The research note chalks this up in part to an expected narrowing of the state budget deficit \u2014 meaning fewer debt instrument sales. A large part of banks\u2019 income comes from investment in government debt, and many piled into long-term bonds at the height of the pandemic in 2Q2020, according to a local press survey <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/391be5b9-acd4-4da9-9a8e-b6890b9c795d\">last month<\/a>. This move helped banks stay financially sound even as they ramped up <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/83ca7356-fbfb-46c9-8ef4-8aaa4a47e754\">loan loss provisions<\/a> on expectations of a wave of bad loans.<\/p>\n<p><strong>Net interest margins (NIMs) are expected to come under further pressure<\/strong> this year as the Central Bank of Egypt pushes ahead with its monetary easing cycle in 2021 and 2022, according to the research note.<\/p>\n<p><strong>Put all that together with higher taxes and new fees, and you get a slowdown in earnings growth at banks.<\/strong> The research note points to 2019 amendments to the Income Tax Act that effectively hiked the tax rate on interest income banks and corporations make from investments in government bonds and bills as a key source of pressure on banks\u2019 earning growth this year, coupled with the 0.25% tithe on interest income to support the new universal healthcare system, the 0.5% of deposits taken for the new emergency bailout fund, and the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/8518b5f1-d547-4663-8cbe-e6ef7a994359\">1% tithe to finance an industry development fund<\/a>.<\/p>\n<p><strong>Could we see a wave of M&A this year?<\/strong> Consolidation is one potential result of <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ba363fe6-92d7-4584-a95d-ee5c9f124acb\">last year\u2019s Banking Act<\/a>, which hiked minimum capital requirements for commercial banks to EGP 5 bn from EGP 500 mn, Pharos says. Last year saw a spate of acquisition talks in the sector, particularly as Gulf banks close in on several Lebanese banks leaving Egypt.<\/p>\n<p><strong>What would help the sector perform better?<\/strong> If the economy stages a healthy recovery, Pharos hopes this bounceback will reflect on corporate earnings and borrowing appetite, which would in turn breathe new life into banks\u2019 non-interest income and ease the pressure on their NIMs. Pharos is also hopeful that the CBE will scale back its requirements for commercial banks\u2019 reserve ratios \u2014 which it hiked to <a href=\"https:\/\/enterprise.press\/stories\/2017\/10\/04\/cbe-raises-required-reserve-on-local-currency-deposits-to-14\/\">14% back in 2017<\/a> \u2014 and allow banks to loan out a higher percentage of deposits they take in.<\/p>\n<p><strong>What might drag it down:<\/strong> On the flipside, the banking sector could struggle to recuperate and bring up its income if purchasing power has a slower-than-expected recovery, which would weigh on individual borrowing. Figures from the Automobile Market Information Council showed that 26,134 vehicles were sold in November, up almost 50% from November 2019 and up from 25,569 in October.<\/p>\n<p><strong>Passenger cars are still underpinning the recovery:<\/strong> More than 20.5k passenger cars were sold in November, up 67% from 12.3k in the same time last year and up from 19.4k in October. Sales volumes of passenger cars fell by <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/38e18539-8b5d-4fcf-a161-5e3bfa00f8c8\">as much as 26%<\/a> during the government\u2019s partial lockdown of the economy earlier this year, which caused dealerships to close and consumers to defer purchases.<\/p>\n<p><strong>Bus, truck sales drop in November:<\/strong> Sales of trucks and buses fell from October but remained higher on a y-o-y basis. Truck sales fell to 3,485 from 3,515 in October but were 7.4% higher than volumes in November 2019. The company is said to be seeking USD 100 mn, along with an unspecified amount in overdue interest payments dating back to 2004, to compensate it for the losses it claims to have incurred after the ministry cancelled a contract to build, operate, and manage the airport. Malicorp has reportedly tapped a local law firm to file the arbitration case with the Cairo Regional Center for International Commercial Arbitration (CRCICA).