\n<p><strong>TAX BREAKS ON INVESTMENT IN GOV\u2019T DEBT- <\/strong>A bill is in the works that would hand investors an income tax break on interest earned from bonds <a href=\"https:\/\/alborsaanews.com\/2020\/11\/11\/1397982\">issued abroad<\/a>. This is an amendment to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8cf11036-0d08-41a5-9a54-9abe42477f6a\">Law 182 of 2020<\/a>, which repealed an income tax exemption on income derived from treasury holdings. Designed to stoke investor appetite for Egyptian debt, the potential move comes as the government considers a new round of international bond issuance<\/p>\n<p><strong>Status:<\/strong> The bill has been referred to the Planning Committee, <a href=\"https:\/\/www.youm7.com\/story\/2020\/12\/15\/%D8%B9%D9%84%D9%89-%D8%B9%D8%A8%D8%AF-%D8%A7%D9%84%D8%B9%D8%A7%D9%84-%D9%8A%D8%AD%D9%8A%D9%84-17-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D9%82%D8%A7%D9%86%D9%88%D9%86-%D9%85%D9%82%D8%AF%D9%85%D9%8A%D9%86-%D9%85%D9%86-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9\/5113631\">according to Youm7<\/a>.<\/p>\n<p class='web-image'><img decoding=\"async\" data-recalc-dims=\"1\" src=\"https:\/\/i0.wp.com\/ent.news\/2021\/1\/payment-1600px.jpg?ssl=1\" alt='enterprise'><\/p>\n<p><strong>BUSINESS + FINANCE<\/strong><\/p>\n<p><strong>FISCAL SUSTAINABILITY-<\/strong> Given the new round of structural reforms to coincide with the latest IMF loan agreement, the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/5e74b5b9-6e89-4fcb-b133-c2c9bd9dede1\">draft Unified Budget Act<\/a> will likely be one of the government\u2019s top legislative priorities in the coming weeks. The legislation would impose new checks and balances on governments to ensure fiscal discipline, including spending limits, the requirement to present annual budgetary and fiscal strategies to the House. New mechanisms to monitor budgeting performance will aim to increase transparency and oversight over spending, while existing overlapping legislation will be streamlined into a single bill governing the annual budget and fiscal accountability.<\/p>\n<p><strong>Status:<\/strong> The bill is currently <a href=\"https:\/\/www.youm7.com\/story\/2020\/12\/15\/%D8%B9%D9%84%D9%89-%D8%B9%D8%A8%D8%AF-%D8%A7%D9%84%D8%B9%D8%A7%D9%84-%D9%8A%D8%AD%D9%8A%D9%84-17-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D9%82%D8%A7%D9%86%D9%88%D9%86-%D9%85%D9%82%D8%AF%D9%85%D9%8A%D9%86-%D9%85%D9%86-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9\/5113631\">with the Planning and Budgeting Committee<\/a> after gaining <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/bc792702-bff3-48b7-b42f-3dcb83c07ddc\">cabinet approval in late October<\/a>. We\u2019re guessing that the government is going to want to get this in order before it finalizes the FY2021-2022 budget so expect to see some movement on this in the coming weeks.<\/p>\n<p><strong>SUKUK-<\/strong> Legislation allowing the government to issue sovereign sukuk to investors will be finalized during the next session, finally putting into a place a framework governing how the debt is securitized and traded, and enshrining the rights and responsibilities of sukuk holders into law.<\/p>\n<p><strong>Status:<\/strong> The draft legislation cleared the cabinet <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7f1de01a-6e3e-420b-93d3-6926dfc21c73\">in November<\/a> and has been <a href=\"https:\/\/www.youm7.com\/story\/2020\/12\/15\/%D8%B9%D9%84%D9%89-%D8%B9%D8%A8%D8%AF-%D8%A7%D9%84%D8%B9%D8%A7%D9%84-%D9%8A%D8%AD%D9%8A%D9%84-17-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D9%82%D8%A7%D9%86%D9%88%D9%86-%D9%85%D9%82%D8%AF%D9%85%D9%8A%D9%86-%D9%85%D9%86-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9\/5113631\">referred to the Planning Committee<\/a>. The committee was due to start discussing the bill at the tail end of last year but House Speaker Ali Abdel Aal ultimately <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1dc4983d-dfdf-408a-a5e9-6bfa3545fe71\">pushed it to this new session<\/a>.<\/p>\n<p><strong>INSURANCE- <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4b9cdd9b-9352-4ee5-acf3-09d1e6d4ac6b\">Amendments to the Universal Healthcare Act<\/a><\/strong> should provide some clarity on how the state sees private companies fitting into the universal health ins system, including how companies will be allowed to price their services and transact with the government. Meanwhile, the<strong> draft Unified Insurance Act<\/strong> that has been at least three years in the making should finally make it into law this term. While we\u2019re still unclear about the true scope of the bill, as proposed in 2018 it would grant the FRA <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7151a586-b7e8-4766-93ff-a2d9865543ce\">sweeping new powers<\/a> to oversee the sector, <a href=\"https:\/\/enterprise.press\/stories\/2018\/09\/17\/fra-to-complete-insurance-act-draft-this-month-expects-to-send-it-to-cabinet-by-december\/\">make insurance compulsory<\/a> for SMEs and freelancers, and set up new economic courts to mediate disputes.