busy Tuesday <\/strong>on this holiday-shortened week.<\/p><p><strong>Two big stories are vying for your attention here at home: <\/strong><\/p><p><strong>#1- Meet our natural-gas-powered future. <\/strong>The domestic press features wall-to-wall coverage of the Sisi administration\u2019s drive to convert the nation\u2019s cars, trucks and buses to run on <a href=\"https:\/\/afdc.energy.gov\/vehicles\/natural_gas_emissions.html#:~:text=Life%20Cycle%20Emissions%20and%20Petroleum%20Use&amp;text=Based%20on%20this%20model%2C%20natural,throughout%20the%20fuel%20life%20cycle.&amp;text=CNG%20production%20uses%20less%20petroleum,less%20energy%20than%20liquefying%20it.\">cleaner-burning natural gas<\/a> \u2014 which we just happen to have in abundance. The multi-bn EGP initiative includes subsidized funding from the Central Bank of Egypt to help roll out a national network of filling stations, convert qualifying existing vehicles, and get junkers off the roads. We have more in the news well, below.<\/p><p><strong>#2- The international press has declared we\u2019re all making up with Qatar today<\/strong>, ending the nearly four-year-old smackdown led by Saudi Arabia, the UAE, Bahrain and Egypt. <a href=\"https:\/\/www.reuters.com\/article\/us-gulf-qatar-usa\/breakthrough-reached-in-gulf-dispute-with-qatar-senior-trump-official-idUSKBN29924S\">Reuters<\/a> quotes a Trump administration official as saying the deed is done, with the pact set to be signed in Al Ula, KSA, today, while the <a href=\"https:\/\/www.ft.com\/content\/1975e9aa-6c8c-485a-a200-2e15ea5301ac\">Financial Times<\/a> says Saudi has already agreed to open its land, air and sea borders with Qatar. We have more in the news well, below, and in Last Night\u2019s Talk Shows.<\/p><p><strong>And two big stories dominate the global news agenda:<\/strong><\/p><p><strong>#1- US stocks celebrated the arrival of 2021 with a sell-off.<\/strong> Equities had their worst day since October on the first trading day of the new year as investors grew concerned about rising covid cases and the outcome of today\u2019s Senate run-off vote in Georgia. <a href=\"https:\/\/www.ft.com\/content\/82e8a6ee-78a3-4ed1-aa13-bf6a67e58d97\">More than 80%<\/a> of companies listed on the S&amp;P 500 lost value yesterday, dragging the index down 1.5% by the end of the session.<\/p><p><strong>It\u2019s red as far as the eye can see in Asian markets this morning, but this may not (yet) be<\/strong> <strong><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-02\/dizzying-valuations-ipo-craze-tick-boxes-on-bubble-checklist?srnd=premium-middle-east&amp;sref=mmeFTDW1\">the great selloff<\/a><\/strong> some have been salivating over in the past couple of weeks: Futures suggest Wall Street is likely to open in the green today, as will much of Europe.<\/p><p><strong>#2- The handover of power from Agent Orange to the Biden administration enters a<\/strong> <strong>high-tension phase today. <\/strong>What you need to keep your eye on:<\/p><ul>\n<li>Those two <a href=\"https:\/\/www.wsj.com\/articles\/georgia-girds-for-senate-runoffs-in-wake-of-trump-call-11609785914?mod=hp_lead_pos1\">key run-offs<\/a> in Georgia today;<\/li>\n<li>The National Guard is being called out to <a href=\"https:\/\/www.washingtonpost.com\/local\/dc-national-guard-protests-bowser\/2021\/01\/04\/220ced16-4e8d-11eb-83e3-322644d82356_story.html\">maintain order<\/a> during a pro-Trump protest in Washington, DC, that Trump has called for today and tomorrow;<\/li>\n<li>Congress gathers tomorrow to certify the results of the Electoral College vote amid what the New York Times calls an \u201c<a href=\"https:\/\/www.nytimes.com\/2021\/01\/04\/us\/politics\/trump-white-house.html\">insurgency from inside the Oval Office<\/a>.\u201d<\/li>\n<\/ul><p><strong>WHAT\u2019S HAPPENING TODAY- <\/strong><\/p><p><strong>It\u2019s PMI day:<\/strong> Purchasing managers\u2019 index figures for December are due out <a href=\"https:\/\/www.markiteconomics.com\/Public\/Release\/PressReleases?language=en\">here<\/a> at around 6:15am \u2014 just a few minutes after we land in your inbox. said, according to Al Shorouk. Announced yesterday on the first day of the <a href=\"http:\/\/bit.ly\/2Mjuy1u\">Go Green Exhibition<\/a> \u2014 an expo put on by the government to publicise its natural gas plans \u2014 the central bank says it <a href=\"https:\/\/www.shorouknews.com\/news\/view.aspx?cdate=04012021&id=0ebbd9ca-2d60-4b9d-a0a4-1e343fe9f347\">will make EGP 15 bn available for banks<\/a> to loan out to car owners wanting to convert their vehicles. Borrowers will pay a fixed 3% rate of interest and the loan terms will range between seven and 10 years. The CBE initiative comes in addition to the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1c84bb14-792e-4e7f-ac46-1f387cf58529\">EGP 1.2 bn<\/a> set aside by the MSME Development Agency last year.<\/p>\n<p><strong>The CBE\u2019s financing will cover the cost of 80k cars that are part of the plan\u2019s earlier phases<\/strong>, Amer said yesterday. Overall the plan will need EGP 60 bn to cover the cost of subsequent phases, Amer said.