<\/p>\n<p><strong>Background:<\/strong> The Transport Ministry had issued the tender for the airport back in 2000 and had awarded Malicorp the contract under a build-operate-transfer framework. Malicorp had previously taken the case to <a href=\"http:\/\/icsidfiles.worldbank.org\/icsid\/ICSIDBLOBS\/OnlineAwards\/C461\/DC3572_En.pdf\">the International Center for Settlement of Investment Disputes<\/a>, seeking <a href=\"https:\/\/enterprise.press\/stories\/2018\/10\/03\/uks-malicorp-to-file-another-arbitration-case-against-egypt\/\">USD 500 mn<\/a> in damages.<\/p>\n<p><strong>Malicorp has lost before: <\/strong>When the international tribunal dismissed the compensation claim and Malicorp tried but failed to reverse ICSID\u2019s decision, it took the case to CRCICA, which ordered Egypt to reimburse the UK company for expenses totalling <a href=\"https:\/\/www.italaw.com\/cases\/4400\">USD 14.8 mn<\/a>. The canal recorded its second-highest annual net tonnage last year at 1.17 bn tonnes from over 18k ships crossing the canal.<\/p>\n<p><strong>Incentives and reductions the authority introduced last year to counter the global trade slowdown due to covid-19 will<\/strong><strong> extend<\/strong><strong> into 2021<\/strong>, Chairman Osama Rabie said. LNG, LPG, and oil carriers <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ed4bfa24-0a5b-4a8d-a214-4f3879d537cb\">will receive<\/a> reductions on their Suez Canal transit fees between 30-75%. Transit fees for all ships <a href=\"http:\/\/bit.ly\/38aKiw8\">will be fixed<\/a> in 2021 at the same price as the previous year as another initiative to spur movement across the canal. Though education remained a defensive sector in Egypt, it faced many challenges. Moving into 2021, we asked education leaders what key issues are on their minds.<\/p>\n<p><strong>Their answers? <\/strong>Continuing in-person learning, investing wisely, and navigating exams. We\u2019ll also be keeping an eye on electronic university admissions, possible education IPOs, and continued construction.<\/p>\n<p><strong>International K-12 schools are taking the Education Ministry\u2019s directive to move back online in their stride: <\/strong>School leaders had been monitoring rising covid-19 case rates to see if they\u2019d need to move fully online again, so they were prepared when Education Minister Tarek Shawki <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/1821334298044927\">released a statement last week<\/a> that fully-online learning will resume until late February, say representatives. \u201cWe're relatively ready, though no one wanted this,\u201d says El Alsson\u2019s Executive Director Karim Rogers.<\/p>\n<p><strong>The big question is, when can they reopen? <\/strong>An estimated seven private schools had successfully resumed full-time classroom learning since the beginning of the academic year, says Rogers. Their aim was to continue this \u2014 as long as it was safe, say Rogers and Schutz\u2019s Assistant Head of School Massimo Laterza. While respecting the ministry\u2019s directive is a must for safety, Rogers wants to resume in-person learning as soon as possible, he says.<\/p>\n<p><strong>As the year goes on, contingency plans will be bolstered by continued investment in health and safety measures, and in online learning: <\/strong>OPEX investment in extra sanitation, masks and other equipment is likely to remain steady or see a slight increase in 2021, say private school leaders. \u201cWe invested heavily in safety and online learning provision, and if we continue with this level of investment now, we\u2019ll be in very good shape,\u201d says GEMS CEO Ahmed Wahby.<\/p>\n<p><strong>But vaccine hopes will fuel impatience with online and blended learning:<\/strong> The 2020 shift online worked in a crisis, but is unlikely to be sustainable in the long run, says Laterza. He and Rogers agree that blended learning will be more integrated into K-12 education one day, but not in 2021. \u201cIt will take longer, particularly because of the vaccine,\u201d says Laterza. \u201cEveryone\u2019s placing all their hopes on the vaccine. They want to go back to regular school.