<\/p>\n<p><strong>Status:<\/strong> The Unified Insurance Act is now with the House Economic Committee after receiving cabinet approval in November, while amendments to the Universal Healthcare Act remain with the cabinet.<\/p>\n<p><strong>FINTECH- <\/strong>The FRA has been busy drafting a bill that would establish a framework for regulating the fintech space. Information is scant at present, but from what we know so far the legislation would allow the FRA to license and regulate fintech platforms, and introduce new penalties for regulatory breaches.<\/p>\n<p><strong>Status:<\/strong> The FRA approved the draft legislation <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0d59b8d8-cfa8-4d41-8c9e-af80e1620e1e\">in September<\/a> but its current status is unknown.<\/p>\n<p><strong>TRUST BUSTING-<\/strong> Under <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/87b20875-6cf8-4b69-a510-f299a67fe936\">amendments to the Antitrust Act<\/a>, the Egyptian Competition Authority would be granted the power to sign off on M&As before they are finalized and would be given more discretion over what it considers a threat to competition.<\/p>\n<p><strong>Status:<\/strong> The changes were approved by cabinet at the end of November and will now be sent to the House.<\/p>\n<p><strong>BANKRUPTCY ACT-<\/strong> Creditors would be given more power to weigh in on the futures of bankrupt businesses if parliament passes these <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/d2f0b301-2116-42ca-bf41-8e021227cb0f\">amendments to the Bankruptcy Act<\/a>.<\/p>\n<p><strong>Status: <\/strong>The changes are heading to a final vote in the general assembly after the House Legislative Committee gave the green light in October.<\/p>\n<p><strong>COMMODITIES EXCHANGE-<\/strong> Cabinet is expected to <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/4fd5a8c2-2b34-43e6-9f38-1c737af95b57\">submit the law that will establish the Egyptian Commodity Exchange<\/a> to the House of Representatives during the next legislative session.<\/p>\n<p><strong>Status: <\/strong>The exchange is going to be up and running <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ea76e369-faad-4557-b1f6-15c5b295688e\">during the second half of the year<\/a>, so expect movement soon.<\/p>\n<p class='web-image'><img decoding=\"async\" data-recalc-dims=\"1\" src=\"https:\/\/i0.wp.com\/ent.news\/2021\/1\/crowd-1600px.jpg?ssl=1\" alt='enterprise'><\/p>\n<p><strong>SOCIAL + POLITICAL-<\/strong><\/p>\n<p>There are \u2014 as perhaps you would expect, following a year like 2020 \u2014 a number of health-related bills on the agenda for the coming session. These include:<\/p>\n<ul>\n<li><strong>Emergency medical fund:<\/strong> Expect the House to make a decision on a draft law that <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2544babb-7204-41a0-a238-6048fa592ed7\">proposes to establish an emergency medical response fund<\/a> during the next session. The Health Committee gave the greenlight in November, so all that is required now to make it law is a final general assembly vote.<\/li>\n<li><strong>Plasma regs:<\/strong> Cabinet <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/7626ca3e-5916-40d1-b95d-87da6b792742\">approved in November<\/a> a draft bill to regulate plasma collection centers and help the country become more self-sufficient in producing the substance that has been used successfully by Egyptian doctors to treat the virus. The bill is <a href=\"https:\/\/www.youm7.com\/story\/2020\/12\/15\/%D8%B9%D9%84%D9%89-%D8%B9%D8%A8%D8%AF-%D8%A7%D9%84%D8%B9%D8%A7%D9%84-%D9%8A%D8%AD%D9%8A%D9%84-17-%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D9%82%D8%A7%D9%86%D9%88%D9%86-%D9%85%D9%82%D8%AF%D9%85%D9%8A%D9%86-%D9%85%D9%86-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9\/5113631\">currently with the Health Committee<\/a>.<\/li>\n<li><strong>\u0650A new nationwide medical council:<\/strong> There are early-stage plans to set up <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c0c21990-d892-4270-b707-bb130b558bf2\">a new \u201cspecialist\u201d medical council<\/a> that would help inform national public health policy and coordinate with the ministry, hospitals, law enforcement, and the private sector. The legislation appears to still be in the drafting phase.