<\/p>\n<p><strong>Larger handouts? <\/strong>Those looking to convert their engines or replace outdated cars with natgas-powered vehicles will be eligible for up to EGP 50k in state support, Trade and Industry Minister Nevine Gamea said yesterday, without providing further details. We had <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">previously noted<\/a> that owners of older cars would receive between EGP 5-20k just to cover down payments for new cars.<\/p>\n<p><strong>The Trade Ministry<\/strong> <strong>released yesterday the conditions to apply for funding<\/strong> for both <a href=\"https:\/\/bit.ly\/38aZRnO\">passenger cars<\/a> and <a href=\"https:\/\/bit.ly\/2Xb1Vpy\">microbus and taxis<\/a>, and rolled out <a href=\"https:\/\/www.facebook.com\/gogreenexhibition\/posts\/108704881155624\">a website<\/a> to apply for car replacements and conversions.<\/p>\n<p><strong>A refresher: <\/strong>Some 250k old cars will be taken off the road and outfitted with dual-fuel engines by the end of 2023 under the first phase of the plan. The first year aims to cover 70k cars that have been on the road for over 20 years \u2014 including 55k taxis and passenger cars and 15k microbuses, Gamea said <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">last month<\/a>. The plan was first announced <a href=\"https:\/\/enterprise.press\/hardhats\/feasible-plan-convert-vehicles-natgas-gasoline-national-scale\/\">last year<\/a> with heavy backing from El Sisi. While promoting the use of natgas at such a large scale is totally new, the government <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/c91b2be4-e5fb-4204-a703-765a565b8b37\">previously completed<\/a> a similar program a decade ago that got decrepit taxis off the roads.<\/p>\n<p style='font-size: 18px;font-weight: bold' >Courting global manufacturers<\/p>\n<p><strong>The government is in talks with nine companies to locally produce 12 models of natgas cars, microbuses, and taxis<\/strong>, Trade Minister Nevine Gamea <a href=\"https:\/\/bit.ly\/3naIpUN\">said<\/a> yesterday. The ministry is lining up so-called \u201cgreen incentives'' to encourage the companies, she said without providing further details. Local press reports <a href=\"https:\/\/alborsaanews.com\/2020\/12\/16\/1406483\">suggested last month<\/a> that participating companies could be in line for value-added tax and customs breaks on inputs.<\/p>\n<p><strong>We do know some of the companies getting involved:<\/strong> Toyota will work with the Arab Organization for Industrialization (AOI) to produce microbuses, Italian industrial vehicle manufacturer Iveco will locally assemble 24-seaters, and VW has signed a preliminary agreement to produce natgas passenger cars, AOI head Abdel Moneim Al Tarras told Sada El Balad (<a href=\"https:\/\/www.youtube.com\/watch?v=xhcfMuv7L9s\">watch, runtime: 3:37<\/a>). Chinese automakers Foton and Jinbei are also expected to begin locally assembling natgas models in 2021, Khaled Saad, the secretary-general of the Egyptian Association of Automobile Manufacturers, told Enterprise <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a946047f-ec53-4300-942f-165509dbcc68\">last month<\/a>.<\/p>\n<p><strong>El Sisi has also weighed in: <\/strong>President Abdel Fattah El Sisi held talks with representatives of major automotive manufacturers, and said his administration is prioritizing the natgas transition plan, <a href=\"https:\/\/bit.ly\/354LiAf\">Ittihadiya<\/a> said.<\/p>\n<p style='font-size: 18px;font-weight: bold' >Infrastructure<\/p>\n<p><strong>Three major energy players are working to deploy more natgas filling stations across the country<\/strong>, Qalaa Holdings Chairman Ahmed Heikal, whose company owns energy distributor Taqa Arabia, said on the airwaves last night (<a href=\"https:\/\/www.youtube.com\/watch?v=29kOTxabsq4\">watch, runtime: 3:28<\/a>). Taqa Arabia\u2019s <a href=\"https:\/\/www.taqa.com.eg\/page.php?name=gas\">Master Gas<\/a> and two state-owned players are working to expand the country\u2019s network of natgas stations, he said, adding that around 300 stations would be built around the country over the next three years. This seems to be a pull-back from the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/29ac4d42-692f-4871-a320-b50e0f52e684\">Oil Ministry\u2019s original target<\/a> to give car owners access to at least 325 new stations in 2021 alone.<\/p>\n<p><strong>The central bank is also helping out with the costs of filling stations:<\/strong> It will lend out some EGP 5.3 bn to build 287 new natural gas filling stations, Amer said yesterday.<\/p>\n<p><strong>\u064dS<\/strong><strong>tate gas companies are getting a boost:<\/strong> State firms Cargas and Gastec will each receive EGP 100 mn to help convert 25k cars after signing financing agreements with the SMEs Development Authority yesterday, the Trade Ministry said in <a href=\"https:\/\/www.facebook.com\/mift.media\/posts\/3587763621292413\">a statement<\/a>.