\u201d<\/p>\n<p><strong>And while covid disrupts education, tuition debates will continue: <\/strong><a href=\"https:\/\/enterprise.press\/blackboards\/dispute-brewing-parents-private-schools-tuition-relief\/\">Disputes over tuition discounts<\/a> or refunds are linked to how much value (or not) parents see in their schools\u2019 online or blended learning \u2014 which varies greatly, say Rogers and Laterza. Parents will be understanding if the government orders school closures, but frustration may grow if they feel online learning isn\u2019t benefiting their children, Laterza believes. 47% of respondents to our <a href=\"https:\/\/enterprise.press\/blackboards\/really-think-e-learning\/\">June survey<\/a> on e-learning and 34% of respondents to our <a href=\"https:\/\/enterprise.press\/blackboards\/now-three-months-blended-learning-hows-holding\/\">December survey<\/a> on blended learning either disagreed or strongly disagreed with continuing to use their schools\u2019 platforms as they stood.<\/p>\n<p><strong>The hope is for a light touch when it comes to government tuition oversight:<\/strong> The government cap on annual tuition increases will <a href=\"https:\/\/enterprise.press\/blackboards\/faced-rising-costs-private-schools-clashing-parents-tuition-fees-increase-upcoming-academic-year\/\">remain a hot topic<\/a> for debate, especially among private school owners, Laterza predicts. \u201cI think private school owners will keep negotiating to raise the cap in 2021. The sector\u2019s been affected since the 2016 EGP float, when the cap was first imposed,\u201d he adds. Extra covid-19 costs have hit schools hard, says Rogers. \u201cWill the ministry get involved in the issue of fee increases? I don\u2019t know. I hope not, because we\u2019re in recruitment season now, and most of our hires are from overseas.\u201d<\/p>\n<p><strong>Along with accelerating crucial regulatory issues, like foreign ownership limits: <\/strong>Accelerating exemptions to the 20% cap on <a href=\"https:\/\/enterprise.press\/blackboards\/blackboard\/\">foreign ownership limits<\/a> for K-12 schools would create a lot of positive momentum for FDI in the education sector, says Wahby. \u201cThat\u2019s a priority moving into 2021.\u201d<\/p>\n<p><strong>The Higher Education Ministry\u2019s launching a streamlined platform for private university application in Spring semester 2021<\/strong>, starting with a pilot phase for some private and nonprofit universities, <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/3ec7c805-6d54-4688-a6f1-136852bf5862\">we reported recently<\/a>. The platform will then become mandatory for all universities, starting from the Fall semester of the 2021-22 academic year.<\/p>\n<p><strong>Private universities are downplaying any concerns about university autonomy being threatened: <\/strong>One school official said <a href=\"https:\/\/enterprise.press\/blackboards\/govt-considers-implementing-ucas-style-enrollment-system-private-universities\/\">last year<\/a> the new system could raise concerns about universities\u2019 autonomy in selecting their student body. But private universities will essentially remain independent because they will retain their rights in several important areas, the presidents of Badr University, Future University, the Japanese University, Chinese University and Misr University for Science and Technology tell Enterprise. These include the right to hold admissions tests to select the students they want and to decide what percentage of students they accept from different school systems (such as the American Diploma, or International Baccalaureate), without ministry interference.<\/p>\n<p><strong>University autonomy won\u2019t look quite the same:<\/strong> \u201cPrivate universities won\u2019t have precisely the same freedom now, but as long as a university is able to choose its own students, this is independence,\u201d says Badr University President Mustafa Kamal. Structuring the new system seemed to be a relatively inclusive process, with different private universities involved in discussions, says the Knowledge Hub President Mahmoud Allam.