<\/li>\n<\/ul>\n<p><strong>Accrediting vocational schools:<\/strong> Several ministries are collaborating on a bill that would <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cabee5c5-52b0-4325-b60d-d0295d8e5832\">set up a new public authority responsible for accrediting institutions<\/a> offering technical learning and training programs.<\/p>\n<p><strong>Status:<\/strong> Lawmakers are a little behind on this one. We heard last year that the bill should start to work itself through the House before the December break, paving the way for a vote in January. But even though cabinet did <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3da4c7fa-fe80-49ad-be94-f91686df2193\">green-light the proposals in September<\/a>, it doesn\u2019t appear that id=\"tldr-story-02\"><\/a> <strong>The IMF has bumped its growth outlook for Egypt in FY2020-2021 to 2.8%<\/strong>, up from its 2% forecast in <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/2b47a22c-5356-4ebb-8019-0d038f5afd7f\">June<\/a>. The lifting of lockdown measures has helped the economy to show \u201cearly signs of recovery\u201d after a milder-than-expected downturn, the Fund\u2019s Executive Board said following its first review of Egypt\u2019s <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/e4b88b68-45c9-4f66-bbba-1e8999ee8f3f\">USD 5.2 bn standby loan agreement<\/a>. This would make Egypt one of only a handful of countries to have grown in 2020, with the report estimating the economy expanded 1.5%. On the flipside, this means that FY2021-2022 will see \u201cless sharp growth\u201d as the recovery will now come sooner than expected.<\/p>\n<p><strong>Egypt got a passing grade across the board<\/strong>, with the exception of a \u201cmarginal breach\u201d of the lower end of the Central Bank of Egypt\u2019s (CBE) target range for inflation. The dip in inflation triggered the monetary policy consultation clause, leading the CBE to request an amendment to the clause \u201cto take into account recent inflation dynamics,\u201d the Fund said. The consultation band is also being narrowed one percentage point to +\/- 2 for the inner bands and +3\/-4 for the outer bands.<\/p>\n<p><strong>The Executive Board\u2019s completion and approval of the first review means Egypt can now draw the second USD 1.67 bn tranche<\/strong>, bringing the total amount disbursed under the SBA to USD 3.6 bn.<\/p>\n<p style='font-size: 18px;font-weight: bold' >Where we did well<\/p>\n<p><strong>The economy as a whole fared better than expected<\/strong>, with GDP contracting in 3Q2020 at a slower pace than the fund had penciled in for the quarter on the back of \u201crobust consumption.\u201d Net foreign reserves and primary balance outturns \u201coutperformed\u201d their targets, while tax revenues jumped 14% y-o-y during the quarter, \u201creflecting strong growth in corporate income tax receipts that offset weaker VAT collection.\u201d Egypt also managed to meet all the targets set for \u201chealth and social spending, the government\u2019s overdraft at the CBE, and the share of short-term net domestic issuances.\u201d<\/p>\n<p><strong>The flood of fiscal + monetary responses to the pandemic got brownie points<\/strong>, with the IMF pointing to initiatives from the CBE and the government coming together with strong liquidity buffers in the banking sector to prop up domestic activity. \u201cThe banking sector on aggregate was well capitalized entering the crisis and the latest available financial sector indicators appear sound.\u201d<\/p>\n<p><strong>Our green economy push didn\u2019t go unnoticed, either<\/strong>, with the report saying the fund \u201cwelcomes the focus on green recovery and Egypt\u2019s leading regional role in this regard.\u201d<\/p>\n<p><strong>On the structural reform front, things are broadly moving ahead as planned:<\/strong> A reform strategy for the National Investment Bank (NIB) that is expected to be complete by the end of the current month is evidently a priority for the government, which completed an external auditor\u2019s evaluation of the bank\u2019s financial position. Fiscal structural benchmarks put in place for the end of December are also progressing mostly as scheduled, although the report notes that authorities need to kick up the pace for a medium-term revenue strategy that needs to be signed off by cabinet by the end of the year. The strategy \u201cwill help improve revenue mobilization and increase fiscal space for spending in health and education while achieving the key medium-term objective of reducing public debt.\u201d<\/p>\n<p><strong>The government is also making progress on structural reforms designed to encourage the development of the private sector and better public sector governance<\/strong>, including publishing financial reports for state-owned enterprises and the ratification of the Customs Act ahead of schedule.<\/p>\n<p style='font-size: 18px;font-weight: bold' >Challenges<\/p>\n<p><strong>Work still needs to be done on fiscal sustainability, improving trade + market competition, and gender: <\/strong>While Egypt\u2019s ability to repay the loan remains \u201cadequate,\u201d the report points to some risks that have persisted since the Fund signed off on the SBA, including \u201cuncertainty about the global economic conditions and some concentration of repayment obligations to the Fund in FY2023-2024 and FY2024-2025.\u201d On the upside, continued improvement in Egypt\u2019s fiscal and external positions indicate we will be able to repay.<\/p>\n<p><strong>Public debt and heavy financing needs also continue to be a challenge<\/strong>, leaving us \u201cvulnerable to changes in financial conditions for emerging markets.\u201d The report points to the possibility of another mass exodus of capital that could ramp up pressure on the currency and lead to financing pressures. \u201cStrengthening resilience to further shocks and maintaining investor confidence in Egypt\u2019s economic outlook requires continued timely policy implementation.\u201d<\/p>\n<p><strong>We also need to double down on:<\/strong><\/p>\n<ul>\n<li>Improving competition to encourage economic growth and job creation led by the private sector;<\/li>\n<li>Advancing women\u2019s labor force participation and closing the gender gap by providing tools such as setting up childcare facilities and offering training programs to women;<\/li>\n<li>Preparing the labor force for digitized work in the post-covid The company will spend EGP 800 mn to construct 40 stations this year, EGP 1.2 bn on 60 stations in 2022 and EGP 1.6 bn on 80 stations in 2023, Abu Bakr said.<\/p>\n<p><strong>This means that TAQA has taken more than half of the 300 stations<\/strong> the government plans to establish over the next three years.<\/p>\n<p><strong>We\u2019re also getting more Chillout-branded natgas fueling stations<\/strong><strong>:<\/strong> The Natural Gas Vehicles Company (Cargas) and Gastec signed an agreement on Wednesday to hand over 24 plots of land to Chillout (a subsidiary of state-owned Wataniya for Roads) to set up the stations, according to an Oil Ministry <a href=\"https:\/\/bit.ly\/3q2nuF9\">statement<\/a>.<\/p>\n<p><strong>The National Bank of Egypt is planning to finance EGP 5-7 bn-worth of car replacements<\/strong>, the bank\u2019s retail risk head, Karim Sous, said, according to <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=09012021&id=a365ece6-eaa6-4d6f-b4d2-c32643ffb3e0\">Al Shorouk<\/a>. Borrowers will pay a fixed 3% rate of interest and the loan terms will range between seven and 10 years.<\/p>\n<p><strong>ALSO ON THE ENERGY FRONT- <\/strong><strong>Fuel prices are staying unchanged for another three months<\/strong>, the government\u2019s fuel pricing committee decided at its first meeting of the year on Wednesday, according to a <a href=\"https:\/\/bit.ly\/2MPDhZJ\">statement<\/a>. The decision will keep 95-octane at EGP 8.50 per liter, 92-octane at EGP 7.50, and 80-octane at EGP 6.25. Meanwhile, diesel prices will stay at EGP 6.75 per liter and mazut (heavy fuel oil) for factories is unchanged at EGP 3.9k per tonne.<\/p>\n<p><strong>Fuel prices have now been held steady since <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/0fe48ff8-9e18-473d-a0b4-b14d60ee993a\">last April<\/a><\/strong>, when the committee cut fuel prices by EGP 0.25 across the board. Transfers inside a bank need to be complete within two hours while transfers from one bank in Egypt to another will take up to three hours. Requests put in after 2pm or over the weekend will be required to be complete within the same amount of time on the following working day.<\/p>\n<p><strong>The CBE has given banks three months to comply with the new requirements<\/strong>, with the grace period to be utilized to increase efficiency and improve infrastructure. The new requirements will help boost customer confidence in Egyptian banks while also highlighting banking as an alternative to paper transactions.<\/p>\n<p><strong>Other new requirements:<\/strong><\/p>\n<ul>\n<li>Bank fees on electronic transactions need to be less than what the bank charges for the same service executed with physical currency.<\/li>\n<li>IBANs will be necessary for use in all transactions.<\/li>\n<li>Straight-through processing (STP) must be enacted for outgoing remittances.