<\/p>\n<p><strong>The growth of international branch campuses may take a back seat to local university construction this year: <\/strong>There\u2019s currently less buzz about international branch campuses and more about new local universities <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/ac1700ca-8c15-4c2f-8dcc-563e5e035d13\">like King Salman University<\/a>, says Yehia Bahei El Din, BUE\u2019s Vice President for Research & Postgraduate Studies. Ten more are opening this year, and already seeing high demand from students and faculty members, he adds. International branch campuses will continue, but may face some challenges in recruiting expat staff this year, Bahei El Din predicts.<\/p>\n<p><strong>As a sector, education will remain defensive in 2021:<\/strong> 2020 trends of high CAPEX investment, school and university construction in the New Capital, Sheikh Zayed, and New Cairo, and the growth of franchising are all expected to continue into 2021, say multiple sources. \u201cEgypt\u2019s education market will continue being as strong, if not stronger, in 2021,\u201d predicts Wahby. \u201cIt\u2019s resilient, with high demand and strong potential.\u201d Top schools have the funds and capacity to continue with CAPEX investment, agrees Rogers. And the growth of international franchises will be welcomed by the ministry because of high demand for schools, he believes.<\/p>\n<p><strong>But the rate of school construction in greater Cairo won\u2019t be seen immediately elsewhere: <\/strong>Schools will be built in Ain Sokhna and El Alamein, but not this year, predicts Rogers. \u201cWith the <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/1e81e0e4-75b3-4a52-b922-854af95ba080\">new railway connection<\/a>, there\u2019ll be a jump in demand for schools there \u2014 but probably not immediately.\u201d International franchises won\u2019t target Alexandria yet, believes Laterza, as the international schools market is relatively saturated. \u201cMost schools opening here are private national schools, targeting Egyptians who intend to remain in Egypt.\u201d<\/p>\n<p><strong>Could 2021 be the year for more education IPOs? <\/strong>With the news that CI Capital <a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/cf2fc0fc-7c69-4a48-8bee-bb893803334d\">plans to list<\/a> up to 40% of its education management arm Taaleem Consulting and Educational Services in an IPO in 1Q2021, combined with 2020\u2019s strong education stock performance \u2014 <a href=\"https:\/\/enterprise.press\/blackboards\/year-review-part-1-education-proves-mettle-defensive-sector-face-covid\/\">outperforming<\/a> the benchmark EGX30 \u2014 we can\u2019t be the only ones wondering if more IPOs are in the offing.<\/p>\n<p><strong>Your top education stories for the week:<\/strong><\/p>\n<ul>\n<li><strong>Schools and universities <\/strong><strong><a href=\"https:\/\/enterprise.news\/egypt\/en\/news\/story\/a2d8e6eb-a834-4940-b3d6-a56c1dab880a\">moved back<\/a><\/strong><strong> online and exams were postponed<\/strong> to after the mid-year break as a precautionary measure against the pandemic.<\/li>\n<li><strong>The Education Ministry<\/strong> <a href=\"https:\/\/microsoftcaregh.com\/2021\/01\/01\/egypt-education-ministry-signs-agreement-with-microsoft-to-create-digital-educational-environment\/\">signed<\/a> an agreement with <strong>Microsoft Egypt<\/strong> to equip educators and students with Microsoft technology and create an e-service to benefit the ministry\u2019s digital education platforms.<\/li>\n<li><strong>Sharjah\u2019s <\/strong><strong><a href=\"https:\/\/tbhf.ae\/\">Big Heart Foundation<\/a><\/strong><strong> is allocating some AED 114k<\/strong> to provide more education support to 150 non-enrolled students aged between 6 -14 years in Luxor, <a href=\"https:\/\/gulfnews.com\/uae\/sharjahs-big-heart-foundation-pledges-dh115-million-to-support-health-care-and-education-initiatives-in-egypt-1.76244913\">Gulf News reports<\/a>. <\/li>\n<li><strong>The Egypt Japan University Of Science & Technology will establish the first <\/strong><strong>virtual lab in Egypt<\/strong> that will help students gain skills and knowledge in fields such as VR technology.
